La logistica dei project cargoes in Brasile ed Argentina

Il Brasile e l'Argentina non costituiscono attualmente i mercati più eccitanti per i vettori marittimi e gli spedizionieri di merci specialisti in project cargoes. Dalla fine degli anni '90 - il periodo di espansione massima per questo tipo di attività sulla Costa Orientale del Sudamerica - le nuove opportunità sono diminuite in modo significativo.

I fornitori di servizi specializzati in project cargoes sono stati pesantemente colpiti dal tumulto economico in Argentina - e, in misura minore, in Brasile - nel corso degli ultimi anni. Date le minori opportunità di lavoro nel settore progettuale a disposizione, dovute ad una notevole stretta di cinghia (in parte, indotta dall'incertezza economica) da parte delle imprese attive nei settori dell'energia e della carta e di altre industrie, i volumi in importazione in questi paesi si sono notevolmente ridotti.

Tuttavia, ci sono segnali di miglioramento, in particolar modo in Argentina. Si stanno adesso presentando alcune nuove - e spesso stimolanti dal punto di vista operativo - opportunità nel settore progettuale, che riguardano carichi alla rinfusa pesanti e di dimensioni eccezionali, spesso in combinazione con spedizioni containerizzate.

Il declino era stato causato dalla svalutazione delle valute dei due paesi nel 2001 e 2002, che aveva cambiato i modelli commerciali da e per la Costa Orientale sudamericana. Mentre in precedenza sia il Brasile che l'Argentina erano economie basate sulle importazioni, adesso è vero il contrario ed attualmente vi è un'esplosione di esportazioni dalla Costa Orientale sudamericana ed in particolare dal Brasile. Gli importatori europei e statunitensi stanno traendo vantaggio dal tasso di cambio del dollaro USA nei confronti sia del real brasiliano che del peso argentino, attestato in entrambi i casi a circa 1:2,9 (ai primi di ottobre). Ciò, rispetto al tasso di 1:1 tra dollaro e peso prima che l'economia argentina crollasse alla fine del 2001.

Hubertus A. Quasdorf, amministratore delegato aggiunto presso lo spedizioniere tedesco di project cargoes GTC Global Transport ha spiegato: "In Brasile ed Argentina, la nostra attività di project cargo è scarsa, dal momento che attualmente vi sono pochi investimenti nel settore dell'energia in questi paesi. Vi sono anche meno investimenti da parte delle imprese brasiliane ed argentine in parti e materiali reperiti all'estero per i loro progetti di costruzione o ricostruzione di impianti. Ciò è in gran parte dovuto ai materiali pagabili in euro e dollari che sono troppo costosi adesso per queste imprese. Gli articoli che noi tipicamente movimentiamo per le grandi società attive nel settore dell'energia sono i trasformatori, le turbine ed i generatori, che pesano diverse centinaia di tonnellate ciascuna".

La GTC Global Transport, con sede a Brema, è un importante spedizioniere di project cargoes in tutto il mondo, e, secondo Quasdorf, il secondo in Germania dopo la ASB Pan Projects (che fa parte della Panalpina).

Gilberto Mazzetto, direttore commerciale della Grimaldi Compagnia di Navigazione do Brasil Lta con sede a São Paulo, è d'accordo con Quasdorf e rivela che anche questo vettore ha dovuto subire un calo nelle spedizioni di project cargoes negli ultimi anni. Mazzetto afferma che per il Grimaldi Group, nei traffici in direzione sud Nord Europa-Costa Orientale Sudamerica, il mercato ro-ro è quello più fiorente, in particolar modo per le spedizioni di automobili. Ha poi aggiunto che né i project cargoes né le importazioni containerizzate sulla Costa Orientale del Sudamerica in questo momento stanno molto bene.

Il gruppo italiano Grimaldi (che incorpora le linea di navigazione Grimaldi), con sede a Napoli, è un ragguardevole vettore di project cargoes in questa direttrice di traffico nonché un importante fornitore di servizio per la GTC Global Transport. La maggior parte della flotta della Grimaldi comprende navi multipurpose o ro-ro, che trasportano anche containers. Il servizio di trasporto containerizzato puro - in precedenza effettuato dalla Grimaldi con sede a Genova (una società diversa da quella con sede a Napoli) - è stato ceduto alla Costa Container Lines alla fine del 2003.

Maria Carolina Esswein, proprietario della specialista in project cargoes MCE Cargo, con sede a Buenos Aires, ha spiegato che la sua compagnia di navigazione è stata seriamente colpita dalla crisi economica argentina. La Esswein ha detto che alla fine degli anni '90 la MCE Cargo aveva diversi progetti tra cui scegliere in qualsiasi momento e che il 2001, l'anno del crollo economico del paese, era anche stata una buona annata per la società. Ma le attività sono improvvisamente cessate nel 2002, dal momento che le imprese sono state costrette ad interrompere gli investimenti in nuovi impianti ed equipaggiamenti e molti produttori hanno fermato le proprie operazioni. In alcune industrie, in particolar modo quella dell'automobile, le società multinazionali hanno spostato le proprie operazioni produttive fuori dall'Argentina in Brasile od in altri paesi con costi del lavoro minori.

Precisa la Esswein: "C'era molta incertezza economica in Argentina nel 2002. Le imprese non volevano effettuare grandi investimenti in un paese che non dava loro protezione dal punto di vista legale. Inoltre, a causa della debolezza del peso nei confronti del dollaro e dell'euro, le imprese che costruiscono nuovi impianti (o che stanno ristrutturando quelli esistenti) hanno cominciato a comprare localmente più materiali. Ciò ha incoraggiato le imprese metallurgiche a produrre qui un numero maggiore di prodotti per trarre vantaggio dall'aumento della domanda locale. Abbiamo perso un sacco di lavoro a causa di questo".

Ma anche se l'attuale clima economico in Argentina non è buono, la Esswein spiega che comunque è migliore di quanto non fosse due anni fa: "Le nostre attività stanno migliorando e adesso siamo impegnati in alcuni interessanti progetti. Qui abbiamo trascorso tempi duri e adesso c'è un disperato bisogno di ricominciare a far soldi. La situazione è seria, dato che gli spedizionieri di project cargoes debbono competere duramente per il lavoro disponibile". Dato che il mercato adesso è maggiormente competitivo e che ci sono meno occasioni di lavoro a disposizione della MCE Cargo rispetto a qualche anno fa (quando i volumi spediti stavano crescendo molto più rapidamente), la Esswein ha detto che anche le tariffe di nolo sono più basse.

Ciononostante, i prezzi totali applicati dagli spedizionieri di project cargoes sono spesso notevoli, dato che la GTC Global Transport e la MCE Cargo normalmente gestiscono tutte le operazioni di spedizione e logistica per conto dei propri clienti, per progetti che talvolta durano diversi anni. L'impegno degli spedizionieri non racchiude solo il trasporto da porta a porta e lo sdoganamento, ma anche la consulenza in ordine alla catena dell'offerta (compresa l'amministrazione di oneri ed imposte), la pianificazione e la programmazione degli orari, il che spesso comporta il magazzinaggio a lungo termine in diversi paesi. Nel prezzo è altresì compreso il noleggio di attrezzature speciali, quali le gru portuali ed i camion per i trasporti eccezionali.

Malgrado la recessione della domanda per i project cargoes nella regione, i margini di profitto per le imprese impegnate in questa attività sono ancora buoni. Ad esempio, tenendo conto di tutti i fattori precedenti, il trasporto stesso costituisce un terzo od anche meno del prezzo complessivo applicato dallo spedizioniere. Ad esempio, per una caldaia industriale da 50 tonnellate di cui la MCE Cargo ha recentemente curato il trasporto per oltre 2.000 km, da Buenos Aires all'estremo sud della Patagonia (nell'Argentina meridionale), per conto di una importante società petrolifera, il costo complessivo per il cliente è stato di 15.000 dollari USA, di cui solo 5.000 dovuti all'autotrasporto.

La Esswein ha spiegato che, in ragione delle dimensioni e del peso, il viaggio ha richiesto 10 giorni, mentre ad un camion standard ne occorrerebbero solo quattro. In Patagonia la MCE Cargo ha diversi clienti nell'industria energetica (petrolio e benzina), tra cui la Total e la Enron, così come alcune imprese attive nelle miniere di rame.

Alcune delle caldaie ed altri grandi pezzi di equipaggiamento destinati all'Argentina meridionale hanno origine a Lincoln, nel Nebraska (Stati Uniti settentrionali). Il costo per il cliente di spedizioni molto grosse, che possono arrivare a pesare diverse centinaia di tonnellate, può essere di 25.000 dollari USA da lì al porto di Houston (che, a detta della Esswein, è molto più alto di quello relativo ad una distanza comparabile in Europa), oltre agli ulteriori 25.000 dollari per il viaggio marittimo sino a Buenos Aires od agli altri porti del Brasile meridionale.

La Esswein afferma che Houston è il porto degli Stati Uniti maggiormente utilizzato dalla sua società, dato che è ben equipaggiato con le speciali gru richieste per i project cargoes e che dispone di rinfusiere disponibili ad attraccarvi.

Per la MCE Cargo, la GTC Global Transport e la Grimaldi, maggiori volumi inerenti ad una regolare attività di project cargoes di questo tipo in Sudamerica sarebbero i benvenuti, al fine di assicurare non solo stabili flussi di entrate ma anche una crescita dei volumi maggiore di quella attuale. Peraltro, questi fornitori di servizi ed i loro concorrenti sanno che sono necessari ulteriori miglioramenti delle economie brasiliana ed argentina affinché ciò possa essere garantito.
