Sea Transport

La nuova realtà del trasporto marittimo di contenitori

"Si tratta di un fenomeno destinato a durare". Dirigenti quali Ray Miles, presidente della CP Ships, Steven Rothberg, vice presidente della Sea-Land Sud-Est Asiatico ed Australia, con sede a Singapore, e C. H. Yeh, vice presidente vicario della Yangming, hanno tutti rilasciato questa dichiarazione nel contesto delle proprie rispettive relazioni in occasione di conferenze e seminari recentemente svoltisi sul tema del trasporto marittimo.

In un discorso tenuto nell'ambito di Intermodal 97, svoltosi ad Amburgo nello scorso mese di novembre, Miles ha dichiarato: "L'inevitabile ed inesorabile processo di consolidamento continua. La forza propellente che sta dietro i sensazionali cambiamenti in atto nei traffici containerizzati e nei settori imprenditoriali correlati è costituita dalla scarsa profittabilità".

La razionalizzazione è stata portata avanti sotto diverse forme. Due anni fa essa aveva comportato per lo più l'istituzione di alleanze globali che coprivano principalmente i traffici est/ovest (transpacifico, transatlantico ed Europa/Asia/Europa).

Allo stato attuale, delle prime 10 linee di navigazione containerizzate mondiali, solo due sono indipendenti pure, la Evergreen e la MSC (Mediterranean Shipping Co).

Così, le linee Maersk Line e Sea-Land Service hanno ampliato i propri accordi relativi al transpacifico ed a varie altre collaborazioni (Stati Uniti/Sudamerica e transatlantico), già in atto sin dal 1990, al traffico Europa/Asia. I successivi sviluppi hanno esteso quest'ultimo sino in pratica a tutti gli altri traffici primari e di raccordo a livello mondiale (v. Tabella 1). Solo i servizi Australasia ed Africa della Maersk rimangono fuori dall'accordo. Il suddetto raggruppamento combinato impiega 167 navi per 438.000 TEU complessivi.

Oltre a costituire la maggiore delle associazioni strategiche della nuova ondata costituite negli ultimi due anni, la combinazione Maersk/Sea-Land è anche quella da più tempo radicata.

Al contrario, le originarie alleanze Grand (Hapag-Lloyd Container Line, NOL, NYK e P&O Containers) e Global (APL, MISC - solo per l'Europa/Asia -, Nedlloyd Lines - solo per il Costa Orientale USA/Asia e l'Europa/Asia - e OOCL), che erano state istituite più o meno nello stesso periodo, sono state ristrutturate (v. Tabella 1).

Questi cambiamenti sono stati in gran parte dovuti alle vicende societarie dei vari vettori presenti nei rispettivi accordi, tra le quali occorre segnalare la fusione delle divisioni di linea della P&O e della Nedlloyd (1° gennaio 1997) ed il rilevamento della APL da parte della NOL (novembre 1997), che hanno indotto ciascuna delle linee di navigazione coinvolte a rivedere i propri accordi operativi. Per un po' di mesi dello scorso anno, la P&ON (P&O Nedlloyd) ha tenuto un piede in entrambi i raggruppamenti, mentre la direzione tracciava la propria strategia.

A ottobre, la compagnia di navigazione ha annunciato che avrebbe lavorato nell'ambito della Grand Alliance.

Un mese più tardi, la NOL/APL ha dichiarato la propria intenzione di aggregarsi ad una rinata Global Alliance unitamente alla MOL e alla HMM (Hyundai Merchant Marine). La OOCL - per molto tempo socia della APL nel transpacifico - apparentemente è stata esclusa dall'accordo, così come la MISC. A dicembre, questi due vettori hanno optato per la partecipazione alla Grand Alliance (v. Tabella 1).

Secondo Kim Balling, direttore generale e dirigente affari societari della OOCL, l'accordo fornisce alla propria società maggiori opportunità di scelta in relazione al servizio ed una migliorata efficienza operativa rispetto a quelle disponibili con la Global Alliance. In particolare, la compagnia di navigazione con sede a Hong Kong beneficia di un collegamento diretto tutto marittimo tra l'Asia e la Costa Orientale USA via Canale di Suez nonché di scali diretti nei porti del Mediterraneo.

La Grand Alliance è molto forte nei traffici Nord Europa/Asia (vengono effettuati cinque distinti viaggi settimanali), rispetto alle quattro partenze settimanali dell'alleanza Hanjin/Tricon ed ai tre - rispettivamente - della Global Alliance, dell'alleanza K Line/Cosco/Yangming e dell'alleanza Maersk/Sea-Land (uno mediante trasbordo su Algesiras).

Inoltre, tre dei servizi offrono scali diretti in Cina, nel cui ambito la regione di Shenzen viene servita due volte alla settimana mentre Shanghai, Ningbo e Qingdao vengono servite una volta alla settimana. Solo la Hanjin/Tricon e la Cosco/K Line/Yangming si avvicinano a livelli simili di copertura.

Mediterraneo / Asia: Tre partenze alla settimana, compresa una direttrice dedicata al Medio Oriente/Sub Continente Indiano. Due dei viaggi vengono assicurati nell'ambito di itinerari alla volta dell'Europa settentrionale. Sono disponibili due partenze settimanali da e per la Cina.

Europa / Nordamerica1: Quattro partenze settimanali da e per il continente settentrionale, compresa una direttrice dedicata da e per Montreal. Un collegamento prevede raccordi tricontinentali che offrono scali diretti a Panama e sulla Costa Occidentale USA. Vengono impiegate 24 navi da 1.273/4.353 TEU.

USA/Asia: Sei partenze alla settimana, tra cui due collegamenti solo marittimi da e per la Costa Orientale USA, uno via Canale di Panama e l'altro via Canale di Suez. Due direttrici prevedono scali diretti in Cina; vi sono impiegate 49 navi da 2.304/4.322 TEU.

Europa/Asia: Tre partenze settimanali a giorno fisso da e per porti del Nord Europa e dell'Asia. Una direttrice comprende scali di transito in direzione est ed ovest a Colombo e servizi diretti da e per la Cina; vi sono impiegate 24 navi da 3.415/5.551 TEU.

Asia/Mediterraneo: un unico servizio settimanale che utilizza 8 navi da 2.308/2.450 TEU.

Europa/Nordamerica2: La MOL e la APL inaugureranno un servizio transatlantico dedicato con 4 navi da 2.200 TEU nel corso della prima metà del 1998. La HMM si aggregherà al servizio nel dicembre di quest'anno.

USA/Asia: Nove partenze settimanali a giorni fissi tra la Costa Occidentale USA e porti asiatici, tre delle quali offrono servizi diretti alla volta della Cina. Vengono impiegate complessivamente 50 navi da 2.750/5.551 TEU. Inoltre, viene assicurato un viaggio settimanale da e per la Costa Orientale USA via Canale di Panama.

Europa/Asia: Vengono offerte cinque partenze settimanali da e per il Nord Europa e l'Asia. Tre prevedono scali diretti in Cina, ed una di esse comprende anche lo Sri Lanka ed il bacino del Mediterraneo in entrambe le direzioni. Vengono impiegate complessivamente 40 navi da 2.700/5.784 TEU.

Asia/Mediterraneo: Oltre agli scali di transito a Marsaxlokk alla volta del Nord Europa, viene assicurato un servizio settimanale dedicato a giorno fisso da e per tutta una gamma di porti con 8 navi da 2.200/3.611 TEU.

Europa/Nord America: Ciascuna delle linee di navigazione membre dell'alleanza dispone di accordi propri inerenti al mercato transatlantico.

USA/Asia: Vengono offerte cinque partenze settimanali tra i porti della Costa Occidentale USA e dell'Asia, nel cui ambito tre direttrici servono la Cina. I soci assicurano altresì due distinte direttrici di servizio tra l'Asia e la Costa Orientale USA, di cui una operativa via Canale di Panama e l'altra via Canale di Suez. Vengono impiegate in tutto 43 navi della fascia dimensionale 2.800/4.830 TEU.

Europa/Asia: Tre partenze alla settimana, tra cui una direttrice condotta congiuntamente alla Sinotrans e dedicata al Sud-Est asiatico e la Cina. Gli altri due viaggi comprendono servizi pendolari che arrivano sino alla Costa Occidentale USA, in cui vengono impiegate 33 navi da 2.400/5.000 TEU.

Asia/Mediterraneo: Vengono assicurate quattro partenze settimanali, di cui tre imperniate su scali di transito nell'ambito della rete nord-europea ed una effettuata su base scali di transito nell'ambito di un itinerario Asia/Mediterraneo/Costa Orientale USA.

Europa/Nordamerica: Vengono assicurate partenze settimanali di servizi pendolari che connettono l'Europa con la Costa Orientale USA, Panama e l'Asia. Complessivamente, sono 13 le navi da 2.700 TEU che assicurano il collegamento.

USA/Asia: Vengono effettuate cinque partenze alla settimana tra la Costa Occidentale USA e l'Asia ed altre due tra l'Asia e la Costa Orientale USA. Queste ultime prevedono un'opzione Canale di Panama e Canale di Suez. Due delle direttrici della Costa Occidentale USA sono concentrate sulla Cina. Vengono utilizzate in tutto 52 navi (2.700 e 5.000 TEU).

Europa/Asia: Tre partenze alla settimana, con un servizio che offre scali diretti in Cina. Inoltre, vengono offerte partenze settimanali da e per Colombo. Vengono impiegate in tutto 25 navi da 2.054/3.800 TEU.

Asia/Mediterraneo: Haifa è inserito quale porto di transito in una direttrice di servizio alla volta del Nord Europa.

Europa/Nordamerica: Vengono impiegate quattro navi da 2.386/2.480 TEU in un servizio settimanale che collega i porti atlantici settentrionali e meridionali degli USA.

USA/Asia: La rete di servizio è ancora da definirsi. Saranno assicurate almeno sei partenze alla settimana tra i porti asiatici e quelli della Costa Occidentale USA. Verrà al riguardo impiegata una flotta di 34 navi nella fascia dimensionale 2.250/5.520 TEU.

Al contrario, la Global Alliance indirizza appena una delle proprie rotte alla volta della Cina. Essa è inoltre molto più limitata in termini di copertura portuale, dal momento che gli scali sono concentrati a Yantian e Shanghai. Attualmente, il gruppo non prevede nel proprio itinerario un porto della Cina settentrionale, di modo che i carichi destinati a questa zona devono essere trasbordati in Giappone e/o Sud Corea.

Nel transpacifico, però, la Global Alliance è inattaccabile, dal momento che offre ai caricatori/consegnatari nove partenze alla settimana dall'Asia alla Costa Occidentale USA. Inoltre, un unico servizio settimanale viene effettuato sulla direttrice Panama-Costa Orientale USA (andata e ritorno). Ciò, rispetto alle otto partenze settimanali della Hanjin/Tricon, alle sei della Maersk/Sea-Land ed alle appena cinque della Grand Alliance.

Tuttavia, a differenza dei propri concorrenti, la APL/NOL, la HMM e la MOL non offrono un'opzione di servizio per la Costa Orientale USA via Canale di Suez. Ciò appare molto sorprendente, in particolare perché la NOL era stata un pioniere di questo tipo di operazioni. Alla fine del 1991, il vettore nazionale di bandiera di Singapore aveva inaugurato il proprio servizio espresso Asia Costa Orientale unitamente alla NYK. Esso resta una parte importante del piano di servizio Asia/USA della Grand Alliance ed è stato esteso fino a comprendervi anche scali diretti sulla Costa Occidentale USA.

L'altro viaggio pendolare della Grand Alliance è costituito dal servizio PAX che collega il Nord Europa, la Costa Occidentale e quella Orientale USA con l'Asia. Questa operazione dovrebbe essere ampliata mediante l'inserimento di uno scalo-nodo nei Caraibi, dal quale le linee di navigazione socie potranno mirare all'America Centrale e Meridionale. La Global Alliance e la Maersk/Sea-Land hanno entrambe istituito una forte presenza in questa regione connettendo i carichi attraverso il Terminal Internazionale di Manzanillo a Panama.

Un settore in cui la Global Alliance è in vantaggio sulla Grand Alliance consiste nella sua integrale copertura del mercato Costa Orientale USA/Nord Europa. Alla fine del 1998, la APL e la MOL daranno inizio ad un servizio settimanale dedicato a giorno fisso con 4 navi della classe da 2.200 TEU. Si prevede che la HMM si aggregherà all'operazione alla fine dell'anno ovvero all'inizio dell'anno prossimo, allorquando avrà fine il suo attuale patto per il noleggio di spazi-containers con la MSC.

Anche le compagnie della Cosco/K Line/Yangming operano congiuntamente nel Nord Atlantico come fanno la Maersk e la Sea-Land, sebbene quest'ultima associazione coinvolga altri vettori - in particolare P&ON e la OOCL - nei settori commerciali statunitensi. Il servizio Nord Europa/Montreal recentemente inaugurato viene effettuato in collaborazione con la P&ON.

Nel caso della Grand Alliance, è probabile che i suoi membri - almeno nel più immediato futuro - vogliano conservare i propri attuali accordi. La OOCL continuerà a restare nell'accordo VSAO (P&ON e Sea-Land), che riguarda un reciproco scambio di spazi-containers con la Maersk, nonché a lavorare a fianco della Canada Maritime nei servizi di accesso al Canada. Il VSAO avrà termine nel 2001.

Nel contempo, la Hapag-Lloyd continuerà ad effettuare i propri servizi transatlantici unitamente alla ACL, alla MSC e - nel settore del Golfo del Messico - con la Transportacion Maritima Mexicana.

I cambiamenti nella struttura associativa dei raggruppamenti Grand e Global hanno comportato conseguenze secondarie anche altrove.

Ad esempio, la decisione della HMM ha condotto alla repentina interruzione (il 31 dicembre 1997) delle sue partenze coordinate transpacifiche ed al suo accordo di scambio di spazi-contenitori con la K Line e ha posto un punto interrogativo sulla continuazione di un accordo separato in ordine al noleggio di spazi nella medesima direttrice di traffico con la Zim. Siglato nel giugno del 1997, esso consentiva alla HMM di acquistare spazi-containers sulla tratta Asia/Costa Orientale USA del servizio tricontinentale Zim, ed alla Zim - invece - di accedere ai cinque viaggi settimanali della linea di navigazione sud-coreana tra la Costa Occidentale USA e l'Asia.

"Il nostro accordo con la HMM era stato stipulato per un anno con opzione per un altro anno" ha commentato un dirigente della Zim. "Naturalmente vogliamo mantenere la nostra ampliata presenza nel mercato transpacifico e stiamo discutendo con la HMM ed altre compagnie di navigazione circa i futuri accordi".

Nel contempo, la soluzione della K Line è stata quella di negoziare un accordo con la Cosco, il suo socio nelle rotte Europa/Asia/Europa e transatlantica. La K Line continuerà anche a rilevare spazi sull'unica direttrice Asia/Costa Occidentale USA della Yangming, mentre la Yangming potrà disporre di qualche spazio riservato alla K Line sulle navi della Cosco.

I vettori, peraltro, non hanno voluto rivelare in dettaglio le cifre relative al numero di spazi-containers coinvolti nell'affare, sebbene si ritenga che esse possano essere dell'ordine dei 300 TEU alla settimana. "Si tratta di una questione riservata" ha dichiarato Fumito Kawamata, direttore generale del dipartimento trasporti di linea della K Line.

Egli ha invece sottolineato i vantaggi che il patto potrebbe apportare alla K Line, primariamente l'accesso a sei distinti servizi settimanali a giorno fisso sulla importante rotta Costa Occidentale USA/Asia nonché a scali diretti in Cina.

Kawamata ha fatto sapere che potrebbero verificarsi alcune dismissioni di navi, data la costruzione di 2 nuove unità da 3.500 TEU, che dovrebbero entrare in servizio nei prossimi mesi di marzo e maggio, aggiungendosi al tonnellaggio di questa fascia già esistente sulla rotta Sud-Est asiatico/Costa Occidentale USA.

"Stiamo programmando di rimpiazzare su questa rotta le navi di capacità pari a 2.500 TEU con unità più grandi da 3.500 TEU nonché di aggiungere scali diretti a Port Klang e Yantian" rivela Kawamata. "Le nostre navi da 2.800 TEU costituiranno il nucleo principale del nostro corridoio Asia Orientale/Giappone/PSW, mentre il tonnellaggio da 2.000 TEU verrà impiegato nel servizio PNW".

La K Line, però, non acquisirà spazi-containers sul collegamento pendolare della Cosco che serve l'Asia/Mediterraneo ed i porti statunitensi della Costa Orientale. "Non abbiamo finalizzato la nostra strategia ad una connessione solo marittima con la Costa Orientale USA" ha dichiarato Kawamata. "Essa resta un'opzione per il futuro e rappresenta qualcosa che potremmo sempre trattare con la Cosco".

Il dirigente della K Line, riferendosi agli accordi con la Cosco e la Yangming, li ha definiti "molto più liberi" rispetto a quelli di altre alleanze globali. "Le nostre filosofie sono molto simili - ha dichiarato - e noi consideriamo i nostri accordi quali patti di scambio di spazi a completamento dei nostri rispettivi servizi principali".

Ciascun raggruppamento sta definendo i propri programmi di servizio, un'attività che Robert Brummer, direttore operazioni navali della P&ON, con sede a Londra, si aspetta venga portata a termine entro la fine del Nuovo Anno cinese (primi di febbraio), Peraltro, il riposizionamento delle navi richiederà molto più tempo, forse sei mesi, e comporterà notevoli costi per tutti gli operatori coinvolti. Inoltre, è probabile che le linee di navigazione si trovino a dover affrontare ulteriori spese operative derivanti dallo spostamento dei terminals nonché a dover apportare correttivi agli accordi inerenti al trasporto terrestre.

Una volta completato tale processo, i dirigenti dei vettori sperano che prevalga un periodo di stabilità e che le alleanze, alla fine, comincino a conseguire quel risparmio e quei miglioramenti di servizio per i quali esse erano state create.

Gunther Casjens, dirigente capo della HLCL, ha sottolineato la delusione che sinora serpeggia: "Non siamo stati capaci di conseguire tutti i risparmi potenziali a causa dei cambiamenti" ha dichiarato. "Noi speriamo che le alleanze ristrutturate ora si assestino, di modo che possiamo sederci ed elaborare piani che ci rendano più efficienti dal punto di vista dei costi".

Peraltro, Miles della CP Ships avverte che le alleanze di per se stesse non bastano. "Le alleanze non sono in grado di conseguire il livello di risparmio richiesto per colmare le perdite cagionate dal collasso della maggior parte delle tariffe di trasporto merci in tutto il mondo" ha dichiarato. "Le alleanze sono solo riuscite ad ottenere risparmi sui costi delle navi e dei terminals marittimi, mentre ora vi è la necessità di proseguire oltre lungo questa china. Il solo modo per riuscire a farlo consiste nelle fusioni".

Miles ha spinto questa strategia al limite. Negli ultimi tre anni, la CP Ships ha inghiottito la Cast, la Lykes Lines e la Contship Containerlines ed è cresciuta fino a diventare un vettore da un milione di TEU.

Ma la CP Ships non è stata la sola società ad effettuare acquisizioni e le Tabelle 2 e 3 tracciano una mappa dei principali accordi conclusi negli ultimi due anni.

Il processo di consolidamento è destinato a durare. "Quello che sta accadendo nel settore del trasporto marittimo di linea internazionale non è diverso da ciò che si sta verificando negli altri settori in tutto il mondo" commenta Peter Gatti, direttore strategie politiche della NITL (Lega Nazionale Trasportatori Industriali). "Ce ne saranno sempre di più".

C'è abbastanza spazio per ulteriori concentramenti. Rispetto a molti settori, la navigazione di linea è assai frammentata, dal momento che i primi cinque operatori controllano solo il 20,8% (1,1 milioni di TEU) degli spazi-containers impiegati.
