Il nuovo London Gateway Port della P&O

Che cos'è esattamente il London Gateway?

Programmato al fine di rigenerare l'ex raffineria petrolifera di 600 ettari della Shell Haven sulla riva settentrionale del Tamigi a Thurrock, nell'Essex, l'infrastruttura proposta attualmente comprende due segmenti: un porto di classe mondiale da svilupparsi unicamente a cura della P&O Ports, ed un centro logistico-commerciale che sarà realizzato da una società a capitale misto tra P&O e Shell.

Il porto di cui si propone la realizzazione, in grado di movimentare il più grande terminal per portacontainers a lungo raggio nonché il terminal containers marittimo più vicino a Londra, richiederà 75 ettari del sito, mentre altri 93 ettari verranno ricavati da terreno di recupero del Tamigi mediante il dragaggio del canale di accesso e degli ormeggi.

Progettato per accogliere navi sino a 14.000 TEU di capacità (24 box in larghezza e 380 metri di lunghezza), il porto disporrà di una banchina per containers lunga 2.300 metri in grado di movimentare 3,5 milioni di TEU all'anno, con possibilità di essere attrezzata con 27 gru da banchina post-Panamax e con una flotta di RTGs in grado di impilare 5 containers.

Inoltre, verrà costruita una infrastruttura ro-ro, capace di movimentare due navi sino a 200 metri di lunghezza con carico a prua e poppa.

Gli ormeggi saranno dragati sino a 16 metri di profondità lungobanchina; il canale di accesso e l'area di manovra delle navi saranno dragati sino a 14,5 metri, il che fornirà accesso in quasi tutte le fasi della marea, mentre per le navi molto più grandi vi sarà una piccola finestra d'accesso di marea.

L'intenzione della P&O Ports è quella di investire oltre 650 milioni di sterline (975 milioni di dollari) nei prossimi 15 anni al fine di sviluppare il porto in fasi a seconda della domanda di mercato. La fase uno comprenderà il dragaggio ed il recupero, la costruzione dei primi due ormeggi containerizzati (equipaggiati con sette gru da banchina super post-Panamax), il terminal ro-ro ed il necessario accesso ferro-stradale.

Si spera che la costruzione possa cominciare nel 2004, con ormeggi a regime operativo dal 2006/2007, ma molto dipenderà dall'esito dell'applicazione della pianificazione.

Inoltre, la P&O e la Shell stanno proponendo un importante centro logistico-commerciale che faccia parte integrante del London Gateway, da costruirsi sull'area sita alle spalle del porto proposto. Il centro occuperà 310 ettari di ex-terreno industriale e comprenderà sino ad un milione di metri quadrati di spazio adibito agli esercizi commerciali, tra cui il potenziale per la costruzione di oltre 100.000 metri quadrati destinati a far fronte alla domanda di mercato.

L'intenzione è quella di comprendere nel centro grandi magazzini per la distribuzione, centri logistici, produttori di alta tecnologia ed unità assortite di industria leggera. Inoltre, ospiterà un certo numero di utenti ausiliari tra cui alberghi, stabilimenti di catering e punti di vendita al dettaglio convenienti, per coloro che lavoreranno sul sito.

Insieme, i due progetti potrebbero creare sino a 16.500 nuovi posti di lavoro - 2.000 in porto e 14.500 nel centro logistico e commerciale - mentre si potrebbero ottenere molte migliaia di altri posti di lavoro nel corso delle fasi di costruzione. Inoltre, i progetti segneranno il calcio d'inizio dell'ambiziosa iniziativa governativa del Corridoio della Porta d'Accesso del Tamigi, segnatamente il più grande progetto di rigenerazione in Europa, che si estende per 40 miglia (65 km) lungo il Tamigi dal Canary Wharf nella Londra orientale a Southend nell'Essex meridionale e da Medway nel Kent settentrionale.

Questioni trasportistiche

Come spiega Tony Burdall, capo ingegnere portuale della P&O Ports, "uno dei punti maggiormente a favore del London Gateway è la sua localizzazione, vicina a Londra e dotata di buoni collegamenti stradali e ferroviari. Non solo il sito dispone di un doppio collegamento stradale camionabile per Londra, la M25 e la rete autostradale, ma dispone altresì di un collegamento ferroviario diretto con la rete ferroviaria nazionale".

Inoltre, una serie di studi sul numero di containers che entrano nel Regno Unito e ne escono ha rivelato che una grande percentuale di containers in entrata ed uscita dal paese lo fa nell'ambito di un raggio di 25 miglia (40 km) dal London Gateway.

Di conseguenza, sin dagli inizi veri e propri, il trasporto ferroviario è stato considerato un'importante opzione per il porto, con un minimo del 10% dei risultati containerizzati attesi che vanno per ferrovia, sebbene questa cifra potrebbe crescere sino a qualcosa come il 30% a seconda della futura crescita economica.

Quanto sarà difficile ottenere i permessi relativi alla pianificazione?

La P&O sottolinea come il progetto si adatti a tutti i requisiti governativi inerenti alla pianificazione e come il sito abbia un impatto ambientale minimo. In via di principio, non vi sono obiezioni al progetto, sebbene alcune organizzazioni abbiano alcune riserve su alcuni suoi aspetti particolari, e, di conseguenza, la società è ottimista circa l'ottenimento del permesso inerente alla pianificazione.

L'utilizzazione del sito come porto risale al 16' secolo, allorquando venne drenato il terreno e furono costruite dighe al fine di creare la Baia del Tamigi all'estremità orientale del sito.

Attorno al 1660, la Baia del Tamigi costituiva il principale centro d'importazione del bestiame del paese, tanto che un terzo di esso veniva movimentato attraverso questo porto. Tuttavia, una forte epidemia di afta epizootica distrusse gli allevamenti, il che comportò la chiusura delle attività di importazione del porto.

L'industrializzazione avvenuta attorno al 1870 risuscitò la Baia del Tamigi, dove venivano sviluppati esplosivi e petrolio, il che portò la Baia del Tamigi a diventare il primo centro d'importazione di petrolio alla rinfusa del paese.

La Shell Chemical Company e la Shell Refining and Marketing svilupparono la Shell Haven nel periodo post-bellico quale importante fonte di posti di lavoro nel Corridoio del Tamigi. Nel suo periodo di punta, negli anni '70, vi erano impiegate 3.500 persone.

Nel 1998 venne annunciata la chiusura della raffineria di Shell Haven e la produzione cessò nel dicembre 1999, con l'eccezione della manifattura di bitume e delle importazioni di carburante per aerei, che continuano ad essere effettuate dalla Shell.

Da quando la raffineria di petrolio ha cessato la produzione, la Shell ha avviato un programma di bonifica del sito per 50 milioni di sterline (75 milioni di dollari) che dovrebbe portare il sito di terreno in stato di abbandono ad un uso produttivo in linea con le politiche di pianificazione del governo.

Entro l'estate di quest'anno, il sito sarà stato livellato e ci si aspetta che il riassetto definitivo venga completato per la fine del 2004, momento entro il quale saranno stati demoliti qualcosa come 500.000 metri cubi di calcestruzzo e saranno state rimosse e vendute per riciclaggio circa 80.000 tonnellate di acciaio.

La pianificazione: attuazione e progressi

Allo scopo di procedere con le attività inerenti al London Gateway, sia la P&O che la Shell hanno bisogno di un certo numero di approvazioni relative alla pianificazione ed alla regolamentazione, in ordine alle quali sono state inoltrate tre distinte richieste.

In primo luogo, è stato richiesto un permesso relativo alla pianificazione "di massima" del centro logistico-commerciale, e, dal momento che si tratta di una società a capitale misto, sia la P&O che la Shell hanno sottoposto una domanda di pianificazione di massima al Consiglio di Thurrock nel gennaio del 2002. Dal momento che si tratta solo di una domanda relativa ad uno strumento di massima, ciò sta a significare che, una volta concessa l'approvazione di massima, ciascuna iniziativa di natura commerciale richiederà una distinta e dettagliata domanda di approvazione.

In secondo luogo, si richiede un'ordinanza per i trasporti ed i lavori al fine di consentire la realizzazione dei lavori ferroviari non correlati al porto. La relativa domanda è stata sottoposta congiuntamente dalla P&O e dalla Shell al Segretario di Stato nel febbraio del 2002.

In terzo luogo, si richiede un'ordinanza di autorizzazione portuale al fine di consentire la costruzione del porto proposto e la costituzione di una nuova Autorità Portuale. Una bozza di tale ordinanza è stata depositata presso il Segretario di Stato nel gennaio 2002 ed è stata pubblicata nel successivo mese di luglio.

A febbraio di quest'anno, è stato annunciato l'inizio delle attività di Pubblica Istruzione al fine di valutare contestualmente le tre domande, la cui ultimazione è prevista per la metà di agosto. Successivamente, l'ispettore esprimerà il proprio parere in merito a ciascuna domanda e stenderà la propria relazione, il che potrebbe richiedere fino ad un anno di tempo. Essa verrà quindi portata all'attenzione del Segretario di Stato nonché dell'ufficio del Vice Primo Ministro ai fini della decisione.

Sia la P&O che la Shell confidano che entrambe le proposte possano essere approvate e sperano di poter dare il via ai lavori su entrambi i distinti progetti nel 2004, mentre il completamento è previsto entro i 15 anni successivi circa.

Dubbi e decisioni

Non sorprende il fatto che la proposta abbia sollevato un certo numero di questioni. Alcuni analisti hanno sostenuto che l'espansione della P&O potrebbe provocare problemi alla fattibilità dei piani della ABP di spendere 500 milioni di sterline (750 milioni di dollari) nello sviluppo di ulteriori infrastrutture containerizzate presso la Dibden Bay di Southampton. La ABP ha sempre dichiarato che avrebbe costruito la Dibden Bay solo se ci fosse stata la relativa domanda e solo se si fosse assicurata contratti con clienti a lungo termine.

Inoltre, si pensa che il nuovo porto della P&O farà concorrenza non solo ai porti britannici ma anche - in qualità di hub - ad altri porti del Nord Europa come Le Havre e Rotterdam. La società sostiene che non è questo il punto e, come afferma Lord Sterling, presidente della P&O, "affinché il paese possa continuare a trarre vantaggio dalla propria posizione sita al cuore del commercio mondiale, abbiamo bisogno di un notevole incremento delle infrastrutture terminalistiche containerizzate, ed il London Gateway di Shell Haven dispone di questo potenziale".

Certamente, la fiducia della P&O nel futuro del progetto viene già ribadita da altri, così come appare dal recente annuncio che un accordo di principio è stato raggiunto con la Cobelfret al fine di costruire e gestire il terminal ro-ro del porto di London Gateway (previo ottenimento della necessaria approvazione in ordine alla pianificazione).

La Divisione Traghetti della Cobelfret effettua operazioni di servizi ro-ro da Purfleet a Zeebrugge, Rotterdam e Flushing, così come con cinque terminals ro-ro, tutti collegati alla ferrovia. La società opera da 12 anni nell'Estuario del Tamigi ed il London Gateway andrà ad aggiungersi alle sue attuali infrastrutture di Purfleet.

Ci si aspetta che il terminal ro-ro venga completato nel giro di 12 mesi dal momento in cui verrà concesso il permesso di pianificazione e che esso possa creare circa 150 nuovi posti di lavoro.

E' necessario?

Una domanda che va posta, consiste in quale sia la necessità di un simile grande progetto di nuovo porto containerizzato nell'angolo sud-orientale dell'Inghilterra. Secondo la società, la risposta è semplice: "Entro il 2007, è probabile che tutti i terminals esistenti nel Regno Unito raggiungano la piena capacità, ed il terminal containers London Gateway viene promosso al fine di far fronte a tali carenze".

In effetti, si sostiene che, malgrado le sue dimensioni, persino il London Gateway arriverà al culmine della propria capacità in qualche momento situato tra il 2014 ed il 2020, a seconda delle previsioni inerenti alla futura crescita economica del Regno Unito e che perciò vi sia un'esigenza nazionale nei confronti di tale infrastruttura.
