Ports

Continua l'espansione dei porti iberici

Il decentramento dei porti iberici ha fatto un ulteriore passo avanti allorquando la prima camera del governo centrale recentemente ha approvato una nuova legge che consente il trasferimento da un giorno all'altro della gestione di 45 porti, raggruppati sotto 26 autorità portuali, sotto il controllo dei governi regionali.

La suddetta normativa ora verrà presentata dinanzi alla seconda camera e sembra certo che possa entrare in vigore entro Pasqua. Nel frattempo, il porto di Bilbao già usufruisce di una qual certa autonomia in ragione del maggiore livello di indipendenza del governo basco.

Ci si aspetta che la proprietà dei porti spagnoli venga conservata dall'ente statale Puertos del Estado. Le autorità portuali saranno altresì in grado di modificare le tariffe (esiste già una qualche facoltà in merito) ma dovranno ancora lavorare per tre anni entro un limite del 40% delle precedenti tariffe del Puertos del Estado, trascorsi i quali esiste una proposta di completa liberalizzazione.

Ai sensi della nuova regolamentazione, i porti dovranno autofinanziarsi e non potranno più fare affidamento su finanziamenti da parte del governo centrale, facilitazione quest'ultima che sarà definitivamente soppressa a partire dalla fine del 1999. Per la cronaca, nel 1997 sono stati messi a disposizione fondi per 450 milioni di dollari USA, la maggior parte dei quali sono andati ai cinque porti che movimentano la maggior parte del traffico containerizzato spagnolo (Algesiras, Barcellona, Bilbao, Las Palmas e Valencia).

Mentre è risaputo che Algesiras è il porto spagnolo più attivo (1,3 milioni di TEU nel 1996), seguito da Barcellona (767.236 TEU) e Valencia (705.000), rappresenta in qualche modo una sorpresa scoprire che il porto di Las Palmas, nelle Isole Canarie, attualmente è attestato in quarta posizione con 341.000 TEU, precedendo Bilbao che nel 1996 per la prima volta ha superato i 300.000 TEU facendone registrare 300.374.

Al momento attuale, Algesiras costituisce il solo porto iberico in grado di accogliere con scali frequenti le navi superpost-Panamax (che trasportano 6.000 TEU ed oltre, stivati in 18 file sul ponte) e sembra probabile che resti tale per molto tempo a venire.

Di conseguenza, le gru da impegnare sono all'ordine del giorno. Attualmente le unità a disposizione sono quattro, tutte realizzate dalla Noell, che operano fianco a fianco sia sul terminal Maersk che su quello adiacente ex Sea-Land, i quali ora agiscono virtualmente come uno solo alla luce della stretta collaborazione esistente tra le due compagnie di navigazione (la Sea-Land ancora gestisce il secondo terminal sulla base di un accordo con i suoi precedenti stivatori).

Il 90% circa della produzione complessiva di Algesiras è costituito da traffico di trasbordo originato dalla Maersk o dalla Sea-Land, e la dirigenza è alla ricerca di ulteriori carichi spagnoli di importazione ed esportazione. Potrebbe trattarsi di un compito difficile, date le distanze coinvolte da e per i principali centri industriali. Man mano che la Maersk immette in servizio un maggior numero di mega-navi - maggiori anche quanto a dimensioni - è senz'altro solamente una questione di tempo il fatto che la compagnia prenda seriamente in considerazione la prospettiva di impiegare navi feeder di capacità pari a - poniamo - 2.000 TEU tra Algesiras e l'Europa settentrionale.

L'attività di Barcellona ha riscosso molto successo negli ultimi anni (l'autorità portuale prevede 900.000 TEU per il 1997), dal momento che il porto continua a perseguire il proprio obiettivo di riuscire a diventare il porto principale del Sud Europa in termini di traffico containerizzato da/per il Sud-Est asiatico e l'Estremo Oriente. Non un obiettivo impossibile, forse, ma un obiettivo che sembra improbabile possa essere conseguito dato l'elevato livello di concorrenza.

Com'è ben noto, i due operatori terminalistici - il TCB (Terminal Contenedores Barcelona, pienamente operativo al Muelle Sur sin da gennaio) ed il Terminal Catalunya (che ha rilevato spazi dal precedente terminal presso il Principe Espanya che è adiacente al suo) - sono in disaccordo con l'autorità portuale e reciprocamente, nello sforzo di controllare i carichi containerizzati. Non è il caso qui di soffermarsi sui dettagli relativi a tale situazione, salvo dire che la questione non è stata ancora risolta.

L'autorità portuale, tuttavia, confida nella pronta risoluzione del problema. Essa afferma che l'ampliamento del TerCat non è ostacolata nonché di star pensando ad una qualche forma di compensazione per il TCB, possibilmente mettendogli a disposizione altro territorio.

Quale che sia l'esito della vicenda, entrambi i terminals stanno ottenendo notevoli risultati e traendo benefici da ulteriori investimenti. Il TCB ha inaugurato lo scorso dicembre un nuovo terminal ferroviario ed ora dispone di due gru a cavalletto bordo-costa Kone nonché di una nuova gru a cavalletto Paceco post-Panamax; quest'ultima costituisce l'unica unità in Spagna in grado di movimentare lungo una curva, con raggio di curvatura a terra pari a 25 metri. Con queste gru ed una profondità di 25 metri lungo-banchina, in grado di lavorare navi con pescaggio sino a 16 metri (questo terminal è più vicino all'ingresso della baia rispetto all'altro) il terminal TCB è pronto ad attirare le navi post-Panamax, anche se fino adesso non vi è riuscito.

Il Maritima Valenciana Terminal presso il Muelle Sur dovrebbe divenire operativo all'inizio dell'anno prossimo, allorquando l'operatore terminalistico in questione sposterà tutte le proprie attività dalle attuali localizzazioni presso il Muelle Levant ed il Muelle Norte. La capacità del nuovo terminal è prossima ad un milione di TEU/anno sui 200 ettari di territorio bonificato (rispetto alla precedente capacità di 600.000 TEU), tutte le sette gru a cavalletto sono di costruzione Paceco (comprese le quattro post-Panamax) e vi sono più di 16 metri di profondità lungo la banchina, che - una volta completata - sarà lunga 1.600 metri.

Nello sviluppo è compreso un nuovo terminal ferroviario che sarà controllato direttamente dalla Maritima Valenciana. Quest'ultima ritiene che il terminal rappresenterà un notevole vantaggio nel contesto dei propri sforzi per attirare il tonnellaggio post-Panamax, che già effettua scali occasionali.

Nel contempo, l'espansione verso ovest di Bilbao procede di buon passo. I lavori civili (bonifica, costruzione delle banchine e delle altre infrastrutture) del costo pari a 241 milioni di dollari USA dovrebbero essere completati a settembre dell'anno prossimo, raddoppiando l'area portuale containerizzata fino a tre milioni di metri quadrati. Gli appalti relativi alle operazioni terminalistiche dovrebbero essere indetti nel corso della prossima estate (a giugno o luglio) mentre le operazioni cominceranno all'inizio del 1999.

Sebbene le parti esterne abbiano già dimostrato notevole interesse, sembrerebbe opportuno che abbia la priorità uno dei tre operatori terminalistici già presenti (oppure - com'è possibile - una associazione collaborativa tra - poniamo - due di loro).

Al momento, MacAndrews, Vapores Suardiaz e TMB (Terminales Maritimas de Bilbao) sono estremamente carenti di spazio e riescono a lavorare efficientemente con difficoltà, sebbene la MacAndrews sia in grado di allargarsi ad una banchina adiacente alla propria, dotata di maggiore pescaggio (14 metri) rispetto a quella attualmente disponibile (9,5 metri). Essa ha in programma di farlo al più presto possibile entro il 1998. Sarà ordinata una nuova gru a cavalletto, probabilmente della Paceco, che ha realizzato tutto l'equipaggiamento già esistente della società (due gru a cavalletto e tre transtainers su rotaia).

Al momento è praticamente impossibile che la Suardiaz o la TMB possano allargarsi altrove, mentre con tutta probabilità non vale la pena di rimpiazzare parte dell'equipaggiamento obsoleto di entrambi i terminals. Nel nuovo sviluppo, l'80% del quale viene finanziato dal porto mentre altri fondi provengono dall'Unione Europea e dalla B.E.I., è compreso un nuovo terminal ferroviario.

Al contrario della Spagna, i porti del Portogallo permangono sotto il controllo dell'Autorità Porti, Navigazione e Trasporti Marittimi governativa, sebbene siano in corso iniziative finalizzate alla privatizzazione. Quest'anno l'autorità portuale ha stanziato 625 milioni di dollari USA per il miglioramento delle infrastrutture presso i porti minori quali Aveiro, Faro e Viana do Castelo. Viene promossa la specializzazione dei carichi e vengono indetti appalti presso operatori privati riguardo alla gestione dei terminals. Nessuno di tali porti movimenta contenitori, ma naturalmente Lisbona e Leixoes lo fanno. Complessivamente, sono stati messi a disposizione di questi ultimi due porti, nonché di Setubal e Sines, 268 milioni di dollari USA al fine di ottenere miglioramenti in genere e lo sviluppo degli accessi stradali e ferroviari.

Esistono ulteriori piani finalizzati allo sviluppo di Sines quale nodo primario, apparentemente al fine di competere con Algesiras, ma il suo pur verosimile successo è tutto da verificare. Situato a circa 65 miglia nautiche a sud di Lisbona, questo porto poco conosciuto è stato inaugurato nel 1978 per la movimentazione dei carichi alla rinfusa, specificamente petrolio, petrolchimici e carbone; la relativa produttività è pari a circa 22 tonnellate annue. I suoi grandi vantaggi sono rappresentati dallo specchio d'acqua riparato e dalla disponibilità di acque profonde; ciò ha dato luogo all'idea di un terminal container di capacità pari a più di 6.000 TEU. Lo scopo dichiarato è quello di attirarvi i traffici di linea tra gli U.S.A. e l'Estremo Oriente/Sud-Est asiatico che a Sines possono essere trasbordati alla volta di mercati quali il Nord Europa.

Nel frattempo - per tornare alla realtà - Lisbona e Leixoes continuano a movimentare la maggior parte del traffico containerizzato del Paese, avendo fatto registrare una produzione annua in TEU, rispettivamente, di 302.182 (è la prima volta che Lisbona supera i 300.000 TEU) e 202.182 unità da venti piedi. Le attività principali si concentrano attorno al Terminal Alcantara, condotto privatamente dalla Liscont, ed al Terminal Santa Apolonia, gestito dall'autorità portuale. In entrambi, vengono continuamente effettuati investimenti.

Qualcosa come 40 milioni di dollari USA verranno spesi nei prossimi sette anni per il Terminal Alcantara, allo scopo di ampliare la banchina da 300 a 640 metri e di migliorare l'accesso stradale e ferroviario. Circa il fatto che vengano installate o meno gru bordo-costa a cavalletto più grandi si possono solo ipotizzare congetture, dal momento che ve ne sono già due costruite dalla Mague (l'unico produttore portoghese di equipaggiamento di questo tipo) con una portata di 39,5 metri in grado di movimentare contenitori disposti su 15 file affiancate e che sembra improbabile che Lisbona (o anche Leixoes per gli stessi motivi ) possa riuscire ad attirare le mega-portacontainers. E' anche in procinto di partire un programma di dragaggio finalizzato al raggiungimento di una profondità di pescaggio pari a 13 metri di cui dovrebbero beneficiare entrambi i terminals. Allo scopo di realizzare il programma, è in corso una ricerca di finanziamento parziale presso l'Unione Europea. Esistono poi piani per ampliare il Terminal di Santa Apolonia al fine di far raggiungere all'area i 15,5 ettari.

Il terminal di Leixoes è attualmente suddiviso in due parti, la nord e la sud, gestite (e possedute) però unitamente dall'autorità portuale. Possono esservi accolte navi di pescaggio fino a 9 metri (a nord) e fino ad 11 metri (a sud) ed il porto sembra essersi rassegnato definitivamente a movimentare traffici a corto raggio e di raccordo. Al momento vi sono complessivamente tre gru a cavalletto Mague, che verranno completate da una quarta all'inizio del prossimo anno, con una portata di 30 metri. L'autorità portuale sta prendendo in considerazione l'ipotesi di concedere la gestione del terminal ad operatori privati, interamente o diviso in due ciascuno con un diverso operatore. In tal caso, com'è ovvio, ciascuna banchina avrebbe due gru a cavalletto.

Man mano che aumenta l'utilizzazione delle ferrovie per la movimentazione di contenitori, diventa sempre più necessario migliorare la rete. E' difficile specialmente l'accesso a terminals quali Bilbao, Lisbona e Leixoes a causa di limitazioni di spazio sulla banchina o nei suoi pressi ed a causa delle caratteristiche geografiche locali. I treni viaggiano direttamente tra la maggior parte dei terminals, i quali sono collegati a Madrid laddove esiste un centro di trasbordo per i boxes movimentati, ad esempio, da Bilbao alla Spagna meridionale.

L'accesso ferroviario al nuovo terminal di Bilbao dovrebbe essere assicurato da una galleria che attraversa la vicina montagna. Entrambi i terminals di Lisbona soffrono di carenza di spazio a causa della estrema vicinanza di strade pubbliche. All'Alcantara, ad esempio, vi è solamente un binario unico, che può essere utilizzato solo di notte perché la strada in cui sono impiantate le rotaie di giorno è costantemente molto trafficata. Anche così, il terminal afferma di movimentare annualmente 30.000 TEU (che rappresentano il 26% della produzione complessiva di quel terminal) da e per la Spagna ed il Portogallo. Esistono piani finalizzati alla realizzazione di un secondo binario, sovrastato da una gru a cavalletto, ma passerà un po' di tempo prima che si possa usufruirne realmente. La Liscont effettua un servizio ferroviario in proprio da e per Leixoes su base giornaliera, il quale lo scorso anno ha trasportato 14.500 TEU.

Un servizio bisettimanale da Barcellona a Lisbona e Leixoes (che trasporta annualmente 6.000 TEU per lo più per conto di navi che operano da e per l'Estremo Oriente) è stato recentemente integrato da un servizio bisettimanale da Madrid a Lisbona effettuato dalla TCC Sea-Train. Esistono programmi mirati ad ampliare un domani il servizio sino a Leixoes.
