Trasporto fluviale

Cresce il trasporto fluviale containerizzato del porto di Rotterdam

Nel corso dell'ultimo paio di anni, la movimentazione dei containers a mezzo chiatta da e per Rotterdam ha continuato ad essere una storia di successo. Poco più del 40% di tutto il traffico di origine marittima dell'hinterland portuale ora viene movimentato in questo modo, rispetto al 36% del 2000 ed al 28% di cinque anni prima. Tenendo presente che Rotterdam è la più grande porta d'accesso dei contenitori in Europa, avendo movimentato poco più di 6,5 milioni di TEU lo scorso anno, si tratta di cifre notevoli.

La Rhinecontainer BV, che ha festeggiato il proprio 25' anno nel settore, è uno dei principali operatori nel mercato. Nel 2002, il vettore con sede a Zwijndrecht ha movimentato approssimativamente 370.000 TEU sul Reno, 140.000 dei quali da Rotterdam ad Anversa, ed altri 100.000 TEU da Anversa/Rotterdam a terminals interni locali nel Benelux. Come tale, essa è un riconosciuto leader del mercato. L'amministratore delegato Jos Helmer commenta: "Questi lavoro potrebbe certamente essere più facile, e le tariffe di nolo sono costantemente sotto pressione, ma è sempre bello far parte di qualcosa che cresce. Noi certamente traiamo molte motivazioni da ciò. La frustrazione è sapere che vi sarebbe da fare molto di più".

La società, anche se è orgogliosa del costante miglioramento dei servizi, della razionalità dei costi e della affidabilità, però si trova anche tra le mani i problemi del crescente intasamento autostradale e dell'ambiente. La sua promozione di vendita standard consiste nel fatto che una chiatta che trasporta 374 containers equivale a 6 km di camion paraurti contro paraurti. Purtroppo, tali scene non sono infrequenti nella regione. La situazione competitiva rispetto alla strada diventerà ancora migliore alla fine di quest'anno, allorquando la Germania introdurrà per la prima volta i pedaggi autostradali.

Parte delle difficoltà di questo settore nel far circolare il suddetto messaggio tra i clienti d'oltremare deriva dal ruolo degli operatori di chiatte nella catena delle forniture. Lamenta Helmer: "La nostra difficoltà sta nel sapere chi dovrebbero essere i nostri clienti. Da un lato il 60% circa della nostra attività deriva dai vettori marittimi, che stipulano contratti ai sensi della modalità carrier haulage e non sono solo interessati ai servizi fluviali. Dall'altro, vi è un certo numero di altri soggetti che stipulano con noi contratti del tipo merchant haulage, alcuni dei quali hanno interesse anche nei confronti di altre modalità di trasporto.

In questi giorni, tutti vorrebbero interpellare una volta per tutte qualcuno che sia in grado di offrire tutte le modalità di trasporto, e non è sempre chiaro fin dove arrivi la loro lealtà. Qualche volta partecipiamo alle attività di questi operatori, altre volte no. Al fine di superare ciò, talvolta vengono messi a disposizione rimborsi sui volumi, ma vi sono limiti a ciò che possiamo offrire".

La Rhinecontainer è allo stesso modo in grado di offrire un'ampia gamma di servizi integrati, tra cui le operazioni di deposito terrestre e di autotrasporto, sia direttamente che attraverso i servizi dei suoi azionisti. La società appartiene alla Wincanton Rhenania Intermodal (già P&O Rhenania Intermodal), alla Kuhne & Nagel (Nederland) NV ed alla EWT bv, sebbene quest'ultima stia procedendo alla vendita della propria partecipazione. La prima possiede sette terminals fluviali interni, il che la pone in una salda posizione al fine di assicurare servizi integrati.

Per gli esportatori, ad esempio, i contenitori vuoti possono essere depositati in un terminal fluviale interno situato nelle vicinanze, autotrasportati presso i locali dei clienti per il riempimento, ritrasferiti al terminal fluviale e quindi trasportati via chiatta al porto per il carico sulla nave marittima a lungo raggio designata. Le operazioni di riempimento possono essere altresì assicurate presso il terminal fluviale interno. Operazioni simili vengono fornite agli importatori.

Più spesso che no, peraltro, tali servizi integrati vengono forniti sia dai vettori marittimi che dagli operatori terminalistici fluviali. Ad esempio, la Masterfoods (appartenente alla Mars Corporations) di Veghel, nei pressi di Eindhoven, si serve dell'operatore terminalistico OSSE Overslag Centrale per le sue esportazioni, mentre la Sony, a Tilburg, utilizza il BTT (Barge Terminal Tilburg) per le sue importazioni. Anche lo ECT, il più grande operatore terminalistico marittimo di Rotterdam, effettua un servizio da Rotterdam a Duisburg.

E' interessante notare come sia la Masterfoods che la Sony insistano sulle condizioni contrattuali tipo merchant haulage, dal momento che si dice che ciò dia loro un maggior controllo sul servizio. Ma tale è la logica della logistica che altri caricatori, quali la Heineken e la Hankook, in certi casi ammettono apertamente di servirsi del carrier haulage, in ragione della sua facile gestione.

Una fonte ben informata ha rivelato: "Il problema con il carrier haulage è che quando qualcosa va storto, non sappiamo mai con chi prendercela. L'armatore di chiatte di solito biasima il vettore marittimo, ed il vettore marittimo di solito biasima l'armatore di chiatte. Talvolta anche noi saremmo da biasimare, ma, poiché sono coinvolte altre due parti, potremmo anche non accorgercene".

Helmer ribatte scherzando: "Riconosciamo questo problema, anzi esso potrebbe aggravarsi. Poiché il cliente ha sempre ragione, l'operatore di chiatte talvolta non può biasimare nessuno, anche se sappiamo molto bene di chi è la colpa!".

Clienti quali la Sony, la Masterfoods, la Heineken e la Hankook sono uniti nel supportare le chiatte, tuttavia, sostenendo che i vantaggi della loro affidabilità sopravanzano di gran lunga i tempi di viaggio più lunghi. Adam Rashid, un dirigente del dipartimento servizi logistici della Sony, osserva: "Quando i nostri containers arrivano a Rotterdam dall'Asia, non è sempre facile dire quali di loro sono quelli di cui c'è più urgente necessità. Un box a bassa priorità oggi può diventare un box ad alta priorità domani. La situazione cambia costantemente. I box più urgenti di norma vengono autotrasportati. Ma mediante il trasporto dei restanti in una sola volta, possiamo adattarci ai conseguenti cambiamenti più facilmente, e risparmiare anche sui costosi oneri di controstallia a Rotterdam".

Un'interessante caratteristica di questi clienti sta nel fatto della loro vicinanza al porto di Rotterdam. Anche se il comune buon senso dice che le chiatte cominciano a competere con i camion solo su distanze superiori ai 200 km, le loro fabbriche, ovvero le esigenze dei clienti, distano molto meno di 150 km dal terminal contenitori più lontano (il Delta).

Tuttavia, il traffico di grossi volumi continua ad essere movimentato da Rotterdam/Anversa al medio/basso Reno, che comprende i terminals di Duisburg (224 km), Neuss/Dusseldorf (265 km), Colonia (309 km), Bonn (347 km) e Mainz (505 km).

La Rhinecontainer serve tutti questi terminals su base giornaliera. Altri, più su lungo il fiume, come Mannheim/Ludwigshafen (580 km) e Karlsruhe/Worth (640 km), sono serviti quattro/cinque volte alla settimana. I tempi di viaggio da e per Rotterdam solitamente spaziano da uno a tre giorni. Quello per Mannheim, ad esempio, è di 25-28 ore con corrente a favore e di circa 48 ore controcorrente.

Un problema crescente per gli operatori di chiatte è il numero dei terminal contenitori marittimi che devono essere serviti. A Rotterdam, ad esempio, adesso ce ne sono quattro invece di tre, a seguito dell'apertura del terminal della APM nel 2001, ed un altro è in fase di allestimento ad opera della P&O Nedlloyd (lo Euromax). Un altro ancora è stato abbozzato a livello progettuale dalla Uniport, alla porta accanto, e di ulteriori terminals è in programma la costruzione nel 2008, se il Maasvlakte II dovesse essere approvato, come ci si aspetta.

A rendere peggiori le cose, i contenitori vuoti spesso devono essere restituiti o raccolti presso altri depositi per containers in porto dove le tariffe di magazzinaggio sono meno care. Tutto considerato, ci si aspetta che una tipica chiatta faccia scalo presso 13 terminals diversi quando carica e scarica.

Spiega Helmer: "Ovviamente, più scali dobbiamo fare, più difficile diventa programmare i nostri orari. Noi speriamo solo che tutti i nuovi terminals possano disporre di ormeggi per chiatte dedicati e che gli operatori terminalistici vi possano accedere, poiché, quando vengono utilizzate le gru a cavaliere marittime, le loro tariffe di movimentazione sono molto più basse e più soggette a ritardi dovuti alle condizioni meteorologiche. Inoltre, di solito noi veniamo anche trattati come clienti a bassa priorità in relazione agli ormeggi marittimi".

Il confronto con i prezzi di altre modalità di trasporto è difficile a causa del numero delle permutazioni disponibili. A differenza dell'autotrasporto, ai containers da 20 e 40 piedi tendono ad essere applicate tariffe relative alle chiatte distinte, ed inoltre occorre considerare il costo della restituzione dei vuoti. Helmer sottolinea: "Se le tariffe che siamo riusciti ad ottenere per i pieni fossero rispettabili, potremmo anche pensare di posizionare o restituire i vuoti per niente, ma, purtroppo, non è questo il caso".

Continua: "Ciò che si deve considerare, tuttavia, è che noi non abbiamo sovrapprezzi per i pesanti, a differenza dell'autotrasporto e del trasporto ferroviario, ed i vuoti possono essere immagazzinati dei depositi interni per quasi nulla, fino a quando non diventa disponibile la movimentazione di un pieno. Il vantaggio è da valutare attentamente, peraltro, in ragione dell'esigenza di migliorare la profittabilità. Inoltre, noi non abbiamo così tante limitazioni per i carichi pericolosi". Approssimativamente i due terzi del suo traffico consiste di pieni, mentre il resto è costituito da vuoti.

Si dice che la Svizzera sia un buon mercato per i contenitori pesanti, a causa dei suoi rigorosi limiti sui pesi stradali (28 tonnellate). Si dice che anche la regione attorno a Duisburg sia buona per i pesanti, dato che gli autotrasportatori devono prestare particolare attenzione circa il superamento dei limiti inerenti ai pesi stradali al confine tra Germania e Paesi Bassi.

La Rhinecontainer normalmente stipula contratti con i suoi clienti su base annua, sebbene essa sia flessibile sull'argomento. Come accade per i vettori marittimi a lungo raggio, le sue tariffe sono soggette al BAF, ma ciò dev'essere concordato preventivamente e ricollegato all'indice di prezzo trasparente del carburante del CBRB (Central Bureau voor de Rijn-en binnevaart). Helmer ha dichiarato: "Eravamo abituati ad avere un punto di riferimento del settore correlato al prezzo quotato del diesel a Rotterdam, ma non ci è più consentito di utilizzarlo da Bruxelles. Ogni società, perciò, ora deve avere il proprio punto di riferimento".

La Rhinecontainer effettua operazioni aggiuntive da Anversa a Rotterdam attraverso la CEM, una società con sede ad Anversa acquistata nel 2000. Il servizio della CEM, effettuato in collaborazione con la Eurobarge e la MTA, comprende altresì scali a Gand, Liegi, Terneuzen, Vlissingen, Zeebrugge ed Amsterdam. La dura concorrenza su tale rotta ha fatto sì che le tariffe fios (free in/out stowed, vale a dire carico e scarico esclusi) da Anversa a Rotterdam calassero a circa 20 euro (21,6 dollari) per TEU.

Riguardo alle comunicazioni tra la Rhinecontainer ed i suoi clienti, Helmer sostiene che il telefono ed il fax restano il miglior modo per trasferire le informazioni. Afferma infatti: "Sebbene assistiamo al fatto che le comunicazioni elettroniche sono inevitabili, e noi abbiamo in atto connessioni EDI con le nostre chiatte, riteniamo ancora che il lato umano della nostra attività sia importante. Il trasporto fluviale dev'essere un'attività assai flessibile, che comporta frequenti cambiamenti all'ultimo minuto ogni giorno, per cui il telefono ed il fax vengono realmente sperimentati e collaudati. Ogni qualvolta abbiamo provato ad essere più bravi, di solito è andata a finire meno bene". Il trasporto con chiatte, sembra, resta di gran lunga un'attività popolare.
