L'armonizzazione delle unità di carico intermodali

Sono passati sei mesi, da quando la Commissione Europea ha annunciato ufficialmente la propria intenzione di emanare una direttiva finalizzata alla istituzione di uno standard armonizzato per una nuova Unità di Carico Intermodale Europea.

La spinta ad un simile ambizioso progetto deriva dal desiderio della Commissione Europea di provocare un effettivo dirottamento modale del trasporto merci terrestre dalla strada alla rotaia ed alle idrovie interne e la direttiva proposta viene considerata dalle autorità di Bruxelles come una necessaria aggiunta alla tanto celebrata promozione, da parte della Commissione, del trasporto marittimo a corto raggio. "Il cabotaggio marittimo ha dimostrato di essere una storia trasportistica di successo con fiorenti tassi di crescita e noi dobbiamo far sì che questo continui ad accadere. Il nuovo piano reso pubblico contribuirà a fornire alternative reali al congestionamento stradale, attraverso un uso più efficiente ed economico delle altre modalità di trasporto" ha dichiarato il commissario ai trasporti ed all'energia della Commissione Europea, Loyola de Palacio, in occasione del varo della proposta.

Sei mesi non rappresentano un lungo periodo di tempo per Bruxelles; a novembre, il relatore al Parlamento Europeo, Ulrich Stockmann - parlamentare europeo tedesco che in precedenza aveva steso rapporti sul trasporto intermodale nell'Unione Europa, così come sull'assistenza finanziaria che dovrebbe essere fornita ai progetti al fine di promuovere il trasporto combinato dei carichi - continuava a preparare il proprio rapporto da presentare all'assemblea legislativa. Nel contempo, il CEN (Comité Européen de Normalisation), l'agenzia europea per gli standard con sede a Bruxelles, ha organizzato un incontro sulle proposte della Commissione Europea il 2 ottobre scorso.

Questo, per quanto attiene i procedimenti politici; ma che cosa conterrà in sostanza la direttiva? La Commissione Europea dichiara che essa è finalizzata ad armonizzare le numerose specifiche tecniche attualmente esistenti per gli swapbodies, le quali comportano una grande varietà di diverse unità impiegate in tutta l'Europa. La Commissione sostiene che tale situazione rappresenta un serio intralcio allo sviluppo dei traffici intermodali, poiché i costi aggiuntivi associati al trasferimento degli swapbodies su diverse modalità stanno a significare che la strada continua ad essere un mezzo di trasporto razionale dal punto di vista dei costi per i caricatori, malgrado l'apparente maggior costo per km sulle lunghe distanze rispetto alla rotaia ed alla chiatta. Inoltre, i contenitori standard da 20 e 40 piedi utilizzati nel trasporto marittimo non sono abbastanza ampi per poter caricare due pallets affiancati larghi 1.200 mm.

"L'attuale moltitudine di diverse configurazioni ingenera costi di attrito nonché ritardi nelle operazioni di movimentazione tra le modalità" afferma la Commissione Europea nella proposta di direttiva. "A ciò si potrebbe ovviare mediante l'armonizzazione di determinate caratteristiche di movimentazione delle unità di carico, quali i congegni d'angolo superiori od inferiori o quelli sterzanti. Inoltre, gli swapbodies normalmente non sono impilabili e, perciò, inadatti al trasporto marittimo. D'altro canto, i containers non utilizzano completamente le dimensioni consentite per il trasporto stradale. La standardizzazione di una unità di carico europea che combini l'impilabilità di un container con lo spazio in ampiezza per i pallets di uno swapbody potrebbe offrire una soluzione".

La logica è semplice, ma, poiché la Commissione ha stabilito un termine al prossimo anno per la conversione della proposta in direttiva, potrebbe trovarsi a dover affrontare una battaglia in salita per riuscirci, nel momento in cui i lobbisti di Bruxelles in rappresentanza degli interessi degli autotrasportatori dovessero entrare in azione. E non c'è solo questo: ci si aspetta che un'ulteriore resistenza a certe specifiche contenute nella proposta possano venire dalle associazioni di trasporto combinato. Poiché non si accontenta solo di produrre specifiche relative ad una nuova dimensione di unità di carico intermodale, la Commissione Europea vorrebbe altresì introdurre nuove regole per l'ispezione dei contenitori, così come una normativa inerente all'introduzione di sigilli elettronici da applicarsi ai containers al fine di provvedere ad una maggiore sicurezza.

Ma in primo luogo interessano le nuove dimensioni. Da tempo la Commissione Europea sta conducendo ricerche già intraprese per suo conto da un gruppo di studio, che coinvolge il BIC (Ufficio Internazionale dei Contenitori), la UIRR (Unione Internazionale delle Società di Trasporto Combinato Ferro-Stradali) e consulenti tecnici tedeschi e britannici, il quale ha concluso che una nuova unità container/swapbody con dimensioni esterne di 2.550 mm x 2.670 mm x 13.600 mm potrebbe assicurare un uso ottimale delle misure e delle capacità massime consentite sulla strada per la prima e l'ultima tratta del trasporto multimodale, fornendo altresì nel contempo la resistenza necessaria per la tratta marittima.

La lunghezza di 13,6 metri rappresenta attualmente il livello massimo per il trasporto stradale in Europa, e consentirebbe a 11 pallets - di dimensioni sia britanniche (1.200 mm x 1.000 mm) sia europee (1.200 mm x 800 mm) - di essere caricati nel senso della lunghezza. Il gruppo di studio ha altresì proposto una unità di carico intermodale europea più corta, che misura 2.550 x 2.670 x 7.450 mm da utilizzarsi prevalentemente nel trasporto ferroviario e che rappresenta una dimensione vicina al massimo trasportabile da convogli stradali.

L'ampiezza di 2.550 mm consentirebbe sia il carico di tre europallets affiancati per il largo (3 da 800 mm) sia quello di due pallet britannici od europallets affiancati per il lungo (2 da 1.200 mm), fornendo uno spazio di movimentazione complessivo pari a 150 mm senza eccedere l'ampiezza unitaria massima consentita dal trasporto stradale.

Nel frattempo, viene suggerito il mantenimento dell'attuale altezza normale degli swapbodies di 2.670 mm, che è leggermente più elevata di quella delle due altezze dei containers standard ISO.

Tuttavia, la Commissione Europea ha altresì ammesso che l'introduzione di nuove dimensioni, che sostanzialmente allargherebbero i contenitori, potrebbe comportare immediati problemi con le attuali dimensioni cellulari sulle chiatte e su alcune navi marittime a lungo raggio. "Le navi e le chiatte cellulari avrebbero bisogno di adattare le proprie guide cellulari ad una nuova lunghezza con conseguenti costi marginali. In alcuni casi, quando le navi sono state progettate per certe lunghezze di contenitori, i requisiti strutturali potrebbero risultare in una utilizzazione meno ottimale dello spazio di carico. Una larghezza esterna maggiore di 2.500 mm creerebbe alcuni problemi, ad esempio dove le guide delle cellule sono ampie solo 2.500 mm. Potrebbe verificarsi qualche perdita di carico su certi battelli fluviali, in particolare quelli costruiti per accogliere quattro contenitori ISO fianco a fianco senza alcun margine".

Ciononostante, la Commissione Europea ritiene che malgrado i potenziali problemi inerenti alla immissione nelle operazioni di una nuova unità di carico intermodale europea, ci sarebbe un notevole miglioramento dell'utilizzazione di ciascuno spazio nell'ambito di un contenitore: il 32% di maggior fattore di carico dell'europallet rispetto ai containers da 40 piedi ed il 63% di maggior fattore di carico per i boxes da 20 piedi (nel caso dei pallets britannici questa differenza è rispettivamente del 55% e del 18%).

E questo è uno dei fattori decisivi nell'ottica della Commissione Europea: "Basandosi sui dati disponibili, la Commissione stima che il numero dei veicoli stradali che ci vorrebbero per trasportare lo stesso ammontare di merci si potrebbe ridurre del 25% circa se tutte le unità di carico intermodali a pieno carico venissero rimpiazzate da unità di carico intermodali europee a pieno carico".

L'altro problema, naturalmente, è quello del costo economico associato all'introduzione nel mercato di una nuova flotta di unità di carico. Essa ammette che a livello unitario il costo di produzione sarebbe maggiore rispetto a quello di un contenitore standard a causa dell'area esterna più estesa, nonché maggiore del costo unitario di uno swapbody a causa delle pareti del box, che dovrebbero essere notevolmente rinforzate per consentirne l'impilaggio.

Dal punto di vista dell'economia complessiva delle diverse unità di trasporto, essa sostiene che questi costi potrebbero anche presentare un peso diverso: "La maggiore capacità delle unità di carico intermodali europee rispetto ai containers dovrebbero in gran parte compensare questi costi aggiuntivi. Rispetto agli swapbodies, il vantaggio delle unità di carico intermodali europee consisterebbe nella riduzione dei costi di magazzinaggio e persino dei costi di trasporto, se lo scartamento ferroviario consentisse loro di essere impilati per il trasporto. Tuttavia, il costo di una unità di carico intermodale europea dipenderà dal numero di unità prodotte, vale a dire dal successo di questa iniziativa. La varietà degli swapbodies ne impedisce la produzione di massa, di modo che l'economia di scala realizzabile dovrebbe compensare il costo aggiuntivo comportato dalla necessità di rinforzare le loro pareti".

E così si perviene ad un carico che equivale alla storia dell'uovo e della gallina. La maggiore capacità dell'unità di carico intermodale europea rispetto ai containers ISO riuscirà a compensare i costi di produzione aggiuntivi solo se l'uso della prima raggiungerà un certo qual punto di massa critica. Lo stesso vale per gli swapbodies: solo dopo che un certo numero di unità di carico intermodali europee sarà stato prodotto in massa, il loro costo unitario comincerà ad essere più basso di quello di uno swapbody. Così, parrebbe che a breve termine, e forse anche a medio termine, qualcuno dovrà prendersi la briga di impiegare le unità di carico intermodali europee in perdita.

Rispondendo a tale argomentazione, la Commissione sostiene che la storia della containerizzazione - che iniziò con poche unità e da allora è diventata, con l'introduzione delle dimensioni standardizzate, l'unità di trasporto numero uno senza rivali - mostra quello che sarà il mercato: se si rivelerà un modello di trasporto migliore, i caricatori e gli operatori, almeno alla lunga, si rivolgeranno ad essa. Ma la sostanza non cambia, qualcuno dovrà rimetterci, fino a quando le economie di scala trasformeranno i costi in risparmi.

Ancora più discusso è ciò che la Commissione altresì propone al fine di modificare l'attuale regolamentazione in materia di ispezione dei contenitori formulata dalla CSC (Convenzione sulla Sicurezza dei Contenitori), la quale stabilisce che i contenitori nuovi debbono ricevere la loro prima ispezione nel giro di cinque anni dalla loro entrata in servizio, ed in seguito almeno ogni 30 mesi fino a quando non vengono rimossi dal servizio. Attualmente questo accordo consente che le unità vengano ispezionate a domicilio - il che viene fatto dalla maggior parte delle principali imprese con flotte containerizzate di considerevoli dimensioni in ragione dei costi - oppure all'esterno. L'attuale proposta di direttiva dovrebbe essere strutturata su un testo secondo cui non solo le unità di carico intermodali europee dovrebbero essere ispezionate tutte all'esterno, ma anche il periodo tra un'ispezione e l'altra, dopo quello iniziale di cinque anni, dovrebbe essere ridotto da 30 a 24 mesi.

La UIRR è la prima ad opporsi a tale proposta, sostenendo che essa sarebbe controproducente per il successo generale dell'unità di carico intermodale europea: "Una frequenza delle ispezioni maggiore di quella prevista per i contenitori ISO, nonché la statuizione che le ispezioni possano essere espletate esclusivamente da "punti d'ispezione designati", fa balzare in alto senza necessità i costi unitari dei carichi. La UIRR teme che alcune società di logistica possano evitare di effettuare investimenti in unità di carico intermodali ed invece acquisiscano veicoli pesanti per il trasporto merci a corpo fisso' in realtà, non vi è alcuna necessità di andare al di là della internazionalmente riconosciuta CSC" afferma nella propria risposta formale alla proposta di direttiva.

Quest'ultima, peraltro, dispone anch'essa dei propri sostenitori, tanto è vero che la UIC (Unione Internazionale delle Ferrovie), gruppo di operatori del trasporto combinato, ha affermato di rimando: "Sul piano generale, il gruppo accoglie favorevolmente le iniziative finalizzate a rivitalizzare le ferrovie ed a rendere l'intermodalità più allettante per gli utenti. Più specificamente, il gruppo accoglie con notevole favore l'iniziativa destinata ad armonizzare le procedure di manutenzione delle unità di carico di tutte le modalità di trasporto. L'attuale situazione lascia alla discrezione delle singole organizzazioni e modalità l'adozione dei relativi provvedimenti a tale riguardo. Il gruppo ritiene che in questo settore vi sia una urgente necessità di compiere sforzi di armonizzazione".

Tuttavia, la questione delle ispezioni appare qualcosa di secondario rispetto al fatto che la maggior parte delle reazioni alla direttiva proposta si sono concentrate per lo più sulla effettiva necessità o meno di una unità di carico intermodale europea, nonché sul disaccordo circa le sue dimensioni.

Senza che ciò desti grosse sorprese, la IRU (Unione Internazionale Trasporto Stradale) è piuttosto franca nella sua opposizione alla direttiva. Anche se a parole si dichiara d'accordo circa l'esigenza di maggiori opzioni e servizi intermodali - il suo documento sulla direttiva contiene frasi in bella evidenza come "del trasporto combinato vi è necessità per ragioni di capacità!" - essa sostiene che la direttiva si preoccupa della promozione del trasporto fluviale interno più che di cercare di risolvere la questione dello sviluppo delle soluzioni di trasporto combinato.

"L'IRU ritiene che le idee contenute nella direttiva si concentrino troppo sulle specifiche questioni correlate alle idrovie interne (swapbodies impilabili). Anche se l'IRU concorda con la necessità dell'utilizzazione di un nuovo standard per gli swapbodies nelle soluzioni di trasporto strada/idrovia, il ferro/strada e lo strada/cabotaggio marittimo saranno, per molti anni, la principale risposta alla necessità di sviluppo del trasporto intermodale". In altre parole, la strada continuerà a costituire la componente fondamentale della maggior parte delle direttrici di trasporto combinato.

E' naturale che l'IRU si trovi a difendere gli interessi dei suoi membri, e desterebbe una qual certa sorpresa il fatto che l'UIRR adottasse una posizione simile. Nella sostanza, entrambe le associazioni si domandano se vi sia realmente bisogno di un'unità intermodale standardizzata e, nel caso che venisse introdotta, se il mercato stesso possa davvero accogliere l'unità di carico intermodale europea.

In primo luogo, la UIRR ritiene che la proposta altezza di 2,670 mm semplicemente non sia abbastanza. Il ragionamento della Commissione Europea è che questa è l'altezza standard degli swapbodies ed aggiunge che ciò potrebbe continuare a costituire un problema nel Regno Unito, dove afferma che il massimo spazio disponibile in altezza è di 2.540 mm. La posizione della UIRR delinea i difetti che ciò comporta: "In effetti, questa era l'altezza standard degli swapbodies 20 anni fa, e sia i containers che gli swapbodies di quest'altezza possono essere trasportati praticamente ovunque per ferrovia senza problemi. Negli ultimi due decenni, tuttavia, la maggior parte delle ferrovie in Europa hanno lavorato per incrementare le sagome delle gallerie in modo da poter trasportare containers e swapbodies di almeno 2,75 m e 2,90 metri di altezza. Anche in Gran Bretagna questo è possibile su carri con ruote più piccole, di cui oggigiorno dispongono praticamente tutti gli operatori". Essa ritiene che le proposte inerenti ad un'altezza standard dovrebbero essere abbandonate del tutto.

Un'opposizione più seria alle unità di carico intermodali europee viene dagli operatori portuali europei, i quali sono preoccupati per le ramificazioni che una nuova unità avrebbe sulle loro operazioni quali connettori tra l'Unione Europea e le catene della fornitura globale. Le FEPORT (Federazione degli Operatori Portuali Privati) sostiene che le attuali dimensioni containerizzate rappresentano già l'unità di carico ottimale: "L'ulteriore sviluppo di nuove unità di carico standardizzate non sarebbe desiderabile, dal momento che i containers da 20 e 40 piedi sono già utilizzati ed accettati a livello mondiale. Questi tipi di contenitori apportano vantaggi ai clienti degli operatori terminalistici sia in termini di costi grazie al loro passaggio per i porti sia in termini di produttività. Dal momento che il settore portuale è un'attività internazionale, la deviazione dagli standard riconosciuti a livello internazionale dovrebbe essere evitata. Gli standard ISO dovrebbero costituire la norma per tutti i containers intermodali, tra cui quelli usati per il cabotaggio marittimo". Essa aggiunge ulteriormente che la movimentazione dei containers non ISO procura problemi ai tempi di movimentazione - poiché i terminals sono attrezzati al meglio per movimentare i contenitori standard - e ciò significa che gli operatori debbono applicare sovrapprezzi a questi tipi di carichi. Sembrerebbe che la Commissione Europea abbia purtroppo trascurato le implicazioni di costo per i porti ed i terminals.

A difesa della Commissione Europea, tuttavia, bisogna dire che la direttiva proposta afferma altresì che la nuova unità di carico intermodale non sarebbe obbligatoria, il che conduce alla domanda: perché proporla, allora? In effetti, al momento attuale esistono già delle soluzioni sul mercato in grado di risolvere il problema del carico dei pallets nei contenitori. La GESeaCo, associazione temporanea per il noleggio di contenitori tra la Sea Containers ed il gigante statunitense GE, attualmente offre quantitativi sempre maggiori dei propri prodotti SeaCell ai locatari.

Invertendo i lati ondulati dei contenitori standard ISO, si ottiene lo spazio interno in più necessario per caricare due pallets affiancati e James Coulson, direttore generale delle unità speciali per carichi secchi della GESeaCo, afferma che tali unità sono sempre più attraenti per i caricatori. "Nel mercato CKD (complete knock down: un metodo di produzione automobilistica in cui le parti di auto vengono spedite agli impianti di assemblaggio del Terzo Mondo), i pallets vengono universalmente utilizzati per le spedizioni marittime, ed i produttori di automobili chiedono alle imprese di logistica di servirsi dei SeaCell". Malgrado la larghezza esterna in più, i containers riescono ancora ad entrare comodamente nelle attuali guide cellulari delle navi.

Peraltro, un portavoce del settore trasporti della Commissione Europea non ha lasciato dubbi circa il fatto che la Commissione preferisca introdurre le sue nuove dimensioni, piuttosto che adottare una qualche unità già esistente. E' difficile non trarne la conclusione che la Commissione Europea sta solo cercando di crearsi del lavoro da fare.
