La riorganizzazione dell'hub ferroviario di Chicago

La preminenza di Chicago quale hub ferroviario del Nordamerica non è in discussione e le statistiche sono sbalorditive. Le infrastrutture ferroviarie che circondano Chicago fanno viaggiare 500 treni merci e 700 treni passeggeri ogni giorno ed un terzo di tutto il traffico ferroviario merci negli U.S.A. passa attraverso questo hub.

Sei delle sette ferrovie di prima classe effettuano operazioni di rete a Chicago, ma solo un terzo circa del traffico ferroviario è destinato al mercato locale. Il resto è interscambiato, per lo più in modo efficiente tra una ferrovia e l'altra direttamente. Tuttavia, la maggior parte dei treni presenta un misto di traffico per vettori o destinazioni multiple, il che conduce a 2 milioni di movimentazioni di contenitori intermodali attraverso la città ogni anno, da un piazzale ferroviario all'altro.

In conseguenza della crescita dei traffici, la rete ferroviaria attorno a Chicago costituisce un serio collo di bottiglia. Il dirigente di un vettore ha dichiarato: "Se il contenitore di qualcuno dev'essere immesso nella rete di Chicago da una ferrovia ad un'altra, ciò comporterà la perdita di un giorno come minimo, solitamente due o tre, come se non vi fosse un interscambio diretto. Se il contenitore dev'essere posizionato su una rampa per essere rimanipolato prima di essere indirizzato al vettore successivo, si perde un mucchio di tempo".

Paul Nowicki, assistente vice presidente per la politica pubblica alla BNSF (Burlington Northern Santa FE), spiega: "L'intasamento riduce il quantitativo di merce movimentata dalla ferrovia e, a causa dei problemi di servizio che i caricatori si trovano ad affrontare, deprime i prezzi che possiamo applicare. I clienti non vogliono pagare tanto per un servizio scarso dal momento che vorrebbero qualcosa di più veloce e maggiormente affidabile, di modo che Chicago rappresenta un peso per l'intera rete ferroviaria nordamericana".

Le altre porte d'accesso ferroviarie sono St.Louis, Memphis o New Orleans, ma Earl Wacker, direttore del CTCO (Chicago Transportation Coordination Office) nonché rappresentante della ferrovia CSX per il progetto, stima che forse il 10% della rete complessiva punti altrove. Spiega infatti: "Dato che le ferrovie hanno indirizzato le proprie reti ferroviarie verso Chicago, hanno raddoppiato o triplicato i binari. Molti di noi hanno ferrovie a binario unico od almeno tratte minori dirette verso queste altre porte d'accesso, di modo che, anche se volessimo utilizzare un'altra porta d'accesso, non potremmo. Ci vorrebbero 1.000 miglia di infrastrutture per indirizzare tutto il traffico altrove".

Ciò è in parte dovuto all'enorme consolidamento avvenuto nel settore ferroviario da quando c'è stata la deregolamentazione. Originariamente, esistevano diverse centinaia di importanti ferrovie di prima categoria, ognuna delle quali con una tratta diretta a Chicago. Dal momento che il settore ha proceduto a fusioni che hanno prodotto cinque ferrovie statunitensi di prima categoria, le reti combinate risultano essere nettamente a favore di Chicago.

Nowicki stima che le ferrovie abbiano speso circa 500 milioni di dollari USA in città dal 1998, escluso il finanziamento CREATE. Peraltro, a dispetto della propria posizione centrale nella rete ferroviaria nordamericana, dal punto di vista sia geografico che strategico, le infrastrutture di Chicago sono state in precedenza del tutto trascurate e c'è un sacco di lavoro da fare.

Asserisce Wacker: "Il problema è che, nella stessa Chicago, le ferrovie non hanno investito in lavori interni alla città quanto lo hanno fatto per portarvi le proprie linee. In parte, è più difficile per una ferrovia determinare i vantaggi che possono derivarle da ciò, poiché ogni cosa a Chicago avvantaggia le ferrovie e tutte le ferrovie sono imprese private. Se una ferrovia decide di investire 10 milioni di dollari a Chicago, le altre ferrovie otterranno qualche vantaggio da ciò, senza avere pagato nulla".

Di pari passo con la crescita dei volumi di traffico, la situazione sta diventando sempre più difficile. In termini di tonnellaggio, ci si aspetta che i volumi di trasporto merci internazionali vengano quasi raddoppiati. Ciò potrebbe condurre ad un serio arretrato nella regione; al fine di evitare che ciò avvenga, è stato istituito il programma CREATE (Efficienza Trasportistica ed Ambientale della Regione di Chicago).

Il problema si è presentato in concreto dopo una bufera di neve nel 1999, quando ci vollero diversi mesi per smaltire l'intasamento che ne seguì. Ma è stata la città di Chicago a spingere per una soluzione a lungo termine, richiesta da problemi quali i passaggi a livello ed il rallentamento dei veicoli adibiti al soccorso.

Alla fine, ciò ha comportato la costituzione del CTCO, di cui fanno parte rappresentanti provenienti da tutte le ferrovie merci di prima categoria. Il gruppo ha compilato una lista dei progetti che le ferrovie sperano di realizzare a Chicago, e, utilizzando un modello di simulazione computerizzata da 1 milione di dollari su come le merci si muovono attraverso la città, ha scelto quello che presentava i migliori vantaggi.

Dato che le esigenze aumentano, le ferrovie ritengono che questo lavoro potrebbe essere fatto in sei anni. Spiega Wacker: "Le ferrovie possono portare avanti i loro progetti ferroviari e cominciare a raccogliere almeno un po' di vantaggi prima che i progetti pubblici vengano completati, di modo che eravamo ansiosi di elaborare i nostri progetti prima che ci fosse dato semaforo verde".

Quindi, a che cosa sono dovuti i ritardi? La risposta, naturalmente, sta nel finanziamento. Il costo di questa famiglia di progetti è pari a 1,5 miliardi di dollari e poche ferrovie americane riescono a far rientrare il proprio costo del capitale, che rende difficile gli investimenti su larga scala. Anche se la CN è una delle società che realizzano i maggiori profitti, un suo portavoce ha dichiarato: "I grandi sforzi in collaborazione tra parti multiple richiederanno fonti di finanziamento esterne, dal momento che esse saranno assolutamente al di là della portata delle singole ferrovie, se volessero finanziarsi autonomamente".

Un fattore-chiave del CREATE e di altre collaborazioni pubblico-private negli Stati Uniti consiste nel fatto che ciascun socio paga per ciò che otterrà da esso. Afferma Wacker: "Le ferrovie hanno sempre detto, e continueranno a farlo, che con una collaborazione pubblico-privata, esse sono contente di pagare per i vantaggi che ricevono e che il settore pubblico dovrebbe pagare per i vantaggi pubblici".

Gli investimenti privati da parte delle sei ferrovie merci di prima categoria saranno complessivamente di 212 milioni di dollari, mentre il contributo della ferrovia passeggeri di Chicago li porterà a 232 milioni di dollari.

Mediante il modello computerizzato, sono stati calcolati vantaggi pubblici per 3,9 miliardi di dollari, che oltrepassano di gran lunga gli 1,3 miliardi di dollari necessari per il relativo finanziamento. Quest'ultimo è destinato principalmente alla riduzione delle emissioni e dei ritardi dei treni pendolari.

Afferma Wacker: "L'accordo che abbiamo consiste nella concessione del rimanente finanziamento senza che i nostri clienti vengano gravata di ulteriori oneri' una delle nostre preoccupazioni consisteva nel fatto che noi non potevamo entrare a far parte di un'associazione simile a quella del Corridoio di Alameda, per l'uso del quale i caricatori pagano un pedaggio. Non volevano scoraggiare la gente dal servirsi delle ferrovie dentro Chicago, dal momento che la ferrovia rappresenta ancora un'alternativa migliore alle autostrade".

Tuttavia, anche se il CREATE è uno dei più importanti "progetti di significato nazionale" che l'amministrazione supporta, la porzione di finanziamento federale verrebbe assicurata per mezzo di una nuova legge sui trasporti che dovrebbe essere approvata dal Congresso. Coloro che sono coinvolti nel CREATE confidano che il progetto sia ben rappresentato, ma l'attuale disegno di legge è stato rinviato alla fine del prossimo mese di maggio e, dal momento che nel corso dell'anno il Congresso verrà rinnovato, in teoria esso dovrà ricominciare da zero con un nuovo disegno di legge.

Lamenta Wacker: "Eravamo pronti a partire nel 2003; noi certamente ne abbiamo bisogno e probabilmente cominceremo l'anno prossimo, con o senza il disegno di legge. Il pericolo è che, se cominceremo a spendere denaro prima dell'approvazione della legge, allora i nostri 232 milioni di dollari diminuiranno perché li avremo già spesi e ciò non costituisce un credito nell'ambito del CREATE, poiché esso era stato istituito prima del progetto. E' sperabile che si possa risolvere tale questione, ma così non c'è nulla che ci copra le spalle nel caso volessimo andare avanti, dal momento che nel 2004 non abbiamo speso nulla. Non vogliamo fare nulla per mettere a repentaglio l'associazione, ma il settore ferroviario non può permettersi di aspettare più a lungo".

Jeff Moller, direttore esecutivo alle operazioni della AAR (Associazione delle Ferrovie Americane), commenta: "Uno dei principi fondamentali di queste associazioni consiste nel fatto che noi riteniamo che non si possano realizzare appena uno o due progetti nel suo ambito e poi andarsene, se si vogliono conseguire i vantaggi che ci si aspettano. Noi tentiamo di ottenere queste cose nell'ambito di un pacchetto e c'è bisogno di stare a vedere come vanno le cose nel contesto generale per riceverne la ricompensa".

Le ferrovie per lungo tempo sono state dietro all'autotrasporto in termini di riconoscimento e finanziamenti governativi negli Stati Uniti, ma il settore confida che ciò stia cominciando a cambiare, in particolar modo alla luce degli studi che dimostrano che se le ferrovie dovessero investire solamente i propri proventi, il dirottamento di altro traffico sulle autostrade costerebbe ai caricatori 326 miliardi di dollari da qui al 2020.

Frank Hardesty, assistente vice presidente della AAR, commenta: "Dal punto di vista politico, la parità di trattamento tra ferrovie ed autotrasporto non è mai stata conseguita. In questo momento, direi che il settore ferroviario non si accinge a ricominciare quella battaglia, ma che, alla luce dei recenti studi, vi è l'ammissione - sia da parte di Washington che da parte del Ministero dei Trasporti statale - del fatto che non saremo in grado di movimentare tutta la merce che ci aspettiamo nei prossimi 20 anni espandendo le autostrade; inoltre, io penso che la gente guardi alle ferrovie come alla soluzione del futuro".

Altri osservatori del settore non sono così sicuri. Un consulente delle ferrovie ha descritto l'atteggiamento del governo statunitense nei confronti delle ferrovie come "schizofrenico". Un altro esperto, Jim Valentine, amministratore delegato del settore analisi mezzi per il trasporto di superficie alla Morgan Stanley, ha commentato: "Le ferrovie non sono un argomento scottante dal punto di vista politico, di modo che non ricevono molta attenzione. Il CREATE è indirizzato più verso il settore dei pendolari che verso quello delle merci. Se un governo locale è ben organizzato e ha un sacco di contribuenti interessati al progetto potrebbe anche cavarsela, ma sono rari quelli che si trovano in tale posizione. Nel Congresso vi sono specifici gruppi di interesse e sotto-commissioni che si occupano dei commerci e delle capacità future, di modo che le cose non andranno male del tutto, ma la psicologia vera degli elettori e dei politici è tale per cui quando si tratta di trasporti la vera preoccupazione si rivolge alle autostrade ed agli aeroporti più che alle ferrovie".

Wacker del CTCO dichiara: "Sarei anche d'accordo, ma le cose stanno cambiando da alcuni anni a questa parte. Proprio il fatto che esista il CREATE e che tale progetto sia considerato di importanza nazionale per il Ministero dei Trasporti statunitense mostra come le cose stiano cambiando e continueranno a cambiare. Penso che sia ovvio che non sia un bene solo per le ferrovie, bensì lo sia anche per il pubblico avere più traffico sulle ferrovie e non sulle autostrade".

Per il futuro, Wacker confida che il progetto CREATE possa consentire a Chicago di movimentare la crescita dei traffici per i prossimi 15 anni prima di raggiungere nuovamente l'attuale condizione di congestionamento, sebbene egli abbia ammesso che nella simulazione parecchi fattori siano stati presunti. Afferma peraltro: "Sicuramente, se il progetto funzionerà, potremo tenere sotto osservazione le infrastrutture prima che giungano al termine ventennale previsto, in modo che si riesca a non ritrovarci nella medesima posizione' Con il CTCO, dovremmo essere in grado di affrontare la situazione, partendo dal presupposto di ottenere il denaro pubblico!".

Se dovesse andare avanti come programmato, il modello del CREATE è considerato come uno importante strumento per gli investimenti futuri nella rete ferroviaria. Moller sottolinea come vi siano alcune altre associazioni pubblico-private impegnate in simili operazioni, tra cui il progetto del Corridoio FAST a Tacoma (per un costo complessivo di 400 milioni di dollari), l'interramento dei binari che attraversano Reno nel Nevada (264 milioni di dollari) e la razionalizzazione dei passaggi al livello nella zona di Kansas City per 60 milioni di dollari, mentre altri progetti sono stati riproposti altrove, tra cui il Corridoio di Alameda-Est e la porta d'accesso di Orleans.

Concorda Nowicki: "Si tratta di una componente importante dei futuri finanziamenti. Per 150 anni, abbiamo utilizzato capitali privati per progetti che presentano enormi vantaggi pubblici. Adesso, non possiamo più farlo. Abbiamo bisogno che la pubblica amministrazione si muova e finanzi la propria quota di tali progetti. Quando lo avranno fatto, gli studi suggeriscono un ritorno quasi di 10:1 sugli investimenti pubblici in progetti privati' Questo è un uso legittimo del finanziamento pubblico. Sarebbe dovuto accadere anni fa".
