I progressi dei porti nordamericani del Pacifico Nord-Occidentale

Secondo una recente previsione dell'Associazione Porti Pubblici dello stato di Washington, i traffici containerizzati nella zona dello Stretto di Puget sono destinati a raddoppiare (e ad andare anche oltre) rispetto agli attuali 2,6 milioni di TEU/anno, sino a più di 6 milioni di TEU nel 2020. Questi dati si riferiscono per lo più ai porti statunitensi del Pacifico nord-occidentale di Seattle e Tacoma. Tuttavia, dal momento che negli ultimi tre anni è venuto alla ribalta il porto canadese di Vancouver (nella British Columbia) nonché alla luce dei solidi risultati del porto statunitense di Portland (nell'Oregon), sembra che i porti di questa regione del Nordamerica debbano affrontare sfide su due diversi fronti. La prima è quella di far sì che le infrastrutture terminalistiche siano in grado di far fronte all'aumento dei traffici containerizzati; la seconda è quella di assicurare connessioni intermodali efficienti, in grado di movimentare più carichi dai porti alle aree di consumo a distanza.

Di sicuro, negli ultimi anni si è verificata una clamorosa crescita dei risultati containerizzati presso il porto di Vancouver (v. Tabella 1). Nel 1996, Vancouver aveva movimentato complessivamente 506.102 TEU nell'ambito dei suoi due terminals, Centerm e Vanterm. Questa cifra ha fatto segnare un incremento del 16,5% rispetto ai 427.123 TEU visti nel corso del 1995, ma - ed è ciò che più importa - quel risultato ha dato inizio ad una tendenza che da allora ha fatto registrare una crescita a due cifre. Nel 1997, Vancouver ha ottenuto un risultato di 607.417 TEU (più 15,8%), mentre nel 1998 il risultato è stato di 709.274 TEU (più 14,4%) e la barriera del milione di TEU è stata superata nel 1999, con 1,09 milioni di TEU (più 27%). Cifre davvero impressionanti a leggersi.

Gordon Chu, direttore sviluppo traffici alla VPA (Autorità Portuale di Vancouver), ammette che le cose stiano così e commenta: "Abbiamo avuto una crescita più alta del normale rispetto ai porti della Costa Occidentale degli U.S.A.". A mo' di spiegazione ha aggiunto: "Abbiamo avuto successo nel catturare nuovamente le attività relative ai carichi canadesi destinati all'Ontario ed al Quebec che venivano instradati via Seattle e Tacoma. Un altro fattore è stato rappresentato dalla capacità di istituire un sistema ferroviario da Vancouver a Chicago basato sui prezzi e sui tempi di viaggio".

Allo stesso tempo, Chu ritiene che il successo di Vancouver sia stato dovuto alla propria abilità nell'assicurarsi presso le proprie infrastrutture il primo e l'ultimo degli scali programmati da importanti vettori marittimi. "Stiamo parlando di una crescita che è qualcosa di più che semplicemente organica. C'è voluto molto tempo per convincere linee quali la Zim (Zim Israel Navigation Company), la Cosco e la Norasia Line a venire a Vancouver" afferma. Chu ha spiegato che tutte e tre le linee di navigazione forniscono modelli diversi di servizio ma che tutte e tre apportano vantaggi a Vancouver. "La Zim, provenendo dall'Asia, fa il primo scalo a Vancouver, poi scende in California ed infine torna da noi. Noi conseguiamo il margine sui carichi asiatici con tempi di viaggio veloci. La Cosco ha due servizi. Il primo fa di Vancouver l'ultimo porto di scalo con le grosse navi da 5.000 TEU, mentre una nave più piccola prima viene qui e poi va a sud in California. Questo alla fine diventa una sorta di servizio a due giri che va in direzioni opposte ma con bilanciamento dei carichi. Da ultimo, la Norasia è a sua volta diversa. Vancouver è il suo solo porto di scalo nel contesto di un servizio transpacifico. La specialità della Norasia sono le veloci, piccole navi da 1.500 TEU da 25 nodi" spiega Chu.

Ephraim Alter, vice presidente della Zim Israel Navigation e presidente della Zim Container Service, ravvisa che la Zim abbia agito un po' da pioniere nello scegliere Vancouver quale primo porto di scalo. "Volevamo servire il Canada ed il Mid-West statunitense; per farlo, abbiamo guardato a Vancouver. La California meridionale non potevamo sceglierla a causa dell'intasamento e quindi Vancouver è diventato il porto prescelto per il nostro servizio. L'accordo con il porto e la Canadian National Railway è diventato una nicchia operativa molto buona per la Zim" ha spiegato.

A lungo termine, Chu ha detto che la VPA intende indirizzare le capacità del Centerm e del Vanterm nella baia interna. Essa si sta accingendo a pubblicare i risultati di una consulenza finalizzata all'analisi delle possibilità di estendere tali infrastrutture; a breve termine, peraltro, la continuazione della crescita risiederà nel Deltaport.

In effetti, non vi sono dubbi che Vancouver non avrebbe potuto sviluppare le proprie impressionanti cifre in termini di risultati senza quest'ultima infrastruttura. Essa è stata inaugurata nel 1997 in un momento in cui, secondo Chu, molti osservatori dubitavano della razionalità dei piani di Vancouver. "Si chiedevano da dove sarebbero arrivati i carichi, si domandavano perché avessimo bisogno di una capacità aggiuntiva di 600.000 TEU. Tuttavia, vogliamo che i fatti parlino da soli" afferma Chu.

E la VPA non si ferma qui. Esistono altri piani per incrementare ulteriormente la capacità del Deltaport. "In prossimità del Deltaport vi sono altri 70 acri. Questi ultimi verranno integrati nell'attuale infrastruttura ed andranno ad incrementare la capacità da 600.000 TEU/anno sino a 850.000 TEU entro la fine di quest'anno" rivela Chu.

Il Deltaport è gestito dalla TSI (Terminal Systems Inc) attraverso un accordo di noleggio a lungo termine. Essa ha un altro accordo simile per la gestione del terminal Vanterm. Secondo Bruce A. S. Macdonald, direttore servizi commerciali della TSI Terminals, ci si aspetta che le trattative con la VPA vengano portate presto a termine di modo che la TSI possa comprendere l'ulteriore ormeggio presso il Deltaport nell'ambito delle proprie operazioni. E Macdonald non ha dubbi circa la provenienza del traffico aggiuntivo per la nuova capacità che verrà offerta. "La crescita a lungo termine risiederà nella nostra capacità di movimentare i traffici statunitensi alla volta di zone come Chicago" ha dichiarato.

Barrie Sime, anche lui della TSI, è il direttore del terminal dell'infrastruttura Deltaport. Sime, che ha lavorato per il progetto Deltaport sin dalla fase progettuale nel 1993, fa compiere ancora un passo in avanti ai commenti di Macdonald. "Il cliente di Chicago non si interessa del Deltaport di per se stesso. A loro importa il pacchetto complessivo, togliere il box dalla nave, metterlo sul treno e poi consegnarlo a destinazione. Il mercato locale è in grado di assorbirne tantissimi e poi ci sono il Canada e gli Stati Uniti. Ma l'unica grossa differenza, in questo caso, la fa il piazzale intermodale. Nell'intermodalismo sta la futura crescita del porto" ha detto.

Il piazzale intermodale del Deltaport utilizza una tecnologia di trasmissione dati via radio completamente computerizzata al fine di incrementare l'efficienza e di eliminare l'errore umano. Esso è inoltre specializzato in un metodo "ad approccio diretto" di movimentazione dei containers in importazione, in cui i box vanno dritti dalla stiva della nave all'attesa dei convogli ferroviari intermodali. Sime ritiene che la metodologia lavorativa "ad approccio diretto" rappresenti un altro vantaggio della ferrovia su banchina. Aggiunge Sime: "Questa concezione funziona facendo sì che tutte le connessioni della catena vengano coordinate, dallo stivaggio nella nave al nostro terminal e infine all'operatore ferro-stradale".

Vancouver non è il solo porto a riconoscere l'importanza dell'intermodale, come la rivista Containerisation International ha scoperto visitando i porti dello Stretto di Puget.

Andrea Riniker, direttore esecutivo del Porto di Tacoma, è molto interessata a tale argomento: "Noi siamo l'intermodale. E' il settore che pensiamo ci definisca nel modo migliore, specialmente perché il 70% dei nostri volumi containerizzati al momento va altrove. Sotto questo aspetto, siamo un porto assai discrezionale".

Nel 1999, il risultato di Tacoma, appena inferiore a 1,3 milioni di TEU (v. Tabella 1) ha rappresentato un incremento del 9,7% rispetto agli 1,156 milioni di TEU movimentati nel 1998. Secondo la Riniker, Tacoma si aspetta che questa tendenza continui. "Nel 2000 prevediamo un ulteriore incremento del 7%, specialmente perché esso riflette un'intera annata di movimentazioni delle navi della HMM (Hyundai Merchant Marine). Ci aspettiamo che le attuali linee di navigazione che fanno scalo a Tacoma continuino a crescere quanto ad attività, in modo da poter ampliare le nostre operazioni terminalistiche. Abbiamo raggiunto un nuovo accordo nel 1999 che prevede l'ampliamento del Terminal Evergreen ed inoltre speriamo che il nuovo Terminal HMM possa alla fine raddoppiare le proprie dimensioni sino a più di 120 acri" spiega la dirigente.

Secondo le previsioni a lungo termine di Tacoma, l'espansione delle infrastrutture terminalistiche è necessaria. Essa ha appena aggiornato il proprio studio sulle prospettive da qui al 2010 e ha concluso che sta per verificarsi "una maggiore domanda di nuove infrastrutture dal momento che i volumi containerizzati stanno facendo registrare una notevole crescita".

La Riniker non ha alcun dubbio in ordine a che cosa ciò potrà significare: "Serviranno a breve altre acque ed altro terreno per far fronte alla crescente domanda di traffico. A Tacoma, noi abbiamo entrambi".

Paul Chilcote, direttore anziano dei trasporti intermodali del Porto di Tacoma concorda con tale opinione ma ritiene che più traffici stiano semplicemente a significare un affidamento ancora maggiore sull'intermodale. "Come tutti gli altri porti, noi sappiamo come realizzare terminal marittimi buoni ed efficienti. Ma che cosa succede quando i containers sbarcano dalla nave e devono andare a New York ed a Chicago?" si domanda. Di conseguenza, Chilcote afferma che Tacoma ha un'unica meta molto semplice, vale a dire diventare la porta d'accesso intermodale più efficiente ed affidabile del Nordamerica. Alla luce del fatto che approssimativamente due/terzi dell'attività internazionale di Tacoma vengono movimentati per ferrovia, Chilcote è molto chiaro in ordine a quali siano le relative implicazioni. "Attirare qui le navi è molto importante, ma il nostro futuro sta nell'intermodale. Solitamente, due o tre convogli ferroviari partivano e lo stesso numero di treni ritornava per ciascuna portacontainer. Ora ci sono da sei ad otto treni in ciascuna direzione. Presto potremmo ritrovarci con 16 treni in ciascun senso, di pari passo con l'aumento delle dimensioni delle navi" ragiona Chilcote.

Chilcote ha pertanto affermato che è essenziale per Tacoma migliorare l'efficienza intermodale. Il porto è coinvolto in due iniziative specifiche che potrebbero contribuire a conseguirla. La prima è la costituzione di un Comitato Congiunto per le Infrastrutture Terrestri con il porto di Seattle. Questo comitato è stato istituito allo scopo di esaminare e risolvere tutti i problemi inerenti all'accesso alla regione. Spiega Chilcote: "A causa delle direttrici di linea primaria, tutti i traffici di Tacoma della BNSF (Burlington Northern Santa Fe) devono passare attraverso l'area di Seattle, mentre tutti i carichi di Seattle della UP (Union Pacific) devono essere movimentati attraverso Tacoma".

Di conseguenza, il Comitato Congiunto per le Infrastrutture Terrestri ha sviluppato un programma di massima che ricalca in qualche misura quello dell'iniziativa attinente il Corridoio di Alameda nella California meridionale. Tuttavia, mentre il progetto Alameda ha lo scopo di allacciare i terminali della baia con le direttrici ferroviarie principali, il progetto Corridoio Veloce del Pacifico Nord-Occidentale è finalizzato a contribuire all'aumento del flusso di un maggior quantitativo di traffico che passa attraverso aree sempre più urbanizzate. "Stiamo parlando di un'area in cui si sono trasferite altre 300.000 persone ed in cui si sta assistendo ad un fenomeno per cui, nell'arco delle 24 ore, per tre ore e mezza i treni sostano sui binari" spiega Chilcote.

Pertanto, il Corridoio Veloce mira alla costruzione di un certo numero di sottopassi e di ponti da Tacoma a Seattle. Questa iniziativa verrà a costare circa 400 milioni di dollari ed andrà ad aggiungersi ad altri 320 milioni di dollari spesi per l'aumento del livello di computerizzazione, di accentramento ferroviario, di scambi e di binari ad alta velocità. Tutti i costi dovranno essere affrontati da un'associazione composta da 11 comunità, 3 contee, 11 città, 3 porti (tra cui quello di Port Everett nello stato di Washington), 2 ferrovie di primaria importanza (la BNSF e la UP), nonché dai governi statale e federale. "Ed occorre aggiungere che Seattle e Tacoma stanno spendendo per iniziative di reciproco interesse altri 250 milioni di dollari, mentre nei prossimi cinque anni anche noi abbiamo l'intenzione di spendere 1 miliardo di dollari in miglioramenti intermodali e ferroviari" afferma Chilcote.

L'altro importante porto dello Stretto di Puget, Seattle, ha usufruito di una stabile - ancorché non spettacolare - crescita nel corso degli ultimi anni, vale a dire sino al 1999 allorquando ha fatto registrare un calo (v. Tabella 1). Dopo avere raggiunto il record di tutti i tempi nel 1998 (1,54 milioni di TEU), il porto ha sofferto un'inversione di tendenza nel 1999 con una piccola diminuzione del 3,5% per 1,49 milioni di TEU. Il porto ha attribuito questo calo alla perdita della HMM nel mese di maggio a vantaggio della vicina Tacoma, laddove la HMM ha inaugurato la propria nuova infrastruttura dedicata. Tuttavia, Seattle ha sottolineato come nel corso del 1999 essa si sia assicurata complessivamente sette nuove linee di navigazione, tra cui quattro scali diretti presso il Terminal 18 da parte della Grand Alliance (Hapag-Lloyd, NYK Line, OOCL e P&O Nedlloyd), della Zim e della Fesco (Far Eastern Shipping Co). Il porto è sicuro che questo ulteriore traffico "nel corso del 2000 rimpiazzerà - ed andrà oltre - il traffico della HMM".

In ordine ai volumi complessivi di Seattle, circa il 90% del traffico viene movimentato da e per i mercati asiatici; rispetto ad esso, il 75% delle importazioni ed il 33% delle esportazioni asiatiche viaggia intermodalmente da e per le infrastrutture di Seattle. I principali mercati dell'entroterra sono rappresentati dal Mid-West (Chicago), dal Nord-Est (New York) e dal Sud-Est (Atlanta, in Georgia) degli Stati Uniti.

Sembra che la perdita della HMM sia stata un brutto colpo per Seattle, ma il porto in questione crede di potersi riprendere dallo smacco, tanto che sta coraggiosamente ampliando le proprie infrastrutture terminalistiche. "La nostra crescita a lungo termine è prevista in media sul 4-5% annuo" ha dichiarato Mic Dinsmore, direttore esecutivo del porto. L'iniziativa più recente è costituita dall'ampliamento del Terminal 18. L'infrastruttura - che dovrebbe essere completata nel 2001 - raddoppierà le proprie dimensioni sino a 200 acri, per un costo di circa 219 milioni di dollari. Il terminal è noleggiato alla SSAT, un'associazione commerciale tra la SSA (Stevedoring Services of America) e la Matson Navigation Company.

Mark Knudsen, direttore operazioni marittime del porto, commenta: "Il Terminal 18 rappresenta un importante progetto di espansione. I finanziamenti sono stati assicurati per mezzo di speciali obbligazioni sulle infrastrutture, mentre l'accordo di noleggio a lungo termine garantisce annualmente 290 milioni di dollari di nuovi introiti dalle attività". Knudsen aggiunge che verranno ampliate anche le infrastrutture ferroviarie di banchina sul terminal a seguito di un'iniziativa dello stesso tipo portata a compimento nel 1998 presso il Terminal 5. Infatti, tra il 1997 ed il 2002 Seattle avrà ampliato le infrastrutture terminalistiche del 50%, per un totale di 534 acri destinati alla movimentazione dei contenitori. Tutte le nuove infrastrutture trarranno vantaggio dall'ampliamento delle infrastrutture intermodali e ferroviarie. "Dal momento che si tratta del porto più vicino all'Asia, l'intermodalismo costituisce un fattore decisivo per il nostro successo, poiché esso consente i tempi di viaggio più rapidi dall'Asia alle principali destinazioni interne statunitensi" dichiara il portavoce dello scalo.

La regione del Pacifico Nord-Occidentale sembra essere pronta a ricevere altro traffico e tutti quanti i suoi porti sono consapevoli della necessità di far sì che i collegamenti intermodali rispondano pienamente a - o addirittura vadano oltre - i programmi inerenti alle infrastrutture di movimentazione terminalistica. Chilcote di Tacoma riassume con maggiore efficacia i sentimenti della regione: "Di quanto possano crescere i traffici, è una pura congettura; l'autocompiacimento, invece, no. Se saremo autocompiaciuti, vedremo svanire del tutto i nostri sogni".
