I dinosauri della navigazione di linea

Il settore del trasporto marittimo di linea dei contenitori dei nostri giorni è poco attento alle esigenze della clientela e si trova in uno stato terribile quanto ai risultati finanziari. Questa è l'opinione espressa da molti relatori in occasione della sessione di apertura della recente conferenza di Containerisation International sulle condizioni del settore.

"La navigazione di linea si è attestata nella zona del non profitto" ha dichiarato Mark Kadar, vice presidente della Mercer Management Consulting Inc. "La maggior parte dei vettori sono veri e propri dinosauri dell'industria e mostrano una totale carenza di immaginazione strategica in ordine al ritorno ai profitti del settore".

Kadar - sebbene abbia dichiarato che la frammentazione del mercato, il calo delle tariffe di trasporto merci, l'eccesso di tonnellaggio e le alleanze dalle scarse prestazioni abbiano contribuito ai cattivi risultati annuali del settore - ritiene che la ragione principale sia stata costituita dalla mancata comprensione delle esigenze dei clienti.

"Tutti i soggetti - ha dichiarato - si fanno concorrenza servendosi dello stesso modello imprenditoriale, in cui l'unica differenziazione è rappresentata dal prezzo. E questo deve cambiare".

Egli infatti ha auspicato che i fornitori dei servizi di linea abbandonino la strategia fondata per lo più sul conseguimento di ricavi, sulla realizzazione di una quota di mercato, sull'innovazione tecnologica del prodotto e sulle questioni operative interne a favore di quella dettata dal profitto, dalla gente, dal modello imprenditoriale e da considerazioni esterne quanto al servizio ai clienti. In assenza di una tale trasformazione, il consulente citato non scorge ragioni per essere ottimisti.

Anche Ray Miles, dirigente capo del gruppo CP Ships, la cui la direzione si trova a Londra, che ha rappresentato il settore vettoriale nella sessione di apertura, ritiene che il settore sia in cattive condizioni di salute. Inoltre, egli pensa che esso probabilmente rimarrà tale per qualche tempo a venire.

Nel corso di un'accurata presentazione, Miles ha esposto le ragioni di tale situazione del settore. Ha infatti indicato - quali principali fattori del declino - l'abbandono del sistema delle conferenze, l'eccessiva offerta di tonnellaggio, l'enorme capacità cantieristica e la smisurata offerta di capitale a basso costo (nel corso del periodo 1996-98 nel settore sono stati investiti più di 36 miliardi di dollari).

Miles, che è a capo di una delle compagnie di navigazione di linea in fase di più rapida crescita a livello mondiale, ha inoltre elencato il sistema tedesco di imposizione fiscale per il finanziamento delle navi, la relativamente bassa concentrazione del mercato in questo settore, in cui il vettore più importante controlla il 6% appena dei volumi di traffico, e la natura realmente internazionale di questa attività in cui non vi sono protezioni in molti mercati per le compagnie di linea. Come ha fatto riflettere Miles, al contrario di quanto avviene in altre attività industriali.

Ma il singolo fattore più rilevante per i problemi del settore, a suo giudizio, è rappresentato dalle strategie delle linee di navigazione, che, come ha fatto rilevare Miles, comprendono "una vasta gamma di obiettivi diversi". Esaminando i bilanci relativi al 1998 dei principali 20 operatori mondiali, Miles ha notato come 12 operatori abbiano fatto registrare delle perdite, 7 abbiano dovuto registrare ricavi insufficienti e solo uno (la CO Ships) abbia avuto dei risultati positivi.

Guardando avanti, Miles pensa che sia improbabile che si verifichino veri e propri fallimenti, che la concentrazione nel settore vettoriale continuerà e che le alleanze mireranno sempre più all'utilizzazione dei terminal, agli equipaggiamenti ed alle operazioni terrestri allo scopo di realizzare il loro vero potenziale. "Il taglio dei costi resterà all'ordine del giorno" suggerisce Miles. "La CP Ships ha già risparmiato 150 milioni di dollari all'anno e sta dandosi da fare per risparmiarne altri 200 nei prossimi due anni".

Tuttavia, il dirigente sembra fiducioso nell'avvento di un ambiente più salubre tra caricatori e vettori, nonché nel passaggio da strategie del tutto basate sui costi ad un approccio al cliente fondato sulle esigenze di servizio. In un simile scenario i vettori regionali potranno conseguire vantaggi particolari, secondo Miles, il quale ha sottolineato l'importanza di "quei vettori che spingono avanti il proprio marchio al fine di contrastare la banalizzazione commerciale".

Quanto alle relazioni con la clientela, Kadar ha consigliato alle linee di navigazione di costituire organizzazioni veramente sensibili alle necessità dei clienti, in cui rappresentino la norma gli accordi a lungo termine caratterizzati dalla comunicazione a doppio senso e la fornitura di servizi a valore aggiunto "mirati e su misura".

Gli utenti dei servizi di trasporto marittimo hanno avuto poche prove della effettiva realizzazione di questi cambiamenti. Olle Widigsson, direttore dello sviluppo della logistica presso la Stora Purchasing & Logistics e vice presidente del Consiglio Europeo dei Caricatori, ad esempio, riferendosi ai caricatori ed ai vettori ha dichiarato che essi sono in guerra gli uni con gli altri. "Le linee di navigazione non hanno ancora iniziato a costituire partecipazioni razionali e mature con i loro clienti" ha detto "e rifiutano di rinunciare a diverse prassi - quale la fissazione di prezzi collettivi - che dispiacciono così tanto ai caricatori".

Barry Horowitz, vice presidente del consolidatore di merci Direct Line Cargo Management Services, con sede negli Stati Uniti, è d'accordo con Widigsson. Riferendosi al desiderio del settore di appigliarsi a concezioni quali l'immunità anti-trust e ad un datato (1930) regime della responsabilità, Horowitz ha etichettato il settore del trasporto marittimo di linea come "né particolarmente innovativo né specialmente flessibile". Egli ha dichiarato che a dispetto delle innovazioni sul fronte tecnologico, vale a dire la rivoluzione del container, molti - se non la maggior parte - dei metodi e delle prassi di cui ci si serve per condurre questa attività non sono mutate in modo significativo nel corso degli anni.

Tuttavia, egli ha argomentato che i processi rivoluzionari potrebbe condurre a "un periodo di grandi cambiamenti nel settore di linea. Le compagnie di navigazione - ha detto Horowitz - dovrebbero concentrare la loro attenzione su quattro obiettivi principali: diversificazione dei servizi; sviluppo dei sistemi telematici; riorganizzazione strutturale ed operativa; deregolamentazione".

Ad esprimere il punto di vista degli agenti marittimi nel corso della sessione inaugurale è stato W. Grove Conrad, presidente e dirigente capo della Norton Lilly International Inc. di New York. Conrad ha affermato che il settore è alla fine diventato un'attività fondata sulle merci. "Gran parte della strategia della navigazione marittima di linea è basata sul far sì che le merci siano più economiche da movimentare in grossi quantitativi" ha argomentato. "A differenza di molti dei nostri clienti caricatori, la maggior parte delle compagnie di navigazione di linea non sembra preoccuparsi molto della gestione del marchio. Bassa tecnologia, prodotti indistinguibili, elevati livelli di sostituibilità e prezzi avanti tutta: questa è la navigazione di linea per definizione".

Avverte Conrad: "La mancata creazione di un marchio ovvero di un patto reciprocamente riconosciuto tra caricatore e vettore ha fornito notevoli opportunità ai vettori comuni che non adoperano navi ed a tutti quanti i terzi fornitori di logistica".

Egli ha indicato in particolare alcune società, come la Fritz e la Airbourne Express International, che sono in una posizione particolarmente forte. "Esse sono andate a riempire il vuoto esistente, avendo realizzato un ponte - di cui si sentiva la mancanza - tra la merce ed il consumatore" ha dichiarato. "E questi fornitori logistici sono stati in grado di conseguire regolarmente un margine in più (proventi a valore aggiunto) persino nell'ambito di direttrici di traffico in cui vi era una seria concorrenza".

Conrad ha sottolineato come vi fosse l'esigenza di una urgente risposta allo scopo di conservare ai vettori le attività più remunerative. "L'operatore di linea deve disporre dei sistemi e della volontà per reinventarsi al fine di poter fare fronte a qualsiasi cosa (comunicazioni elettroniche, vendite elettroniche, ricerca elettronica, ecc.)" ha dichiarato. "Tuttavia, essi devono anche avere l'abilità, l'accortezza ed i sistemi che gli consentano di non consegnare a caricatori che non riusciranno a pagare".

Riassumendo, forse l'ultima parola spetta a Horowitz, il quale ha concluso che il settore di linea se la passa male e soffre da tempo di una malattia cronica. "I sintomi del malanno sono curabili, ma la cura non è stata ancora scoperta" ha affermato. "Forse, la miglior cosa che possiamo fare è quella di augurare al settore di linea buona fortuna e mare calmo".
