Mare calmo per il noleggio

"Le linee di navigazione da battaglia sono state richiamate" ha scritto la HR (Howe Robinson) di Londra nel proprio ultimo rapporto trimestrale sulla situazione del mercato di noleggio delle portacontainers. Il broker, sebbene abbia suggerito che il pendolo stia indirizzandosi verso gli armatori, si è guardato bene dall'affermare che sia possibile una ripresa sostenuta. "Dobbiamo aspettare che sia passato il periodo estivo… in questa prima fase, qualsiasi ripresa potrebbe essere fragile e momentanea".

Sentimenti simili sono stati espressi dall'importante broker amburghese Mentz Decker e da alcuni dei principali armatori greci, quali la Tsakos Shipping e la Costamare Shipping.

"Nelle ultime settimane, abbiamo registrato l'acquisizione di altra attività" ha dichiarato Oliver Ahrens della Mentz Decker. "Ciò è stato particolarmente degno di nota specialmente nella categoria autosufficiente "altamente pressurizzata" delle unità da 1.600/1.700 TEU, laddove le tariffe erano piombate dai 15.000/16.000 dollari al giorno di due anni fa ai recenti 6.250 o ancora meno dollari al giorno".

Stephan Bade, socio della L&B (Leonhardt e Blumberg) di Amburgo, si è dichiarato estremamente ottimista; dice infatti: "Vi sono così tanti progetti ed idee nel mercato al momento da farmi ritenere che le tariffe si riprenderanno assai alla svelta. Stiamo già assistendo alla risalita dei prezzi da 50 a 100 dollari per ogni nuova movimentazione nella gamma dimensionale dei 1.500/1.800 TEU e questa è una situazione di cui possiamo essere contenti". Tuttavia, Bade non ravvisa un immediato ritorno alle tariffe di noleggio a cinque cifre per le navi di questa categoria dimensionale. Ciononostante, egli ritiene che i recenti sviluppi siano forieri dell'inizio di una ripresa a lungo termine.

"I sentimenti stanno cambiando" ha dichiarato. "Laddove c'era una diffusa sensazione negativa nel mercato in seguito alle crisi finanziarie asiatica, russa e brasiliana, le recenti attività hanno indotto ad un cauto ottimismo".

Stelios Glyptis, dirigente del settore noleggio della Tsakos Shipping con sede al Pireo, non ha dubbi in ordine al fatto che "il peggio è passato". "Ci saranno alcuni alti e bassi per il resto dell'anno, ma la crisi è passata" ha dichiarato. " Ci aspettiamo un notevole miglioramento nel 2000 dal momento che la domanda e l'offerta diventeranno molto meglio bilanciate".

Ahrens ha accennato al fatto che molti dei recenti contratti di noleggio a tempo conclusi nel settore dei 1.500/1.800 TEU comprendevano opzioni a 6 e 12 mesi. "I noleggiatori stanno cercando di fare il proprio meglio al fine di assicurarsi tali accordi, dato che essi si aspettano che il mercato continui a risalire".

E dunque, quali eventi hanno portato a questa improvvisa inversione di tendenza del mercato e quanto tempo ci vorrà prima che si possa rimediare al calo del 30-50% delle tariffe giornaliere di noleggio verificatosi negli ultimi tre anni (per gran parte delle dimensioni delle navi)?

I brokers e gli armatori sono stati unanimi circa i fattori che hanno portato alla svolta, ma si sono rifiutati di fornire indicazioni precise in ordine alla solidità di qualsiasi forma di ripresa. "Siamo cautamente ottimisti" ha fatto notare Ahrens. "Tuttavia, fino a quando non avremo assistito almeno ad alcuni mesi di attività, sarà impossibile dire se il mercato stia veramente cambiando a lungo termine".

Harald Winter, direttore della Walter Moller & Co con sede ad Amburgo, ha espresso un'opinione simile. "Non succede più che vi siano tre o quattro navi a caccia della stessa movimentazione" sostiene "e questo alimenta le nostre speranze". Egli si è riferito al mercato affermando che esso "mostra stabilità, ma a basso livello".

Senza dubbio, la principale ragione del recente mutamento di sentimenti è stato l'ingresso sul mercato nello stesso momento di diversi operatori di linea ad alto profilo alla ricerca di navi dalle medesime dimensioni. Il China Shipping Group con sede a Shanghai, che ha dato inizio nello scorso mese di aprile ad un servizio settimanale Nord Europa/Asia/Nord Europa, aveva richiesto 9 navi da 2.000/2.500 TEU; la Zim Israel Navigation Co aveva effettuato una richiesta di 6 navi della classe da 1.700/2.000 TEU per un nuovo collegamento transpacifico; infine, la Australia-New Zealand Direct Line era in cerca di tonnellaggio più veloce e più grande al fine di rimpiazzare la sua attuale flotta.

Nel contempo, vi sono segnali emergenti del fatto che in Asia sia cominciata una svolta economica e che sia nuovamente in fase di espansione la rete dei servizi di linea interasiatici i cui operatori avevano duramente risentito della crisi alla fine del 1997 e per tutto il 1998.

Inoltre, si sono verificate le "normali" influenze stagionali. La primavera è un momento che tradizionalmente consente ai vettori di dare nuovo impulso ai propri servizi e di riordinare le proprie esigenze di tonnellaggio e ciò normalmente conduce ad una folata di nuove attività in questo periodo dell'anno. Di qui la prudenza di diverse compagnie di navigazione nell'affermare che l'apparente svolta potrebbe non essere niente di più che "un ciclo stagionale più elevato della media" e nel voler attendere la fine dell'estate.

Ciononostante, tale intensa attività ha comportato un gradito sollievo per molti armatori e le tariffe per le navi della classe da 1.000 TEU sono state sospinte verso l'alto. In particolare, è stata attenuta la notevole pressione verso il basso sui prezzi di noleggio giornaliero per la navi della fascia dimensionale da 1.700 a 2.500 TEU (nominali), dato che le tariffe sono aumentate del 20% circa nelle ultime settimane. Secondo Ahrens, le attuali tariffe per una nave da 1.700 TEU (nominali) e 20 nodi di velocità sono già aumentate sino a circa 7.500 dollari al giorno, rispetto al basso livello rappresentato dai 6.000 dollari all'inizio dello scorso mese di marzo.

Tuttavia, il recente miglioramento non è stato avvertito in tutte le dimensioni di nave e le navi più piccole da 300/600 TEU hanno in realtà sperimentato quest'anno un calo dei prezzi di noleggio giornaliero (v. Tabella 1). Il settore più saldo è rimasto quello delle navi più grandi da 2.000 TEU ed oltre, le cui tariffe sono aumentate in media del 4% dall'inizio del 1999.

Fondamentalmente, peraltro, i segnali sono buoni, mentre il livello delle dismissioni è in aumento, quello delle ordinazioni di nuove costruzioni è in ribasso e le prospettive dei traffici globali sono ragionevolmente brillanti (tra il 5 ed il 7 per cento all'anno) per l'immediato futuro (v. Tabella 2). In tale ambiente commerciale, lo squilibrio a lungo termine tra l'offerta di tonnellaggio e la domanda di servizi di trasporto merci si sta attenuando e per il futuro ci si aspetta una sua ulteriore riduzione.

Inoltre, il mercato del noleggio trarrà benefici da un'attività meno speculativa sul fronte delle nuove costruzioni, in seguito alla recente abrogazione del sistema di esenzione fiscale e di finanziamenti navali tedeschi (KG) ed all'introduzione di una nuova imposta sul tonnellaggio. Nel corso degli anni '80 e '90, la normativa fiscale di questo Paese aveva alimentato il registro delle ordinazioni, il che - con il rallentamento dei traffici di linea unitamente alla crisi asiatica - aveva comportato negli ultimi anni seri problemi di eccesso di tonnellaggio ed il calo delle tariffe.

"Il vero problema" ha dichiarato Bertram Rickmers, principale della B. Rickmers GmbH & Co di Amburgo, "sta nel fatto che quel tonnellaggio era stato ordinato esclusivamente a scopo di esenzione dalle tasse e non per ragioni commerciali. La Germania è l'unica nazione al mondo in cui il desiderio di risparmiare sulle tasse è più sviluppato del desiderio sessuale".

Anche Jochen Dohle, dirigente capo del più importante armatore di portacontenitori della Germania, la Peter Dohle Schiffahrts-KG con sede ad Amburgo, attribuisce i problemi del mercato del noleggio al sistema KG. "Il nostro sistema fiscale ha cagionato danni incalcolabili e, sebbene noi abbiamo accolto favorevolmente la riforma, essa è arrivata troppo tardi perché possa fare da subito la differenza".

In effetti, il dirigente si riferisce all'ondata di ordinazioni effettuate prima del 5 marzo di quest'anno, data-limite che "rappresenta quasi un incubo per il futuro". Afferma Dohle: "Almeno la metà di queste più o meno 200 navi faranno il proprio ingresso nel mercato nei prossimi due o tre anni, e questo farà ritardare la ripresa. Ci vorrà molto tempo prima di poter nuovamente assistere all'applicazione di tariffe tra i 20.000 ed i 30.000 dollari al giorno per navi con capacità di carico pari a 2.500 TEU; al momento, queste sembrerebbero le tariffe adeguate per tale tipo di tonnellaggio".

Claus Peter Offen, presidente e direttore esecutivo della Reederei Claus-Peter Offen GmbH & Co di Amburgo, e Rickmers la pensano diversamente da Dohle, nel senso che non ritengono che molte delle recenti ordinazioni vengano alla fine effettivamente consegnate: "I contratti siglati devono essere validi e non rescindibili" ha affermato, sapendo che in molti casi il finanziamento bancario non esiste e che oggigiorno il finanziamento è più difficile a causa dello stato del mercato del trasporto marittimo di linea.

La NR (Norddeutsche Reederei), una delle più grosse imprese di finanziamento marittimo in Germania, sebbene preveda un rallentamento delle ordinazioni in conseguenza dei mutamenti fiscali, ritiene che per gli armatori tedeschi finiranno per prevalere le opportunità di investimento. "Noi cerchiamo per il futuro un investitore orientato ai ricavi, piuttosto che un investitore orientato al risparmio fiscale" ha dichiarato il direttore esecutivo della NR, Friedrich Detjen. "I cambiamenti comporteranno altresì un tipo di finanziamento più competitivo in altri settori, quale il finanziamento azionario".

Al momento attuale, peraltro, la NR non ha in programma alcuna ordinazione di ulteriore tonnellaggio containerizzato. "Abbiamo adottato un approccio del tipo guarda ed aspetta; reagiremo, quindi, a seconda delle necessità del mercato" ha aggiunto Detjen.

Nel frattempo, la Hanseatische Capital, una delle principali società di finanziamento tedesche, che è stata molto impegnata nell'attività di finanziamento del tonnellaggio containerizzato, ha già dirottato la propria attività verso altri settori marittimi a causa della brutta situazione del mercato di linea.

In ordine alle imposte sul tonnellaggio, i vari dirigenti interpellati si sono dimostrati riluttanti a fare commenti poiché il parlamento tedesco non ha ancora formulato i regolamenti relativi alla loro applicazione.

Offen è sembrato ottimista riguardo al fatto che le tariffe giornaliere di noleggio possano aumentare del 10% nella seconda metà del 1999. "Non si tratta di un incremento clamoroso" ha detto "in particolare perché avremmo bisogno di una percentuale del 100% per raggiungere il livello del recupero dei costi; tuttavia, ciò potrà costituire un aiuto".

Offen si è detto incoraggiato dal generale incremento delle attività e dal fatto che gli operatori - rispetto a nove mesi fa - sono pronti ad affidarsi a contratti di noleggio più lunghi (da sei mesi a due anni). In precedenza, gli operatori si sono limitati ad accordarsi per periodi di noleggio relativamente a breve termine (tre/sei mesi con opzioni) ed alcuni armatori avevano dovuto far fronte alla inoperosità del tonnellaggio, alle zavorrazioni ed a costosi viaggi di riposizionamento.

"Il problema delle movimentazioni a breve termine è che esse sono più impegnative dal punto di vista dei tempi di amministrazione" ha dichiarato Jan-H. Heikes, direttore esecutivo congiunto della Stüwe & Co, anch'essa con sede ad Amburgo. La società, che gestisce e/o è l'agente in esclusiva del noleggio di 60 portacontainers con capacità sino a 1.000 TEU, ha assistito alla progressiva diminuzione delle tariffe di noleggio giornaliere nell'ambito del proprio mercato primario ed alla sostituzione di periodi di noleggio da 6/12 mesi con periodi di soli tre/quattro mesi.

In effetti, molte navi di queste fasce dimensionali minori sono maggiormente orientate a movimentazioni "lampo", secondo la Howe Robinson. "Sembra chiaro che queste navi, che hanno resistito alla spirale verso il basso dello scorso anno in ragione della domanda creata dal ridimensionamento finalizzato ad affrontare la riduzione dei volumi, stanno perdendo i favori dei clienti" ha commentato il broker nel proprio rapporto relativo al primo trimestre 1999.

Ciononostante, la Stüwe confida che possa configurarsi uno "stabile futuro" per le piccole navi nei traffici quali il bacino mediterraneo, i Caraibi e l'Europa settentrionale (Mare del Nord e Mar Baltico). "Vi sono vari progetti per togliere i camion dalle strade" ha detto Heikes. "Dato che le navi sono più razionali dal punto di vista dei costi e più sensibili all'ambiente, ciò contribuirà ad ingenerare una ulteriore domanda per il settore delle dimensioni da 250/500 TEU".

Il dirigente ritiene, altresì, che i vettori di linee primarie razionalizzeranno i propri itinerari di servizio europei e presteranno maggiore attenzione alle reti fondate sulla concezione a raggiera. "Sta succedendo in Asia e nelle Americhe ed è solo questione di tempo prima che il concetto raggiunga l'Europa" ha dichiarato Kenneth Mahler, l'altro direttore esecutivo della Stüwe. Egli ritiene che tale tendenza farà crescere le dimensioni delle navi europee destinate ai traffici di raccordo sino a circa 700 TEU.

Anche la Walther Moller & Co, che controlla una flotta di oltre 40 navi - due terzi delle quali caricano meno di 700 TEU - è cautamente ottimista. "Questo settore di tonnellaggio ha ritrovato un migliore equilibrio alla luce della minore attività di nuove costruzioni, mentre le specifiche richieste per traffici quali quelli da e per la Scandinavia hanno puntellato i livelli tariffari" afferma Harald Winter, uno dei direttori della Moller.

Il dirigente ha sottolineato la necessità per gli operatori dei mercati regionali di mantenere un'elevata frequenza delle partenze. "I clienti desiderano partenze nel tardo pomeriggio ed arrivi al mattino presto" sostiene Winter. "Se si aumentano troppo le dimensioni della nave, i tempi in porto si allungano e gli orari non vengono rispettati. E questa è una buona notizia per il settore delle piccole navi".

La Moller non ha in programma l'ordinazione di grandi navi da 3.000/4.000 TEU. "E' un gioco assai rischioso" ha detto Winter. "Anche se un armatore riesce ad assicurarsi un noleggio quadri-quinquennale con un operatore di linea primaria, che cosa accadrà a quella nave una volta terminato il contratto?".

Al contrario, la Danaos Shipping con sede al Pireo ha concentrato la propria strategia d'investimento nella fascia dimensionale dei 2.500/4.000 TEU. "Noi non acquisteremo tonnellaggio al di sotto dei 2.000 TEU" ha dichiarato John Coustas, direttore esecutivo della Danaos. "Queste navi hanno una buona domanda presso gli operatori indipendenti e dispongono di flessibili opportunità commerciali. Inoltre, quando gli utenti delle navi da 2.000 TEU migliorano i propri servizi, passano alle unità da 3.000 TEU. Noi pensiamo che quest'ultimo settore non sia ancora troppo frequentato e che vi siano molte interessanti opportunità da esplorare".

La Dohle resta molto impegnata nel settore delle dimensioni medio-piccole (fino a 2.500 TEU) del mercato minore. "La nostra attenzione è concentrata sui traffici di raccordo europei e su quelli nord/sud" ha spiegato Dohle. "Naturalmente, noi accoglieremmo con favore le opportunità che si presentassero di fare ingresso nel settore delle grandi navi, ma non è nostra intenzione quella di diventare uno strumento di finanziamento delle grosse compagnie di linea".

In effetti, la sua strategia è quella di costruire tonnellaggio che soddisfi i mercati primari della compagnia di navigazione. Dohle ravvisa che vi siano opportunità per le navi di raccordo più veloci - da 800/900 TEU (nominali) a 18/19 nodi - e per le navi autosufficienti da 3.000 TEU (nominali) nei traffici sudamericani.

Rickmers ha adottato un'opinione simile. "Dato che le linee di navigazione primarie si stanno avviando verso unità da 8.000 TEU, la domanda per le navi feeder finirà per crescere" sottolinea. Egli ritiene che la navi da 900/1.500 TEU siano ancora soddisfacenti, ma pensa che l'iniziativa di offrire ai clienti tempi di viaggio più veloci aumenterà sensibilmente la velocità di servizio. Rickmers al momento dell'intervista era prossimo a definire un'ordinazione di 4 navi da 1.200 TEU presso un cantiere sud-coreano.

Nel frattempo Dohle sta valutando un certo numero di opzioni relative all'attività sudamericana. Tuttavia, a detta di Dohle i programmi veri e propri della compagnia di navigazione saranno determinati dalle ricadute dell'ondata di razionalizzazioni vettoriali in questo mercato e dalla disponibilità di tonnellaggio sul mercato di seconda mano.

La Offen si è già mossa in tale direzione, avendo siglato un contratto per 5 navi dalla capacità di 3.400 TEU con la Samsung Heavy Industries in Corea del Sud. "Queste unità sono uniche sotto diversi aspetti" ha spiegato il direttore esecutivo della compagnia di navigazione. "Esse saranno attrezzate con 4 gru da 45 tonnellate, saranno caratterizzate da una capacità di carico refrigerato di 1.080 TEU ed avranno una velocità di servizio di 24 nodi". Programmate per la consegna nel 2001, le navi verranno noleggiate per cinque anni, più un'opzione per altri 5 anni, alla P&O Nedlloyd.

La Offen ha sottolineato l'importanza dell'istituzione di relazioni a lungo termine con i noleggiatori e della necessità di una risposta in tempi brevi alle tendenza di mercato. Le nuove alleanze ed i nuovi raggruppamenti comportano modifiche ed armonizzazioni delle politiche di noleggio che possono avere un notevole impatto sulle attività degli armatori. Noi dobbiamo essere l'armatore di prima scelta".

La strategia di Rickmers è quella diventare "il socio affidabile di certi operatori di buona levatura". "Dobbiamo sederci attorno ad un tavolo con i vettori e parlare delle loro future esigenze in termini di naviglio, di progettazione tecnica ecc., e di quello che siamo in grado di offrire loro" ha dichiarato. "E' questione di riuscire a fornire servizio, ancora servizio ed un servizio persino migliore".

Rickmers ha fatto riferimento agli stretti contatti della propria compagnia con la Contship Containerlines. "Abbiamo costruito 7 portacontainers da 2.200 piedi di concezione a basso pescaggio per i loro servizi Europa/Australia" ha detto "e dotate di software di bordo armonizzati".

Anche il capitano George T. Sardis, direttore esecutivo della Costamare Shipping Co con sede al Pireo, pensa che questo sia il modo secondo il quale il mercato del noleggio si sta evolvendo. "Il mercato delle portacontainers sta cambiando e gli operatori che una volta investivano in navi proprie adesso hanno grosse esigenze di capitale per supportare le proprie iniziative nei settori logistico e terminalistico" ha dichiarato. "Ciò per loro significa meno spese per le navi nonché la necessità di contattare armatori come noi affinché gli forniamo il tonnellaggio. Su questo fronte, stiamo lavorando a stretto contatto con diversi vettori".

Infatti, la Costamare ha sotto ordinazione 3 navi da 4.800 TEU da noleggiare a lungo termine all'operatore tedesco HL (Hapag-Lloyd), nonché 5 navi da 6.200 TEU per la statunitense Sea-Land. Il tonnellaggio in questione dovrebbe essere consegnato tra il 2000 ed il 2001.

"In ognuno di questi casi, ci siamo messi d'accordo con quegli operatori di costruire navi che potessero soddisfare le loro esigenze di traffico future ed adattarsi all'attuale profilo delle loro flotte" ha dichiarato Sardis. Il dirigente ha spiegato che, una volta concluso un contratto di noleggio, la Costamare non resta con le mani in mano. "Noi seguiamo le prestazioni delle nostre navi molto da vicino e facciamo fronte ad ogni problema rapidamente ed efficacemente". Questo ha rappresentato uno dei fattori del successo della Costamare nel contrattare noleggi a lungo termine con diversi tra i principali vettori a livello mondiale, tra cui la Zim Israel Navigation, la Maersk, la Sea-Land e la HL.

Anche l'altro armatore greco Tsakos Shipping ha concentrato la propria attività sul mercato del noleggio a tempo piuttosto che su quello del noleggio episodico. "Il 75% delle nostre navi è noleggiato per periodi di 6 mesi ed oltre" ha spiegato Glyptis, il quale ha altresì sottolineato l'importanza degli accordi di acquisto e noleggio a terzi della compagnia di navigazione. Negli ultimi anni, la Global Carriers ha negoziato con successo accordi con la APL e la Hanjin Shipping Co.

Coustas della Danaos ha sottoscritto accordi simili con la Hanjin; la compagnia con sede al Pireo, infatti, ha acquisito 6 navi della classe da 2.700 TEU dal gigante sud-coreano alla fine del 1997 ed all'inizio del 1998. Tutte quante, secondo Coustas, sono poi state rinoleggiate alla Hanjin per cinque anni.

Un volta terminati i contratti di noleggio esistenti, entrambi gli armatori sperano di poter rinnovare i propri contratti con gli stessi vettori. "Si tratta di rafforzare le nostre relazioni con le compagnie di navigazione di linea e di fare affari con loro" ha dichiarato George Saroglou della Global. La nostra compagnia segue in tutto e per tutto le indicazioni dei clienti; non siamo speculatori sul tonnellaggio".

Coustas (della Danaos) è d'accordo con Saroglou. "Noi conserviamo le nostre navi in eccellenti condizioni, di modo che esse possano continuare a fornire buone prestazioni. I nostri affittuari sono nostri soci e noi abbiamo un sacrosanto rispetto per i loro orari" ha detto Coustas. "Noi non risparmiamo né sforzi né denaro per conservare questa situazione".

In termini di richieste di futuro tonnellaggio da parte degli affittuari, Ahrens ha confermato che la velocità ha rappresentato un "fattore decisivo" nell'assegnazione di molti noleggi. "Le navi da 2.000 TEU ed oltre che vanno a 18/19 nodi non sono abbastanza veloci per i traffici primari, quali il transpacifico, il transatlantico e le rotte Europa/Asia/Europa" ha dichiarato. "La nostra esperienza nel 1998 è stata che le navi più veloci hanno procurato lavoro molto più facilmente del tonnellaggio più lento". Ahrens suggerisce che, nella fascia dimensionale da 2.000 a 3.000 TEU, la domanda si sta spostando verso l'alto da 21/22 nodi di oggi verso i 22/23 nodi.

Heikes è d'accordo. "In media, abbiamo assistito ad un incremento di 2 nodi di velocità nella maggior parte delle fasce dimensionali negli ultimi tre anni. La nostra sensazione è che gli affittuari abbiano bisogno di una riserva di velocità sufficiente a far rispettare gli orari alle proprie navi in caso di cattivo tempo e/o di aggiunta di porti di scalo con lo stesso numero di navi".

La Moller ha espresso le proprie perplessità in merito alla corsa a servizi a velocità molto alta mediante l'uso di navi speciali. "C'è soltanto un ristretto quantitativo di carichi che potrebbero essere movimentati su catamarani, mentre è improbabile che le tariffe di trasporto merci possano coprire i costi dell'esercizio di tali navi".

Pur ammettendo che la domanda di spazi refrigerati sia aumentata ad un livello approssimativamente pari al 20% degli spazi-containers complessivi attualmente disponibili con prese elettriche, Dohle ha fatto notare come - in pratica - ben pochi di essi vengano poi effettivamente utilizzati regolarmente. "Tutti quanti dichiarano a gran voce di averne bisogno, ma la nostra esperienza dimostra che difficilmente qualcuno se ne serve" sottolinea Dohle "…e naturalmente ciò va ad aggiungersi al costo capitale delle navi in termini di ulteriore cablaggio, impianto motore e progettazione".

La Offen, peraltro, sottolinea la crescente domanda di capacità refrigerata sottocoperta al fine di accogliere i carichi di maggiori dimensioni, come ad esempio la carne surgelata. "Se questi carichi venissero posizionati sul ponte" dichiara la compagnia "si potrebbero presto verificare problemi di stabilità". Le nuove serie di navi della Offen da 3.400 TEU ordinate in Corea, ad esempio, sono caratterizzate da un notevole numero di prese elettriche sottocoperta.

L'installazione di attrezzature sulle navi è un'altra cosa che comporta l'aggravio dei costi, ma in passato è sempre stata giustificata dagli armatori con la possibilità di richiedere premi più alti e con il miglioramento della flessibilità del servizio. Tuttavia, dato che i porti di tutto il mondo investono in moderne attrezzature per la movimentazione da banchina, Ahrens sostiene che il tonnellaggio autosufficiente costituisce ora un fattore meno importante che in passato. "Per molti vettori" ha detto "rappresenta una polizza d'assicurazione l'essere in grado di far rispettare l'orario alle navi nel caso di guasto o intasamento delle attrezzature portuali. Ciò non toglie, peraltro, che buona parte delle navi sino a 2.500 TEU siano autosufficienti e costituiscano ancora una necessità in certe zone".

Il broker ha sottolineato come in occasione delle recenti movimentazioni siano stati stipulati contratti nel cui ambito sono state fissate le medesime tariffe giornaliere sia per le navi attrezzate che per quelle non attrezzate.

Gli affittuari desiderano altresì tonnellaggio moderno e la flessibilità, al fine di essere in condizione di caricare un'ampia varietà di contenitori di tutte le dimensioni, e segnatamente le unità da 45 piedi sui traffici da e per gli U.S.A. Di conseguenza, gli armatori del tonnellaggio meno recente devono ancora accettare tariffe di noleggio più basse.

Guardando avanti, Dohle pensa che il mercato del noleggio sia destinato a navigare in "acque più tranquille". Egli ritiene che stia per avere luogo una costante ripresa, nel cui contesto i prezzi di noleggio giornaliero nei prossimi cinque anni perverranno ad un livello situato a metà strada fra il punto più basso registrato all'inizio di quest'anno e quello più alto del 1996.

Ma l'ultima parola spetta alla Howe Robinson: "Il mercato del noleggio delle portacontainers è alle soglie di una nuova era. La questione che armatori e affittuari devono ora affrontare è quella di stabilire se stiamo assistendo ad una spinta a lungo termine ovvero se stiamo solo sperimentando un'offensiva di primavera. Noi riteniamo che gli attuali indicatori puntino molto sulla prima ipotesi".

Sembra quindi che gli armatori non debbano fare altro che aspettare e stare a vedere.
