COUNCIL OF INTERMODAL SHIPPING CONSULTANTSYEAR XXI - Number 7/2003 - JULY 2003

Iniziative del rinnovato C.I.S.Co.

La prima occasione con la quale il C.I.S.Co. -appena rinnovato nella struttura e nello statuto- ha inteso promuovere il suo ruolo, per collocarsi oltre l'orizzonte "storico" della containerizzazione -e dunque riguardo ai "sistemi del trasporto marittimo, terrestre e aereo, ad una sempre maggiore efficienza e sviluppo della logistica e del trasporto delle merci, con particolare riferimento alle nuove tecnologie di trasporto intermodale e combinato"- è rappresentata dalla presenza attiva del C.I.S.Co. al Macfrut 2003, la fiera annuale Europea dedicata all'ortofrutta e al trasporto dei suoi prodotti, realizzata dall'8 all'11 maggio u.s. a Cesena.

All'incontro hanno preso parte Mario Ravedati, vice presidente del Bureau International des Containers; Alberto Grisone, direttore Ralpin AG, Divisione autostrada viaggiante; Giordano Bruno Guerrini, direttore operativo Hapag-Lloyd Italy; Domenico Scalpellini, presidente Agricesena; Antonio Picchi, esperto in logistica agro-alimentare; Gian Piero Molinari, Università Cattolica del Sacro Cuore, Piacenza, Osservatorio Nazionale per il controllo nel settore ortofrutticolo; Antonio Schiavelli, vice presidente Sibarit Osas e Sergio Rossato, amministratore del Terminal di Padova. Si sono registrati un lusinghiero successo di pubblico ed interventi qualificati da parte dei soggetti interessati alle questioni sollevate.

Questa è la prima di una serie di iniziative del rinnovato C.I.S.Co. che ha come obiettivo quello di contribuire ad avvicinare sempre più due mondi di stretta contiguità che spesso non dialogano abbastanza: quello della produzione ortofrutticola, che ha necessità prioritaria di raggiungere velocemente i mercati, e quello di un trasporto che, soltanto sfruttando al meglio tutte le proprie potenzialità intermodali e tecnologiche, può garantire rapidità ed economicità di servizio. È facile intuire le implicazioni, riflettendo sui bacini di produzione ortofrutticola, sui mercati di riferimento ed i flussi di import/export e trasformazione connessi.

Qui di seguito vengono pubblicate le sinossi degli interventi al Macfrut 2003.

PICCHI:

Il tema della logistica nel trasporto dell'ortofrutta è stato più volte trattato ma non in modo così approfondito come in questa giornata di incontro tra operatori e specialisti della materia. Infatti, si rileva l'assenza di una concertazione preliminare, costante e permanente che serva alla preparazione di appositi programmi. Fino a quando non avremo una programmazione puntuale, sarà molto difficile portare avanti delle idee-forza per cui non è ancora possibile assistere al passaggio dai progetti ai programmi finanziati. Non ci sono nemmeno molti specialisti e il settore agricolo, restando ancora oggi molto chiuso in se stesso, relega questo tema a pochi addetti ai lavori. Porto l'esempio negativo della navigazione del Po. Sebbene siano stati investite cifre dell'ordine di cinquantamila miliardi di lire ancora oggi le imbarcazioni per il trasporto merci sono praticamente inesistenti; il problema resta sul tavolo di una elite e non riesce a passare alla fase realizzativa in modo organico. Un altro esempio è quello relativo al corridoio adriatico-ionico che richiede la realizzazione di progetti tra loro concatenati in modo da accelerare i flussi e renderli più efficienti.

L'obiettivo degli operatori ortofrutticoli è comunque quello di restare sul mercato a prezzi competitivi con il vantaggio che oggi i contenuti salutistici dell'assunzione di frutta e ortaggi sono in larga parte noti. L'auspicio è che da incontri come quello odierno si formi un gruppo di imprenditori avveduti che siano in grado di accordarsi tra di loro e costituiscano una cabina di regia. Aggiungo, a questo proposito, che recentemente il CNEL ha concluso uno studio sulla navigazione marittima con la progettazione di massima in corridoio adriatico-ionico e in corridoio tirrenico.

 

RAVEDATI:

Colgo alcune preoccupazioni. Oggi assistiamo al boom dell'import e ad una certa stabilità dell'export. Non si riuscirà a spuntare prezzi competitivi alla produzione per cui necessitiamo di innovazione nei settori della distribuzione e del marketing dei prodotti. Nel 2004 i paesi dell'Est entreranno a tutti gli effetti nell'Unione europea e assisteremo ad importanti incrementi dei consumi di ortofrutta. Potremmo recuperare sul livello delle nostre esportazioni ma il problema rimane quello della competitività sulla quale gioca un ruolo fondamentale la logistica. Nel settore ortofrutticolo ci troviamo infatti di fronte a un mercato che registra l'aumento dei consumi. Da molto tempo discutiamo sulla questione gomma/ferrovia/mare mentre la gomma resta il mezzo di comunicazione più importante. L'Italia è infatti una sorta di piattaforma per il Mediterraneo dove i camion attraversano la penisola con una serie di problemi ancora non risolti. Di questo passo ci troveremo di fronte ad autostrade impraticabili. Due anni fa il Presidente della Repubblica coniava il termine delle "autostrade del mare" che potrebbero in effetti rappresentare una grande soluzione in quanto consentirebbe di ridurre il numero dei camion sulle strade. E' stata adottata una legge ad hoc per il finanziamento dei porti e la realizzazione di terminal specializzati (150.000 mq attrezzati per ospitare duemila camion) per il trasporto dei camion verso altri porti. Sorge però questo problema: chi ce li manda i camion sulle navi? La soluzione che reputo la più indicata è quella degli ecoincentivi. Se non troviamo una chiave che apra questa porta i camion non saliranno mai sulle navi. Il problema potrebbe infatti risolversi con l'impiego di navi atte a contenere fino a trecento camion e con una velocità di 25-30 nodi (paragonabile alla resa attuale di un camion che va dalla Sicilia a Milano ad una media di 65 Km/h). Avremmo più sicurezza. Occorre quindi che lo Stato individui delle forme di ecoincentivi. In Svizzera, ad esempio, hanno trovato una soluzione del genere.

Per quanto riguarda i corridoi, ci troviamo oggi di fronte solo a delle enunciazioni quando sappiamo che i camion e le navi vanno solo dove ci sono dei vantaggi (a questo proposito, ricordo che i greci stanno costruendo un'autostrada che attraversa il loro territorio fino a Salonicco e offre uno sbocco per la Turchia e la Russia). I corridoi presuppongono delle realizzazioni infrastrutturali e queste ancora non esistono per il corridoio n. 8. Le cose vanno invece meglio per il corridoio n. 5. Dobbiamo migliorare il servizio di questo fiume di merce che da Sud si dirige verso Nord. Le autostrade del mare sono la soluzione che è stata annunciata ma servono degli accorgimenti quali, ad esempio, gli ecoincentivi.

 

GRISONE:

Sono direttore di Ralpine AG, che gestisce una rete ferroviaria con un traffico di 84 treni al giorno. C'è un sensibile sviluppo di questo sistema di trasporto che costituisce una valida offerta alternativa e che in altri paesi, come ad esempio la Svizzera, funziona molto bene. Per quanto riguarda il settore ortofrutticolo, in aprile abbiamo inaugurato un treno che porta diciannove semirimorchi carichi di frutta e verdura. La gran parte di questi prodotti è di provenienza italiana e tuttavia la situazione infrastrutturale del nostro paese è piuttosto strana. Mi basta dire che da Busto Arsizio a Napoli il trasporto ferroviario delle merci non funziona. Occorrono quindi seri investimenti nel settore ferroviario non solo per i passeggeri ma anche per le merci. Oggi la Svizzera sta investendo molto denaro per aprire due tunnel alpini. Ma gli italiani come arrivano a questi tunnel? Occorre un piano strategico che dalla Sicilia arrivi fino a Genova e Venezia e dove coesistano le tre modalità di trasporto.Non credo alla soluzione degli ecoincentivi. In Svizzera il problema si è invece risolto con una tassa sul numero di chilometri percorsi in relazione al tonnellaggio massimo.

 

MOLINARI:

Considero le problematiche legate all'aumentata sensibilità del consumatore che è attento anche all'aspetto negativo delle contaminazioni. Oggi il consumatore è più esigente e di conseguenza gli operatori di filiera sono diventati più sensibili a questi aspetti. Per questo è importante divulgare le informazioni che consentano di conoscere la reale situazione del grado di contaminazione degli alimenti. In Italia, solo per la valutazione delle contaminazioni si fanno 10 milioni di analisi che vanno peraltro aumentando in modo esponenziale. Esistono degli organi di controllo pubblico fra i quali la sanità marittima che ha un suo peso temporale quando invece il prodotto non può permettersi di aspettare. E' quindi auspicabile un controllo delle garanzie a monte e, in questo senso, la tracciabilità attraverso la catena, se fatta bene e veritiera, è una valida soluzione. Occorre quindi ottimizzare questi controlli di tipo chimico e biologico. Io lavoro all'Università di Piacenza e sono coordinatore dell'Osservatorio nazionale dei residui che raccoglie e gestisce i dati in un database, li elabora e li compara. I dati provengono da laboratori certificati sparsi in tutta Italia che eseguono analisi per conto della grande distribuzione e altri soggetti della filiera. Vi mostro i principali risultati dell'indagine svolta nel 2002 sulle analisi eseguite nel 2001. Sono state esaminate 2,6 milioni di analisi considerando 113 matrici di prodotti agroalimentari che rispettano le norme agroambientali (Reg. CE 2078/92) e l'agricoltura biologica. Delle 332 sostanze chimiche studiate, 218 sono sempre risultate assenti. Riporto l'elenco delle sostanze attive più frequentemente riscontrate. La maggior parte dei campioni erano però privi di residuo e solo l'1,6% era fuorilegge (casi di ortofrutta proveniente soprattutto dall'estero). I prodotti dell'agricoltura biologica presentano però un 2,6% di campioni irregolari dovuto all'uso improprio dei prodotti con frode a danno dei consumatori. In taluni casi potrebbe però trattarsi anche di contaminazione ambientale. Negli ortaggi la percentuale di campioni senza residui è maggiore rispetto alla frutta. Nel complesso i dati cono comunque rassicuranti. Per 114 sostanze attive rilevate, il residuo è un decimillesimo della soglia tossicologica di sicurezza ammessa. Negli anni dunque il rischio per il consumatore è andato calando. Queste analisi ci danno una certa tranquillità ma stiamo sprecando risorse; nel 2002 siamo passati da una media di 315 analisi del campione. Si ritiene quindi si debba ottimizzare il metodo di campionatura e procedere allo snellimento dei controlli.

 

ROSSATO:

Parlerò del trasporto intermodale con riferimento alla esperienza che sto vivendo in qualità di Direttore dell'Interporto di Padova. Ci possiamo infatti considerare come un avanposto verso l'Est. Sono anche amministratore delegato di NordEst terminal che gestisce attualmente il 51% di FS Cargo, il 19% dell'interporto di Padova, e il 15% dell'interporto di Bologna. Oggi sto però perdendo un po' di quell'entusiasmo che avevo all'inizio. Dobbiamo rammentarci che in Svizzera il 75% del traffico passa dalla ferrovia. In Italia saremo al massimo al 7-8%. Mostro l'evoluzione del traffico dell'interporto di Padova rispetto a Bologna e Verona. Si registra un'evoluzione del traffico dell'interporto di Padova rispetto a Bologna e Verona. E' peraltro aumentato anche il traffico dei container. I traffici europei, nel 2000, erano quasi un terzo del traffico globale. Adesso però siamo in discesa: le Ferrovie dello Stato hanno ricevuto input solo per fare treni dove si guadagna. Sembra infatti accolta l'equazione che più treni - della divisione cargo - corrono e maggiori sono le perdite finanziarie. Per questo, nel 2002 possiamo stimare di aver perso circa seicento treni. Nel contempo, se le Ferrovie dello Stato hanno alzato i prezzi, i camionisti li hanno abbassati.

Un altro aspetto paradossale è quello del posizionamento dei centri intermodali. Ad esempio, si scopre che il terminal di Verona è saturo e quindi bisogna potenziarlo con la conseguenza che si assiste ad uno spostamento sempre più a Nord, verso il confine, dei centri intermodali. Ho tentato di portare questo traffico a Bologna, Padova e Milano ma non è stato possibile.

Aggiungo il problema del cosiddetto "valico di Mestre": circa trentamila automezzi pesanti, in buona parte provenienti dai paesi dell'Est, che percorrono quotidianamente sette chilometri in un'ora. Certamente il problema non si risolverebbe con l'ipotetica realizzazione di un'autostrada da Cervignano a Padova. Un'altra infrastruttura praticamente inutilizzata è l'idrovia dell'interporto di Padova. Non esiste quindi una cabina di regia per affrontare in modo coordinato questi problemi. Recentemente il senatore Cingolani ha fatto un'interrogazione parlamentare con la quale si chiede la motivazione di un calo del 12% del traffico intermodale.

Mostro un grafico sullo sviluppo storico dei traffici nella regione Veneto che raggiunge cinquecentocinquantamila tonnellate di carico in un anno. L'Emilia-Romagna non arriva a cinquecentomila e, se togliamo il distretto della piastrella, il carico di questa regione supera di poco le duecentomila tonnellate annuali. A questo punto mi chiedo perchè in Emilia-Romagna abbiamo una realtà di 10 terminal intermodali gestiti da società diverse. E' anche questo il frutto della mancanza di una cabina di regia.

 

GUERRINI:

Faccio una digressione storica: nel 1837 Cattaneo aveva proposto l'intermodalità. Oggi purtroppo impieghiamo dodici anni per progettare qualcosa che poi non riusciamo a costruire.

Parlerò delle prospettive del traffico marittimo. Dobbiamo capire qual'è il mezzo di trasporto del futuro per quanto concerne il traffico marittimo. Il trasporto internazionale utilizza infatti un mezzo di trasporto diverso rispetto a quello maggiormente utilizzato a livello europeo e nazionale con un impatto negativo in termini di spazi occupati. Il mezzo di trasporto Iso standard si è moltiplicato. Il gigantismo navale è nato negli ultimi dieci anni e porta all'ingrandimento delle stive che possono raggiungere 8.800 TU. Le masse sono dunque notevoli con un effetto a cascata sulle navi da 4.400 TU nel Mediterraneo. Inoltre queste navi non possono permettersi di girare a vuoto e sono assimilabili a dei lupi famelici che si aggirano nell'area mediterranea, entrando da Gibilterra e ruotano in senso antiorario. Quando arrivano nei porti del Levante, determinano un abbassamento dei noli che mettono in difficoltà i vettori tradizionali.

Si è dunque ravvisata la necessità di porti hub quali, per l'Italia, Gioia Tauro, Taranto e Cagliari (quest'ultimo ha minori potenzialità in quanto risulta poco economico un doppio trasbordo marittimo dovuto alla mancanza di sostanziali collegamenti con il retroterra). Devo però concentrare l'attenzione sul porto hub del Pireo, inserito in una nazione che sta facendo grandi progressi per ritagliarsi un ruolo centrale nella gestione del traffico euro-mediterraneo.

La redistribuzione dei contenitori deve avvenire nel modo più rapido possibile anche se oggi dobbiamo parlare ancora di una rapidità teorica. Le strozzature esistenti non consentono infatti di utilizzare al meglio il sistema marittimo. I vettori marittimi hanno la possibilità di offrire un servizio regolare che però urta con le cosiddette "autostrade del mare", fondate sul concetto di un utilizzo di navi veloci sui 39 nodi, adatte per la cassa mobile europea ma non per la Iso standard. Noi armatori tendiamo a concentrarci nel settore box e non siamo interessati alle casse mobili. Gli ecoincentivi sarebbero comunque un problema non solo per Bruxelles ma anche per lo Stato italiano.

L'ortofrutta italiana viene confezionata in Italia e poi spedita nei mercati del Nord Europa. Le nostre navi operano unicamente nel settore del freddo. Le navi frigorifere stanno andando in disarmo e il trasporto in temperatura controllata è fatto attraverso contenitori con indubbio vantaggio sulla parcellizzazione dei carichi e sulla capacità di trasporto. I diversi tipi di controllo (cool treatment) determinano inoltre la possibilità di gestire con accuratezza la linea del freddo con una notevole riduzione dei rischi di inquinamento. Le compagnie di navigazione devono quindi impegnarsi a garantire questo servizio. Non abbiamo in Italia una normativa che obblighi al controllo della qualità per cui tutto è affidato alla capacità, qualità ed etica delle compagnie.

 

Interventi del pubblico e risposte dei relatori

SCHIAVELLI (Terminal di Ravenna):

Mi occupo della gestione del terminal contenitori di Ravenna. Il nostro approccio a livello intermodale sta cambiando. I prodotti ortofrutticoli importati sono in aumento e Ravenna ha interessi soprattutto sui mercati del Levante. Come entrare in questa filiera? Una delle prime azioni del gruppo Conship (che non vende terminal ma network) è quella dell'alto mare. A questo proposito, l'ortofrutta necessitava della qualità del transit time per cui abbiamo cercato di incrementare la frequenza di questi servizi. Ci siamo anche chiesti quali erano le esigenze sul lato terra dove, per quanto riguarda Ravenna, non vi sono problemi di spazio. Abbiamo infatti capito che per allargare il mercato era necessario implementare i servizi terrestri. Come gruppo Sogemar abbiamo oggi cinque coppie di treni che vanno a Nord. Tre treni sono invece diretti verso Modena.

 

DIRETTORE GENERALE dell'autoporto di Gorizia:

Sappiamo che il 1' maggio 2004 cadranno definitivamente le barriere doganali con i paesi dell'Est europeo. Altri eventi che possono avere ripercussioni sui nostri sistemi di trasporto sono il raddoppio dell'elettrificazione transiberiana e il potenziamento dei collegamenti fra la Russia e la Cina. Il potenziamento delle autostrade fino alla Cina rappresentano un'opportunità per percorrere più velocemente la tratta dal Caspio fino a Vladivostok. Potremmo integrare questo sistema se si integrasse il corridoio n. 5 previsto dalle politiche TEN dell'Unione europea. Ci sono però dei ritardi che tenderanno a spostare verso il Nord Europa il traffico diretto a Est.

 

GIORNALISTA:

C'è qualcuno in sala che rappresenta la Regione Emilia-Romagna? Faccio questa domanda in quanto mercoledì 7 maggio si è tenuto a Ravenna, presente la suddetta amministrazione, l'incontro Agrilogiport e si è parlato dell'incrocio fra il corridoio n. 5 e il corridoio n. 10, con le relative problematiche. La sensazione è che a Ravenna si è parlato di cose per le quali ci si lamenta a Padova ma senza sapere l'uno dell'altro. Mancano le sinergie.

 

GRISONE:

Devo aggiungere che con il sistema della cassa mobile le cose vanno un pochino meglio perché sono le imprese che si sobbarcano i costi. Il trasporto combinato trova il suo miglior modo di essere oltre i seicento chilometri di percorso. Ritengo che i trazionisti debbano organizzarsi in ambito regionale. Nel 1997, in Germania (Ruhr), era stato previsto un incremento dei terminal del 70%. Questo obiettivo è stato raggiunto all'80%. La situazione parcellizzata dell'Emilia-Romagna non funziona e lo dimostra l'interporto di Bologna che gestisce un terzo del traffico di Padova. Occorrono pochi poli rafforzati nel triangolo Torino-Bologna-Venezia (incluso ovviamente Milano).

 

MOLINARI:

I responsabili della logistica devono prestare più attenzione a quella che è la merce trasportata specialmente nel settore dell'ortofrutta. Abbiamo obblighi di rispetto delle norme igieniche. La legge 155 impone il famoso HACCP ma permane il problema dei mezzi che devono essere sanificati. Pertanto, quando avremo informazioni più corrette sullo stato sanitario delle partite potremo anche migliorare e accelerare la pratica della sanificazione.

 

PICCHI:

Ritengo che questo incontro fra alcune delle principali categorie di interesse sia stato molto stimolante. Certi "spezzoni" di funzionamento logistico a livello nazionale sono già presenti ma manca una vera e propria regia. Occorre pensare ad una regia delle idee e poi pensare ai programmi allo scopo anche di superare il deficit di informazione oggi esistente.
