Trasporto ferroviario

Lo sviluppo dei servizi ferroviari olandesi in seguito alla deregolamentazione

Per i principali porti containerizzati europei quale ad esempio Rotterdam, sembra sempre più che il futuro successo dipenda dallo sviluppo dei servizi ferroviari. Dal momento che le navi post-panamax sono divenute più grandi, lo stesso è accaduto per i colli di merce che esse devono scaricare. Al fine di far fronte a ciò in modo più scorrevole, nonché per prevenire i colli di bottiglia che si possono verificare, si è dovuto impiegare più tempo al fine di migliorare le connessioni con l'hinterland. Il solo trasporto stradale non può più essere ritenuto una soluzione sufficiente a causa degli intasamenti. Tale condizionamento rappresenta uno dei fattori economici nascosti che attualmente limitano la crescita delle dimensioni delle navi oltre gli 8.000 TEU.

Matthieu van Roermund, specialista intermodale presso la RMPM (Amministrazione Portuale Municipale di Rotterdam), cioè l'Autorità Portuale di Rotterdam, commenta: "Anche se noi abbiamo già il vantaggio di essere in grado di accogliere navi oltre gli 8.000 TEU, come tutti i porti che hanno una grande città attorno dobbiamo stare attenti agli intasamenti. Abbiamo bisogno di creare altre infrastrutture viarie nell'hinterland idonee ai traffici in grande quantità. Il miglioramento delle nostre infrastrutture terminalistiche non costituisce una mera opzione".

Nel contesto di tale processo, è stata spesa una gran quantità di denaro in miglioramenti delle linee ferroviarie portuali nel corso degli ultimi due anni, e tale processo è lungi dall'essere terminato. L'importante collegamento ferroviario di 45 km della RMPM dai terminal contenitori di Maasvlakte è ora a doppio binario ed in corso di elettrificazione, con completamento previsto per l'anno prossimo.

Anche ognuno dei quattro terminals marittimi a lungo raggio del porto è collegato per ferrovia alla linea di 45 km e sono stati realizzati due piazzali di smistamento per consentire al loro traffico di essere combinato quando si dimostri necessario. Il più grande, lo RSC (Rail Service Centre Rotterdam), nell'area di Eemhaven, proprio nelle vicinanze dei terminals ECT Home e Hanno-Uniport, nel 2000 era stato ingrandito in relazione alle dimensioni da 13 a 20 ettari, raddoppiando il numero dei suoi binari sino ad otto.

La linea portuale alla fine andrà a costituire l'inizio della direttrice ferroviaria Betuwe, che dovrebbe essere inaugurata nel 2007. L'ambizioso collegamento per il trasporto merci ad alta velocità, unico in Europa, contribuirà a velocizzare i flussi di traffico attraverso il confine tedesco, ad Emmerich. Essendo una connessione ferroviaria merci dedicata, essa non dovrà cedere il passo ai servizi passeggeri in ritardo, cosa che rappresenta la rovina dei fornitori di servizi di trasporto merci in tutti i sistemi ferroviari nazionali ad utilizzazione comune.

Detto ciò, la Railion, l'operatore nazionale di trasporto merci, appartenente congiuntamente alla DB Deutsche Bahn Cargo, alla NS Cargo ed alla DSB Gods, lo scorso ha vinto una causa che costituisce un precedente giudiziario contro il fornitore di servizi passeggeri NS Reizigers. L'operatore ferroviario passeggeri sosteneva che le tracce aggiuntive richieste dalla Railion da Rotterdam ad Arnhem via Utrecht avrebbero potuto mettere a repentaglio l'affidabilità dei propri servizi, anche se in teoria c'era sufficiente capacità disponibile. Alla fine, questa non è stata ritenuta una ragione abbastanza buona da impedire alla Railned, il gestore delle infrastrutture nazionali, di concedere le tracce.

Il progetto Betuwe complessivo presenta uno stanziamento di costi pari a 4,5 miliardi di euro, l'80% dei quali è già stato speso. Sono in costruzione cinque gigantesche gallerie per bypassare lo sviluppo urbano. Una volta terminata, la linea sarà inizialmente in grado di movimentare da due a quattro treni/ora in ciascuna direzione, con un aumento a 10 treni/ora entro il 2015. Molte controversie ancora circondano il progetto, tuttavia, dato che uno studio ha rivelato che la linea non potrà procurare profitti prima del 2015. Anche a prescindere da ciò, il governo olandese stava riscontrando delle difficoltà nel reperire gli 800 milioni di euro di finanziamenti privati richiesti per completare la linea, di modo che ora potrebbero essere necessari alcuni tagli. Ciò potrebbe comportare, ad esempio, il rinvio dell'elettrificazione.

Maurits Harting, portavoce della Transpoint, che è responsabile della promozione della direttrice Betuwe, commenta: "Qualcuno ha persino suggerito che il progetto dovrebbe essere cancellato, ma, a mio giudizio, esso è ad uno stadio troppo avanzato perché lo si possa fare. Troppo denaro è già stato speso, sebbene i calcoli sui costi/proventi effettuati in passato debbano senza dubbio essere aggiornati, e debbano essere presi dei provvedimenti a fine di rimedio laddove necessario".

Più nell'immediato, la RMPM è stata occupata a contribuire allo sviluppo di altre tracce ferroviarie da Rotterdam, servendosi delle infrastrutture esistenti. Van Roermund ha osservato: "Ovviamente, quando avevamo un solo operatore di terminal contenitori a dominare nel porto (la ECT), era molto facile per quell'operatore assumersi questa responsabilità. Adesso non è così facile con quattro importanti soggetti, in particolare perché la ECT al momento ha altre priorità, di modo che noi siamo stati impegnati nel ruolo di coordinatori". Diverse direttrici sono in fase di sviluppo, tra cui la Brabante, da Rotterdam a Breda, Tilburg e Venlo, nonché la Robel, da Rotterdam al Belgio.

Per quanto non sia connessa al solo trasporto marittimo, la Commissione Europea sta anche facendo molto per rendere maggiormente fluida l'infrastruttura ferroviaria dell'Unione Europea. L'intento generale è quello di farla finita con la protezione statale delle imprese ferroviarie nazionali, nell'aspettativa che una maggiore concorrenza possa alimentare servizi maggiormente efficienti e la consapevolezza dei clienti. Senza dubbio molto dev'essere fatto per arrestare il declino della quota di mercato delle ferrovie in atto da 30 anni. Ed i Paesi Bassi non fanno eccezione.

Lo scorso anno, solamente l'11% del traffico containerizzato marittimo a lungo raggio di Rotterdam è stato movimentato per ferrovia, vuoti compresi, rispetto al 39% del trasporto fluviale ed al 50% dell'autotrasporto. Le percentuali variano a seconda del terminal, e le migliori prestazioni sono attribuibili alle infrastrutture del Maasvlakte. Presso il terminal marittimo a lungo raggio Maersk Delta, ad esempio, il 15% del suo traffico complessivo lo scorso hanno è stato movimentato per ferrovia, e ci si aspetta che essa quest'anno cresca al 18%.

Tali cifre debbano essere prese con prudenza per un certi numero di altre ragioni. Dato che la ferrovia raramente è in condizione di fare concorrenza alla strada su distanze minori dei 200 km, una percentuale molto più alta di traffico marittimo a lungo raggio transfrontaliero dev'essere movimentata per ferrovia. Sebbene le prestazioni ferroviarie di Rotterdam lo scorso anno siano sembrate in calo rispetto al 12% ottenuto nel 2001 od al 13% del 2000, i flussi di carico non sono coerenti. Il porto ha avuto successo in particolare nello sviluppo del traffico marittimo a corto raggio, che non favorisce il trasporto ferroviario. Inoltre, nuovi centri di distribuzione sono fioriti nei Paesi Bassi, e di solito sono situati nel raggio di 200 km dalla costa, il che allo stesso modo non favorisce il trasporto ferroviario.

Nell'ambito dell'iniziativa della Commissione Europea finalizzata ad incoraggiare una maggiore concorrenza ferroviaria, gli stati membri dell'Unione Europea sono stati costretti a distinguere chiaramente le responsabilità relative ai binari ed alla trazione. Alla fine essi sono stati costretti a marzo ad aprire le proprie reti di binari alla concorrenza "libera e leale" di tutte le imprese ferroviarie adeguatamente autorizzate che forniscono servizi transfrontalieri. I servizi nazionali dovrebbero prontamente seguire nel 2006. Siamo ancora ai primi giorni, ma la strategia sembra avere riscosso qualche successo nei Paesi Bassi.

Lucas Vos, direttore dell'operatore privato ERS (European Rail Shuttle), con sede a Rotterdam, che ha recentemente acquistato convogli propri, commenta: "Quando la ERS partì, circa 10 anni fa, non molta gente riteneva che avremmo finito per gestire treni di nostra proprietà. Acquistare capacità dalle imprese ferroviarie nazionali era tutto ciò che potevamo fare, e, in effetti, se gli operatori esistenti fossero stati in grado di soddisfare le aspettative dei nostri clienti, ancora oggi lo staremmo facendo".

La ERS appartiene congiuntamente alla P&O Nedlloyd ed alla Maersk Sealand, sebbene quando iniziò le attività nel 1994 appartenesse a tre soci, P&O Container Line, Royal Nedlloyd e Sea-Land. Come sono cambiati i tempi nel settore marittimo. E sembra che debbano continuare a farlo, dal momento che il futuro azionariato della P&O Nedlloyd è ancora lungi dall'essere chiaro.

In termini di crescita dei carichi, quella della ERS è certamente stata una storia di successo. Dal 1994, quando trasportava appena 22.000 TEU, il suo traffico è cresciuto a passi da gigante, raggiungendo i 363.000 TEU nel 2002. Dal momento che gran parte di esso proviene dai suoi due azionisti, ai sensi della propria licenza operativa essa è altresì obbligata a trovarsi attività per conto terzi, allo scopo di evitare sanzioni anti-trust.

La società offre un'ampia gamma di servizi navetta da Rotterdam, che fanno scalo nella Francia settentrionale (Mouscron), nel Lussemburgo (Athus), in Germania (Magonza, Gemersheim e Neuss), in Italia (Melzo e Padova), nella Repubblica Ceca (Praga), nella Repubblica Slovacca (Bratislava), in Ungheria (Budapest) ed in Polonia (Varsavia e Gadki). Altri servizi vengono offerti da Amburgo e Bremerhaven tramite una partecipazione del 47% nella boxXpress.de, che attualmente trasporta oltre 720 TEU/giorno. Nel complesso, la ERS offre oltre 220 partenze alla settimana, che coprono almeno 17 diverse località interne.

Solo il servizio da Rotterdam a Gemersheim, che assicura sei partenze alla settimana con un tempo di viaggio di 12 ore, viene effettuato con convogli propri. Sino alla fine dello scorso anno, il servizio veniva assicurato dalla Railion. Anche se la ERS è proprietaria dei treni (5 della classe 66), i loro macchinisti vengono assunti tramite agenzia. La capacità di condurre un convoglio senza fermate da Rotterdam a Gemersheim dipende dalle qualifiche del macchinista assegnato, non ultime le capacità di parlare tedesco ed olandese nonché di comprendere i sistemi di segnalazione dei due paesi.

Continua Vos: "Dall'inizio di questo servizio, l'efficienza operativa è aumentata enormemente, il che significa che abbiamo clienti più contenti. Non dobbiamo più preoccuparci se un treno in coincidenza od un macchinista saranno disponibili o meno dall'altro lato del confine tedesco perché qualcosa sfugge al nostro controllo. E se qualcosa va storto, almeno sappiamo perché, di modo che possiamo programmare immediatamente un rimedio. Quando ci si serve dei grossi operatori nazionali, poiché c'è poca attenzione alla clientela, sembra sempre che la colpa sia di qualcun altro".

Il servizio da Rotterdam all'Italia attira per lo più un notevole quantitativo di carichi diretti negli Stati Uniti, a causa dei tempi di viaggio molto più rapidi offerti dai vettori transatlantici dal Nord Europa. E' interessante notare, poiché i fornitori terzi di trazione sono ancora utilizzati sulla tratta, che possono essere impiegati qualcosa come cinque diversi locomotori. Non ci si deve meravigliare, perciò, se l'affidabilità degli orari spesso non raggiunge la perfezione. Tuttavia, quella attraverso i porti italiani è di poco migliore.

La Short Lines è un'altra impresa ferroviaria appartenente a privati che sta crescendo di statura nei Paesi Bassi, dal momento che si aspetta di movimentare circa 230.000 TEU quest'anno. I suoi azionisti sono la RDP (Rail Development Partners), con una quota del 74,9%, la PMR (25% della RDP) e la società ferroviaria privata tedesca HGK (Hafen und Guterverkehr), con una quota del 25,1%. Il suo primo servizio era stato inaugurato nel 1998 da Rotterdam a Born, nel sud dei Paesi Bassi, nei pressi nel confine con Germania e Belgio. Esso era stato seguito da un servizio transfrontaliero da Rotterdam a Colonia nel 1999. I servizi containerizzati successivamente inaugurati sono le navette da Rotterdam a Venlo e da Eindhoven all'Italia.

La società è un buon esempio di quanto flessibili debbano essere gli operatori ferroviari per sopravvivere. Il servizio per Born è gestito dalla RTB (Rail Terminal Born), che fa parte del Gruppo Waalhaven. La RTB fondamentalmente gestisce un terminal containers trimodale a Born, che serve un'ampia varietà di clienti. Essa si occupa della commercializzazione del servizio ferroviario, unitamente ai propri servizi fluviali e stradali, e non fa altro che subappaltare la parte ferroviaria alla Short Lines.

Il servizio alla volta di Colonia viene effettuato in collaborazione con la HGK e venduto al dettaglio attraverso la Conliner di Rotterdam (in precedenza nota come Transfracht International), una consociata della DB Cargo. La Transfracht International, ora di proprietà congiunta della DB Cargo e dell'operatore di terminal containers HHLA (Hamburger Hafen-und Lagerhaus), adesso effettua operazioni solamente da Bremerhaven ed Amburgo. In altre parole, la Short Lines non ha nulla a che fare con il lato commerciale di questa attività. Altri scali a Duisburg sono stati introdotti nello scorso mese di febbraio, cioè nel momento in cui la frequenza delle partenze settimanali è stata incrementata da cinque a sei.

Il servizio da Rotterdam a Venlo è assicurato dalla ECT, la cui partecipazione maggioritaria adesso appartiene alla Hutchison Ports. Il traffico marittimo a lungo raggio è commercializzato dalla ECT, mentre i traffici intra-europei sono commercializzati dalla RDP, una consociata di logistica integrata della short Lines. La frequenza è stata aumentata da due a tre partenze al giorno a febbraio.

Il servizio alla volta di Eindhoven è effettuato per conto della Philips dalla RDP. Quello diretto a Milano, istituito solamente nello scorso mese di ottobre, viene effettuato attraverso la Swiss Rail Cargo Koln, in cui la HGK ha una partecipazione. Sebbene esso fosse inizialmente commercializzato tramite la Norfolk Line, la P&O Ferrymasters e la Geest North Sea Line, quest'ultima nel frattempo è stata estromessa. Il servizio, che adesso viene effettuato quattro volte alla settimana, è mirato all'attività intra-europea, di modo che fa scalo solamente presso lo RST (Rotterdam's Shortsea Terminal), bypassando il piazzale di smistamento della RSC.

Rob Spierings, amministratore delegato della Short Lines, ha osservato: "Il momento dell'inizio è stato quello veramente difficile per noi. Ad esempio, ci sono voluti due anni solo per ottenere l'autorizzazione delle autorità olandesi all'acquisto dei nostri primi due locomotori. Ora ci vogliono due mesi. Se non avessimo ricevuto un così grande incoraggiamento da parte dei potenziali clienti, dato lo scarso livello del servizio assicurato dagli operatori esistenti, dubito che avremmo avuto la forza di sopravvivere".

Continua Spierings: "Abbiamo ancora molti problemi, non ultimo quello di riuscire ad ottenere le tracce dal gestore delle infrastrutture olandesi, la Prorail. Possono volerci mesi per la conferma di una traccia, periodo di tempo entro il quale il cliente molto probabilmente si sarà rivolto altrove. Sebbene si dica che il nostro sistema di infrastrutture sia congestionato, se un treno è in ritardo, è sorprendentemente facile ottenere un'altra traccia. Le tracce internazionali sono più difficili, perché la Prorail deve consultarsi con il suo equivalente dall'altro lato del confine, anche se un sistema centralizzato è attualmente in fase di sviluppo da parte della Commissione Europea".

La conseguenza è che la Prorail è ancora terrorizzata dall'ipotesi di disturbare l'efficienza dei servizi passeggeri, poiché i passeggeri possono votare, mentre i treni merci non trasportano voti. Si lamenta Spierings: "Il fatto è, semplicemente, che il pubblico in genere ha bisogno di migliori informazioni circa i vantaggi dei servizi merci. Per quanto noi si fornisca un servizio prezioso alla comunità alleviando gli intasamenti stradali in un modo sensibile all'ambiente, poca gente lo riconosce. I servizi di trasporto merci devono occupare un posto più in vista nell'agenda politica".

Un buon esempio di quanto detto poc'anzi è rappresentato dal servizio della Short Lines da Rotterdam ad Eindhoven, una distanza di soli 170 km. Due anni fa, tutto il traffico della Philips veniva movimentato via strada, ma da quel momento essa ha subito un calo del 6%, il che equivale ad approssimativamente 8.000 unità da 40 piedi trasportati per ferrovia quest'anno. Vengono assicurati cinque treni alla settimana, più un altro al sabato periodicamente. Il carico ha inizio a Maasvlakte e viene poi completato a Hanno Waal Eemhaven. Afferma Spierings: "Il punto di svolta è consistito nell'offrire una soluzione integrata alla Philips, tra cui le operazioni di deposito ad Eindhoven, oltre ad una consegna locale nel loro magazzino (gestito dalla Danzas)".

Continua Spierings: "Sebbene il governo abbia pubblicamente chiarito di voler incoraggiare un maggiore dirottamento del traffico stradale alla rotaia, sembra che non tutti siano ancora consapevoli del messaggio". Le tracce sono ancora troppo difficili da ottenere. E poi abbiamo altri problemi: ad esempio, i gestori delle infrastrutture ci applicano una tariffa fissa a seconda della quantità di binari utilizzati. Ma se le tratte da noi concordate non funzionano adeguatamente, magari a causa di manutenzioni in corso o di ritardi provocati da altri servizi, e noi pertanto dobbiamo effettuare una lunga deviazione, ebbene loro vogliono essere pagati lo stesso".

Al fine di trovare un accordo su tali questioni, 15 imprese ferroviarie private si sono unite nel mese di luglio 2002 allo scopo di creare la ERFA (Associazione Europea Trasporto merci Ferroviario), di cui Spierings è il presidente. La partecipazione ad essa, da allora, si è allargata ad oltre 170 imprese. Oltre alla difesa collettiva degli intereressi dei suoi membri, essa effettua azioni di lobbying per ottenere maggiori incentivi normativi all'incremento della quota di mercato del trasporto merci ferroviario. Tra loro si possono annoverare la compensazione delle tasse sul carburante, gli incentivi fiscali per il materiale rotabile, il finanziamento delle infrastrutture e dei terminals ferroviari, nonché la standardizzazione dell'inglese quale lingua ferroviaria europea.

L'accordo della Short Lines con la Philips è simile a quello attualmente in fase di sottoscrizione da parte della BTT (Barge Terminal Tilburg) con la Sony a Tilburg, nelle immediate vicinanze, solo che la BTT è il fornitore principale di servizio mentre la Railion è il subcontraente. Arthur Stockbroeckx, direttore del terminal, commenta: "Sebbene finora noi abbiamo per lo più assicurato un servizio di chiatte alla Sony, recentemente abbiamo dato inizio ad un esperimento con la ferrovia, perché la Sony ha chiarito che era questo ciò che voleva, ed i suoi volumi assicurano un buon carico di base. Una volta giunti i treni presso il nostro terminal di Tilburg, noi fungiamo ancora da deposito di magazzinaggio, e movimentiamo le consegne locali grosso modo allo stesso modo in cui lo facciamo per i nostri servizi di chiatte".

Adam Rashid, dirigente della Sony Logistics Europe, approfondisce: "La ragione che sta dietro a questo cambiamento è costituita dall'aumento dei nostri volumi. Anche se finora le chiatte ci hanno servito bene, adesso abbiamo bisogno di un'alternativa complementare più rapida, e le nostre strade locali sono già troppo intasate".

Continua Stockbrockx: "Quando abbiamo cominciato ad ipotizzare l'uso della ferrovia per la Sony, avevamo poca esperienza di questa modalità di trasporto, ma presto abbiamo realizzato che sarebbe stato meglio servirsi di una società ferroviaria per la sola trazione. In questo modo, la Sony avrebbe potuto continuare ad usare solamente un fornitore di servizi integrati, e considerarci direttamente responsabili se qualcosa fosse andato storto".

Questo esempio mette ancora in evidenza i vari ruoli che una società ferroviaria può svolgere nell'ambito del mercato. Conclude Spierings: "Solo pochi anni fa, questo lusso del poter scegliere semplicemente non esisteva. I clienti potevano solo contrattare con un monopolio a controllo statale, e, poiché non vi era nessuna trasparenza tra binari e trazione, le inefficienze potevano facilmente essere nascoste e le responsabilità evitate. Il sistema che ha sostituito tutto ciò può anche essere lungi dalla perfezione, ma noi pensiamo che almeno un passo nella direzione giusta sia stato fatto. E noi ancora riteniamo con convinzione che l'iniziativa privata possa far crescere notevolmente la misera quota di mercato della ferrovia".
