Il porto di New York/New Jersey pianifica il futuro

La PANY/NJ (Autorità Portuale di New York/New Jersey) sta al momento attivamente programmando la prevista crescita dei propri risultati containerizzati nei prossimi 40 anni. Essa sostiene di avere bisogno di trovare altro terreno da destinare alle infrastrutture di movimentazione dei contenitori, nonché di trovare una soluzione alle proprie difficoltà di dragaggio. Tuttavia, anche se la crescita futura prevista ingenera la necessità di una pianificazione a lungo termine, l'Autorità Portuale dovrà altresì occuparsi di alcune questioni a breve termine, quali le lotte politiche intestine e le pressioni ambientaliste, prima che le proprie speranze a lungo termine possano realizzarsi.

Malgrado tali difficoltà, vi è molto da dire a favore del porto di New York/New Jersey.

Parlando recentemente, Lillian Borrone, direttore del commercio dell'Autorità Portuale, ha dichiarato che ci sono vari vantaggi nello spedire le merci attraverso il porto di New York/New Jersey. "I caricatori che vogliono servirsi del nostro porto trovano costi inferiori, efficienza e servizi migliorati ed un immediato accesso al più grande mercato di consumo del Nordamerica, così come al Mid-West degli Stati Uniti" dichiara. In effetti, il suo hinterland immediato (vale a dire, nel raggio di 260 miglia dal porto) rappresenta l'85% dei traffici complessivi che passano attraverso le infrastrutture di New York/New Jersey ed il 34% dei traffici totali degli U.S.A.

In termini di volumi containerizzati, sebbene il Nord Europa resti il principale partner commerciale del porto, è stata sperimentata una significativa crescita proveniente da altre zone geografiche. Ad esempio, l'aumento dei traffici con l'Asia è una tendenza che è continuata nel 1999, come sottolinea la Borrone: "Abbiamo assistito ad un accrescimento dei traffici di carichi containerizzati con l'Asia e ad una crescita dell'8% circa con il Sud-Est asiatico. Dal momento che i traffici da New York/New Jersey alla volta dell'Asia si rafforzeranno in futuro, ci aspettiamo di assistere ad un numero maggiore di partenze da parte dei vettori marittimi su tutte le rotte dirette a New York, che si serviranno dei canali sia di Suez che di Panama" ha affermato.

Alla luce di ciò, New York/New Jersey sta incrementando gli sforzi per attirare altre attività dall'Asia. Nell'ambito della propria strategia relativa al canale di Suez, il porto ha siglato un accordo di sviluppo con l'Autorità Portuale di Suez, ai sensi del quale entrambe le parti commercializzeranno aggressivamente i vantaggi a disposizione dei vettori marittimi che percorrono le rotte tutto-mare dall'Asia alla Costa Orientale del Nordamerica. William F. Fallon, direttore generale dello sviluppo traffici e delle relazioni industriali della PANY/NJ entra nei particolari. "Oggi, approssimativamente l'80% dei traffici statunitensi con l'Asia viene movimentato dall'Asia alla Costa Occidentale U.S.A. ed è quindi trasportato attraverso il continente nordamericano fino alla Costa Orientale. Al contrario, solo il 6% intraprende la rotta tutto-mare via Canale di Suez ed attraverso il Mediterraneo alla volta di New York/New Jersey. Entro il 2020, queste cifre saranno rispettivamente del 73% e del 13%, con un dirottamento di quasi 2,5 milioni di TEU sulla rotta tutto-mare".

Secondo Fallon, esistono vantaggi per i vettori marittimi che utilizzano entrambe le rotte tutto-mare. "I consulenti che sono stati incaricati di occuparsi di tale questione ci hanno detto che si possono realizzare risparmi pari a 1.117 dollari USA per ogni contenitore da 40 piedi utilizzando la rotta tutto-mare al posto di quella che prevede il passaggio per i porti della Costa Occidentale U.S.A. e l'utilizzazione della ferrovia" ha confermato. Lo studio ha inoltre mostrato come il costo per vettore inerente alla movimentazione di un contenitore carico da 40 piedi da Singapore a New York/New Jersey sia di 1.454 dollari USA, rispetto ad un costo di 1.436 dollari USA per la sola movimentazione ferroviaria dello stesso contenitore dalla California meridionale a New York/New Jersey. I costi per entrambe le movimentazioni (tutto-mare via Suez e trasporto terrestre transpacifico) comprendono anche gli oneri di riposizionamento dei vuoti. E' stato altresì notato che i costi portuali relativi a New York/New Jersey ed a Los Angeles/Long Beach sono identici.

Fallon ha dichiarato che la rotta del Canale di Suez offre altresì tempi di viaggio paragonabili a quelli dei vettori che utilizzano l'instradamento terrestre dalla Costa Occidentale. "Relativamente ad un servizio espresso, la Singapore-New York via Suez richiede solo 20-21 giorni" afferma. In confronto, l'analisi di un recente programma di viaggio della APL mostra che un container partito da Singapore il 16 marzo scorso nell'ambito del servizio SAX Asia-Nordamerica del vettore sarebbe dovuto arrivare nella zona di Los Angeles/Long Beach il 30 marzo successivo e, dopo un viaggio attraverso tutto il continente nordamericano per ferrovia, sarebbe dovuto giungere nella zona di New York/New Jersey il 5 aprile scorso: complessivamente, un viaggio di circa 20 giorni.

La questione dei contenitori movimentati alla volta di New York/New Jersey via Suez è stata altresì sollevata - in occasione della conferenza di Containerisation International recentemente tenutasi a Londra - da Lawrence Lee, vice presidente esecutivo della Evergreen UK Ltd. "I porti della Costa Occidentale U.S.A. sono molto congestionati. Dato che la crescita attesa del mercato asiatico si dovrebbe aggirare sul 15-20% nei prossimi tre-cinque anni, per i caricatori vi è la necessità di reperire altre opzioni in ordine ai servizi di trasporto marittimo dalla Cina agli Stati Uniti. La rotta tutto-mare via Canale di Suez è una di queste" ha detto. Il dirigente ha aggiunto che la Evergreen sta già effettuando un servizio alla volta della Costa Orientale U.S.A. in questo modo e ha rivelato di "star pensando di effettuarne altri in futuro".

Allo stesso tempo, anche l'Autorità Portuale di New York/New Jersey ha siglato un accordo di mutua collaborazione con l'Autorità Portuale di Genova al fine di promuovere l'uso di servizi tutto-mare alla volta di New York/New Jersey via Canale di Suez e Mediterraneo. In conseguenza di ciò, entrambe le autorità portuali parteciperanno a fiere, mostre, congressi e conferenze stampa in materia di traffici marittimi est-ovest nonché a studi condotti in materia. Fallon, tuttavia, ha dichiarato che l'accordo tra i due porti non costituisce un'esclusiva. "Noi abbiamo relazioni molto strette con Barcellona in Spagna, ad esempio. L'accordo con Genova aiuterà entrambe le parti a realizzare interessi congiunti" ha precisato.

Pertanto, la crescita delle rotte del Canale di Suez (così come di Panama) per i carichi asiatici, unitamente alla continua forte crescita organica, stanno a significare che New York/New Jersey si aspetta di assistere ad una notevole crescita in futuro. Com'è tratteggiato nella Tabella 1, è previsto che i volumi containerizzati per New York/New Jersey aumentino del 100% entro il 2010 e del 600% entro il 2040. I dati in ordine ai risultati del 1999 pubblicati dall'Autorità Portuale confortano tali previsioni. Lo scorso anno è stata movimentata la cifra record di 2,025 TEU carichi, con un incremento del 7,9% rispetto alla cifra di 1,877 milioni di TEU del 1998. Il totale complessivo, che comprende i vuoti, ammonta a 2,82 milioni di TEU, con un aumento del 12,8% rispetto ai 2,47 milioni di TEU movimentati l'anno precedente.

Al fine di soddisfare la domanda futura, New York/New Jersey ha iniziative sia a lungo che a breve termine. Daniel Maynard, dirigente alle pubbliche relazioni del dipartimento commerciale del porto, spiega: "Stiamo discutendo circa l'evoluzione del nostro piano di massima portuale. Esso viene utilizzato quale base per tutte le future trattative, di modo che sappiamo quali nostre opzioni ed opportunità vanno bene per il momento attuale e quali per il futuro. In qualche misura, stiamo guardando nella sfera di cristallo" afferma.

Le iniziative edilizie a breve termine del porto sono contenute in un piano finanziario quinquennale (1999-2003). Ai sensi di questo programma, New York/New Jersey dovrebbe aggiungere circa 250 acri di terreno per scopi di movimentazione contenitori presso il sito dell'ex Terminal Militare Marittimo di Bayonne, nel New Jersey, nonché a Port Jersey. Il costo sarà di quasi 480 milioni di dollari, mentre ci si aspetta che le operazioni terminalistiche inizino più o meno nel 2004/2005. Inoltre, lo Howland Hook Terminal di Staten Island dovrebbe essere ampliato di 200 acri entro il 2006 ad un costo di 450 milioni di dollari.

Le opzioni di investimento strategico a lungo termine del porto (2003-2040) assicureranno l'ampliamento dell'attuale Terminal Marittimo dell'Autorità Portuale di Elizabeth (nel New Jersey) pressappoco di 400 acri entro il 2010, ad un costo complessivo di 1,1 miliardi di dollari USA. Inoltre, il Porto di Newark (NJ) beneficerà di altri 200 acri approssimativamente entro il 2035, così come esistono ulteriori programmi finalizzati all'incremento delle dimensioni delle infrastrutture di Port Jersey e di South Brooklyn.

Nel complesso, New York/New Jersey si aspetta di investire dai 5 ai 7 miliardi di dollari da qui al 2040 in nuove infrastrutture portuali al fine di movimentare il previsto incremento dei volumi dei carichi. "Nei prossimi 5-10 anni, l'Autorità Portuale stanzierà una cifra prossima al miliardo di dollari di fondi propri per i progetti di sviluppo del porto" conferma Fallon. New York/New Jersey ammette di non essere in grado di far fronte a tutti questi costi da sola e sta quindi attivamente cercando contributi sia presso il settore pubblico che presso quello privato negli Stati Uniti al fine di finanziare il suddetto programma di investimento.

Un'altra questione che è in cima all'agenda di New York/New Jersey - specialmente alla luce dell'incremento dimensionale delle navi portacontainers - è quella decisiva del dragaggio. Il pescaggio massimo disponibile per le navi che scalano le infrastrutture di New York/New Jersey da lungo tempo costituisce un motivo di contenzioso spesso sfruttato dai suoi concorrenti. In condizioni di bassa marea, il naviglio tipo quello post-Panamax della Maersk SeaLand può attraccare solo in condizioni di carico parziale.

Secondo Fallon, questo problema sarà risolto, per quanto non immediatamente. "Stiamo andando verso i 45 piedi" conferma e continua: "I canali di Kill Van Kull e Newark Bay - principali arterie portuali - conseguiranno i 45 piedi che sono necessari entro il 2004. Dopo di che, verrà alla ribalta il nostro progetto per i 50 piedi. Si tratta della questione numero uno per l'Autorità Portuale di New York/New Jersey". In effetti, aggiunge Fallon, una volta conseguiti i 45 piedi, tale profondità del canale sarebbe sufficiente affinché New York/New Jersey possa accogliere "la maggior parte" delle portacontenitori in servizio.

Tuttavia, a dispetto delle fiduciose previsioni di Fallon, il dragaggio continua ad essere un argomento molto delicato, in particolar modo in relazione alla dismissione sicura dei materiali dragati. E' una questione che ha già attirato l'attenzione degli ambientalisti. La COA (Iniziativa Oceano Pulito), un'organizzazione ambientalista con sede nel New Jersey, ha uno scopo molto semplice: vuole tenere pulite e proteggere le acque attorno a New York. Supportata da imprese ed organizzazioni locali, tra cui singoli uffici politici, la COA continua ad essere assai critica circa la capacità di New York/New Jersey per quanto attiene le operazioni di dismissione sicura dei materiali dragati.

"L'Autorità Portuale attualmente ha il permesso di portare in discarica 300.000 tonnellate di fanghi. I livelli di contenimento costituiscono fonte di grandi preoccupazioni, tanto che vi sono già limiti di dragaggio in vigore" ha dichiarato la COA. L'organizzazione aggiunge che vorrebbe assistere ad un "immediato blocco" di queste iniziative e ha accusato l'Autorità Portuale di New York/New Jersey di "procedere dietro le quinte a proposte di discarica in mare ".

Oltre alle persistenti questioni del dragaggio e dell'ambiente, continua ad esservi una situazione di lotta intestina tra le autorità del doppio stato. Ciò è recentemente emerso in ordine ai programmi della Maersk SeaLand relativi ad una infrastruttura di snodo a New York/New Jersey. Il vettore marittimo è intenzionato a consolidare i preesistenti terminali della Maersk Line e della Sea-Land in una sola infrastruttura a Port Elizabeth. Tuttavia, i governatori Christie Whitman del New Jersey e George Pataki di New York continuano a non trovare un accordo sulle componenti "investimenti" ed "entrate" della locazione in questione.

Sebbene sia l'autorità portuale che il vettore marittimo stesso si aspettino che il problema venga risolto nel prossimo futuro, il lasso di tempo che ci vorrà si è dimostrato insoddisfacente per tutti gli interessati. Tommy Thomsen, presidente e primo dirigente delle operazioni nordamericane della Maersk SeaLand non è per nulla felice del fatto che la questione richieda così tanto tempo.

"Abbiamo definito i dettagli della locazione, ma non è ancora imminente l'approvazione da parte del consiglio dei governatori. La disputa tra le due autorità non è un problema nostro. Non vediamo proprio perché dovremmo farci invischiare in questioni politiche; però, è una cosa assai frustrante" ha detto recentemente. Senza dubbio, si tratta di un problema di cui le autorità del doppio stato di New York e New Jersey dovranno occuparsi, non solo al fine di rabbonire la Maersk SeaLand - che rappresenta quasi un quarto dei risultati containerizzati del porto - ma anche per i futuri possibili clienti che potrebbero non voler essere invischiati in situazioni simili.

La strategia di Suez è un buon esempio di iniziativa costruttiva, supportata da solide considerazioni economiche, da rotte merci efficienti e da importanti vettori marittimi. Allo stesso tempo, vi è l'esigenza di pianificare il futuro. Tuttavia, prima che New York/New Jersey riesca a farlo, deve risolvere i propri problemi a breve termine; solo così facendo, si potrà conservare un'ottica a lungo termine.
