Trasporto ferroviario

La Transiberiana riemerge dal buio

Di pari passo con la crescita della congestione portuale e della consapevolezza ambientale, in Europa e nella Russia occidentale, aumenta pure un rinnovato interesse per la tratta ferroviaria transiberiana (TSR) che collega l'Estremo Oriente all'Europa.

Questo collegamento è sempre stato più veloce dei servizi tutto-mare, ma poiché ora le velocità delle navi vengono ridotte al fine di risparmiare carburante, aggiungendo oltre tre giorni ai tempi di viaggio medi tutto-mare, normalmente consistenti in 32 giorni da Shanghai a San Pietroburgo (via trasbordo ad Amburgo), c'è ancora più entusiasmo per questa alternativa.

Inoltre, il viaggio da Pechino a Mosca può facilmente richiedere oltre una settimana in più.

Così stando le cose, perché non sono più numerosi i caricatori che si servono della tratta in questione?

Gennady Bessonov, segretario generale del CCTT (Consiglio di Coordinamento del Trasporto Transiberiano), una associazione internazionale la cui segreteria ha sede a Mosca, si lamenta: "Anche se il servizio della TSR oggi è di gran lunga migliore di quello esistente ai tempi del regime sovietico e del successivo periodo senza regole, ci vorrà un bel po' di tempo perché la gente si dimentichi dei brutti trascorsi, quando c'era troppa burocrazia, inaffidabilità e disonestà".

C'è ancora qualche problema in relazione alla capacità, naturalmente, ma tutte le altre problematiche correlate al servizio sono in gran parte scomparse.

Ad esempio, non abbiamo avuto furti da quattro anni; io penso di conseguenza che la nostra maggiore difficoltà, oggi, sia solamente un problema di percezione".

Secondo il CCTT, i traffici containerizzati complessivi trasportati attraverso la Transiberiana sono cresciuti del 48% lo scorso anno, sino a 620.831 TEU, quindi qualcosa di buono la sta facendo.

Rispetto al totale, 235.100 (+48%) sono stati movimentati dalla Cina alla Russia, 206.200 TEU (+64,4%) sono stati movimentati dalla Corea del Sud alla Russia e 43.600 TEU (+23,5%) movimentati dal Giappone alla Russia.

Inoltre, nel primo trimestre di quest'anno, i traffici con la Cina sono cresciuti di un ulteriore 41% sino a 63.800 TEU.

Le importazioni in Russia, che preferiscono i contenitori da 40 piedi, hanno di gran lunga superato le sue esportazioni, che invece preferiscono l'equipaggiamento da 20 piedi.

Pertanto, anche se i fornitori di servizi hanno usufruito di tale crescita, non hanno però tratto vantaggi dal persistente squilibrio in direzione est dei box vuoti da 40 piedi, il che spiega come mai alcuni prezzi siano rimasti elevati.

L'analisi maggiormente dettagliata dei vantaggi sui tempi di viaggio della Transiberiana può rivelarsi un compito interminabile, dal momento che nel suo ambito coesistono molte tratte diverse e che le opportunità sono in aumento.

I caricatori sud-coreani e giapponesi preferiscono ancora utilizzare i varchi di accesso portuali dell'Estremo Oriente russo di Vladivostok, Vostochniy e Nakhodka, ad esempio, mentre un certo numero (sempre maggiore) di caricatori cinesi preferisce i punti di attraversamento frontaliero diretto terrestre come Manzhouli/Zabaikalsk e Dostyk in Kazakhstan.

Fa notare Bessonov: "Ovviamente, nei casi in cui le merci asiatiche vengono prodotte in prossimità di un porto, come avviene nel delta del Fiume delle Perle in Cina, ed esportate alla volta di un consegnatario il cui deposito è anch'esso situato nelle vicinanze di un porto, come può essere San Pietroburgo, allora è difficile per la TSR fare concorrenza.

Quando invece si tratta di punti interni, quali Pechino e Mosca, allora la TSR la spunta facilmente.

A mio giudizio, le merci cinesi prodotte a sud di Shanghai continueranno probabilmente a preferire la rotta tutto-mare od il trasbordo via Nakhodka, Vostochniy e Vladivostock ancora per qualche tempo.

Tuttavia, i carichi dal nord-ovest della Cina vorranno sempre più viaggiare via terra".

La scelta della tratta dipende anche dalla località in cui i consegnatari desiderano effettuare il proprio sdoganamento, dal momento che c'è molto da guadagnare quando si riesce a far sì che il funzionario doganale accetti una derrata in ingresso la cui pratica comporti un impegno minore.

Anatoly Varakin, capo del trasporto multimodale della STS Logistics, noto agente logistico e doganale, sottolinea: "Per competere con successo in questo mercato, tutte le imprese di logistica devono essere in grado di offrire tutte le tratte, dal momento che le esigenze dei consegnatari non riguardano solo tempi di viaggio, affidabilità e costi.

Ci sono ancora enormi differenze nel modo in cui i funzionari doganali si comportano nelle varie regioni della Russia.

Il nostro lavoro non è quello di discutere tale realtà, bensì solo quello di assistere i nostri clienti affinché ottengano ciò che vogliono".

Questa problematica non solo contribuisce a spiegare la scelta dell'instradamento terrestre, ma anche le preferenze accordate fra i porti di Vostochniy, Vladivostock e la minuscola porta d'accesso dello scalo peschereccio di Nakhodna.

La tradizionale direttrice transiberiana dai porti dell'Estremo Oriente russo a Mosca attraverso la porta di servizio della Finlandia, preferita da molti produttori sud-coreani sino all'inizio del 2006, quando la RZD improvvisamente aumentò le proprie tariffe transfrontaliere di oltre il 30%, resta poco competitiva a causa dei prezzi.

Fino a quel momento, questo traffico containerizzato a due sensi ammontava a circa 125.000 TEU all'anno, ma l'anno scorso solo 17 treni sono stati effettuati alla volta di Buslovskaya al confine fra Russia e Finlandia, per un totale inferiore a 2.000 TEU, tanto che la RZD si è fermamente rivolta ad una politica alternativa di sviluppo dei servizi diretti nazionali.

Fonti di mercato affermano che la maggior parte dei produttori giapponesi e sud-coreani che hanno spostato la propria produzione in Cina, come la Panasonic, la Sharp e la Samsung, sono, perciò, ancora affezionati alla rotta tutto-mare per arrivare ai propri depositi nei pressi di Buslovskaya, dai quali le ordinazioni possono essere trasportate via strada in Russia nel giro di una notte più alla svelta; questo, però, è difficile da verificare.

D'altro canto, altri fonti dicono che alcuni di questi carichi stanno ora utilizzando parti diverse della rete TSR.

Le argomentazioni della RZD per continuare ad incoraggiare l'istituzione di più servizi diretti in Russia si basano sul fatto che la Transiberiana è ancora in una fase di rapido ammodernamento dopo anni di disinvestimento nel vecchio regime sovietico, di modo che sino a quando non potrà essere assicurata abbastanza capacità in più, compresi terminal con moderni magazzini, è meglio concentrarsi sui carichi che promettono maggiori profitti, così come sulle più urgenti esigenze del paese.

Fa notare Bessonov: "Alcuni dei carichi "grigi" che in precedenza venivano movimentati in Russia via Finlandia sono diventati normali, poiché vengono spediti direttamente ai consegnatari russi, ma ce ne sono ancora un sacco che si muovono lungo la rotta tutto-mare".

La politica della RZD sta pagando, dato che c'è stato un incredibile incremento dei carichi che vanno direttamente in Russia, alcuni dei quali altrimenti avrebbero dovuto essere rimandati indietro a causa delle limitazioni di capacità dei terminal".

Secondo il CCTT, il rapido aumento dei quantitativi di traffico che adesso vengono movimentati dalla TSR è per lo più dovuto al modo in cui le sue infrastrutture sono state migliorate.

La linea è stata completamente elettrificata nel 2002, ad esempio, unitamente all'installazione di un cavo a fibra ottica da capolinea a capolinea per l'assistenza delle comunicazioni.

Si entusiasma Bessonov: "Resta ancora molto da fare, ma molto è già stato fatto.

Si fanno progressi concreti tutti i giorni.

Negli ultimi cinque anni, abbiamo tratto vantaggio dalla stabilità politica.

La RZD sta guadagnando denaro, anche se si limita ad utilizzare i servizi merci per sovvenzionare quelli passeggeri, che, secondo le nostre aspettative, presto finiranno per affievolirsi.

Di conseguenza, sono stati stanziati fondi bastevoli per 6.000 km di nuovi binari da posare nella regione dell'Estremo Oriente nel giro dei prossimi anni, il che rappresenta più di ciò che si era realizzato nel corso dell'intera era sovietica".

Ma non sono solo i binari della linea principale ad aver bisogno di un'espansione.

C'è ancora una terribile carenza di carri disponibili per il trasporto di contenitori e non c'è abbastanza capacità di piazzali di smistamento sia nei porti che nei punti di attraversamento della frontiera fra la Cina e la Russia.

I contenitori possono essere movimentati da Busan, in Corea nel Sud, a Vostochniy in appena un paio di giorni, ad esempio, ma poi restano fermi in porto oltre una settimana in attesa di un treno che possa raccoglierli.

La situazione è ancora peggiore presso gli attraversamenti transfrontalieri fra Cina e Russia, come Manzhouli/Zabaikalsk, dove bisogna cambiare tutti i treni ed i carri a causa della diversità dello scartamento ferroviario russo.

Questo problema esiste anche fra i paesi dell'Europa occidentale ed orientale.

Precisa Bessonov: "Zabaikalsk è una città bellissima, ma troppo piccola.

Sino all'anno scorso, il suo terminal contenitori poteva movimentare solamente fra 8 e 10 treni containerizzati al giorno.

Manzhouli, dall'altro lato del confine, ha una popolazione di oltre un milione di abitanti.

Pertanto, anche se i treni possono viaggiare assai rapidamente (in circa cinque giorni) da Pechino a Manzhouli, è facile che si perda poi una settimana in attesa di passare la frontiera.

"Gli spedizionieri che si servono della Transiberiana lamentano la frequente disattesa degli orari a causa del fatto che non tutti i partners della filiera (vale a dire, vettori marittimi, stivatori, RZD, China Railway Container Transportation Company e molti fornitori di servizi ferroviari) condividono il medesimo standard di gestione informatica.

Riteniamo che questo sia un settore in cui il CCTT abbia un importante ruolo unificatore da svolgere e dove sono stati fatti molti progressi".

Anche la crescente concorrenza sta contribuendo a risolvere tutti questi problemi "secondari"

Sino all'inizio di questo secolo, non c'era quasi concorrenza in Russia, dato che la RZD provvedeva a tutto quanto, ma da allora è stato consentito ad una vasta gamma di altri fornitori di servizi, quali TransContainer, Russian Troika, TSES, DVTG ed Eurosib, di entrare nel mercato in modo più significativo, e non si tratta di soggetti che vagano aspettando che le cose accadano.

Ad esempio, unitamente alla TransContainer, anche la DVTG ha recentemente realizzato un proprio terminal contenitori a Zabaikal - il primo a proprietà privata - equipaggiato con binari a scartamento ferroviario sia russo che cinese, al fine di agevolare il trasferimento dei contenitori da uno all'altro.

Anche la Eurosib ha appena aperto un proprio terminal a Novosibirsk, mentre la Russian Troika ha preso in consegna molti nuovi carri containerizzati.

Tutti questi miglioramenti stanno incoraggiando gli imprenditori a prendere in considerazione la prossima fase di espansione della TSR dall'Estremo Oriente all'Europa occidentale.

Esistono già alcuni servizi fra l'Europa occidentale e terminal hub a Mosca, da dove i container possono, teoricamente, essere collegati a destinazioni situate in tutta la Russia, mentre i servizi destinati all'Estremo Oriente restano un sogno inafferrabile.

Alla metà dello scorso anno, la divisione Servizi Containerizzati Terrestri della AP Møller-Maersk, che comprende il fornitore di servizi ferroviari con sede a Rotterdam European Rail Shuttle nonché la cinese TMT, ha collaudato un servizio ferroviario da Shenzhen, nei pressi del delta del Fiume delle Perle in Cina, a Pardubice nella Repubblica Ceca, per conto di una importante impresa di elettronica.

I tempi di viaggio dei primi 52 contenitori da 40 piedi sui 12.500 km del percorso hanno richiesto appena 17 giorni, ma si è rivelato costoso.

Da allora, sono state collaudate tre direttrici alternative via Mongolia ed una via Kazakhstan; i risultati sono stati talmente soddisfacenti che adesso si parla di un servizio mensile.

Inoltre, a gennaio di quest'anno, la russa TransContainer ha organizzato un servizio dimostrativo da Pechino ad Amburgo, un viaggio di 9.780 km.

Novantotto TEU complessivi sono stati trasportati in 15 giorni ed il treno è arrivato 20 ore prima dell'orario programmato.

Commentando alcuni particolari in quel momento, Peter Baskakov, direttore generale della TransContainer, si era espresso in termini entusiastici: "Particolare menzione dovrebbe essere fatta della fornitura di informazioni preliminari alle autorità doganali sulla natura della merce.

Ad esempio, copie elettroniche della documentazione richiesta per lo sdoganamento in Russia sono state presentate alle Dogane di Naushki prima che le merci entrassero in Mongolia".

Da allora, RZD e Deutsche Bahn hanno costituito un'associazione temporanea d'impresa finalizzata alla razionalizzazione dei servizi ferroviari dalla Germania alla Russia e, su un diverso fronte, la TransContainer, società appartenente alla RZD, ha sottoscritto un memorandum di cooperazione con la CRIMP (China Railway International Multimodal Transport Ltd), una consociata della China Railways.

Poiché adesso le tariffe di nolo fra i porti cinesi ed Amburgo sono notevolmente in calo, resta da vedere se tali iniziative siano in grado di ridurre i costi ferroviari nella misura bastante a movimentare i carichi ad alto valore sensibili ai tempi di viaggio.

Bessonov è inoltre ottimista circa il miglioramento dei traffici con la Corea.

Osserva infatti: "E' possibile che la Corea del Nord alla fine consenta il transito dei treni dalla Corea del Sud, ovvero che i traffici con la Corea del Nord migliorino in conseguenza delle recenti trattative diplomatiche.

"Tenuto conto di ciò, nello scorso mese di aprile a Mosca è stato siglato un accordo affinché la RZD provveda al miglioramento di una linea ferroviaria di 54 km che collega il porto nord-coreano di Rajin alle stazioni ferroviarie di Hasan/Tumangan con uno scartamento di 1.520 mm.

E' stato altresì previsto un moderno terminal contenitori a Rajin".

Quindi, tutto considerato, i caricatori che utilizzano la Transiberiana possono guardare assai lontano, sia sul breve che sul lungo termine, e non si tratta solamente di un'illusione.

Si infervora Bessonov: "Il nostro ottimismo nel CCTT circa la futura crescita della TSR non è solo un sogno.

Essa finirà per realizzarsi, perché un sacco di gente vuole che si realizzi e si sta dando da fare perché si realizzi".
