I pericoli del cattivo imballaggio

Concentrandosi soltanto - come si tende a fare - sulle concezioni relative alle unità di trasporto dei carichi e sulle sue varie implicazioni multistratificate, è possibile dimenticare che i carichi attuali di merce trasportata nelle varie unità di carico sono per lo più imballati. Infatti, questo atteggiamento è assai comprensibile, poiché, nel corso delle normali attività di movimentazione ed inoltro delle unità di carico, non si vede, movimenta o ha alcun diretto coinvolgimento con il suddetto imballaggio. Anche troppo spesso, chi movimenta le suddette unità non lo vede del tutto, non lo solleva o aggancia direttamente né ha l'opportunità di giudicare se l'imballaggio è intatto, o anche solo appropriato.

Ciononostante, resta il fatto che la sicurezza e la persistente integrità di quel carico durante il viaggio (così come la sicurezza e la salute di coloro che lo movimentano nell'ambito della catena di trasporto) possono essere gravemente pregiudicate dall'imballaggio utilizzato. Disporre di una imballaggio sbagliato od inferiore agli standard può comportare risultati disastrosi nei casi estremi e si sono verificati incidenti in porto od in mare che lo dimostrano. Sebbene gli esempi ovvii siano quelli che riguardano le merci pericolose, gli stessi principi si applicano a tutti i carichi imballati. Ciò che potrebbe non essere del tutto valutato, tuttavia, è che il settore dell'imballaggio è passato anch'esso attraverso una rivoluzione, simile per certi versi a quella di molte altre attività in cui le nuove idee e la nuova tecnologia hanno avuto inevitabilmente una parte da svolgere. Adesso esiste una gamma molto più ampia di opzioni e di materiali da imballaggio a disposizione del produttore e, perciò, del caricatore e dell'imballatore. Ora vi sono materiali del tutto nuovi con i quali produrre imballaggi ed esistono anche nuove concezioni d'imballaggio. Lo IBC (Contenitore Rinfuse Intermedio) con le sue sei varietà, i Grandi Imballaggi e gli Imballaggi Rinfuse sono alcune delle nuove opzioni e qualcuna di loro ha rilevato in tutto od in parte gli imballaggi più tradizionali. Allo stesso tempo, gli imballaggi tradizionali sono diventati più solidi ed elastici. Il risultato è che, adesso, non vi sono più scuse, ad esempio, nel caso che un sacco al giorno d'oggi venga consegnato schiacciato ovvero perda il contenuto o si accartocci o ancora consenta infiltrazioni.

Infatti, un capitolo sulle specifiche ed il collaudo degli imballaggi relativi alle merci pericolose è stato introdotto nel Libro Arancione sin dal 1968 (per una precisazione storica, il Libro Arancione a quei tempi aveva una copertina grigia, mentre il famoso frontespizio arancione venne adottato più tardi). Tale regola venne riflessa nel Codice IMDG verso il 1972-73 (inserita quale allegato), mentre la prima approvazione si ebbe nel 1973-74. Nel 1981, il capitolo e l'allegato furono rivisitati dall'ONU ed introdotti nel Codice IMDG e le modifiche apportate in quel periodo sono rimaste essenzialmente le stesse da allora. Nel corso degli anni '70 ed '80 questi accordi erano su base volontaria. Tuttavia, sebbene recentemente molto si sia detto circa la possibilità che il Codice IMDG diventi obbligatorio (il che sarebbe assai opportuno), la proposta in ordine alla obbligatorietà della parte sugli imballaggi delle Raccomandazioni dell'ONU sul Trasporto Sicuro delle Merci Pericolose (il Libro Arancione) risale al 1984. All'industria dell'imballaggio vennero concessi cinque anni per adeguarvi le proprie procedure, progettualità e regole di collaudo e ciò comportò la conseguenza che nel 1989 il Libro Arancione statuì che da allora in poi nessuna merce pericolosa avrebbe più potuto essere convogliata in imballaggi che non soddisfacessero le specifiche ed i requisiti di collaudo previsti dal Codice sugli Imballaggi dell'ONU.

L'intera serie delle suddette nuove regole venne introdotta nel Codice IMDG con l'emendamento 25 che entrò in vigore nel 1991 (e venne introdotta anche negli altri codici più o meno nello stesso periodo di tempo). Per inciso, poiché tali disposizioni coincidevano con una vasta e completamente nuova sezione sui Contenitori Rinfuse Intermedi, l'intero Codice IMDG venne ristampato nello stesso momento. L'effetto che ne derivò fu che l'imballaggio approvato dall'ONU divenne obbligatorio e, anche se richiese un po' di tempo perché le cose si sistemassero, i cinque anni di tempo concessi fecero sì che non vi fossero buchi normativi e da allora esso venne accettato come la norma.

Una sua componente essenziale fu rappresentata dai collaudi, tanto che nel Libro Arancione e nel Codice fu inclusa tutta una gamma di collaudi-tipo cui gli imballaggi dovevano essere assoggettati. Due di questi collaudi - lo STACK ed il DROP - potevano applicarsi a tutti i tipi di imballaggio, mentre i restanti erano utilizzabili in caso di necessità. Un collaudo idraulico, ad esempio, potrà essere utilizzato solo in certi casi. Questi test sono molto particolareggiati. Ad esempio, i collaudi di taglio per fusti, barili e simili di vari materiali richiedono specificamente sei campioni, tre per ciascuno di due tagli. Essi devono essere praticati in cima o sul bordo di circonferenza, in altre parole la parte verosimilmente più debole. Per i box, vengono richiesti cinque campioni di collaudo, uno per ciascuno di cinque tagli diversi. Per i sacchi dotati di una cucitura laterale, tre campioni devono essere correlati a tre diversi tagli, mentre per i sacchi senza cuciture sono richiesti due tagli per ciascuno dei tre campioni da esaminare. In tutti i casi, la superficie da tagliare dev'essere rigida, non elastica, piatta ed orizzontale.

In relazione alla questione dei collaudi, vi è un altro aspetto che può ritenersi interessante. Tenendo in mente che l'intero argomento dell'imballaggio non interessa a tutti e perciò non viene portato a conoscenza di coloro che sono coinvolti nella catena del trasporto delle unità di carico, è normalmente molto istruttivo chiedere al pubblico se si ritiene che debbano esservi diversi livelli di collaudo per i Gruppi di Imballaggio I, II e III o se dovrebbero essere gli stessi. Sebbene la maggior parte la pensi nel senso della prima risposta, spesso invece accade che molti ritengano che il livello debba essere comune. Il fatto è che il Codice prescrive collaudi diversi in relazione all'altezza del taglio ed all'altezza dell'impilaggio per ciascuno dei tre gruppi di imballaggio, nell'ambito dei quali agli imballaggi del tipo PG I viene richiesto il superamento del collaudo più difficile. Ciò riflette il più elevato livello del rischio contenuto nell'imballaggio e dovrebbe sicuramente essere giusto. Per ciascun collaudo, vi è altresì una lista di criteri che devono essere soddisfatti affinché il campione passi.

Oltre al collaudo del taglio, vi sono il collaudo a prova di perdita, il collaudo idraulico sulla pressione interna ed il collaudo di impilaggio. Inoltre, i collaudi dei fusti e dei barili di plastica, dei box di plastica (diversi da quelli in polistirolo espanso), degli imballaggi composti di materiali plastici, nonché degli imballaggi combinati con rivestimenti interni plastici (diversi dai sacchi di plastica destinati a contenere solidi od oggetti) dovranno essere espletati ad una temperatura di -18' od inferiore. Ciò avviene perché si sa che certe plastiche diventano fragili a bassa temperatura. Si sa inoltre che la plastica diventa fragile col tempo ed è questo il motivo per cui le direttive dell'ONU e dell'IMO sanciscono che i fusti ed i barili di plastica non dovrebbero essere più usati dopo cinque anni dalla data di produzione, a meno che non sussista un'approvazione specifica a fare altrimenti da parte di un'autorità competente.

Esistono poi collaudi specifici per:

  • recipienti a pressione, dispensatori aerosol e caricatori di gas;
  • imballaggi della classe 6.2;
  • imballaggi della classe 7;
  • contenitori rinfuse intermedi;
  • grandi imballaggi;
  • cisterne portatili e contenitori di gas ad elementi multipli.

Tutta la suddetta regolamentazione si può trovare nel capitolo sei del volume uno del Codice IMDG.

Questi collaudi vengono espletati da ditte specializzate e ciascun paese a questo riguardo adotterà modalità proprie. Infatti, il codice sancisce che le procedure di collaudo saranno stabilite dall'autorità competente. Per quanto attiene al Regno Unito, esistono qualcosa come 16 ditte specializzate in tutto il paese, ma solo una organizzazione, l'Associazione per la Ricerca nell'Industria dell'Imballaggio, che si occupa della supervisione delle modalità e del rilascio dei certificati di collaudo. Ciò si riflette nella sezione 7.9 del volume 1 del Codice. La lista delle autorità competenti per le varie nazioni, alla voce Regno Unito segnala l'Agenzia Marittima e Guardia Costiera quale organo di controllo, nonché la suddetta Associazione quale organo responsabile dell'imballaggio. Una scorsa veloce della sezione 7.9 mostra come anche Canada, Croazia, Repubblica Ceca, Danimarca, Finlandia, Francia, Germania, India, Giappone, Messico, Paesi Bassi, Polonia, Russia e Svezia facciano specifico riferimento alla normativa nazionale per quanto attiene ai collaudi ed alle relative approvazioni.

Dopo le specifiche inerenti alla costruzione ed al collaudo dei tipi, viene il marchio, e tutti coloro che hanno familiarità con il Codice IMDG la avranno anche con il Codice degli Imballaggi dell'ONU. Tutti gli imballaggi destinati a trasportare merci pericolose dovrebbero recare questo codice. Esso consiste del simbolo d'imballaggio dell'ONU (un logo) e di elementi specifici del Codice, ciascuno separato dagli altri con una diagonale, ad indicare un'ampia varietà di informazioni, tra cui ad esempio:

  • i numeri da 1 a 6 indicano di quale specie di imballaggio si tratta, ad esempio un sacco, un box, ecc.;
  • le lettere maiuscole da A a P indicano di quale materiale è fatto l'imballaggio;
  • altri numeri, da 1 a 4, indicano informazioni supplementari, ad esempio tappo rimovibile o no;
  • le lettere maiuscole X, Y e Z indicano che i Gruppi di Imballaggio sono stati collaudati con successo;
  • una cifra che rappresenta la densità relativa del liquido per cui esso è stato collaudato (se superiore ad 1,2). Per gli imballaggi che devono contenere solidi od imballaggi interni, la massa lorda massima in kg;
  • una S (che denota che l'imballaggio è destinato a solidi od imballaggi interni) ovvero, per gli imballaggi destinati a trasportare liquidi, il collaudo della pressione idraulica in kPa;
  • le ultime due cifre dell'anno di produzione;
  • lo stato o la nazione che hanno autorizzato il marchio (a questo scopo, viene utilizzato il simbolo degli autoveicoli nei traffici internazionali);
  • il nome del produttore o altra modalità di identificazione dell'imballaggio specificato dall'autorità competente (spesso, si tratta del numero di certificato di collaudo).

C'è poi una ulteriore disposizione generale che concerne i fusti ed i barili di plastica. In riferimento alla limitazione a 5 anni della loro "vita di servizio", un piccolo orologio dev'essere incorporato nel corpo dell'imballaggio per indicare il mese reale di produzione.

Tutte queste considerazioni sono state indotte da un'altra nuova pubblicazione ISO che è stata recentemente rilasciata. La ISO 16104:2003 è intitolata "Imballaggio - Imballaggio del trasporto per merci pericolose - Metodi di collaudo", e, come l'ISO ha recentemente dichiarato in un annuncio, l'imballaggio utilizzato per il trasporto di merci pericolose svolge un ruolo-chiave nelle attività espletate per minimizzare al massimo i rischi. Questo nuovo standard stabilisce metodi di collaudo riconosciuti a livello internazionale al fine di dimostrare che l'imballaggio utilizzato soddisfa requisiti minimi internazionali nel trasporto di merci pericolose in tutto il mondo. In particolare, esso contribuirà a far sì che il modello di imballaggio sia efficace nell'assicurare una salvaguardia fisica adeguata in relazione ai noti e dichiarati rischi dei prodotti in questione. Lo standard si basa sulle prestazioni e non impone altre specifiche progettuali oltre a pochi requisiti generici.

Questo è il ruolo svolto dal Libro Arancione e ci si potrebbe chiedere perché ci sia l'esigenza di uno standard ISO quando le Raccomandazioni dell'ONU sono così radicate e così ben elaborate. La risposta dell'ISO al riguardo è che il nuovo standard renderà più semplice l'applicazione delle Raccomandazioni dell'ONU e lascerà poche aree aperte all'interpretazione. Esso contribuirà altresì alla effettiva applicazione delle specifiche in diverse zone del mondo. Dal momento che le Raccomandazioni dell'ONU (ed il Codice IMDG) lasciano la gestione delle modalità di collaudo alle autorità competenti, è probabile che vi siano alcune differenze nell'applicazione e, tenuto conto di ciò, si potrebbe essere d'accordo con le argomentazioni dell'ISO. Tuttavia, si sa che gli sforzi compiuti sinora per armonizzare le due regolamentazioni e riflettere lo standard ISO nelle Raccomandazioni dell'ONU non hanno prodotto risultati positivi. Non è del tutto chiaro perché ciò accada, specialmente perché altri standard ISO vi fanno riferimento, e sicuramente avrebbe senso che i due venissero riuniti.

Com'è certo risaputo, in questo momento vi sono notevoli preoccupazioni in ordine al trasporto di merci pericolose per mare, specialmente in relazione al grado di conoscenza ed applicazione dei requisiti internazionali. Ciò comporta una sfida per tutto ciò che è coinvolto in tali movimentazioni ad intraprendere iniziative che risulteranno in miglioramenti al livello di conformità. Ciò va ad aggiungersi al fatto che un certo numero di seri incidenti in mare negli ultimi cinque anni abbiano riguardato l'uso di un tipo sbagliato di imballaggio. Di conseguenza, proprio l'ultima cosa che si desidera è quella di disporre di specifiche soggette a dispute internazionali ed a confusione. Se l'adozione del nuovo ISO farà in modo da assicurare ancor più la progettazione, la produzione, l'acquisto e l'utilizzazione di imballaggi corretti per la movimentazione di merci pericolose in tutto il mondo, esso dovrà essere accolto con soddisfazione e si spera che possa essere trovato qualche modo per integrarlo nel sistema dell'ONU.
