Verso un controllo dei dati

Maggiori sono gli investimenti dei terminal containers in equipaggiamento, maggiore è il livello di efficienza che ottengono, ma con livelli dei traffici sempre crescenti l'area critica in cui bisogna agire con sollecitudine è quella delle comunicazioni.

I terminal operators stanno cercando costantemente dei modi per accrescere il loro livello di efficienza, in modo tale da venire incontro alla domanda delle compagnie di navigazione per tempi di crociera più brevi e standard di servizio superiori, e, allo stesso tempo, massimizzare l'uso dello staff e degli equipaggiamenti.

Considerati gli elevati investimenti in capitale che gli operators devono effettuare in equipaggiamenti, come nel caso delle gru, ci sono significativi benefici che si possono ottenere dal fatto di disporre di un controllo maggiore e più veloce sul loro funzionamento. Allo stesso modo, l'accurato immagazzinaggio ed il veloce smobilizzo dei containers possono costituire un punto di ulteriore forza e competitività di un terminal.

Una parte integrante di questa spinta globale verso una maggiore efficienza coinvolge anche l'utilizzo diffuso di sistemi e reti per lo scambio automatico, il collezionamento e la manipolazione di informazioni. I sistemi radio di trasmissione dei dati (RDT) hanno, ad oggi, rimpiazzato quelli radio-vocali come mezzo preferito per controllare le operazioni di movimentazione e stoccaggio nella maggioranza dei porti.

Secondo un portavoce dell'Autorità Portuale di Dubai, un sistema radio-vocale era adatto quando i traffici dei terminal erano di basso volume, ma, crescendone la consistenza, il sistema divenne presto incapace di gestire la complessità e la quantità totale dei messaggi.

Un'ulteriore difficoltà con i controlli vocali in un porto quale quello di Dubai è costituita dal fatto che la forza lavoro impiegata è sia multinazionale che multilingue. "I problemi che si riscontrano durante le comunicazioni simultanee di messaggi sono significativi. A ciò si aggiunga il crescente volume di comunicazioni richieste nei momenti di punta. Insomma è l'inizio di un bottleneck comunicativo", aggiunge il portavoce dell'Autorità Portuale.

Un sistema RDT ha offerto la soluzione giusta. Esso permette al messaggio di passare dalla sezione controlli alla forza lavoro senza problemi derivanti da diversità di lingue ed accenti. Ci vuole anche meno tempo per trasmettere, comparativamente, un dato spezzettato in piccole parti con l'RDT che tutto intero con la voce.

In pratica, sono due le frequenze impiegate per le applicazioni RDT: bande strette e gamma completa di frequenze larghe, entrambe con i propri vantaggi e svantaggi.

I sistemi a bande strette hanno tempi di risposta più lenti e limitata capacità nella manipolazione dei dati, ma giocano un ruolo vitale nelle situazioni in cui il loro raggio d'azione lungo e l'elevata copertura che assicurano sono più importanti delle larghe quantità di dati. Questi sistemi operano nelle bande a 70 cm, tra i 450 ed i 480 MHz e possono trasmettere fino a 9.600 bit al secondo (bps).

La gamma completa di frequenze larghe ha invece una maggiore velocità di trasmissione dei dati, che implica la possibilità di maneggiare una quantità di informazioni fino a 20 volte superiore. Il suo svantaggio principale, comunque, è che copre basse distanze. Un terminal container comune di 300 mila metri quadrati può essere coperto da solo quattro antenne a banda stretta, usualmente montate sulle torri da illuminazione più alte del container terminal, mentre se si usa la gamma di frequenze larghe sono richieste almeno 20 antenne per ricoprire la stessa area.

Un ulteriore svantaggio della gamma delle frequenze larghe è il numero di limitazioni che molti Paesi impongono sul loro utilizzo, soprattutto all'interno dell'Unione Europea. Le leggi dell'Unione infatti restringono l'uso delle gamme di frequenza larghe a 2,4 GHz, ed è un caso unico al mondo. Poi la loro potenza è limitata al livello di soli 100 milliwatts (mentre per le bande strette il livello è 500 milliwatts), così il loro range è poco più di 50 m per antenna.

Il sistema adottato in USA è molto più potente, visto che opera a 900 MHz e due watts, e tutto questo gli garantisce un range di quasi 500 metri. È opinione comune ritenere che sarebbe un sistema buono anche per l'Europa, dato che presenta buona copertura e alta velocità nel trasferimento dei dati. Sfortunatamente, è la stessa frequenza che usano i telefonini GSM in Europa, pertanto i terminal operators non potranno mai trarre benefici dal sistema USA.

Frequenze discordi

Problemi simili esistono quando si cerca di mettersi d'accordo su di un'altra frequenza per l'utilizzo delle bande larghe, dato che ogni Paese ha stabilito delle proprie frequenze per gli usi di governo, militari e marittimi. Ad esempio, la banda 1,3-1,5 GHz è disponibile in Germania, ma non in Francia, mentre c'è una speranza che una frequenza tra gli 1,5 e 1,8 GHz possa diventare libera per l'utilizzo in pochi anni.

Al momento attuale, le operazioni su banda larga in Europa sono ristrette, in genere, alle attività tra magazzini, mentre le bande strette sono l'unica frequenza disponibile per i terminal operators.

A seconda del Paese, delle dimensioni del terminal e della frequenza delle transazioni, entrambi i sistemi si rendono utili, e, in alcune occasioni, la soluzione migliore è stata combinarli connettendosi allo stesso computer. Un esempio è l'hardware manufacturer RDT tedesco Teklogix, che ha sviluppato il suo 9300 network controller. Esso può essere impiegato sia per le bande strette, che per i segnali sulle frequenze a bande larghe, che per la messaggistica in modo del tutto indipendente.

Questo controllo dual band è stato progettato per l'uso in un grande magazzino o terminal, con all'incirca uno spostamento ogni due minuti, che potesse essere servito dalle bande strette a mezzo di due sole antenne. Mentre un adiacente sistema di rotazione con 20 persone che facesse due selezioni al secondo sarebbe stato meglio servito dalle bande larghe. La maggior parte degli operatori è d'accordo nel ritenere che è perfettamente fattibile avere sia le bande strette che quelle larghe coesistenti nello stesso sistema centrale.

In genere, i sistemi a bande strette offrono ancora un metodo attuabile ed abbastanza economico di comunicazioni radio in ambienti larghi e pesanti, dove i tempi di risposta sotto il secondo ed i volumi di dati non sono un'istanza di primaria importanza. Esempi includono il controllo di carrelli elevatori o l'utilizzo di terminali manovrati manualmente per lo stoccaggio casuale delle merci.

Dove la velocità delle bande larghe ha la meglio è in ambienti molto veloci o in cui sono presenti informazioni assai complesse. Ad esempio, al terminal operator si può chiedere, e con molta urgenza, di ricontrollare un certo manifesto del container usando un computer manovrato manualmente direttamente sul posto. Questo potrebbe facilmente comprendere la trasmissione di molte pagine di dati e la velocità sarebbe forse di importanza vitale per lo spedizioniere o per la stessa compagnia di navigazione.

Prove sul campo

Ora passiamo dalla teoria alla pratica. Spostandosi dal controllo radio-vocale ad un sistema di trasmissione di dati a bande strette, l'Autorità Portuale di Dubai sta progettando delle nuove mosse.

Ci sono tutta una serie di circostanze particolari intorno all'operato dell'Autorità Portuale. Essa è responsabile di due porti, Jebel Ali e Port Rashid, che sono distanti soltanto 35 km, e pertanto richiedono frequenze diverse per evitare interferenze. Elevate temperature ed umidità, specialmente d'estate, possono sfociare in un fenomeno chiamato "ducting", per cui anche i segnali VHF e UHF, notoriamente di scarsa potenza, possono viaggiare per distanze molto estese.

L'Autorità ha spesso rilevato che le sue comunicazioni radio erano spesso sommerse da segnali provenienti da città vicine, e persino da trasmettitori posti a centinaia di chilometri di distanza. Tra le altre stranezze osservate si annoverano anche delle occasioni in cui un'unità manuale di potenza molto bassa utilizzata in una parte remota del porto riusciva ad inviare il suo segnale al centro di controllo anche meglio di unità più potenti.

Siccome poi i due porti sono diventati sempre più indaffarati, è divenuto sempre più evidente che le frequenze radio esistenti stavano cominciando ad intasarsi per l'eccessivo traffico di messaggi, tanto da causare degli errori e la mancata ricezione di importanti messaggi.

La soluzione è stata muoversi verso il sistema UHF, che ottimizza i tempi aerei disponibili. Ha anche reso capace l'Autorità Portuale di monitorare le performances dei suoi sistemi di trasmissione dei dati, visto che registra ogni chiamata e ogni ritardo che può occorrere durante la connessione.

Il monitoraggio iniziale ha mostrato che durante i periodi di maggior traffico, i messaggi erano trasmessi alla velocità di 18 mila ogni tre ore con un sistema RDT standard, con ulteriori 25 mila di passaggio nel sistema principale.

L'Autorità Portuale e la vicina Jebel Ali Free Zone Authority già usano una LAN a 2,4 GHz per trasmettere dati tra gli edifici che non sono stati ancora provvisti di fibre ottiche. La LAN radio può gestire circa 2m bps, rispetto ai 100m bps del network a fibre ottiche, ma sono in pochi a notare la differenza.

Il passo successivo è utilizzare la tecnologia LAN radio nel terminal. Organizzando un sistema di unità a base multipla ad un capo dell'area di stoccaggio, è possibile e coprire l'intera zona dove avviene la movimentazione dei containers.

L'Autorità cera anche altre soluzioni per risolvere i problemi di capacità ed assicurare che i suoi sistemi non si sovraccarichino talmente tanto da non riuscire poi a sostenere le operazioni. È stato così introdotto il manifesto elettronico, ovvero tutti gli agenti marittimi devono sottomettere i dati del manifesto elettronicamente prima dell'arrivo di una nave.

È stato introdotto anche un sistema di codice a barre nelle stazioni merci containers, con codici a barre per ogni pallet ed ogni posizione di pallet. Lo staff del terminal utilizza unità mobili di dati e scanner e i dati provenienti da queste unità sono trasmessi mediante un sistema con gamma di frequenze a banda larga da 2,4 GHz. L'Autorità ha ora aggiunto il monitoraggio dei containers in tempo reale, in modo tale da ottimizzare l'uso di tutto l'equipaggiamento di terminal e magazzino.

Secondo l'opinione di Ilkka Annala, vicepresidente della sezione marketing a Kalmar Container Handling, l'automazione sta diventando velocemente un attrezzo essenziale nelle operazioni a terminal. Egli sostiene che: "se è vero che le operazioni portuali totalmente senza equipaggiamento non possono combinarsi perfettamente con quelle effettuate mediante equipaggiamento a causa della velocità della movimentazione, l'accresciuta produttività risultante da cicli produttivi sempre più veloci e i margini significativamente ridotti per l'errore umano, però sono dei chiari benefici derivanti dall'utilizzo dell'automazione."

Diversi gradi di automazione sono attualmente utilizzati da porti e terminal operators in tutto il mondo. Questi spaziano da sistemi di computer centralizzati di monitoraggio delle performances e per far anche funzionare un certo tipo di equipaggiamento, fino all'utilizzo di sistemi di posizionamento globale (GPS), che usano sequenze programmabili per guidare le attrezzature di movimentazione dei containers.

Da parte sua, Kalmar ha puntato sull'automazione dell'RTG per gru e bracci meccanici. Nell'opinione di Annala, la chiave per lo sviluppo degli RTG automatici per questo tipo di attrezzature portuali è l'utilizzo di sistemi di navigazione satellitare.

"Utilizzando il GPS, il nostro sistema Smartrail consente di calcolare l'esatta posizione dell'equipaggiamento per la movimentazione dei containers con al massimo 5 centimetri di errore", dice Annala. Certo, l'abilità di localizzare con precisione l'esatto movimento dell'attrezzatura per containers con un alto grado di precisione porta con sé numerosi benefici collaterali per porti e terminals.

"L'utilizzo di tecnologie GPS implica che non serve più il lavoro dell'ingegneria civile, il costo di installare binari di acciaio per montare di essi dei cavalletti è molto superiore al costo dei binari virtuali di Smartrail per l'RTG", egli aggiunge.

Il fatto che i binari sono virtuali vuole anche dire che è molto più veloce e più economico modificare il layout del terminal. Pure i costi operativi sono significativamente ridotti, dato che non ci sono più cavi elettrici sotterrati, ovvero attrezzature e segnaletica a terra che necessitano di continue riparazioni, nonché di attività di manutenzione.

Il sistema Smartrail di Kalmar originariamente venne testato in un ambiente operativo a Cartagena, in Colombia, nel 1998. Ora questo sistema ha fatto dei passi in avanti grazie all'integrazione dei comandi automatici di lunga distanza con il sistema di gestione dell'area del terminal, Navis.

Trasmettendo segnali al computer Navis da tre coordinate, ogni volta che si attivano le apposite valvole blocca-torsione dei containers, si riesce a conoscere con precisione l'esatta posizione di quei containers. E tutte le volte che un container è spostato in un'altra posizione, il computer di gestione dell'area è automaticamente aggiornato.

"I benefici di un sistema di questo tipo sono enormi", dichiara Annala. "Da quando abbiamo adottato queste nuove tecnologie, Cartagena ha ridotto il numero di containers mal posizionati e conseguentemente si è accresciuta la produttività portuale."

Navis dice di essere il leader nella fornitura di software di pianificazione, gestione e controllo dei terminal containers. Ed è un'opinione pienamente sostenuta dalle performances, dato che il sistema di gestione del terminal ha movimentato il suo centomilionesimo Teu l'anno scorso, ed è stato installato in oltre 125 tra porti e terminals.

Il suo pacchetto, chiamato Sparcs, include un numero di sistemi che coprono una vasta gamma di operazioni portuali. Il modulo di comando della banchina offre un controllo mai visto prima delle operazioni a bordo banchina, visto che rende capace il controllore di monitorare i movimenti del cargo e di modificare i piani di lavoro delle gru per venire incontro alle esigenze del cliente o alle modifiche nei collegamenti ferroviari e di transhipment.

Tutta l'informazione è integrata in una singola finestra cosicché gli operatori possono monitorare e pianificare i turni, i movimenti dei containers e l'attività delle gru allo stesso tempo. Utilizzando un'interfaccia grafica guidata dal mouse, i controllori del terminal possono muovere le gru o frazionare i turni lavorativi.

Monitoraggio computerizzato

Una delle nuove aggiunte dello Sparcs è la sua opzione reefer-monitoring, che fornisce un controllo automatico, un metodo in tempo reale di gestire i containers frigo. Questo rende capace il terminal operator di stabilire la corretta gamma di temperature per ogni container, insieme ai tempi di accensione e spegnimento, nonché fino a quattro momenti di monitoraggio al giorno.

Lo staff che usa le unità RDT può accedere alle liste lavorative, fornendo dettagli e particolari dei containers da caricare o scaricare, e di quelli da controllare.

Di concerto con il Navis, un grande beneficio del sistema di monitoraggio è che diminuisce notevolmente i tempi dell'ingegneria dei frigo ed elimina molti documenti cartacei e tutte le annotazioni a mano che normalmente si fanno quando si gestisce un terminal frigorifero. Infatti, con il nuovo sistema i dati sono trasmessi direttamente dal posto dai terminals RDT fino al database centrale.

La storia completa di ogni container frigo è poi conservata in Express, dando così all'operatore un reportage verificabile dello stato di ogni container allorché era ancora nel terminal. Se così accadesse che il materiale contenuto nel container frigo andasse a male una volta uscito dal terminal, e si sollevasse un dubbio sulla possibile responsabilità del terminal dell'accaduto, come spesso avviene, grazie all'Express si sarebbe in grado di individuare di chi è veramente la responsabilità, e si potrebbe eventualmente scagionare il terminal.

Il Cosmos di Anversa emerse sette anni fa quale entità separata dall'ex dipartimento di gestione dei sistemi informativi del grande terminal operator Hessentiae. Come oil Navis, anch'esso sostiene di essere tra i maggiori fornitori al mondo di sistemi di controllo e pianificazione portuali, ora installati in oltre 30 terminals. Tra di essi Anversa, Gothenburg, Le Havre, Rotterdam, Kingston, Gioia Tauro e vari porti sudafricani.

Le applicazioni standard della compagnia sono state specificatamente disegnate per i terminal containers, autoveicoli e Ro/Ro. I maggiori sistemi includono SHIPS per il planning navale, SPACE per il planning delle aree magazzino, TRAFIC per il controllo del trasporto e CTCS per il controllo globale del terminal container. Altri pacchetti software includono i sistemi EDI e prodotti speciali per stazioni merci containers, terminal autoveicoli e Ro/Ro.

Tra le sue più recenti trovate c'è il Visual Gate System, che può essere usato per identificare il numero dei container, la licenza ed il codice ISO per ogni camion che entra od esce dal terminal. Le prenotazioni possono essere controllate automaticamente dato che sono disponibili immagini ad alta risoluzione di tutti i camion archiviate nel database per esigenze future.

Seguendo la logica di Cosmos, gli operatori a terminal sono liberi di scegliere tutti o soltanto qualcuno dei suoi sistemi operativi, a seconda delle esigenze e delle circostanze. E tutto ciò potrebbe variare dalla semplice installazione di una o più delle sue applicazioni fino ad un sistema tipo host, che includa tutto il pacchetto Cosmos oppure offra una soluzione custom, dove Cosmos fornisce sia l'hardware che il software.

La compagnia avverte che tutte le soluzioni sono guidate dal computer e basate su quattro principi. Questi sono: il pianificatore decide le regole di planning; i computers svolgono i compiti ripetitivi seguendo queste regole; lo spedizioniere gestisce le eccezioni; basandosi su suddette eccezioni, il pianificatore affina le regole di planning. E così funziona il tutto, e gradualmente vengono eliminate le eccezioni e le irregolarità.

Tra gli altri concorrenti del settore c'è anche CMC, uno sviluppatore di software indiano che recentemente ha installato il suo sistema di gestione dei containers marittimi, il MACH, al terminal malese di Tanjung Pelpas. Il CMC è stato ostacolato dal processo di privatizzazione, più lento del previsto, dei porti in India, ma si attende che entri in funzione a pieno regime al più presto e cominci a fornire le soluzioni più adatte per tutti i terminals del Paese.

Recenti aggiunte al MACH includono il sistema GTO per le gate operations adibiti allo sgombero dei camions automatico. Sono ricompresi anche sistemi a ricognizione ottica ed uso di trasportatori di grandi e piccole dimensioni programmabili e non programmabili.

Hot spots

Un ulteriore passo in avanti è l'EIS, progettato per migliorare i report statistici e i resoconti globali delle attività terminalistiche. Tra le sue capacità vi è la possibilità, per i managers, di accedere ad informazioni dettagliate sui "punti caldi", dove la performance non va incontro alle attese o alle necessità. Contiene anche informazioni utilizzabili per mettere in guardia gli operatori allorché ci si trova dinanzi a situazioni di questo tipo, come ad esempio un gru dallo scarso rendimento.

I mezzi per dare informativa ai managers sono stati costruiti grazie a CMC ed all'utilizzo complementare di un software sviluppato dalla compagnia americana Cognos. EIS usa il motore On-Line Analytical Processing della Cognos, che rende abili gli utenti di intraprendere analisi multidimensionali, e così analizzare i diversi patterns operativi ed i fallimenti.

Un numero di altri sviluppatori di software è anche incluso nella fornitura di sistemi per porti e terminal operators. Tra di essi c'è il coreano Total Soft Bank, che ha prodotto CATOS, il suo sistema operativo computerizzato automatizzato di gestione del terminal. CATOS opera ad oggi nel porto malese di Klang ed in quattro terminals K-Line in Giappone. Il sistema è stato di recente installato al terminal Tropical Shipping a Palm Beach, in Florida.

Anche in Australia, Kalmar sta lavorando su un progetto con la compagnia leader nelle operazioni di carico/scarico portuali Patrick e l'Università di Sydney per sviluppare quello che essi ritengono sarà il primo vero caricatore completamente automatico.

Esso sarà controllato da un computer di bordo che lavora sulle istruzioni generate dal sistema di controllo del terminal. Il sistema di navigazione di questo nuovo caricatore userà due loops indipendenti di guida, che serviranno anche a fornire al computer centrale le necessarie informazioni di posizionamento. Gli spostamenti sono registrati su una mappa grafica in tempo reale.

Il primo loop usa un radar con lunghezza d'onda di 1 mm, assieme a codificatori, e i porti sono equipaggiati con attrezzi per la ricezione montati a distanze precise all'interno del terminal. Il secondo loop non si serve di alcuna infrastruttura terminalistica, ma usa un sensore di navigazione ad inerzia automaticamente corretto dal GPS.

Data la pessima stima degli scaricatori portuali australiani in merito ad efficienza e raggiungimento di standard nelle performances almeno mediamente decenti, prima si introdurrà questo sistema automatico, meglio sarà.

Nell'opinione di Kalmar, le limitazioni nella velocità ora in vigore hanno implicato che il caricatore in studio potrà andare al massimo a 15km/h. Comunque, si ritiene che esista il potenziale per superare questo limite, e di una considerevole misura.
