Cosco: la filosofia dei piccoli passi

La Cosco (China Ocean Shipping Group Company) si sta adattando ai fondamentali cambiamenti del proprio mercato nazionale ed alla intensificazione della concorrenza che da diversi anni si verificano nel settore marittimo, e cioè nel cuore delle proprie attività. A partire dal 1993, infatti, sono avvenuti diversi mutamenti di lunga portata a livello organizzativo, specialmente in relazione alla compagnia specializzata in servizi marittimi di linea, la Coscon (Cosco Container Lines).

L'unità in questione ha cercato in tutti i modi di scuotersi di dosso l'immagine che le era propria - nel settore del trasporto marittimo di linea - di vettore finanziato dallo stato, il quale aveva altresì ogni potere strategico in ordine ai prezzi ed alle problematiche inerenti le quote di mercato.

UN GIGANTE GLOBALE

  • Le attività comprendono armamento, agenzia marittima, spedizioni, operazioni portuali e terminalistiche e trasporto aereo. Inoltre, il gruppo è impegnato in attività finanziarie, nello sviluppo e nella gestione di immobili e nel turismo.
  • Effettua operazioni con una flotta di oltre 600 navi per complessivi 17 milioni di tonnellate lorde.
  • L'armata di mare containerizzata, esclusa la flotta del Fiume Yangtse e del delta del Fiume delle Perle, supera le 120 navi per una capacità di trasporto complessiva di circa 200.000 TEU
  • La compagnia serve più di 50 rotte e 1.200 porti di 170 paesi
  • Carica più di 3,3 milioni di TEU all'anno
  • Dispone di centri amministrativi di primaria importanza a Pechino, Shanghai, Hong Kong, Singapore, Tokyo, Secaucus (New Jersey), Londra ed Amburgo

Tuttavia, malgrado la recisione dei collegamenti diretti con il ministero delle comunicazioni, l'implementazione di nuovi programmi di gestione, l'avvio di alleanze collaborative rispetto a diverse rotte e la partecipazione ad un crescente numero di accordi di trattativa sulle direttrici di traffico nonché di associazioni armatoriali, la sensazione cui sopra si accennava resta per lo più immutata.

Una simile etichetta appare sempre più immeritata, dato che la Cosco di oggi è una compagnia di navigazione molto diversa da quella di dieci o persino cinque anni fa. In effetti, riguardo a certe rotte la Cosco afferma che i suoi prezzi sono più alti di quelli di alcuni vettori appartenenti a conferenze; inoltre, gli appelli più accorati alla stabilità ed al dialogo provengono proprio dall'operatore cinese.

La Tabella 1 mostra la portata della trasformazione accennata. La Coscon fa parte di otto (e più) "officine di discussione" sulle direttrici di traffico ed all'inizio di quest'anno si è aggregata alla Conferenza Contenitori Nord Europa/Israele. Inoltre, negli ultimi due anni si è assistito alla conduzione di trattative tra la linea di navigazione cinese e la più tradizionale ed affermata conferenza di trasporto marittimo di linea, vale a dire la FEFC (Conferenza Trasporto merci Estremo Oriente) con sede a Londra.

Oltre a ciò, la Cosco partecipa ad organizzazioni-chiave quali il Box Club e l'ASF (Foro Armatori Asiatici).

Gao Weijie, vice presidente della Cosco, spiega: "Negli scorsi anni si è assistito ad una grande volubilità nell'attività di linea e questo è avvenuto specialmente nel nostro mercato nazionale, dove abbiamo dovuto fronteggiare una moltitudine di nuovi concorrenti. I vettori appartenenti alle conferenze, così come quelli che non ne fanno parte, dovrebbero parlarsi l'un l'altro nell'interesse della promozione della stabilità. Questo è il modo migliore per conseguire il benessere a lungo termine nel nostro settore".

Tale concorrenza si è manifestata per lo più sotto la forma di vettori stranieri, che sono stati capaci di guadagnarsi una quota di mercato sulla scorta della superiorità dei servizi da loro offerti. Più recentemente, sono andate ad intaccare le attività locali della Coscon altre compagnie di navigazione cinesi come la CSG (China Shipping Group Company) di Shanghai, che ha perseguito in modo aggressivo le opportunità di lavoro che le si sono presentate (alla luce dei prezzi concorrenziali e degli orari di partenza rivisti) nei traffici a lungo raggio (Europa/Asia, Australia/Asia). La CSG è capeggiata dall'ex dirigente capo della Coscon Li Kelin.

La Coscon ha compiuto notevoli progressi sul fronte dei servizi, dato che adesso, secondo Gao, le sue prestazioni sui tempi di viaggio e la sua affidabilità possono essere messe a confronto senza problemi con quelle delle principali compagnie di navigazione globali. Con la CSG, peraltro, la battaglia finale sarà sui prezzi. La CSG giustifica le proprie tariffe di trasporto molto basse con la maggiore lentezza e le minori dimensioni delle sue navi.

Gao afferma che da quando la Cosco si è aggregata all'ASF nel 1992, ha fatto una vigorosa propaganda affinché i vettori si adoperassero maggiormente nello sviluppo della cooperazione, che a detta del dirigente costituisce il nucleo centrale dell'azione di miglioramento della stabilità dei traffici. A Gao piacerebbe altresì assistere ad un atteggiamento maggiormente responsabile degli armatori rispetto al fenomeno dell'eccesso di tonnellaggio mediante la dismissione del tonnellaggio più vecchio, che è anti-economico e fuori-standard.

Più recentemente, l'ASF ha richiesto l'immunità anti-trust alla FMC (Commissione Marittima Federale) di Washington al fine di poter condurre trattative in ordine ad un certo numero di questioni, tra cui l'utilizzazione della capacità, le tariffe di trasporto merci e le movimentazioni dei carichi nei traffici statunitensi.

Gao pensa che la Cosco si debba servire della propria partecipazione a tali organismi per "gridare più forte degli altri", dal momento che la maniera in cui la compagnia conduce la propria attività è ancora fraintesa da molti. Egli spera che il messaggio si stia lentamente diffondendo.

Inoltre, come sembra dalle parole di Gao e dei principali dirigenti della Cosco quando affermano che essa costituisce un significativo operatore di servizi di linea, la compagnia ha un importante ruolo da svolgere nell'azione di indirizzo della futura direzione del settore marittimo. Dopo tutto, la Cosco controlla la sesta armata di mare di linea a livello mondiale (approssimativamente 200.000 TEU), è presente in tutte le principali rotte (v. Tabella 2) e ha la propria sede in una delle più grandi - e certamente in più rapida crescita - economie del mondo. Ed è altresì significativo il fatto che la Cina abbia recentemente accettato di far parte dell'Organizzazione Mondiale dei Commerci.

Tuttavia, Gao riconosce l'importanza di offrire ai propri clienti una schiera più ampia di servizi a valore aggiunto. La Cosco è assai impegnata su questo fronte; tale impegno è ora supportato da "investimenti effettivi e mutamenti gestionali", secondo Gao. "Noi abbiamo intenzione di diventare uno dei principali soggetti nel settore della logistica" ha dichiarato.

Uno degli eventi maggiormente significativi degli ultimi 12 mesi è stato il divorzio della compagnia dal ministero delle comunicazioni. Fino all'inizio del 1999, il ministro cinese del settore era anche il presidente del consiglio di amministrazione della Cosco, mentre adesso la compagnia decide in proprio la nomina del proprio principale dirigente.

"Il processo di separazione ci ha assicurato maggiore libertà nello sviluppo delle nostre attività" riconosce Gao. "Ciò si dimostrerà molto importante in ordine alle problematiche di investimento, come l'acquisizione di nuove navi".

Gao, tuttavia, ha prontamente precisato che il processo in questione era cominciato sei anni prima con la creazione della Coscon e l'etichettamento dell'intero gruppo quale "organismo imprenditoriale". In effetti, a detta di Gao, ciò si è rivelato essere l'alba di una nuova era per la Cosco, dal momento che il rimodellamento societario è stato accompagnato da una serie di cambiamenti gestionali interni al fine di rendere la compagnia maggiormente reattiva ai mutamenti delle condizioni di mercato.

"Si dovrebbe rammentare che abbiamo dovuto adattarci da un sistema di pianificazione centrale gestito dal governo ad un'economia di mercato guidata dalle esigenze della clientela e dalle forze della concorrenza" ha dichiarato. "Si è trattato di una sfida non da poco, dato che le precedenti motivazioni erano determinate principalmente da questioni operative".

Chiaramente, la strategia della Cosco nel corso degli anni 70, '80 ed all'inizio degli anni '90 era fondata per lo più sulla realizzazione di un potere di mercato mediante l'espansione della flotta ed i programmi di ampliamento delle rotte. Nel settore di linea, ciò ha comportato l'acquisizione di tonnellaggio di seconda mano adatto ai contenitori, gran parte del quale non necessariamente del tutto appropriato ai traffici in cui veniva impiegato.

"Questo tipo di approccio ormai è superato" afferma Gao. "Il nostro obiettivo è ora quello di sviluppare servizi che rispondano pienamente alle esigenze dei nostri clienti… dove possibile, stiamo cercando di separare i nostri servizi dalla concorrenza e di metterci alla ricerca di nicchie di traffico che ci offrano i migliori ritorni".

Illustra Gao: "La nostra meta consiste nell'implementare le Quattro P al fine di soddisfare le Quattro C. Ciò significa far sì che la nostra organizzazione sia totalmente guidata dal mercato". Le P cui si riferisce Gao sono le seguenti:

sviluppare il Prodotto giusto per il cliente;

disporre del giusto meccanismo relativo ai Prezzi che rifletta il servizio offerto;

Promuovere la concreta comprensione e comunicazione con il cliente;

far sì che il carico venga raccolto/consegnato nel Posto giusto che sia conveniente per il cliente.

Ovviamente, il C - che secondo Gao rappresenta il fattore-chiave - è il cliente.

Il dirigente afferma che la cultura del cliente adesso "viene presa molto seriamente da tutta quanta la società". "Abbiamo effettuato corsi di formazione per tutti i dipendenti ed abbiamo incrementato gli scambi di personale tra gli uffici della Cosco" ha detto. Attualmente, la Cosco impiega approssimativamente 5.000 persone in 100 località.

E' stata altresì data una nuova conformazione alla dirigenza; una delle principali nomine più recenti è stata quella di Xu Lirong in qualità di dirigente capo della Coscon, che proviene dalla Borsa Marittima di Shanghai in cui svolgeva le funzioni di dirigente.

Inoltre, è stata intrapresa un'approfondita indagine della struttura capitalistica della società da parte della Bank of China International Holdings Ltd con sede a Hong Kong, nell'ottica di sviluppare "un'ottimizzazione degli assetti patrimoniali e del programma di strutturazione capitalistica".

La Cosco continua ad investire in beni patrimoniali e Gao sottolinea l'importanza del mantenere moderna la propria flotta. La Coscon ha in atto uno dei più grossi programmi di costruzione di nuove portacontainers, con sette altre navi post-Panamax dalla capacità di 5.250 TEU la cui consegna è prevista nei prossimi due anni. Il vettore, inoltre, sta per immettere nei propri servizi interregionali - principalmente inter-asiatici - una dozzina di navi o più da 1.400/1.600 TEU; esse andranno a rimpiazzare navi più piccole.

Il contratto per il tonnellaggio di linea fa seguito alle trattative tra la Cosco ed i suoi principali partners commerciali est/ovest, la Yangming e la K Line. La Yangming ha inoltre ordinazioni relative a navi più grandi (5 da 5.500 TEU), mentre la K Line è alla fase finale di valutazione delle proprie esigenze di tonnellaggio; a tale proposito, è atteso a breve un annuncio.

L'accordo tra la K Line, la Yangming e la Cosco, siglato nel 1996, ha rappresentato la prima importante alleanza operativa cui la Cosco si è aggregata. Sebbene esso sia partito come semplice reciproco accordo di condivisione degli spazi-containers in ordine ai traffici Europa/Asia e transpacifico, nel 1997 è stato esteso alla rotta Europa/Nordamerica. Alla fine del 1998 esso è stato ulteriormente rafforzato, dato che le tre linee di navigazione si sono messe d'accordo per cercare gli altri traffici e le altre questioni operative in cui si possa sviluppare una cooperazione. Ciò ha comportato la collaborazione delle tre linee di navigazione nel piccolo traffico tra l'Europa settentrionale ed il Mediterraneo (v. Tabella 2).

Un limitato gioco di squadra relativo agli equipaggiamenti sta altresì avvenendo presso un numero selezionato di porti, sebbene esso resti un accordo molto più libero di quelli della Grand Alliance o della New World Alliance, tanto è vero che non gli è stato neanche dato un nome specifico. Tuttavia, secondo Gao, esso ha funzionato estremamente bene e tutti i suoi partecipanti ne hanno tratto vantaggio.

Successivamente a questo accordo, che ha costituito una pietra miliare, la Cosco ha fatto il proprio ingresso in accordi selezionati con altri vettori, segnatamente con la Evergreen sul servizio Asia/Sudafrica/Costa Orientale Sudamerica e più recentemente con la Uniglory nell'ambito di un'operazione che collega la Cina con il Medio-Oriente. Questo nuovo servizio, che rimpiazza la connessione della Cosco già esistente, comporta l'utilizzazione di 7 navi della capacità di 1.600 TEU, cinque delle quali sono fornite dalla linea di navigazione cinese controllata dallo stato.

Quest'ultimo annuncio ha indotto diversi osservatori a suggerire che un accordo collaborativo più stringente, e forse persino una fusione tra i due gruppi, è "giusto dietro l'angolo".

Infatti, il dott. Chang Yung-fa, presidente del consiglio di amministrazione della Evergreen Group, recentemente ha rivelato alla rivista Containerisation International che potrebbero aver luogo ulteriori associazioni collaborative con la Cosco. Il dott. Chang, ad esempio, non ha escluso accordi in traffici quali il transatlantico ed il transpacifico.

Al momento attuale, tuttavia, ciò sembrerebbe improbabile, dato che entrambi gli accordi sono stati stipulati alla luce della necessità di razionalizzare il tonnellaggio impiegato nei rispettivi traffici. L'accordo Sudafrica/Costa Orientale Sudamerica con la Evergreen, ad esempio, ha indotto la Cosco a ritirare otto navi dalla rotta in questione. La linea impiega una sola nave che va ad aggiungersi alle 9 unità di capacità pari a 2.728 TEU della Evergreen e scambia spazi con la sua controparte taiwanese.

Gao ha menzionato altresì la necessità della Cosco di istituire un efficace sistema di marketing globale e di investire negli ultimi sistemi informatici. "E' di vitale importanza per noi compiere passi finalizzati ad una gestione più svelta e maggiormente efficace del flusso di informazioni" ha dichiarato "poiché ciò può ridurre il rischio di errori nella documentazione e contribuire ad accelerare le transazioni nonché ad abbreviare i tempi di consegna".

La Coscon secondo Gao sta facendo significativi progressi in relazione a diversi prodotti basati su Internet, tra cui il tracking ed il tracing dell'equipaggiamento e la registrazione dei carichi.

Per quanto attiene ai sistemi di gestione globale della compagnia di navigazione, Gao ha fatto riferimento ad una rete di centri regionali al servizio delle Americhe (Secaucus, nel New Jersey), dell'Europa (Amburgo), della Cina (Shanghai) e del bacino Asia-Pacifico (Hong Kong). "Questi uffici sono completamente integrati e sono dotati dell'autorizzazione a spendere il marchio Coscon, ma - allo stesso tempo - sono vicini alla clientela locale e, perciò, alle loro esigenze individuali".

Rispetto ai contratti globali, Gao ravvisa "grandi opportunità". "Abbiamo in pedi una rete tale da poter offrire accordi multi-traffico" ha dichiarato. "Non vi è alcun dubbio che essi stiano diventando sempre più importanti". Gao si riferisce allo specifico dipartimento vendite globali istituito presso la sede centrale della Coscon a Shanghai al fine di illustrare il significato che il vettore adesso attribuisce agli accordi di questo tipo.

Peraltro, i problemi di natura normativa ancora persistono e la Coscon è tuttora impelagata in contrasti con il governo statunitense e la Commissione Marittima Federale in ordine a diversi aspetti della legge di riforma del settore marittimo del 1998. Questa norma definisce la Coscon come un vettore a controllo statale e ritiene che esistano limitazioni alla sua capacità di adeguare le tariffe altrettanto rapidamente dei suoi concorrenti.

"In passato usufruivamo di esenzioni nel contesto di un accordo marittimo bilaterale, ma adesso siamo costretti a dare un preavviso di 30 giorni prima di poter ridurre le nostre tariffe, mentre i nostri concorrenti possono farlo in 24 ore" ha detto Gao. "Si tratta di una procedura assai sleale che ci mette in una posizione poco concorrenziale, in particolar modo nell'ambito dei traffici cinesi in cui molti clienti imbarcano un piccolo numero di contenitori in base a tariffe individuali".

Dal lato dei servizi, Gao vorrebbe molto che la Coscon si ritagliasse il ruolo di fornitore di servizi di gestione della catena logistica. "Nell'ambiente trasportistico, l'affidamento dei carichi a terzi da parte dei produttori è in aumento e vi è una crescente domanda affinché i vettori marittimi assicurino servizi basati sulla logistica" sostiene. "Il nostro obiettivo è quello di diventare quel fornitore".

La Coscon sta lavorando su diversi progetti che metteranno i produttori e/o i consumatori in condizione di effettuare operazioni a fermata unica. Recentemente, ad esempio, la compagnia di navigazione ha lanciato un nuovo servizio frigorifero, principalmente per la movimentazione delle verdure fresche dalla Cina al Giappone.

Oltre all'istituzione del servizio dedicato Green Express - che svolge operazioni a periodo fisso su base settimanale da Shanghai, Qingdao e Lianyungang a Tokyo e Yokohama con tre navi da 560 TEU - la Cosco ha fornito ai coltivatori la propria consulenza in materia di imballo della merce. Il vettore si è poi assunto la responsabilità di movimentare i carichi dai campi ai grossisti/dettaglianti finali d'oltremare.

"E' un mercato di nicchia che abbiamo identificato e poi seguito mediante la fornitura di un livello di servizio di cui i clienti di questi traffici hanno bisogno" ha dichiarato Gao. Il dirigente ha suggerito che gli amministratori della Coscon stavano cercando proprio opportunità di questo tipo. "Sebbene noi rappresentiamo una delle più grandi compagnie di navigazione di linea del mondo, non vi è motivo di correre dietro ad ogni singolo contenitore" dichiara Gao. "Nell'odierno ambiente dei traffici, è importante tenersi strette alcune nicchie".

Sebbene la Coscon in effetti si serva della ferrovia per movimentare alcuni dei propri carichi, la compagnia pensa che le infrastrutture in Cina restino carenti e che l'attuale regime tariffario per i servizi intermodali abbia bisogno di essere radicalmente rivisto, nel caso questo settore abbia realmente intenzione di incrementare la propria quota di mercato.

Allo stesso modo, nell'ambito del transpacifico la Coscon ha dato nuovo impulso alle proprie operazioni alla metà del 1999 e ha collocato ulteriore capacità in termini di spazi-containers nella fiorente regione della Cina settentrionale. E' stato inaugurato un nuovo collegamento che si serve di navi da 2.000 TEU e che fa la spola tra Dalian, Tianjin, Qingdao, Kobe, Vancouver, Long Beach e ritorno a Dalian. La Cosco - in modo significativo - ha altresì deciso di instradare un numero maggiore di carichi intermodali destinati alla regione statunitense del Mid-West attraverso il porto canadese di Vancouver e ha siglato a tale proposito un accordo con la CP Rail.

La Cosco è ancora a metà del guado e resta un enigma per molti. Peraltro, i suoi più recenti sforzi finalizzati all'instaurazione della stabilità nei traffici in cui effettua i propri servizi e la propria determinazione ad offrire servizi a valore aggiunto suggeriscono come la sua futura strategia possa essere dettata più dal servizio secondo le esigenze della clientela e dalla ricerca del profitto a lungo termine che dalla realizzazione di quote di mercato e dal ruolo di procacciatore di valuta estera per conto dello stato.
