Nella società contemporanea i sistemi di trasporto e telecomunicazione sono tra i principali motori di un processo dinamico di globalizzazione in cui le relazioni economiche, politiche e sociali si estendono in un ambito geografico sempre più vasto.

Il grado di interdipendenza tra le aree geografiche è stato rafforzato ed incrementato dallo sviluppo delle reti di comunicazione e dal progresso tecnologico. Come effetto di tali sviluppi è aumentata la tendenza al decentramento della produzione che ha favorito la nascita di insediamenti produttivi anche a grande distanza dalle case-madri.

L'Italia, grazie alla sua posizione geografica privilegiata, si pone come naturale piattaforma nel Mediterraneo attraversata da tre grandi direttrici di collegamento mondiale: due direttrici est-ovest, la prima che va dai Balcani e dall'Europa orientale verso l'Europa occidentale e la penisola iberica, la seconda che va dall'Estremo Oriente all'Europa occidentale attraverso il canale di Suez ed il Mediterraneo, e la direttrice nord-sud che va dal nord Africa e dai Paesi del vicino e Medio Oriente verso l'Europa meridionale e centrale. In particolare, il nostro Paese è al centro del crescente sviluppo dei flussi di traffico merci e passeggeri che gravitano attorno al bacino del Mediterraneo, ed è potenzialmente in grado di offrire adeguati servizi logistici e di trasporto per il traffico di attraversamento.

Negli ultimi anni i principali provvedimenti specifici relativi alla politica dei trasporti a livello europeo si rifanno ai due principi comunitari essenziali: la sussidiarietà e la non discriminazione. La sussidiarietà assume che l'Unione Europea intervenga solo se prevalgono interessi superiori a quelli dei singoli Paesi; la non discriminazione richiede che le politiche nazionali non danneggino o favoriscano imprese specifiche in base alla loro nazionalità.

In tale ambito si inserisce il nuovo Piano Generale dei Trasporti e della Logistica che è contraddistinto da due scelte di fondo:

· la liberalizzazione del mercato dei trasporti, anche nei comparti più tradizionalmente legati a gestioni monopolistiche;

· l'articolazione delle competenze programmatorie ed amministrative su due fondamentali livelli istituzionali, quello nazionale e quello regionale, competenze tra di loro distinte e complementari, con il passaggio graduale di una loro significativa parte dallo Stato alle Regioni sulla base del principio di sussidiarietà. La semplificazione delle competenze dovrà impegnare i due livelli in una programmazione integrata delle infrastrutture con particolare riferimento al potenziamneto nelle aree meridionali e alla qualificazione di tutto il sistema

Inoltre, nel contesto attuale, all'obiettivo tradizionalmente richiesto al sistema dei trasporti di garantire il soddisfacimento dei bisogni di mobilità, è necessario affiancare almeno due ulteriori obiettivi di fondo: diminuire i livelli di inquinamento ambientale e aumentare i livelli di sicurezza del trasporto, in particolare per il settore stradale.

E' in un contesto generale così definito che sono state messe a punto le strategie ed individuati gli interventi principali del PGT al fine di disegnare le linee portanti di un progetto di sistema che, nell'ottimizzare l'utilizzo dei diversi modi di trasporto, sia anche capace di perseguire il riequilibrio territoriale allo scopo di sfruttare la risorsa offerta dal Mezzogiorno e di cogliere la grande opportunità presentata dal Mediterraneo. Le infrastrutture costituiscono non solo parte integrante dell'assetto territoriale del Paese, ma uno dei possibili motori dello sviluppo locale, a condizione che gli interventi siano concepiti non soltanto sulla base di obiettivi macroterritoriali in uno scenario nazionale ed europeo, ma anche in funzione della migliore integrazione delle reti della mobilità con le iniziative di sviluppo e di promozione dei contesti locali.

La politica degli investimenti nel comparto dei trasporti non può essere affrontata soltanto in termini di potenziamento infrastrutturale ma deve comprendere una pluralità di azioni, tutte orientate all'aumento dei livelli di efficienza del Paese. Nell'ambito del PGT si propongono soprattutto azioni mirate ad aumentare l'efficienza complessiva dell'offerta dei servizi di trasporto, in termini di qualità, di affidabilità, di sicurezza, di riduzione del costo e di nuove regole per la composizione dei conflitti.

La caratterizzazione del modello socio economico attuale in termini di crescita della categoria tempo e di ridimensionamento della categoria spazio richiede una rete di trasporto efficiente sia nelle brevi distanze che nel medio e lungo raggio, in grado di accompagnare i processi di sviluppo propri di una realtà economica avanzata.

L'intervento pubblico non deve limitarsi ad un processo di rilancio dell'offerta di trasporto, ma deve fungere da catalizzatore di risorse private finalizzate ad un riassetto funzionale del comparto tale da soddisfare le esigenze del cittadino - contribuente, dell'utente, degli operatori del settore e degli altri operatori economici.

Le tradizionali politiche di potenziamento di infrastrutture e servizi non saranno, tuttavia, sufficienti ad orientare il settore verso un assetto più moderno ed equilibrato. Occorre contemporaneamente sviluppare politiche di orientamento della domanda volte ad ottimizzare l'uso delle risorse e a diminuire gli impatti ambientali e le altre esternalità negative associate alle attuali attività di trasporto.

In tale contesto è necessario partire dalla individuazione dei riferimenti essenziali del sistema dei trasporti: gli ambiti della produzione e gli ambiti del consumo.

Questo approccio evidenzia come negli ultimi venti anni sia cambiata completamente la dimensione, la tipologia e l'ubicazione del sistema produttivo, soprattutto nell'area centrale e settentrionale del Paese. Le attività produttive sono e saranno sempre meno individuabili in modo statico rispetto a determinate allocazioni e, soprattutto, il ciclo di vita di determinate tipologie merceologiche sarà destinato a cambiare con ritmi sempre più veloci. A fronte di tali evoluzioni la rete infrastrutturale risponde ancora alla vecchia geografia industriale.

Gli "ambiti del consumo" invece vanno verso una identificazione sempre più determinata che vede concentrarsi nelle dodici principali macro aree urbane oltre il 40% dei consumi nazionali. In queste aree giocano un ruolo fondamentale le attività del terziario.

C'è un solo denominatore comune che lega i due fenomeni di produzione e consumo ed è la loro stretta dipendenza dalla rete dei trasporti, alla organizzazione logistica, alla qualità dei servizi di trasporto ed alla ottimizzazione dei processi di scambio. E' questo comune denominatore che deve diventare la occasione per esaltare gli interessi comuni anche a livello europeo annullando inutili provincialismi che producono diseconomie e falsa concorrenzialità.

La componente economica diventa quindi elemento essenziale nella costruzione del Piano per la quale si è proceduto alla definizione di un itinerario capace di condurre, attraverso la ricerca del consenso sia dei soggetti preposti alla gestione del territorio che a quelli erogatori e fornitori di servizi, alla individuazione di scelte che garantiscano coerenza strategica e che possano trovare adeguata collocazione negli strumenti attuativi disponibili.

In particolare per avere la necessaria sostanza ed incisività, gli indirizzi del Piano possono essere trasferiti in strumenti quali il DPEF, le Leggi collegate alla Finanziaria, il DPR, i Decreti legislativi, le Intese Istituzionali di Programma, gli Accordi di Programma, i Contratti di Servizio ed i Patti Territoriali.

Ogni scelta strategica deve trovare giusta ubicazione all'interno di tali strumenti e solo la contestualità e la complementarietà di questi strumenti può dare successo al lavoro di pianificazione.

Per evitare il rischio di cadere in un ormai superato dirigismo non si possono non collocare le tematiche del Piano in una visione temporale e spaziale estranea al localismo ed alla semplice soluzione del contingente. La esigenza di lungimiranza e soprattutto la coscienza di assistere ad un particolare momento di cambiamento socio economico della cultura trasportistica, ci porta ad utilizzare gli strumenti elencati in precedenza non come vincoli strutturali in cui ingessare le scelte ma come riferimenti capaci di ricordare la stretta e continua interazione fra tutte le azioni che caratterizzano il sistema dei trasporti e tra queste e i territori interessati. Le interazioni considerate non possono e non devono essere solo interne al sistema di trasporto.

L'approccio seguito deve anche servire a fornire, in modo concreto, indicazioni in relazione al processo di riforma dei vari Dicasteri al fine di poter disporre, in questo difficile e complesso comparto, di strumenti e organismi efficaci ed efficienti. Le Regioni, interlocutori essenziali e determinanti, devono considerare l'articolato quadro strategico delineato nel Piano, non come una limitazione alla loro autonomia decisionale, ma come un indispensabile e sistematico comune denominatore che riporta a logica comune gli interessi del sistema Paese.

Infine, il nuovo Piano non deve essere considerato come un documento statico, da aggiornare ritualmente ogni tre anni come previsto dalla Legge 245 del 1984, ma deve essere sempre in grado di adeguarsi alle evoluzioni della domanda di trasporto, alle evoluzioni delle varie forme di sviluppo del Paese. La natura "dinamica" del Piano consisterà pertanto in un continuo lavoro di aggiornamento e di approfondimento di alcune tematiche specifiche, in una opportuna attività di monitoraggio e di verifica delle azioni di policy proposte, al fine di garantire l'efficacia nel tempo dell'azione pianificatoria.

Le azioni proposte nel PGT si innestano nelle azioni tracciate dai provvedimenti contenuti nella normativa che Governo e Parlamento hanno emanato in questi anni nei vari comparti, suggerendo, in alcuni casi, parziali modifiche o integrazioni sulla base degli indirizzi e delle strategie necessarie per perseguire gli obiettivi del Piano. A tale proposito si richiamano le disposizioni in materia di miglioramento del livello di sicurezza dei trasporti nei vari settori e riduzione dell'inquinamento ambientale; le disposizioni in materia di lavori pubblici; il completamento della riforma del trasporto pubblico locale; i provvedimenti in materia di ripartizione delle capacità dell'infrastruttura ferroviaria, di costruzione di un mercato aperto dei servizi ferroviari; la fissazione degli standard di qualità dei servizi pubblici di trasporto; la ristrutturazione dell'autotrasporto e lo sviluppo dell'intermodalità; la regolamentazione del settore del trasporto delle merci pericolose; i provvedimenti in materia di trasporto aereo e marittimo; i provvedimenti in materia di composizione dei conflitti.

Tali azioni, che hanno, come detto, caratterizzato le politiche di Governo nel corso della presente legislatura, costituiscono il punto di riferimento, insieme alla normativa europea, peraltro in continua evoluzione, sulla cui base sono state elaborate le proposte per il riassetto del comparto contenute nel Piano.

Gli strumenti del monitoraggio forniranno le necessarie conoscenze delle attività di trasporto e dei loro effetti economici ed ambientali (ad oggi del tutto insufficienti) e consentiranno di quantificare più precisamente gli obiettivi e i risultati delle politiche messe in campo, innescando in tal modo un circuito virtuoso di accrescimento delle conoscenze e di miglioramento delle attività di programmazione.

I processi di liberalizzazione dei servizi nei trasporti sono assunti dal Piano come occasione per stimolare una presenza efficace di imprese e risorse private. I processi di privatizzazione dunque non potranno prescindere da una attenta gestione delle infrastrutture, puntuali o di rete, e da procedure di affidamento fondate sui principi e sulle norme comunitarie per la trasparenza e sull'offerta economicamente più vantaggiosa.
