Il problema del pescaggio nei porti

Le esigenze di pescaggio sono soggette a molte altre considerazioni che non siano quelle meramente inerenti alle dimensioni delle navi. I fattori principali verranno di seguito elencati ma, a lume di naso, per le navi a pieno carico che trasportano sino a 3.000 TEU sarebbe desiderabile che l'ormeggio disponesse di uno spazio minimo sotto la chiglia di almeno 0,5-1 metro. Tale cifra sale ad 1,5 metri per le navi che superano i 3.000 TEU. Nei canali di accesso, lo spazio libero non dovrebbe essere inferiore del 10% rispetto al pescaggio minimo dell'ormeggio. Pertanto, in relazione ad un porto che deve servire una nave della Maersk della classe S, la profondità dell'ormeggio dovrebbe essere di almeno 15 metri, mentre il canale dovrebbe presentare una profondità minima di 14,5 metri. Per i grandi porti di raccordo, in prospettiva idonei al servizio delle navi da 3.000 TEU ma che attualmente servono solamente unità sino a 1.000 TEU, ci vorrebbe un pescaggio extra di circa 3 metri.

Malgrado le pressioni delle linee di navigazione, pochi porti in tutto il mondo possono offrire un accesso 24 ore su 24 all'ultima generazione di navi post-Panamax. Quelli che sono in grado di assicurarlo sono gli scali appositamente costruiti quali centri di snodo "di puro trasbordo", che vengono prescelti proprio a tale scopo.

Gli attuali principali porti mondiali hanno dovuto impegnarsi in notevoli progetti di dragaggio, oltre alla corrente manutenzione ordinaria. Ad esempio, a metà del 1998 la Maersk ha fatto compiere alla Regina Maersk un giro dei porti nordamericani. Alcuni porti come Tacoma si sono serviti della visita per fare pressioni sulle autorità governative affinché cessassero di procrastinare i progetti di dragaggio. A luglio del 1999 il senato statunitense ha finalmente approvato la legge sullo sviluppo delle risorse delle acque, che assicura a porti siti in tutti gli Stati Uniti finanziamenti federali per il dragaggio. I porti coinvolti sono Baltimora, Savannah, Brunswick, Tampa, Florida, New York/New Jersey ed Oakland. Tacoma e Seattle hanno altresì successivamente annunciato programmi di dragaggio che li mette in grado di accogliere le navi delle classi K ed S della Maersk. Anche Portland sta attualmente spingendo affinché il canale di accesso al fiume Columbia venga reso più profondo in conseguenza dell'impiego da parte della Evergreen di navi da 5.600 TEU sulla propria rotta Costa Occidentale/Asia.

Al fine di poter offrire un accesso senza limiti alle navi super post-Panamax generalmente si richiede una profondità minima di 16 metri in condizioni di bassa marea. Un porto che presenti pescaggi inferiori a questo livello deve o rassegnarsi a servire le navi quando c'è alta marea o a servire le navi non a pieno carico. Nell'Europa settentrionale, solo Rotterdam attualmente è in grado di assicurare accesso a tutte le ore alle navi di maggiori dimensioni della Maersk.

Il porto di Amburgo ha inaugurato la Fase Uno del proprio programma di dragaggio a settembre del 1996. Il suo scopo era quello di incrementare il pescaggio dell'Elba da 11,9 metri a 13,5 metri nell'area che comprende la HHLA, la Eurokai e la Tollerort, migliorando le finestre di marea per le navi sino a 4.000 TEU. In quel periodo era stata programmata la rimessa a nuovo dell'ormeggio numero uno presso il Buchardkai, dragaggio sino a 14 metri di profondità compreso. Allorquando l'ormeggio rinnovato venne restituito all'operatività nell'ottobre del 1999, il dragaggio era stato completato sino ad una profondità di 16,5 metri ed il canale di accesso all'ormeggio era stato portato sino alla profondità di 15 metri.

Nessuno si sente di dire apertamente quali potranno essere le esigenze della prossima generazione di navi post-Panamax. Un rappresentante dell'ECT di Rotterdam ha valutato che il porto probabilmente dovrà dragare sino ad una profondità di 18 metri per poter accogliere in un futuro non troppo lontano navi da 12.000 TEU. Un certo numero di porti - come Amburgo - sta già dragando gli ormeggi sino ad una profondità di 16-16,5 metri.

Le attività di dragaggio non sono confinate solamente a quei porti che mirano a movimentare le più grosse navi post-Panamax od a quelli che sono impegnati nei traffici di trasbordo. Anche ai porti che si trovano ad affrontare un incremento delle dimensioni delle navi feeder od a quelli che tentano di ridurre la propria dipendenza dai traffici di raccordo gettandosi nella concorrenza per i traffici con scalo diretto è stato richiesto di portare avanti dragaggi di notevole portata ed altri lavori di miglioramento. Nel 1998 pure i terminals dell'area cinese di Shanghai potranno beneficiare del programma di dragaggio da 350 milioni di dollari USA all'estuario dello Yangtse. Il piano prevede l'aumento della profondità del canale sino a Shanghai da 7 ad 8,5 metri ed - alla fine - sino a 12,5 metri.

Esigenze di dragaggio

Le decisioni in ordine all'adeguamento delle infrastrutture per il servizio alle navi rappresentano in realtà solamente il primo passo nel contesto delle procedure di determinazione delle esigenze di dragaggio. Sebbene nessun porto sia uguale agli altri, la maggior parte dei fattori di cui si parlerà più avanti dovranno essere definiti in quasi tutti i casi. Le linee di navigazione cercano di far partire le navi a pieno carico, in particolar modo dal loro primo porto di scalo. Di conseguenza, il peso complessivo - e, quindi, le esigenze di pescaggio - normalmente sono al massimo livello. Di converso, un porto che non è mai il primo porto di carico ovvero è l'ultimo porto di scarico non ha necessariamente bisogno di assicurare gli stessi requisiti di pescaggio. Ne sono un esempio Felixtowe e Göteborg: il primo è il secondo porto di scalo della tratta AE5 Estremo Oriente-Europa della Maersk, dopo Bremerhaven; ne consegue che esso deve assicurare 14 metri di profondità di ormeggio. Göteborg, d'altro lato, rappresenta l'ultimo porto di scalo ed il suo pescaggio di 12 metri è sufficiente.

Volumi di carico

Le dimensioni navali ottimali di un particolare porto di scalo dipendono dalla domanda dei volumi di carico e dalla capacità del porto di movimentarli. Anche se l'uso di navi da oltre 4.500 TEU è in aumento, esse sono ancora confinate ai giri che toccano i principali centri di snodo. I porti di scalo diretto generalmente movimentano navi di meno di 4.000 TEU solamente quando si tratta di servire un gruppo di porti vicini situati su una rotta primaria, come avviene nel Nord Europa. I porti di raccordo, per lo più, movimentano navi sino a 2.000 TEU, sebbene non sia inaudito che naviglio sino a 3.000 TEU venga utilizzato per i collegamenti feeder sulle rotte nord-sud. Solo tre anni fa la maggior parte dei porti di raccordo vedeva solo navi sino a 1.500 TEU.

E' importante notare come le navi frequentemente non siano a pieno carico, caso in cui il pescaggio massimo non viene raggiunto. Perciò, è essenziale per gli operatori portuali e terminalistici accertare il tipo più grande di nave che ci si aspetta faccia scalo e quante probabilità vi siano che essa sia a pieno carico. In precedenza, solo quei porti toccati dai traffici Europa/Asia che venivano scalati dalla Maersk/Sea-Land avevano bisogno di prendere in considerazione la necessità di dragaggi al fine di accogliere le navi con pescaggi di 14 metri. Adesso, anche i porti nordamericani, tuttavia, devono prendere in considerazione tali esigenze.

Lunghezza delle navi

Per tutti i porti che si aspettano di servire navi più grandi, è necessario determinare se il bacino di svolta sia in grado di accoglierle. Questa problematica è di particolare importanza per i porti che si aspettano di ricevere scali da parte di navi da 6.000 TEU ed oltre. Ad esempio, la Regina Maersk, lunga oltre 318 metri, è - in media - 18-20 metri più lunga delle navi post-Panamax delle precedenti generazioni. Le ultime nove navi della classe Maersk K sono più lunghe del 10% circa, mentre le unità da 6.674 TEU della P&O Nedlloyd sono lunghe 340 metri. In particolare i porti situati lungo gli estuari fluviali, quali Anversa ed Amburgo, potrebbero avere problemi con navi di tali lunghezze, dal momento che si troveranno in difficoltà nel concordare le svolte nei meandri ed interne. Di conseguenza, allo scopo di consentire un accesso illimitato alle navi di queste dimensioni, i porti come quelli poc'anzi citati dovranno dragare aree molto più estese.

Altezza degli impilaggi in coperta

Un altro fattore che occorre tenere in considerazione è quello della massima altezza possibile degli impilaggi in coperta. Alcune navi post-Panamax sono in grado di impilare sette contenitori in coperta. Per l'operatore, ciò significa o dover tenere presente questo fattore allorquando programma le profondità di dragaggio o investire in gru da banchina con capacità di issaggio a quote più elevate. Specialmente negli Stati Uniti, le cose sono complicate dalla diffusa utilizzazione di boxes high cube da 9 piedi e 6 pollici. Pertanto, qualsiasi calcolo deve tener presente la percentuale di high cubes rispetto ai contenitori standard, dal momento che essi possono rendere difficile alle gru il raggiungimento del quinto strato. Più è alto il carico in coperta, maggiore è la zavorra che ci vuole nello scafo. Presso il Long Beach Container Terminal, ad esempio, nonostante l'infrastruttura disponga di un pescaggio di 16 metri, alcune navi sono relativamente troppo leggere, il che può comportare un'eccessiva oscillazione per le gru da banchina che cerchino di posizionare con precisione gli spreaders sui containers.

Velocità di approccio delle navi

Più una nave viaggia velocemente, maggiore è il pescaggio richiesto. La velocità delle navi nella fase di accesso al canale dipende per lo più dai tempi di deviazione complessivi rispetto alla rotta principale e dalla lunghezza del canale. Per i porti che si trovano a notevole distanza dal mare aperto, come avviene ad Anversa, la velocità nel canale di accesso è decisiva al fine di poter competere con i porti siti in prossimità del mare. Anversa sta altresì valutando l'opportunità di adottare l'ulteriore misura di servirsi di un elicottero per trasportare i piloti sulle navi, allo scopo di risparmiare tempo nel canale di accesso.

Fondamenta dei moli

Qualsiasi dragaggio deve tener conto della forza dei pilastri a supporto dell'infrastruttura dei moli, specialmente allorquando vi vengono programmate grosse gru da banchina, dato che esse hanno maggiori carichi assiali. Quando si dragano gli ormeggi, vi è il pericolo di andare troppo in profondità, tanto da minare le fondamenta dei moli. Questa lezione è stata imparata nel corso della ricostruzione del porto di Kobe. Com'è avvenuto nel caso di Oakland, lo specchio d'acqua ha dovuto essere dotato di nuovi piloni - il che ha comportato gravi costi - allo scopo di sostenere le maggiori profondità di dragaggio.

Fattori idrografici

La composizione del fondale marino nei canali di accesso è un fattore determinante per quanto attiene alle profondità di dragaggio. Dove vi è per lo più roccia, occorre una maggiore tolleranza. Mediamente, dev'essere aggiunto un 10% al pescaggio delle navi al fine di conseguire lo spazio libero minimo. Ad esempio, allo scopo di consentire l'accesso alle navi con pescaggio di 14-14,5 metri, è necessaria una profondità minima di 15,4 metri in condizioni di bassa marea, sebbene 16 metri siano più sicuri.

Dimensioni ed escursioni delle maree

Dal punto di vista di un vettore, minori sono le dimensioni delle maree, maggiori sono le relative escursioni, cioè il limite di tempo entro il quale una nave deve attraversare il canale ed attraccare. Quanto più sono minori le escursioni, tanto più rigorosi devono essere i calcoli inerenti all'esatto momento di arrivo, quando una marea è al punto minimo necessario. Dal punto di vista dell'operatore portuale/terminalistico, minori sono le dimensioni delle maree, maggiori sono le esigenze di dragaggio, partendo dal presupposto che le profondità naturali sono insufficienti ad accogliere le classi più grandi delle navi che devono attraccare. Laddove ci siano ampie dimensioni di marea e - pertanto - escursioni di marea più strette, vi è un bilanciamento per l'operatore portuale. Il dragaggio a maggiore profondità richiederà maggiori capitali e costi di manutenzione più elevati, specialmente per i porti siti lungo i fiumi, ma offrirà un migliore accesso alle navi più grandi per periodi più lunghi.

Se un operatore portuale scegliesse di fare affidamento sull'alta marea e di non dragare sino ad una profondità sufficiente, potrebbe rischiare di perdere i clienti che domandano un accesso illimitato.

I porti situati lungo gli estuari o nei delta fluviali sono in genere limitati dalle escursioni delle maree. Sia ad Amburgo che ad Anversa, ad esempio, le profondità necessarie nei canali di accesso sono comprese nell'ambito di escursioni di 8-9 ore. Al fine di incrementare tali periodi, entrambi i porti hanno investito in importanti programmi di dragaggio.


Smaltimento dei sedimenti

Come evidenza la situazione di New York/New Jersey, una questione estremamente importante concerne lo smaltimento dei sedimenti contaminati. Le linee-guida ambientali predisposte dalla Banca Mondiale adesso vietano la discarica dei materiali dragati in mare aperto o sui siti terrestri bonificati.

Tuttavia, il dragaggio e lo smaltimento dei materiali di risulta sono assai costosi. Il fattore maggiormente determinante è costituito dai quantitativi di materie inquinate che devono essere rimosse e trattate. Essi possono essere in parte quantificati mediante l'uso di tecnologie di tipo sismico, che determinano l'ammontare minimo di dragaggio necessario alla rimozione di tutto il sedimento contaminato. Peraltro, anche le attrezzature più sofisticate non possono definire con precisione lo strato superiore di melma né l'estensione della contaminazione. Migliore è la riuscita delle tecniche sismiche quando esse vengono utilizzate unitamente alle tecniche convenzionali di trivellazione e campionamento.

D'altro canto, non esiste uno standard a livello mondiale per definire le materie che inquinano il mare. In alcuni paesi, come il Belgio, il Regno Unito, il Canada ed i Paesi Bassi, esistono normative più rigorose che governano lo smaltimento dei sedimenti inquinati rispetto a quelle delle zone in via di sviluppo.
