Cabotaggio: verso una maggiore cooperazione internazionale

In occasione della conferenza annuale del Consiglio dei Caricatori Europei, svoltosi a Rotterdam il 25 ed il 26 Ottobre di quest'anno, i rappresentanti degli organismi pubblici, dei caricatori e dei professionisti del trasporto marittimo hanno annunciato nuovi diversi iniziative e direzioni che si inseriscono nella campagna europea di promozione del cabotaggio.

La Commissione Europea, i governi olandese e svedese ed altri organismi pubblici e privati si uniscono per una cooperazione più intensa per sviluppare il settore del trasporto marittimo a corto raggio.

Xander van Holk, consigliere superiore in politica del Ministero dei Trasporti dei Paesi Bassi, ha dichiarato che le autorità olandesi hanno adottato un nuovo piano d'azione in materia di cabotaggio. "Riteniamo che il trasporto marittimo a corto raggio debba e possa essere un'alternativa al trasporto su strada, a livello europeo", sottolinea van Holk.

Una delle nuove misure del piano d'azione olandese sul cabotaggio è un progetto sulla messa in opera di "indicatori di performance". "La nostra intenzione è quella di sviluppare degli strumenti per misurare i livelli di performance del settore", indica van Holk. I governi olandese e svedese hanno deciso di cofinanziare un progetto pilota per definire questi indicatori di performance del cabotaggio. Detti indicatori dovranno permettere ai caricatori, così come alle autorità pubbliche ed ai trasportatori, di misurare la qualità e l'affidabilità dei servizi e di individuare tutti i problemi ai differenti livelli della catena logistica.

Il progetto pilota olandese e svedese prenderà il via alla fine di quest'anno sulla tratta Rotterdam-Götheborg. Xander van Holk spiega che avrebbe piacere che altri Paesi prendessero parte a questo progetto pilota sugli indicatori di performance del cabotaggio. Oltre ai Ministeri del Trasporto svedese ed olandese, il Consiglio Europeo dei caricatori, l'Associazione del trasporto merci britannico, molti porti, caricatori e compagnie marittime si sono associate al progetto per la definizione di questi indicatori per il cabotaggio.

Mick Jackson, responsabile logistico dell'Associazione del trasporto merci britannico, che include il Consiglio dei Caricatori Britannici, ha sottolineato che il progetto pilota degli indicatori delle performances per il cabotaggio segue un modello adottato nel settore del trasporto aereo, con il sostegno del Consiglio Europeo dei Caricatori Aerei.

Gli indicatori di performance saranno utili ai trasportatori ed ai caricatori, spiega Jackson. Lo scopo ultimo è quello di fornire ai caricatori degli strumenti per valutare le prestazioni e l'efficacia/efficienza delle diverse modalità di trasporto, cabotaggio compreso, su di una certa rotta. Detti indicatori, inoltre, saranno essenziali anche per i responsabili di logistica, che avranno uno strumento in più per misurare la qualità dei servizi offerti e dei punti di riferimento (benchmarks). Per funzionare bene, però, questi indicatori dovranno riferirsi ad una specifica fascia territoriale, ad un corridoio. Infatti per il progetto pilota olandese/svedese si è scelto il tratto marittimo tra Rotterdam e Götheborg, senza escludere i collegamenti terrestri.

Dovranno essere valutati elementi collaterali quali la qualità delle infrastrutture esistenti, i porti, i nodi stradali e ferroviari, nonché l'impatto delle infrastrutture sulla catena logistica.

Kerstin Sterner, consigliere principale della direzione trasporti dell'Unione Europea, ha detto che si deve incoraggiare questo progetto, cercando di trovare una metodologia con caratteristiche tali da poter essere applicata a tutte le diverse modalità di trasporto. La Commissione stessa potrebbe cofinanziare il tutto.

Durante il suo discorso alla conferenza del Consiglio europeo dei Caricatori, K. Sterner ha ritenuto opportuno mettere in risalto soprattutto l'importanza, per la Commissione, di sviluppare il trasporto intermodale e ferroviario come alternativa, meno nociva per l'ambiente, del trasporto stradale.

La stessa Commissione ha continuato ad applicare diverse misure di sostegno al settore del cabotaggio, ivi compreso il finanziamento di studi di fattibilità per i nuovi servizi di cabotaggio. Ma al momento della conferenza di Rotterdam non è stata data nessuna notizia di questi studi.

Al fine di sviluppare la cooperazione internazionale nell'ambito del trasporto marittimo a corto raggio, la Commissione Europea ha cominciato a mettere in piedi una rete di corrispondenti. Questi ultimi sono dei funzionari dei ministeri dei trasporti dei differenti Stati.

La Commissione lavora anche su un programma di facilitazione delle procedure per il passaggio portuale delle merci utilizzante servizi di cabotaggio. Proprio la complessità di questo tipo di passaggi è considerata un grande ostacolo, forse il principale, allo sviluppo del cabotaggio.

La Commissione Europea ritiene che il trasporto marittimo di corto raggio debba divenire "una vera e propria modalità di trasporto door-to-door". E a questo proposito, al momento della sua comunicazione del Giugno 1999 sul cabotaggio marittimo (COM 1999/317), la Commissione aveva sottolineato come l'integrazione del cabotaggio marittimo all'interno delle catene logistiche di trasporto fosse essenziale per lo sviluppo del settore.

Van Holk ha sottolineato che i governi olandese e svedese stanno giocando un ruolo fondamentale allo scopo di implementare una politica di "navigazione nordica di qualità", che promuova la sicurezza marittima e migliori il commercio ed il trasporto marittimo all'interno del bacino del Mar Baltico. Il ministero dei trasporti olandese si augura che tutti i Paesi baltici partecipino all'iniziativa.

Per stimolare la domanda nel settore cabotiero, il governo olandese continua a cofinanziare l'Ufficio d'Informazione sul trasporto marittimo a corto raggio creato nel 1997. A partire da questa data "l'iniziativa olandese dell'Ufficio di promozione nazionale è stata seguita dalle autorità francesi, belghe e svedesi", spiega Sander van't Verlaat, direttore dell'Ufficio olandese. Un Ufficio nazionale sarà presto messo in piedi anche in Danimarca ed in Italia, Grecia e Finlandia si sta discutendo per costituire simili Uffici.

Van't Verlaat ha incontrato il suo equivalente belga, ma ha dichiarato, al momento della conferenza, che attualmente non c'è abbastanza cooperazione tra tutti questi Uffici di promozione nazionale. "Non basta avere degli Uffici, bisogna che questi siano tutti collegati in rete", aggiunge.

Concordemente con il ministero dei trasporti olandese van Holk pensa che una cooperazione tra i vari Uffici nazionali sul cabotaggio, nonché un continuo scambio di informazioni, possano garantire agli interessati dei dati utili sul trasporto terrestre di ogni Paese a partire dai porti, serviti in ogni punto del collegamento marittimo.
