I terminal contenitori del porto di Genova: una situazione fluida

I traffici presso il terminal containers SECH di Genova hanno compiuto uno spettacolare balzo del 70% in più lo scorso anno, nel corso del quale i risultati sono aumentati da 214.000 a 370.000 TEU, dovuto in gran parte all'arrivo di diversi nuovi servizi marittimi. Tuttavia, le previsioni per il 2004 suggeriscono un totale per la fine dell'anno di 330.000 TEU, in seguito ad una modifica della composizione della sua clientela.

Sebbene il SECH recentemente non sia stato sottoposto ad alcun importante cambiamento in termini di infrastrutture, adesso è in procinto di acquisire altri 26.000 metri quadrati di terreno nell'ambito del piano di sviluppo dell'Autorità Portuale genovese, che mira a raddoppiare la capacità attuale (450.000 TEU) del terminal SECH entro il 2008.

In termini di nuove attrezzature, il SECH ha aggiunto una FLT Kalmar da 28 tonnellate nel corso del 2003 e ha effettuato ordinazioni per quattro nuove impilatrici CVS, una delle quali è già operativa, mentre le altre dovrebbero essere fornite entro la fine del corrente anno.

Secondo Bruno Ferrari, consulente marketing e vendite del terminal, l'attuale produttività di circa 18-22 movimentazioni per gru/ora è in linea con i rivali regionali o persino migliore, sebbene non sia granché cambiata negli ultimi anni.

In effetti, in termini organizzativi, il SECH ha un'interessante varietà di sistemi da piazzale, conservando una buona mescolanza di RMGs, RTGs ed impilatrici, dal momento che ciò viene considerata la risposta maggiormente appropriata all'attuale configurazione da piazzale.

L'assistenza alle gru da banchina - tre fornite dalla Ansaldo Paceco, una dalla Reggiane Paceco ed una dalla OMG - è poi assicurata dalle combinazioni trattori/semirimorchi terminalistici, la cui adozione, spiega Ferrari, è stata dettata, in parte, dalla distanza dalla banchina ed anche a causa della scelta di attrezzature per il carico e lo scarico nel piazzale nonché della capacità terminalistica complessiva.

La SECH è abilitata all'uso dei programmi informatici sviluppati dalla società locale Sistemi e Telematica, che gestiscono l'intero ciclo delle operazioni, così come la fatturazione. "Stiamo attualmente sviluppando un sistema nostro, che ci darà la possibilità di scegliere se gestire in proprio l'intero sistema informatico terminalistico ovvero acquistare un pacchetto esterno e collegarlo con l'attuale sistema che abbiamo a disposizione" rivela Ferrari.

Alla domanda se il SECH ha avuto successo nel tentativo di strappar via linee di navigazione ai rivali della sua zona, egli fa notare come, dimostrando affidabilità e flessibilità, così come offrendo tariffe competitive, il terminal sia stato in grado di conseguire qualche nuovo traffico, sebbene la scelta del terminal sia talvolta determinata anche da altri fattori commerciali.

"Al momento, siamo in condizione di accettare navi con un pescaggio massimo fino a 14,5 metri, mentre le nostre gru dispongono di uno sbraccio sufficiente a movimentare 16-18 file di containers impilati a bordo. Tutto ciò vale a dire che la nave più grande che il SECH può movimentare verosimilmente è una 6.500 TEU" spiega.

In effetti, il terminal è molto più orientato verso servizi marittimi a lungo raggio, con il 77% di tutti gli scali effettuati da navi di linea e solo il 23% da navi di raccordo. Tuttavia, solo quantitativi assai marginali di box di trasbordo passano attraverso il terminal, afferma Ferrari, aggiungendo che dal momento che Genova costituisce in gran parte uno scalo del tipo porta d'accesso più che un hub di trasbordo, il SECH non si aspetta di attirare grossi quantitativi di traffico di trasbordo in futuro.

I contenitori che vengono instradati via rotaia da e per il terminal rappresentano il 25% del totale, con poche variazioni registrate da un anno all'altro. Ferrari spiega che ciò è dovuto alle brevi-medie distanze che i box percorrono al di là del terminal per raggiungere le principali aree industrializzate ed i mercati di consumo, il che rende l'autotrasporto una scommessa migliore.

Nel 2003, il principale rivale del SECH, cioè il VTE (Voltri Terminal Europa) ha movimentato 868.319 TEU, con un calo dell'1% rispetto al 2002.

Per spiegare il decremento, Saskia Kunst, da poco nominata direttore esecutivo e vice presidente del consiglio d'amministrazione, ha sottolineato come l'acquisizione della Italia di Navigazione da parte della CP Ships abbia comportato il dirottamento del servizio Med Pacific Express dal VTE al vicino terminal SECH, dove fanno scalo tutti gli attuali servizi della CP Ships: l'agente locale della CP Ships, infatti, detiene una quota di partecipazione nel SECH.

Ciononostante, sono stati trovati alcuni nuovi clienti tra le linee di navigazione che hanno parzialmente colmato il vuoto lasciato dal precedente cliente del VTE. La Kunst fa notare che il calo del traffico ha altresì riflesso una tendenza verso il basso nella seconda metà dell'anno fatta registrare da diversi altri porti italiani. Malgrado ciò, il 2004 dovrebbe rivelarsi migliore, dato che le previsioni di fine anno per Voltri parlano di circa 900.000 TEU, sulla base di incrementi di traffico dell'11%, del 24% e del 15% fatti registrare rispettivamente in luglio, agosto e settembre.

La capacità complessiva dell'attuale terminal riceverà altresì un assai necessario impulso alla fine di quest'anno con l'apertura della prossima fase dello sviluppo del sito complessivo di Voltri, che ha avuto inizio nel 1994. Il sesto modulo, quello conclusivo, aggiungerà circa 150.000 metri quadrati di nuovo spazio, portando l'area complessiva del terminal a 140 ettari.

Inoltre, l'Autorità Portuale di Genova sta sovrintendendo ad un'estensione delle infrastrutture ferroviarie nell'ambito del terminal. Circa il 20% del traffico in arrivo al od in partenza dal terminal lo fa per ferrovia. Tuttavia, ci sono stati pochi cambiamenti in questa percentuale negli ultimi anni a causa della mancanza complessiva di competitività del trasporto ferroviario in Italia, se confrontato con l'attività di autotrasporto. Ciononostante, a partire dal prossimo anno, ci si aspettano notevoli miglioramenti, una volta entrato in funzione il migliorato collegamento ferroviario.

In termini di equipaggiamento, alla fine del 2003 sono state acquistate sei nuove RTGs, mentre la Kunst anticipa l'effettuazione di un ordine per due nuove gru da piazzale entro la fine di quest'anno, il che porterà l'attuale numero di gru da banchina a 10. Le nuove gru a cavaliere saranno in grado di movimentare 20 file di contenitori a bordo, mentre le gru attuali si limitano a 16 file.

Le ulteriori potenzialità di carico/scarico probabilmente aiuteranno il VTE a dare impulso alla produttività media, che è attualmente di circa 18 movimentazioni per gru/ora. La Kunst spiega che il conseguimento di un rapido incremento della produttività non sarà facile, dato il genere di traffico che fa scalo al terminal.

"Genova per lo più serve l'hinterland dell'Italia settentrionale" sostiene. Tuttavia, con un pescaggio lungobanchina sino a 15 metri, Genova può movimentare le navi più grandi attualmente in mare. Al momento, la tipologia complessiva dei traffici registra la presenza di 13 servizi a lungo raggio che fanno scalo al terminal, oltre a quattro servizi comuni di raccordo ed a quattro servizi inframediterranei. Malgrado sia perlopiù un'infrastruttura d'importazione/esportazione, l'11% circa dei risultati totali è generato da box trasbordati. Ciò avviene perché l'esteso hinterland di Genova gli consente di fungere da centro di distribuzione regionale per quelle linee che fanno scalo diretto.

"I nostri attuali tassi di produttività sono simili a quelli dei concorrenti della regione" sostiene la Kunst, aggiungendo che, malgrado ciò, la dirigenza si sta sforzando di apportare miglioramenti.

In primo luogo, si ammette che l'attuale efficienza del piazzale potrebbe essere progressivamente incrementata col passaggio da un misto di RTGs ed impilatrici ad un sistema per lo più basato su RTGs. "Ciò rappresenterà un compromesso migliore tra le esigenze di flessibilità dell'equipaggiamento e l'intensità delle nostre attuali operazioni del piazzale" nota la Kunst, pur concedendo che non ci si aspetta che venga apportato alcun cambiamento al sistema attuale per la movimentazione dei containers dal piazzale alla banchina, che viene effettuata per mezzo di navette.

In secondo luogo, unitamente al cambiamento delle attrezzature da piazzale, arriverà un nuovo programma per le gestione informatica. Al momento attuale, il VTE utilizza un sistema che era stato sviluppato in casa, sebbene il pensiero ora dominante è che il terminal potrebbe essere gestito meglio con una soluzione disponibile sul mercato, tanto che adesso sono in corso studi per reperire la migliore soluzione al riguardo.

Infine, ammette la Kunst: "Naturalmente, la produttività trarrà altresì vantaggio sia dall'incremento del numero di dipendenti del terminal che dall'aumento dell'esperienza e competenza complessiva della gente che vi lavora".

Alla richiesta di identificare i principali vantaggi di Voltri rispetto ai concorrenti regionali, la Kunst nota che, oltre a trarre benefici dal fatto di far parte del gruppo PSA, "il terminal dispone di collegamenti stradali e ferroviari diretti che non devono subire gli effetti del traffico cittadino locale. Inoltre, esso dispone di un pescaggio naturale di 15 metri, che non richiede alcuna manutenzione. C'è anche un accesso diretto al porto dal mare aperto, così come esiste una zona di manovra di 700 metri circa. Tutto ciò rende più semplice, economico e veloce l'arrivo e la partenza delle navi".
