La catena logistica del freddo

Quando è stata l'ultima volta che vi siete sentiti dire che un particolare tipo di frutta o di verdura era "fuori stagione"?

Le aspettative degli odierni consumatori sono nel senso che praticamente qualsiasi genere alimentare debba essere non solo disponibile 365 giorni all'anno, ma anche acquistabile a buon prezzo ed in perfette condizioni.

La catena logistica refrigerata, comunemente definita "la catena del freddo", che funziona al fine di far sì che tali aspettative diventino una realtà, è sofisticata e complessa e si sta evolvendo allo scopo di far fronte alla domanda del consumatore.

L'attuale saggezza commerciale detta che il governo non dovrebbe né controllare né interferire con il processo per cui le merci vengono prodotte e portate sul mercato. Il convincimento è che le forze del mercato comporteranno la migliore allocazione delle risorse.

Molti governi del mondo democratico, anche se a parole sostengono la forza del mercato, poi simultaneamente mettono in piedi tutta una miriade di sussidi ed eccedenze agricoli. Tuttavia, negli ultimi anni si è verificata una drastica attenuazione delle interferenze governative laddove molti organismi controllati a livello centrale per la commercializzazione delle esportazioni sono stati smobilitati o privatizzati. Ciò ha consentito o persino provocato qualcosa di simile ad una rivoluzione nella catena del freddo.

In un rapporto intitolato "Trasporto marittimo e logistica refrigerati - La ristrutturazione della catena del freddo", la Drewry Shipping Consultants afferma che "il settore del trasporto marittimo refrigerato è ad un punto cruciale" e ha citato diversi fattori a supporto di questa asserzione, tra cui:

  • la deregolamentazione degli enti deputati alle esportazioni;
  • l'aumentato influsso delle catene del dettaglio;
  • la "deriva" verso la containerizzazione;
  • la diminuzione della flotta refrigerata;
  • l'aumento della capacità di spazi refrigerati sulle portacontainers.

Per molti anni, la catena del freddo è stata in gran parte controllata dagli organismi deputati all'esportazione dei paesi produttori, che esercitavano un completo dominio sui volumi, la qualità, i prezzi, le destinazioni e le modalità di spedizione delle esportazioni. La più recente e spettacolare deregolamentazione degli enti di controllo delle esportazioni è stata quella avvenuta in Sudafrica, dove una struttura rigidamente controllata ha ceduto il passo ad un mercato libero. Situazioni simili si sono verificate in altri importanti paesi esportatori quali Australia e Nuova Zelanda e nei paesi sudamericani in cui ha altresì avuto luogo la deregolamentazione.

I produttori devono ora essere più commercialmente consapevoli della globalità del mercato in cui essi operano. Commentando la situazione del recentemente liberalizzato mercato per i fornitori sudafricani, Piet Karsten, importante viticultore sul fiume Orange, afferma: "Esistono nel mercato internazionale certe linee di tendenza di cui i coltivatori debbono tenere conto se desiderano avere successo nel mercato internazionale della frutta. La più importante di esse è la concentrazione di potere nelle mani di poche organizzazioni di grandi dimensioni".

Per sottolineare il concetto, Karsten fa notare che il Sudafrica vende l'85% delle proprie esportazioni di frutta al Regno Unito e che sei grossi dettaglianti trattano l'80% delle vendite. Ponendo l'accento sul declino dei dettaglianti minori, egli afferma che i 36.000 negozi al dettaglio operativi nel Regno Unito all'inizio del 1990 si sono ora ridotti a 6.000; questa situazione, anche se non in modo così clamoroso, si ripete anche in altri paesi europei.

La crescente influenza delle catene del dettaglio ha trasformato la catena del freddo da una situazione in cui essa era in gran parte dominata dai principali fornitori ad una in cui gli acquirenti mettono a segno la maggior parte dei colpi. I maggiori dettaglianti hanno stabilito qualità, quantità e criteri di tempestività che hanno completamente cambiato la logistica della catena del freddo ed i dettaglianti di norma contrattano direttamente con i coltivatori o con le cooperative loro correlate. Ciò non significa che prima la qualità non era buona o che la tempestività era scarsa; solo che, mentre prima erano i venditori a dire "ecco ciò che offriamo"", adesso sono gli acquirenti ad affermare "ecco ciò che vogliamo".

Richard Bright della Reefer Trends, uno specialista in informazioni e consulenze nel settore dell'industria dei refrigerati, la mette in un altro modo. Egli afferma che il mercato si è spostato verso una condizione guidata dalla domanda e sottolinea come i maggiori supermercati del Regno Unito siano all'avanguardia di questa linea di tendenza poiché solo quattro o cinque di loro controllano più del 60% del mercato per quanto riguarda i prodotti freschi.

Dal momento che la base di fornitura si è frammentata e le regole sulla rintracciabilità sono diventate più rigorose, tutti i dettaglianti hanno richiesto di poter avere una maggiore influenza sull'intera catena delle forniture. Al fine di ottenere un maggiore controllo, i dettaglianti hanno razionalizzato il numero di fornitori di cui si servono, designando direttori o campioni di categoria che gestissero un segmento delle loro attività - si tratti di meloni, uva od altra frutta di punta. Asda, la catena britannica di alimentari ed abbigliamento appartenente alla Wal-Mart, offre l'esempio più estremo di questa linea di tendenza, avendo designato la Fresh Del Monte a gestire la propria intera attività relativa alle banane, la Hart Worldwide a gestire quella della frutta di punta e la Thames Fruit a gestire i propri agrumi.

Questi campioni della categoria sono quindi responsabili della fornitura e della logistica di quella categoria di prodotto, a partire dalle trattative con il coltivatore fino alla consegna presso i magazzini del dettagliante a destinazione. Ciò apporta ulteriori vantaggi al dettagliante, nel senso che vi è una significativa riduzione del numero dei suoi fornitori, mentre i fornitori che restano portano con sé economie di scala nell'organizzazione e negli acquisti.

La contabilità trasparente è un altro recente sviluppo dell'attività nel Regno Unito, dato che i dettaglianti domandano un maggiore accesso alla conoscenza dei risultati finanziari dei propri fornitori. Tutti i vantaggi delle economie di scala vanno verso il miglioramento dei loro risultati finanziari, il che costituisce un proponimento sempre più difficile da realizzare in un periodo in cui la concorrenza per la quota di mercato è così dura.

Una tecnica logistica che sta conseguendo sempre maggiore influenza nella catena del freddo è quella dei prezzi "al cancello della fabbrica". Questa concezione è diffusa nell'ambito dell'industria manifatturiera da qualche tempo, ma solo adesso sta riuscendo in qualche modo ad affermarsi nella catena del freddo, sebbene quella di prezzo "al cancello della fattoria" sia una denominazione più appropriata per essa in tale contesto. La base di tale tipo di determinazione del prezzo consiste nel fatto che i dettaglianti od i loro dirigenti di categoria negoziano direttamente con i coltivatori per determinare il prezzo, la qualità ecc. e, quindi, si accollano la responsabilità della spedizione e della consegna stessa.

Bright ricorda che nei giorni in cui lavorava nell'ambito dei traffici sudafricani, la procedura era che la commissione per le esportazioni si procurasse una stima sul raccolto a livello nazionale e, sulla base di essa, sviluppasse un piano relativo alle spedizioni ed ai prezzi. Tutto ciò non accade più. Oggi abbiamo una base di forniture frammentate e acquirenti potenti che sanno e domandano ciò che vogliono e trattano direttamente o attraverso una catena di comunicazione della logistica molto ridotta al fine di ottenerla.

La Drewry sottolinea come questo cambiamento comporti importanti implicazioni per lo shipping. "Avendo acquistato, gli acquirenti finali allora desiderano un procedimento senza soluzione di continuità fino ai depositi di distribuzione primaria, caratterizzato da Indicatori-Chiave di Prestazioni inerenti a tempestività, qualità ecc.".

I collegamenti nella catena del freddo che interconnettono gli esportatori alla distribuzione vengono sempre più definiti come "agevolatori di logistica". Naturalmente le linee di navigazione, primarie o specialiste in carrette del mare, svolgeranno sempre la parte marittima, ma il ruolo degli esportatori, degli importatori, dei grossisti e dei distributori sta diventando sempre più confuso.

Nel proprio rapporto, la Drewry sostiene che tale cambiamento di ruolo si presenta come qualcosa di abbastanza scioccante per le linee di navigazione, molte delle quali sono riluttanti a cambiare. Afferma, quindi: "Lo shipping ha una storia di conservatorismo: in effetti, spesso lo spaccia come un attributo. E' probabile che le future aspettative possano essere nel senso che allo shipping venga richiesto di fornire ciò che dovrebbe assicurare, cioè un servizio di trasporto (e, forse, di logistica) razionale dal punto di vista dei costi e professionale che soddisfi le esigenze del cliente".

Per le linee di navigazione, esiste l'opportunità di ampliare i propri ruoli e divenire protagoniste nell'arena degli agevolatori della logistica, sebbene alcuni si stiano muovendo più alla svelta di altri. Il maggior dettagliante a livello mondiale, la Wal-Mart, e la più grande compagnia di navigazione containerizzata del mondo, la Maersk Sealand, si sono già unite in un accordo relativo a trasporto marittimo e logistica, ed altri accordi di questo tipo sono inevitabili.

E' altresì emerso un certo numero di operatori logistici terzi (3PLs) che stanno tentando di dare un contenuto a tale ruolo con qualche successo.

Mathias Wideroth è amministratore delegato della LCL (LauritzenCool Logistics). In seguito alla fusione della Lauritzen Reefers e della Cool Carriers nel 2001, è stata presa la decisione di diventare più attivi nella catena del freddo nella sua interezza piuttosto che concentrarsi unicamente sull'attività principale delle navi refrigerate, di modo che è stata costituita la LCL. Wideroth afferma che l'atteggiamento tradizionale era quello del tipo "se disponete di abbastanza carico da riempire una delle nostre navi refrigerate, verremo a caricarlo e ve lo consegneremo a Rotterdam o Wilmington o dovunque". Tuttavia, sottolinea Wideroth, i cambiamenti in atto nel mercato non rendono più accettabile questo atteggiamento.

Oggi, afferma Wideroth, i dettaglianti stanno sviluppando programmi di marketing con i coltivatori per la forniture di un numero di pallets da 5 a 50 alla settimana e la LCL è impegnata, unitamente ad altre società, ad agevolare la logistica relativa a tale attività. Afferma infatti Wideroth: "né i coltivatori né i dettaglianti sono esperti di logistica, che comporta un sacco di dettagli. Vale a dire il ruolo che noi andiamo a riempire".

Il lavoro dei 3PLs comporta ancora principalmente attività inerenti alla parte finale della catena delle forniture ma, dichiara Wideroth, "lavoriamo sempre di più con i dettaglianti per discutere le loro richieste; i meccanismi quali la fissazione di prezzi al cancello della fattoria evolveranno sempre di più ed aumenteranno l'esigenza di infrastrutture logistiche".

Pur essendo una consociata di un operatore di navi refrigerate, la LCL usa più containers che spazi sottocoperta ed a gennaio 2004 apparterrà alla LautitzenCool solamente al 50%, dal momento che la NYK Reefer acquisirà una partecipazione del 50%.

Nella catena del freddo, il modello in evoluzione per i containers sarà indirizzato verso l'utilizzazione delle navi reefer. La tradizionale operazione con questo tipo di nave come decritta poc'anzi era adatta alla struttura del mercato così com'era allora, quattro o cinque anni fa. Le mutate esigenze odierne sono talvolta più adatte alla minore capacità complessiva offerta dai containers, ma parlare di dismissione della nave reefer è prematuro.

Vi sono alcuni traffici ed alcune produzioni che sono intrinsecamente adatte alle navi reefer, ciò che Svante Hellberg della LauritzenCool descrive come "carico stagionale ad elevato volume e basso valore". Un raccolto di mele di oltre 20.000 tonnellate che dev'essere spedito dall'Uruguay in un periodo di due mesi sarebbe quasi impossibile da movimentare con i contenitori. Invece, l'impiego di 20, 30 o 40 navi per movimentarlo rappresenta la specialità dell'attività espletata con le navi reefer.

Le banane sono una derrata idealmente adatta alle navi refrigerate ed i grossi fornitori di banane quali Chiquita, Dole e Del Monte sono i principali armatori ed utenti di tonnellaggio refrigerato. Sebbene poi essi facciano uso - in modo sempre più massiccio - di contenitori laddove le circostanze alla fornitura e/o alla consegna siano più adatte ad una unità da 40 piedi.

In una esauriente relazione intitolata "Il mercato dei reefer da qui al 2012", la GP Wild (Internationa) effettua previsioni relative alle derrate, alle rotte di traffico ed alle modalità di spedizione per il prossimo decennio.

La Wild afferma che tra il 2002 ed il 2012 il traffico reefer trasportato via mare aumenterà del 16% da 88 milioni di tonnellate a 102 milioni di tonnellate, di cui le banane ed il pesce costituiranno la percentuale maggiore di questo incremento.

Gli operatori di navi refrigerate si sono dovuti adattare sia alla sfida costituita dai cambiamenti strutturali nel mercato della catena del freddo, sia alla svolta verso i contenitori. La flotta di navi refrigerate è stabile quanto al numero di navi e non vengono più realizzate nuove chiglie, poiché l'incertezza del mercato e la carenza di ritorni sugli investimenti rendono poco allettanti gli investimenti sulle navi.

La Drewry afferma che l'8% dello spazio cubico disponibile (il 14% in termini di numero di navi) è più vecchio di 30 anni e la GP Wild afferma che l'età media della flotta reefer è di 20 anni. Per quanto, molte delle navi più vecchie sono specializzate nel trasporto di pesce e le più moderne navi miste rinfusiere/pallet/containers hanno ancora almeno un decennio di vita in prospettiva. Peraltro, il fatto che non vi sia alcun nuovo tonnellaggio all'orizzonte preoccupa l'industria delle navi reefer e la catena del freddo in generale.

Hellberg fornisce un esempio di quanto la propria attività sia mutata. "In passato, una nave della Lauritzen aveva un cliente con un carico nave ed una polizza di carico. Ora potremmo avere 200 clienti e 200 polizze di carico sulla stessa unica nave".

Al fine di far fronte alle necessità del mercato e di sostenere l'economia della propria attività, la Laritzen Cool adesso effettua operazioni relative ad un servizio del tipo di linea dal Sudafrica con una partenza settimanale a giorno designato. Oltre ad un carico completo sottocoperta pari a - a seconda della stagione - 350.000-550.000 piedi cubi, una tipica nave potrebbe anche avere sino a 400 contenitori refrigerati sopra coperta.

Il trasporto marittimo della catena del freddo, sia esso effettuato con nave refrigerato o con contenitore refrigerato, è per natura un'attività a senso unico. Allo scopo di incrementare le proprie economie, gli operatori di navi reefer spesso ora trasportano auto, in particolare auto di seconda mano, nella tratta di ritorno. I traffici sudafricani sono particolarmente adatti a ciò, dal momento che vi è un mercato vivace per le vecchie auto in Africa Occidentale ed i dirottamenti ed i ritardi negli scali presso i porti dell'Africa Occidentale sono minimi.

Pertanto, la svolta verso i contenitori è inevitabile ed inarrestabile? Vi sono alcuni fattori che suggerirebbero questo, tra cui l'obsolescenza della flotta refrigerata e la carenza di nuovi investimenti. Attualmente la proporzione è di circa 50 : 50, con forse appena un po' di traffico refrigerato in più in termini di tonnellaggio trasportato dalle navi. Le attese sono che per il 2010 il mercato sarà composto al 45% da non containers ed al 55% da containers.

La crescita della containerizzazione nel corso degli ultimi 40 anni ha ingenerato una rivoluzione nel settore del trasporto marittimo. Il trasporto marittimo di linea containerizzato è soggetto ad una dura concorrenza e ad alti livelli di fluttuazione della domanda; peraltro, negli ultimi anni le linee di navigazione hanno considerato il contenitore refrigerato come una primaria area di crescita.

Il numero degli spazi containers refrigerati su una nave di nuova costruzione spesso è ora superiore al 25%, sebbene ciò possa comprendere qualche eccesso di capacità costruito al fine di consentire una crescita successiva. La qualità di isolamento dei box e le prestazioni delle macchine di raffreddamento nei containers sono migliorate nettamente negli ultimi anni. I moderni contenitori refrigerati sono in grado di ottenere e conservare temperature fino a -35', e l'atmosfera controllata dispone di capacità di conservazione della freschezza del prodotto di livello eccezionale.

Il numero di contenitori refrigerati appartenenti alle compagnie di navigazione ed alle società di noleggio è adesso di circa 1 milione di TEU ed il box high cube da 9 piedi e 6 pollici sta diventando il modello standard di equipaggiamento.

Una flotta mondiale di queste dimensioni comporta una massa critica che consente agli operatori containerizzati di mettere sotto controllo mercati che erano difficili quando la flotta era minore. Gli operatori sono adesso in grado di indirizzare i containers verso località di mercato in tempo per un raccolto senza necessariamente privarne un altro mercato ed in una stagione trimestrale può essere possibile che un contenitore venga utilizzato più di una volta per trasportare lo stesso raccolto.

La nuova struttura della catena del freddo ad entrambi i capi, fornitura e dettaglio, sembrerebbe dare al container un vantaggio in termini di minori quantitativi in esportazione all'interno di un contenitore diretti ad un acquirente. In realtà, un sacco di contenitori refrigerati vengono svuotati nei magazzini del freddo nei o presso i porti poiché è raro che un negozio al dettaglio possa manipolare un carico da 40 piedi ed i proprietari di contenitori sono riluttanti a far utilizzare i propri box a fini di magazzinaggio statico.

Vi sono pochi dubbi circa il fatto che i containers faranno ancora molta strada nella catena del freddo. Gli operatori di navi refrigerate riconoscono che i containers hanno qualche chiaro vantaggio in alcuni mercati ed in alcune circostanze. Sulla base del "se non puoi batterli, alleati con loro", molti stanno ristrutturando la propria organizzazione e talvolta anche le proprie navi allo scopo di essere in grado di offrire ai clienti una gamma completa di trasporto marittimo refrigerato e di servizi logistici; peraltro, se non sarà costruito nessun nuovo tonnellaggio, si verrà al dunque nel giro di più o meno cinque anni.
