L'avanzata dei porti minori giapponesi

Al contrario di quanto è accaduto ai primi cinque porti containerizzati giapponesi, in cui i flussi di traffico containerizzato sono stati relativamente stagnanti negli ultimi anni, i porti minori del Paese hanno generalmente fatto registrare buone prestazioni. Infatti, molte di tali infrastrutture hanno sperimentato tassi di crescita a doppia cifra nei loro risultati degli anni '90.

I dati pubblicati in ordine ai primi 50 porti del Giappone, ad esempio, hanno rivelato che nel 1998 sono stati complessivamente movimentati 10,6 milioni di TEU, con un calo del 2,5% rispetto al totale di traffico del 1997, ammontante a 10,9 milioni di TEU. Tuttavia, laddove i primi cinque scali (Tokyo, Yokohama, Kobe, Nagoya ed Osaka) hanno movimentato una percentuale di contenitori pari al -3,6% (per un totale di 8,74 milioni di TEU) rispetto al 1997, i 45 porti locali che trattano regolarmente traffico containerizzato hanno fatto registrare un miglioramento del 3,3% per 1,86 milioni di TEU.

Sebbene il tasso di crescita sia stato molto più lento di quello registrato nel 1996 e nel 1997, la loro quota del mercato containerizzato giapponese ha mostrato un altro incremento, essendo aumentata dal 16,4% del 1997 al 17,6% del 1998.

La spiegazione di tale differenza nei tassi di crescita sta in varie ragioni. Tra esse vi sono il sempre maggiore ruolo di questi porti nei traffici interasiatici, l'incremento delle movimentazioni di trasbordo e di carichi locali da e per la Corea del Sud, nonché il più diffuso uso dei servizi di trasporto marittimo costiero - al posto del trasporto ferro-stradale - nelle movimentazioni di carichi all'interno del Giappone.

L'autotrasporto è molto costoso in Giappone, tanto che le tariffe per la movimentazione da Yokohama a Tokyo sono più alte di quelle della tratta transpacifica da Oakland a Yokohama. Come accade per i grossi porti, ciò si può in parte attribuire al sistema rigorosamente regolamentato delle autorizzazioni che vige nel Paese.

La Nippon Express, il gigantesco gruppo giapponese attivo nei settori delle spedizioni e della logistica, ha investito in misura rilevante in operazioni proprie di trasporto marittimo costiero ed offre sei rotte di linea, che scalano direttamente 19 porti su base regolare. E' in corso di valutazione una ulteriore espansione della rete.

Inoltre, le autorità cittadine che controllano molti dei porti in questione hanno investito in moderne infrastrutture ed attrezzature per la movimentazione dei carichi, tra cui quelle progettate per il servizio alle navi portacontainers cellulari.

Beffardamente, i porti minori hanno inoltre tratto vantaggi dai problemi che travagliano i maggiori scali giapponesi. La combinazione di un regime normativo antiquato e di prassi lavorative poco concorrenziali, che ha comportato l'etichettamento di questi ultimi come porti tra i più cari del mondo, ha indotto diversi vettori marittimi - tra cui la Sea-Land, la Maersk, la Yangming e la CMA - a sospendere gli scali diretti presso i porti giapponesi in alcune direttrici di servizio dall'Europa e dal Nordamerica all'Asia. In alcuni casi, i carichi giapponesi vengono instradati attraverso i porti sud-coreani e/o di Taiwan. Per un certo periodo di tempo, la CMA è arrivata a servirsi persino di Manila (nelle Filippine) quale proprio scalo-nodo per il Giappone.

Naturalmente, anche i fattori commerciali hanno influito sulle decisioni di questi vettori. La recessione economica giapponese ha comportato la stagnazione delle esportazioni, mentre le importazioni sono calate. Ed è improbabile che questa tendenza possa cambiare sul breve termine, a dispetto delle recenti iniziative governative. Il Giappone è anche caratterizzato da una popolazione di età media avanzata, il che significa che il livello di consumo è più basso rispetto a quello di molti altri mercati asiatici.

Anche i produttori ed i caricatori perseguono sempre di più il concetto dei porti minori. Essi ritengono che queste infrastrutture assicurino un migliore servizio ad un costo minore rispetto a quello dei porti maggiori. In molti casi, poi, la scelta dei collegamenti di linea e di raccordo cui hanno accesso è in aumento.

La Canon, una delle più grandi imprese elettroniche del Giappone, fornisce un chiaro esempio del perché le società abbiano adottato una simile strategia. Spiega Kazuo Sugioka, direttore generale del dipartimento pianificazione logistica della Canon: "Noi disponiamo di impianti e di infrastrutture di assemblaggio dislocati in tutto il Giappone e questo ha voluto dire costi logistici in aumento per le nostre esportazioni. Per tale ragione, abbiamo messo in atto un programma fondato sul riempimento dei containers presso i singoli impianti e quindi sull'instradamento dei medesimi attraverso i porti locali. Abbiamo scoperto che ciò comporta benefici dal punto di vista dei costi ed in molti casi ci ha aiutato a ridurre le scorte ed a diminuire i tempi morti tra l'assemblaggio del prodotto ed il punto di vendita".

Nel novembre del 1996, la Canon ha iniziato ad utilizzare il porto di Hososhima al posto di quello di Hakata per l'esportazione di stampanti a getto di inchiostro a bolla prodotte presso l'impianto Miyazaki Daishin Canon. Le consegne vengono ora instradate sul servizio costiero della Imoto Lines alla volta di Kobe, laddove si connettono con i vettori di trasporto marittimo a lungo raggio che vendono i propri servizi alla Canon.

Un programma di importanza ancora maggiore si concentra sul porto di Sendai (nella prefettura di Miyagi) , dove la Canon ha costituito un'associazione commerciale per la logistica. Essenzialmente, la società esporta la maggior parte dei propri carichi provenienti dall'impianto di Fukushima via Sendai, dove funzionano diversi servizi internazionali tra cui un collegamento settimanale a giorno fisso offerto dalla Grand Alliance (Hapag-Lloyd, NYK Line, OOCL e P&O Nedlloyd) da e per il Nordamerica. Le esportazioni europee della Canon sono instradate, attraverso il porto in questione, sui servizi locali alla volta della zona della Baia di Tokyo.

Uno dei più importanti porti regionali è Kitakyushu (nella prefettura di Fukuoka), che movimenta oltre 400.000 TEU all'anno. Le attività containerizzate del porto, che appartiene all'Autorità municipale di Kitakyushu - la quale inoltre lo gestisce - sono in fase di espansione con lo sviluppo di un nuovo terminal nel distretto di Hibikinada. Lo Hibiki Container Terminal segue in tutto e per tutto la concezione di "scalo-nodo del Mar Giallo" del porto, in cui esso funge da nodo per i carichi originati dal e destinati al Giappone Occidentale e da e per la regione della Cina settentrionale.

La fase iniziale del programma di sviluppo comporterà la realizzazione di infrastrutture ed ormeggi in grado di movimentare un altro mezzo milione di TEU all'anno. Esso sarà completato e pienamente operativo per il 2003. Nel 2020, saranno state costruiti 12 nuovi ormeggi, sei dei quali disporranno di un pescaggio lungobanchina di 15 metri, mentre l'area territoriale sarà stata ampliata a più di 540 ettari e la capacità produttiva sarà stata aumentata sino ad 1,5 milioni di TEU all'anno.

Oltre al progetto del terminal containers, le autorità comunali stanno provvedendo al miglioramento del nuovo aeroporto di Kitakyushu. Ciò darà al porto l'opportunità di sfruttare il crescente mercato della logistica aero-marittima.

Nella prefettura di Ibaraki, situata subito al di fuori dell'area metropolitana di Tokyo, è emerso un certo numero di piccoli porti quali centri di movimentazione contenitori. Tra essi vi sono Hitachi e Kashima, che ospitano entrambi un misto di servizi internazionali ed interni.

Hitachi, ad esempio, dispone di servizi regolari da e per il Sud-Est asiatico e la Cina. Sul fronte interno, operano linee di navigazione regolari da e per Hokkaido, Shikoku e Kyushu.

Nel contempo, è in corso di sviluppo a Hitachinaka un complesso portuale a pescaggio profondo del tutto nuovo al fine di supportare i crescenti flussi di traffico containerizzati in ingresso ed in uscita da questa regione. A dicembre di quest'anno, verrà inaugurato il North Wharf Container Terminal del porto, a disposizione di tutti, mentre presto dovrebbe cominciare la programmata costruzione del molo centrale. Entrambi i terminal disporranno di un pescaggio lungobanchina di 15 metri, sebbene il secondo possa accogliere un ormeggio con almeno 16 metri di profondità, idoneo a ricevere la prossima generazione di portacontainers super-post-Panamax. Sono in corso di installazione moderne attrezzature di gru a cavalletto e di sistemi per le attività retroterminalistiche.

Il porto, tuttavia, sta sperimentando una fase di cambiamenti a livello operativo e gestionale che mirano lontano. L'autorità locale, che possiede il porto, ha costituito una distinta società, denominata HF (Hitachinaka Futo Co Ltd), al fine di effettuare vari servizi portuali, fatta eccezione per le funzioni centrali di stivaggio e di gestione del terminal. Il porto ha in programma l'offerta di servizi 365 giorni l'anno, 24 ore su 24, a prezzi notevolmente più bassi di quelli delle altre infrastrutture per la movimentazione di contenitori site nella zona della Baia di Tokyo.

Il porto in questione, inoltre, dovrebbe trarre vantaggio dal suo hinterland industriale in fase di crescita. Diversi fra i più grandi centri produttivi del Giappone, tra cui la Canon, la Hitachi, la Matsushita Electric, la Nissan, la Isuzu e la Bridgestone, sono situati ad Ibaraki e/o nelle confinanti province di Tochigi e Guma.

In termini di attività di distribuzione e trasporto, la HF ha già stipulato contratti con grosso modo una dozzina di società, con le quali costituirà un'associazione commerciale operativa in porto.

Anche nell'ambito della Baia di Osaka, diversi porti containerizzati minori sono stati sviluppati ed ora movimentano traffico containerizzato internazionale. Uno dei più importanti è Sakai-Semboku, che si trova a circa 30 miglia da Osaka. Il suo terminal containers Sukematsu Wharf, che dispone di due ormeggi (con pescaggio lungobanchina di 12 metri) e di tre gru a cavalletto bordo-costa, ha la capacità di movimentare ben oltre un quarto di milione di TEU all'anno. Esso ha iniziato ad accogliere servizi internazionali di linea nel 1996 ed attualmente lavora navi appartenenti alla Ningbo Ocean Shipping Co, alla OOCL ed alla Shangdong Yantai International Marine.

Per il futuro, il porto si sta attrezzando per accogliere le navi più grandi impiegate sui traffici a lungo raggio. E' in fase di costruzione un nuovo ormeggio da 300 metri, con un pescaggio di 14 metri; esso sarà in grado di movimentare navi di almeno 50.000 tonnellate di stazza lorda.

Hakata, al contrario, per un certo numero di anni è stato caratterizzato da operazioni di linea primaria di diversi operatori. Il Kashii Park Port Container Terminal di questo scalo movimenta vari servizi della Grand Alliance, della New World Alliance e della Evergreen.

Hakata, che è amministrato dalla municipalità di Fukuoka ed è situato nel cuore della fiorente regione di Kyushu, ha sperimentato diversi anni di consistente crescita. Dal 1993, la produzione di movimentazioni containerizzate del box è aumentata dell'80% circa, salendo da 204.106 TEU sino al record di 360.000 TEU nel 1998.

Per il 1999 ci si aspetta una ulteriore crescita, dato che è in programma il miglioramento delle infrastrutture a terra. Il completamento del collegamento dalla Fukuoka Urban Expressway alle Autostrade di attraversamento di Kyushu, ad esempio, apporterà sollievo all'intasamento del traffico e ridurrà i tempi di consegna da e per il porto. Inoltre, l'amministrazione portuale ha recentemente ridotto una serie di tariffe, tra cui i pedaggi per gli utenti e quelle inerenti alle infrastrutture per la refrigerazione, allo scopo di conservare la propria posizione concorrenziale.

Sempre nella zona di Kyushu, sta emergendo il porto di Oita. Situato all'estremità occidentale del mare interno di Seto, il porto movimenta un'ampia gamma di servizi interasiatici, tra cui diversi con la Cina. Sul fronte interno, vengono offerte connessioni regolari alla volta di una gamma completa di porti e città nel Giappone occidentale ed orientale.

Oita sta altresì incrementando la propria quota del mercato locale di Kyushu, dal momento che i miglioramenti al sistema autostradale stanno dando impulso alla sua competitività in ordine al servizio di città quali Kitakyushu, Miyazaki e Kagoshima.

Dal momento dell'apertura alla fine del 1996 dell'Ozai Container Terminal, appositamente progettato, il traffico containerizzato è salito vertiginosamente dai 2.080 TEU del 1996 ai 5.248 TEU del 1997. Sebbene i volumi siano calati nel 1998 in conseguenza della crisi economica asiatica e della riduzione delle esportazioni giapponesi - quali resine, gomme sintetiche ed altre materie prime - alla volta del Sud-Est asiatico, ci si aspetta che il livello dei traffici si riprenda nel 1999.

Il nuovo servizio Nantai che collega il porto a Hong Kong e Kaohsiung e mediante trasbordo alla Cina centrale, al Sud-Est asiatico ed all'Africa meridionale ha già assicurato un notevole impulso, mentre i vettori già presenti (la Nam Sung Shipping, la Cho Yang Shipping e la Minsheng Kambara Marine Shipping) stanno avvalendosi di migliori prospettive commerciali di quelle che avevano nel corrispondente periodo del 1998.

Quanto al futuro, il porto sta portando avanti tutta una serie di iniziative a valore aggiunto che gli consentiranno di offrire ai propri clienti un'ampia gamma di attività di distribuzione e di magazzinaggio. L'ampliamento delle possibilità di accesso al porto dall'estero è uno degli aspetti di questa speculazione.

Shimonoseki, situato nella prefettura di Kiyoshi Ejima, è un altro porto che ha effettuato investimenti in moderne infrastrutture per la movimentazione di contenitori. Di conseguenza, sono stati attirati in loco diversi nuovi servizi e la gamma delle destinazioni di origine ed esportazione messa a disposizione dei clienti locali è aumentata sensibilmente.

Nello scorso mese di aprile, la OOCL ha ampliato la propria già estesa rete di servizio ai porti locali giapponesi, includendo Shimonoseki nelle proprie operazioni settimanali a giorno fisso Shikoku/Taiwan.

La OOCL ora scala 27 porti in Giappone e, secondo Stephen Ng, direttore traffici interasiatici della compagnia di navigazione, "dispone della rete più estesa di qualsiasi altro vettore nel Paese". Egli ritiene che i porti locali possano offrire buoni servizi, mentre i vettori vengono in tal modo messi in condizione di fornire ai propri clienti "pacchetti di gestione della catena dell'offerta migliorati ed a costi inferiori".

Anche il porto di Kawasaki ha fatto registrare un grosso incremento: i suoi traffici containerizzati sono aumentati più del 70% nel 1998 appena oltre i 43.000 TEU. L'hinterland del porto è un importante centro per le industrie specializzate in componenti di automobili. Molti produttori hanno scelto di servirsi del porto locale e dei servizi regionali per le proprie esigenze di importazione ed esportazione, piuttosto che di una delle grandi porte d'accesso per il trasporto marittimo a lungo raggio del Paese.

Nel contempo, Mizushima trarrà vantaggi dalla decisione della Chun Kyung Shipping e della Korea Marine Transport Co di incrementare sino a tre partenze settimanali la propria connessione settimanale a giorno fisso che collega il porto in questione a Ulsan e Busan.

I porti minori giapponesi sembrano avere un futuro roseo. Dato che il governo sta investendo sempre maggiori fondi in programmi infrastrutturali e sta riducendo le imposizioni fiscali nel tentativo di rivitalizzare la domanda interna, il livello dei traffici dovrebbe aumentare. D'altro canto, essi continueranno a trarre vantaggi dagli elevati costi del trasporto terrestre e dalla pressione politica sempre più finalizzata a far sì che la movimentazione delle merci avvenga nel modo più attento alle questioni ambientali; in altre parole, via mare.

Nel caso dei porti giapponesi, si può dire con sempre maggiore sicurezza che "piccolo è bello".
