River Transport

I maestri del Reno

Recessione mondiale a parte, il semaforo è fisso sul verde per il trasporto di contenitori su chiatta lungo il Reno. I vettori marittimi hanno accettato tale modalità quale parte integrante ed affidabile del trasporto interno europeo. Le tariffe degli operatori di chiatte sono ancora ben al di sotto di quelle delle altre modalità con cui essi sono in concorrenza, mentre l'intermodalismo di origine ferroviaria sta ancora combattendo per una quota di mercato e l'autotrasporto lotta con sempre minore successo con gli intasamenti e con un clima politico ostile.

Il trasporto fluviale dei containers da Rotterdam ed Anversa al corridoio del Reno ha iniziato ad essere accettato in misura rilevante alla fine degli anni '80 e da allora la crescita è continuata. Infatti, dal momento che in particolare i volumi di Rotterdam continuano a salire e l'autotrasporto diviene meno dinamico, a causa del congestionamento e delle manovre politiche tese a ridurre i volumi delle merci trasportate via strada, il futuro per il trasporto fluviale sembra roseo.

E' difficile ottenere statistiche precise circa il volume dei contenitori movimentati sull'autostrada fluviale Reno/Mosa (naturalmente, il fiume su cui si trova il porto di Rotterdam è la Mosa, che si getta nel Mare del Nord nel Maasvlakte, ma i due fiumi si interconnettono vicino al confine olandese-tedesco, ed in tutti i sensi è quindi il Reno che collega il porto - e quello di Anversa - a gran parte del suo hinterland). Tuttavia, Jos Th. Helmer, direttore esecutivo dell'operatore di trasporto contenitori su chiatta e fornitore dei relativi servizi Rhinecontainer, stima a grandi linee che i volumi complessivi annui a senso unico ammontino a circa 900.000 TEU al momento attuale. E' probabile che questi quantitativi equivalgano ad approssimativamente il 33% del volume complessivo dei contenitori movimentati da Rotterdam al suo hinterland oltre il confine olandese.

La continua crescita dei contenitori movimentati da Rotterdam ed Anversa (rispettivamente 5,445 milioni di TEU e 2,969 milioni di TEU nel 1997) sostiene i crescenti volumi di containers trasportati su chiatta. Tuttavia, ciò si verifica nel contesto delle condizioni sempre più sfavorevoli in cui si trovano l'autotrasporto ed i servizi basati sulle ferrovie che frequentemente vengono tacciati di fornire un livello inadeguato di qualità ed affidabilità, nonché del basso costo del trasporto fluviale rispetto alle altre due modalità. Inoltre, il trasporto su chiatta ha raggiunto un grado di raffinatezza che rasenta quasi quello dei traffici di linea, il che lo rende ora sempre più allettante per i vettori marittimi, gli spedizionieri ed i grossi caricatori che si rapportano direttamente con gli operatori di chiatte. In breve, il trasporto su chiatta del Reno è divenuto accettabile ed accettato. Altro fattore che spinge tale modalità è quello "verde", ovvero ambientale, dal momento che il trasporto fluviale è notevolmente meno dannoso per l'ambiente di quello stradale.

E' bene rammentare, come ha fatto Helmer, che l'idea di servirsi della direttrice fluviale del Reno quale alternativa all'autotrasporto ed alla ferrovia risale al 1978. "Siamo stati il primo servizio di linea dedicato ai containers sul Reno" ricorda Helmer "avendo cominciato il 9 marzo 1978 mediante l'impiego di appena una sola chiatta che caricava tra le 20 e le 30 unità containerizzate".

Attualmente, la stabilità nei traffici renani si mantiene per via del predominio dei due operatori principali, la Rhinecontainer e la CCS (Combined Container Service). Tuttavia anche i vettori minori - quali la Frankenbach Container Service, la Haniel Transport Maatschappij, la Dubbelman Container Transporten ed il consorzio Penta, che effettua un servizio tra Rotterdam, Amsterdam, Anversa e Basilea ed altri porti dell'Alto Reno e che è costituito dalla Alpina Container Service, dalla CNFR, dalla Conteba, dalla DCS e dalla Natural van Dam - svolgono un ruolo importante, sebbene maggiormente orientato a settori di nicchia. Vi è, peraltro, un notevole grado di collaborazione che comporta un'elevata frequenza delle partenze ed una copertura integrata a livello di terminali.

La Rhinecontainer appartiene alla EWT (operatore convenzionale di chiatte), alla Kuhne & Nagel di Rotterdam ed alla tedesca Rhenania Intermodal Transport. Il vettore attualmente impiega 16 chiatte. "La maggior parte di esse hanno una capacità di 208 TEU" riferisce Helmer "ma quando ci serviamo di una combinazione di chiatte a spinta riusciamo ad arrivare a circa 364 TEU di capacità per ogni partenza, nei casi in cui aumentino le necessità".

Come spiega Helmer, la Rhinecontainer effettua servizi ad elevata frequenza da Rotterdam/Anversa ai terminals renani, ma questi sono suddivisi in tre sezioni: Basso Reno, Medio Reno ed Alto Reno. Le partenze giornaliere vengono ora offerte alla volta dei terminals del Basso Reno di Duisburg e di Neuss, nonché di Colonia, nel Medio Reno. Vi sono altresì partenze giornaliere alla volta di Bonn e di Magonza e partenze trisettimanali alla volta di Francoforte sul Meno (con possibilità di trasbordo per l'avanzamento alla volta del Danubio), nonché partenze cinque volte alla settimana alla volta dei porti dell'Alto Reno di Mannheim (Ludwigshafen), Karlsruhe e Worth. Presso altri terminals vengono effettuati scali a richiesta.

I servizi relativi al Basso Reno vengono effettuati nell'ambito del Fahrgemeinschaft Niederrhein, che comprende la Rhinecontainer, la CCS, ha Haeger & Schmidt e la Haniel. Non vi è alcun servizio programmato alla volta di Basilea, in Svizzera. "Ma - afferma Helmer - possiamo assicurare un servizio per Basilea in caso di richiesta specifica mediante accordo con altri operatori di chiatte". I trasporti complessivi della Rhinecontainer nel 1998 vengono a grandi linee stimati tra i 230.000 ed i 250.000 TEU, con un incremento dell'8% circa rispetto al 1997.

Helmer individua tutti i principali vettori marittimi che fanno scalo a Rotterdam od Anversa quali propri clienti "o potenziali clienti" ma sottolinea come anche gli spedizionieri che offrono servizi intermodali porta a porta rappresentino un elemento importante della base clientelare. Egli ammette che il settore spedizionieristico, a causa del crescente impegno nella fornitura di logistica senza soluzioni di continuità, compresa l'organizzazione di modalità combinate di trasporto, detiene ancora un notevole potenziale quale segmento della base clientelare. Egli ha indicato inoltre - a tale riguardo - determinati importanti caricatori e produttori che si rapportano direttamente con la Rhinecontainer.

Trattando dell'hinterland di trasporto a lungo raggio delle chiatte (anche se ora sta emergendo anche un trasporto a corto raggio) Helmer afferma che esso si allunga dal Belgio, attraverso la fascia settentrionale dei Paesi Bassi, il distretto industriale della Ruhr e l'intero corridoio renano, giù fino alla Francia nord-orientale ed alla Svizzera settentrionale. "Il nostro hinterland naturale" ammette "comprende queste regioni altamente industrializzate e densamente popolate e si estende approssimativamente per 50 km su ciascun lato del corridoio renano".

Anche la CCS suddivide i propri orari di partenza in base alle destinazioni nelle regioni del Basso, Medio ed Alto Reno. Il suo dirigente delle operazioni Cok Vinke spiega: "Noi salpiamo da Rotterdam ed Anversa alla volta di praticamente tutti i terminals del Reno, da Emmerich sino a Basilea inclusa, e di tutti o quasi i terminals che ci sono in mezzo, con partenze giornaliere o quasi giornaliere". A Basilea si fa scalo in concorrenza con il consorzio Penta, dal momento che non vi è alcun accordo al riguardo. Tuttavia, a detta di Vinke, "quando le nostre navi sono al completo ci aiutiamo l'un l'altro".

Si noti che gli operatori di chiatte renani spesso fanno riferimento a "navi fluviali" piuttosto che a chiatte. La compagnia, le cui operazioni giornaliere vengono effettuate da Rotterdam ma che ha sede a Ludwigshafen, appartiene congiuntamente al gruppo di trasporto Erich Kieserling, alla Lehnkering Monat ed al Gruppo Rethmann, che si occupa di trasporti e del trattamento dei rifiuti. Di modo che, la proprietà della CCS è tutta tedesca.

La CCS impiega 13 chiatte semoventi, gran parte delle quali di capacità oscillante tra i 204 ed i 208 TEU, la il suo orgoglio è costituito dalla recentemente introdotta Jowi, lunga 135 metri, larga 17 metri e con capacità pari a 398 TEU caricati su quattro file. "Appena cinque o sei anni fa" ricorda Vinke "le chiatte che adoperavamo disponevano di una capacità attorno ai 108 TEU, ma abbiamo l'intenzione di immettere in servizio una seconda ed una terza nave - adesso in corso di costruzione - dalle medesime caratteristiche progettuali e di capacità della Jowi, e prevedo che prima che passi molto tempo le chiatte in servizio sul Reno arriveranno fino a 500 TEU di capacità". Tuttavia, a causa dell'ingombro in altezza del ponte, la Jowi non può essere impiegata sul Reno al di là di Karlsruhe. Così come accade per altri operatori di containers su chiatte, le imbarcazioni impiegate dalla CCS vengono noleggiate per un certo periodo di tempo dai loro armatori-comandanti.

"Cinque anni fa" commenta Vinke "trasportavamo circa 120.000 TEU all'anno, ma nel 1997 abbiamo trasportato approssimativamente 260.000 TEU ed i volumi dei nostri carichi stanno ora crescendo ad un ritmo del 3-4% annuo. Mi aspetto che questa crescita continui allo stesso modo nel prossimo secolo".

La base clientelare della CCS è più o meno simile a quella della Rhinecontainer e Vinke sottolinea come gran parte dell'attività della CCS sia strutturata in termini di merchants' haulage. Rotterdam contribuisce alla maggior parte dei carichi della CCS, ma Vinke non ha voluto rivelare quale percentuale sia dovuta a Rotterdam e quale invece ad Anversa.

Vinke è d'accordo sul fatto che le tariffe costituiscano un fattore-chiave per le valutazioni dei vettori marittimi, degli spedizionieri e dei caricatori circa l'opportunità di istradare (o non istradare) il proprio traffico di hinterland su chiatta. Egli indica che il costo dell'autotrasporto di un contenitore a pieno carico da 20 piedi per carichi secchi da Rotterdam a Basilea ammonta generalmente a circa 1.200 marchi tedeschi, mentre per ferrovia è di 750 marchi e su chiatta di soli 500 marchi. Vinke ammette che - specialmente sulle lunghe distanze - il trasporto fluviale è più lento. Ad esempio, una movimentazione stradale da Rotterdam a Basilea si può ottenere in un solo giorno, laddove su chiatta richiede invece sino a cinque giorni, ma - ciononostante - egli rammenta il notevole supporto che il trasporto fluviale riceve dalle principali imprese chimiche tedesche e svizzere. In ordine alle movimentazioni da e per il Basso ed il Medio Reno, le chiatte richiedono comunque solamente da uno a tre giorni di viaggio e la differenza di tempo con la strada o la ferrovia diviene molto meno significativa.

Il trasporto fluviale ha dimostrato di essere particolarmente allettante, riconosce Vinke, quando grosse "partite" di contenitori devono essere trasportate simultaneamente. "Se bisogna movimentare, poniamo, 50 containers da 40 piedi da e per lo stesso terminal marittimo a lungo raggio, quella movimentazione può essere effettuata in una volta sola mediante una chiatta" afferma "mentre con l'autotrasporto ci vorrebbero 50 camion diversi e con le ferrovie due treni!".

Un ostacolo per gli operatori fluviali è quello costituito dal gran numero di scali presso i terminals che essi sono chiamati ad effettuare ad Anversa ed a Rotterdam (e non nel contesto delle stesse partenze, dal momento che è prassi usuale quella di prevedere orari diversi da e per i due porti). A Rotterdam ciò può comportare scali presso 13-15 terminals nel giro di 24 ore. A Rotterdam non esiste alcun terminal dedicato alle chiatte, dal momento che l'utilizzazione del terminal dedicato di Maasvlakte è stato interrotto. Fa notare Helmer della Rhinecontainer: "Anche se normalmente facciamo tutti gli scali senza problemi, se si verifica un ritardo presso uno dei terminals, ciò può farci sballare tutti gli orari". Un'idea allo studio è quella dell'applicazione di un sovrapprezzo per cattive prestazioni, che gli operatori di chiatte dovrebbero addebitare ai propri clienti, i quali a loro volta potrebbero scaricarlo sull'operatore terminalistico coinvolto nel disservizio. Vinke della CCS non ritiene che un terminal dedicato alle chiatte a Rotterdam potrebbe sempre servire, "dal momento che esso comporterebbe il costoso trasferimento dei contenitori da e per il terminal presso il quale i vettori marittimi fanno scalo". A Rotterdam, come precisa Vinke, si lavora 24 ore su 24 per sette giorni alla settimana, mentre ad Anversa i terminals non compiono operazioni di carico/scarico dopo le 21.30".

La Rhenania gestisce cinque terminals sulla rive tedesca del Reno, mentre la Rhinecontainer non è impegnata in operazioni terminalistiche, ma offre il trasporto da e per i terminals via strada o rotaia al fine di connetterli alle proprie partenze fluviali; inoltre, essa mette a disposizione alcuni servizi accessori quali svuotamento e riempimento, "pacchetti" di distribuzione, deposito e manutenzione contenitori presso i terminals della Rhenania e comunicazioni informatiche.

La CCS è impegnata nelle operazioni di quattro terminals sul Reno. Essa detiene una quota del 37% nel Rhein-Waal Terminal di Emmerich; conduce le operazioni del terminal CCS di Coblenza, che appartiene al Comune di Coblenza; ha siglato un accordo, entrato in vigore il 1° agosto 1998, relativo alla gestione del terminal di Francoforte sul Meno dell'impresa chimica Hoechst; infine, svolge le operazioni del terminal CCS di Ludwigshafen, che appartiene al Comune di quella città. La sua gamma di servizi terminalistici, di movimentazione e di trasporto è quanto meno uguale a quella offerta dalla Rhinecontainer.

Alla Rhinecontainer, Helmer fa notare che in passato gli operatori renani su chiatta "hanno guardato a se stessi". Ora, egli ritiene, "i tempi sono maturi per noi, dato il notevolissimo potenziale del Reno, per espanderci quali operatori intermodali che offrono servizi terminalistici e logistici completi ai vettori marittimi, agli spedizionieri e direttamente ai caricatori più importanti".

Unitamente ai crescenti volumi di contenitori trasportati su chiatta, questa strategia è potenzialmente pagante. La Rhinecontainer e la CCS, con la loro estesa copertura del mercato fluviale containerizzato e la loro capacità di offrire i relativi servizi, hanno conseguito un notevole grado di controllo del mercato. Allo stesso tempo, la Fahrgemeinschaft Niederrhein, che si può paragonare quanto ad influenza alle conferenze delle compagnie di navigazione di linea, contribuisce alla stabilità del settore. Se vi sia spazio per un potenziale ingresso nei traffici containerizzati del Reno da parte di nuovi soggetti, e se si tratti di una cosa per loro desiderabile, costituisce un interessante argomento di discussione.

Quale impatto negativo una eventuale recessione mondiale dei traffici potrebbe avere sui volumi di contenitori movimentati via Rotterdam ed Anversa, è incerto. Tuttavia, il sostanziale squilibrio nel traffico Europa-Asia, che si è già manifestato con ingenti quantitativi di beni di consumo e di altri prodotti che si riversano in Europa ma con scarse movimentazioni in direzione est, potrebbe apportare vantaggi al trasporto fluviale, dal momento che il suo basso costo lo rende particolarmente adatto al riposizionamento dei boxes vuoti presso gli scali marittimi europei. Inoltre, il calo dei volumi trasportati dai vettori marittimi potrebbe senza dubbio indurre questi ultimi ad optare per i costi più bassi possibile nell'ambito del trasporto terrestre. Qualsiasi cosa accada, il trasporto fluviale su chiatta continua ad avere un promettente futuro.
