Ports

Aumentando la capacità

La potenziale capacità di traffico di un terminal containers è uno dei punti caldi del momento. L'utilizzo dell'automazione è uno dei modi per sfruttare meglio le strutture esistenti.

Oggi l'automazione e le operazioni nei terminal containers vanno di pari passo. Molti terminals già ne fanno largo utilizzo ad un grado maggiore o minore, semplicemente per i benefici che essa procura nel controllo dei movimenti degli equipaggiamenti in loco e nella dislocazione di quelle che possono essere diverse migliaia di contenitori.

Per i nuovi terminals l'uso dei sistemi automatizzati e delle attrezzature è un must. In più, per quei terminals che, per svariate ragioni, devono accrescere la propria capacità in termini di output, ma hanno vincoli all'espansione delle proprie strutture, l'introduzione dell'automazione - o il suo incremento se questa è già presente - può fornire la necessaria capacità aggiuntiva che può essere richiesta per tenere testa alla crescente domanda.

Il commercio mondiale sta crescendo ad un ritmo in media del 7-8% all'anno, perciò il problema dell'automazione è molto attuale. Non è solo una questione sul fatto che si debbano o meno costruire nuovi terminals per i containers, sebbene questo avverrà comunque con le espansioni esistenti del commercio e le previsioni ottimistiche nell'impiego dei containers. Come per la congestione delle strade in molti Paesi, il problema è riuscire ad impiegare al meglio quello che già si possiede, non costruire nuove infrastrutture. E l'automazione può offrire delle soluzioni in questo frangente.

Comunque, i terminal containers non sono messi sotto pressione solamente dagli aumenti nei flussi di scambio. Hanno la loro parte anche le questioni ambientalistiche. Molti Paesi stanno mettendo vincoli e restrizioni all'espansione dei nuovi terminals, nonché alla costruzione di banchine nuove di zecca in questi giorni. Investire in attrezzature più sofisticate o revisionare ed aggiornare le unità esistenti per ottenere performances più soddisfacenti è un modo di risolvere questo problema.

Le richieste dei clienti giocano anche un ruolo principe. Con l'intensificarsi della concorrenza, i costruttori si stanno accorgendo che devono regolarmente aggiornare, o addirittura reinventare, le loro catene di offerta. I fornitori di servizi di trasporto e logistica che sono incaricati di venire incontro alle esigenze dei clienti devono provare e stare all'erta, e ciò implica che non solo i terminals marittimi stanno sperimentando problemi di capacità, ma anche i terminals dell'hinterland ed i centri di distribuzione e stoccaggio.

C'è un'enfasi particolarmente forte posta dal mondo degli affari sulla riduzione dei costi di magazzino e l'utilizzo di sistemi JIT per riuscire a rifornire i clienti e le linee di produzione su una base regolare. Tutto ciò richiede una catena dell'offerta efficiente e senza errori, il che significa che allorché le merci si muovono tra i vari anelli della catena la movimentazione deve essere veloce ed efficace.

Con le tecnologie attualmente disponibili e quelle attese in futuro, l'intera catena dell'offerta diventerà sempre più visibile ed accessibile ai clienti. Questo accresce la necessità di ottenere performances costantemente in linea con gli standards elevati richiesti.

Previsioni future

Le previsioni per il futuro indicano che il traffico containerizzato si espanderà notevolmente nei prossimi 5-10 anni, garantendo così ampi investimenti nei terminal containers, sia a livello di porti che di hinterland. Per venire incontro alle previsioni, l'automazione - sia essa negli equipaggiamenti o nei sistemi - ha un ruolo chiave da giocare, se non altro per sostenere una movimentazione efficiente e venire incontro agli aumenti di capacità richiesti per tenere testa agli aumenti nei flussi di traffico.

Sul fronte marittimo, le navi portacontainers hanno continuato ad incrementare la loro stazza, con navi progettate da 8.000-10.000 Teus. Questo per l'esigenza già da tempo sentita di effettuare sempre meno scali regionali, incrementando così la domanda per servizi e terminals di feederaggio e transhipment. Quale parte della catena dell'offerta, è anche sempre più importante per i terminals di terra operare sempre più efficientemente, e pertanto si cerca un utilizzo sempre maggiore dell'automazione sempre di più per aumentare le performances standard e, dove necessario, la capacità di output.

Efficienza di costo

Nel passato in genere i terminals dell'hinterland di minori dimensioni non hanno avuto ragioni per giustificare l'uso dell'automazione, sia in termini di spesa che di possibilità di utilizzo (infatti movimentano scarse quantità di merci). La situazione sta adesso cambiando perché mentre cresce la complessità dei sistemi, stanno diventando sempre più facilmente adattabili ai bisogni dei terminal più piccoli, e quindi richiederebbero esborsi monetari più contenuti ed alla portata di tutti i terminals.

La massimizzazione dell'output, qualora questo sia un obiettivo prioritario, e l'ottimizzazione dell'operatività del terminal e dell'efficienza di costo sono dei benefici direttamente ottenibili dall'automazione. I livelli di investimento tendono ad essere elevati, ma vengono decurtati significativamente i costi di manodopera con un contestuale incremento in efficienza delle operazioni, posto che il sistema lavori efficientemente e sia sempre ben manutenuto con regolarità.

Raramente al giorno d'oggi si trova una parte, anche piccola, di un terminal container che non sia, anche in una piccolissima parte, almeno un po' automatizzata. Sia che siano gru, straddle carriers, sistemi di cancelli per l'ingresso e l'uscita, o che sia l'intero sistema di gestione del terminal, l'automazione è un denominatore comune per tutti. Anzi, non è molto lontana la prospettiva di un terminal completamente automatizzato. Molta della tecnologia che servirebbe è già presente sul mercato e disponibile.

Il terminal Ceres Paragon, costruito ad Amsterdam e pronto per essere aperto a metà 2001, più di ogni altro terminal fornisce un quadro preciso di quanto operazioni di terminal ed automazione possano coesistere in una proficua simbiosi. Costato circa 175 milioni di dollari, il terminal darà inizialmente lavoro a 250-300 persone e produrrà un output di più di un milione di Teus.

Sistemi flessibili

Nell'area dell'Information Technology (IT) - e specialmente i sistemi di gestione dei terminals - c'è una concorrenza spietata, sebbene il settore sia dominato da pochi grandi attori. Navis, che fornisce le strumentazioni e il software al Ceres Terminal, è chiaramente l'impresa leader, con oltre 125 terminals che utilizzano i suoi sistemi.

All'inizio del 2000 ha introdotto poi una nuova opzione al suo sistema Sparcs, che permette il monitoraggio dei containers frigo, che era flessibile in termini di gamma di temperature applicate al contenitore, tempi di connessione e disconnessione, nonché procedure di controllo.

Una larga parte della strategia della Navis sta anche nel mantenere forti legami con i clienti. Allorché viene installato un nuovo sistema, ad esempio, la Navis è in grado di fornire una squadra tecnica di supporto che resta con il cliente per un periodo prestabilito per aiutarlo a prendere confidenza con il mezzo acquisito e riuscire a farlo funzionare efficientemente.

Uno degli altri attori principali è Cosmos, che attualmente ha installazioni in oltre 40 terminals in Nord e Sud America, Africa, Europa ed Asia. Fu fondata ad Anversa nel 1992 ed ha una gamma di sei prodotti differenziati per la gestione automatizzata dei container terminals (CTCS). Nel CTCS è incluso un sistema di controllo dello spazio, uno di controllo delle navi ed un altro per monitorare le diverse movimentazioni.

Tutte queste opzioni fornite dalla Cosmos servono per ridurre i costi operativi a terminal, monitorare al meglio la situazione, minimizzare l'errore umano. Come la Navis, la Cosmos ha programmi per l'aggiornamento regolare dei suoi sistemi, l'aggiunta di nuove componenti oppure il miglioramento di quelli esistenti. Il suo ultimo prodotto è il VGS (Visual Gate System), che fornisce informazioni esatte sullo spostamento dei veicoli all'interno del terminal per una corretta individuazione degli stessi.

Garantisce infatti la ricognizione ottica degli arrivi e delle partenze dei camions, fotografie dei containers ad alta risoluzione, controllo automatico con il libro delle prenotazioni. Il VGS registra il numero dei containers, il codice ISO, la licenza del veicolo e stabilisce dove verrà piazzato il contenitore. Utilizza gli ultimi arrivi in termini di IT ed è compatibile con i sistemi dei clienti e dei terminalisti. Si può anche collegare ai sistemi di gestione del terminal per agevolare e potenziare al meglio le operazioni di banchina.

La PSA di Singapore partecipa anch'essa a questo mercato promuovendo sistemi tutti di sua invenzione. Attualmente opera in circa 11 terminals ed ha aggiornato il suo sistema - conosciuto sotto il nome di Citos - per includere tutta una nuova gamma di modelli. Tra questi vi sono i sequenziatori automatici per gru, che vengono aggiunti a quelli già esistenti per i containers quale parte integrante dei sistemi di pianificazione di bordo, ed i sistemi, su personal computer (PC), di gestione delle aree di magazzino e di stoccaggio.

Eccetto Navis, Cosmos e PSA ci sono un gran numero di altre imprese nel settore. La software house indiana CMC, ad esempio, ha il proprio sistema di movimentazione marina dei containers (MACH) installato a Tanjung Pelepas, terminal della Malaysia. Taljung Pelepas ha anche un suo sviluppato terminal integrato ed un sistema di management portuale, che collega autorità portuale e utenti del porto e mira ad operare in un ambiente non cartaceo all'interno del porto.

La CMC non ha ottenuto il successo sperato nel suo mercato domestico, a causa del lento cammino verso la privatizzazione dei porti indiani. La compagnia poi vorrebbe fornire servizi molto più ampi rispetto alla mera fornitura del sistema di gestione del terminal, il che implicherebbe software aggiuntivo nel terminal stesso.

Altre imprese in questo mercato in crescita includono la Tideworks di Seattle, sussidiaria di Stevedoring Systems of America (SSA), che commercializza un suo proprio sistema elettronico di gestione del terminal containers. La Tideworks ha sistemi in oltre 20 terminals, di cui almeno tre senza la presenza della SSA. Un altro fornitore è la Total Soft Bank Ltd (TSB) koreana, che ha un suo prodotto automatizzato, Catos. La TSB opera soprattutto in Asia, Giappone e Malaysia (Port Klang).

La TSB ha recentemente formato un'alleanza con la EmbarcaderoSystems Corporation, sussidiaria di Marine Terminals Corporation, compagnia leader nello stoccaggio e nei servizi generali per i terminal coast to coast, movimentante oltre 3 milioni e mezzo di Teus all'anno. Con quest'alleanza, il software TSB sarà utilizzato nelle strutture della Marine Terminals.

Equipaggiamento automatizzato

Dal lato equipaggiamento, i costruttori di gru, cavalletti e straddle carriers continuano a fare passi da gigante in tema automazione. Sulle gru ci sono sistemi i controllo automatico, che possono accelerare significativamente le capacità di movimentazione, anche di più del 50%.

Per gli RTGs, i sistemi di pilotaggio automatici sono ben visti e considerati come i sistemi del futuro, anche se per le gru di terra non sono ancora stati tutti implementati. Il leader del settore in Europa è sicuramente l'inglese Morris Mechanical Handling, ed il suo avanzato sistema automatico per la guida delle gru (AGSS) è largamente utilizzato e spesso ha subito aggiornamenti, migliorie e modifiche per accrescere le performances delle RTGs e dare maggiore flessibilità operazionale al terminal.

Nel Luglio 2000, la compagnia ha vinto una gara d'appalto istituita da Deltaport a Vancouver per la fornitura di sistemi di gestione automatizzati di magazzino e tracking e controllo per i singoli contenitori movimentati. Il sistema assicura un planning dinamico ed in tempo reale, nonché un monitoraggio attento. Sono inclusi nella fornitura anche gli ultimi arrivi in fatto di sistemi AGSS per le RTGs del porto.

Per quanto concerne le straddle carriers, le principali linee di sviluppo indicano una ricerca di incrementi nella velocità di movimentazione e di trasporto, diminuzioni nei costi, più rispetto per l'ambiente (minori emissioni gassose e ridotto inquinamento acustico) e meno costi di manutenzione. Tra l'altro le ultime straddle carriers progettate sono completamente e definitivamente automatizzate.

Il tema dei problemi di capacità per i terminal containers marittimi di minori dimensioni e per i terminals dell'entroterra destinati alla fornitura di servizi alla movimentazione dei contenitori è sempre più all'ordine del giorno. Non è un caso, infatti, che fornitori di IT, come la PSA o la Cosmos, abbiano prodotto sistemi specifici per la gestione delle movimentazioni dei terminals dell'entroterra.

Nel caso di terminals marittimi di piccole dimensioni la soluzione spesso utilizzata è l'adattamento delle strutture già in loco. Esempio eclatante è il terminal crociere di Dublino, a cui la crescita economica costante dell'Irlanda ha causato problemi di eccessi di capacità. In risposta, il porto ha acquisito tre RTGs ad otto ruote della Kalmar multifunzione.

Quattro unità di trazione e rimorchio sono state usate per servire le RTGs ed in più un sistema DFT introdotto al Kalmar Smartrail. Quest'ultimo dà alle RTGs l'opzione di pilotaggio automatico a mezzo di tecnologie DGPS, con un monitoraggio perfetto della traiettoria e calcolo preciso delle deviazioni dalla rotta virtuale fatta a computer (e possibilità di correzione). Il sistema Smartrail fornisce anche la localizzazione dei containers in tempo reale al sistema generale grazie a localizzatori posti sulle valvole di bloccaggio dei containers.

Allargando il quadro

Una situazione simile, ma su scala più larga, sta vivendo il porto di New York. Lo sviluppo dei terminals su nuove terre è un'opzione di lungo periodo, ma già nel breve l'Autorità Portuale di New York e New Jersey progetta di spingere l'output annuale di containers da 1.800 Teus per acro a 3,500 Teus per acro. Nel 1999 il porto ha movimentato circa 2,8 milioni di Teus, ma si prevede un aumento ulteriore a 5 milioni per il 2010.

Anche i terminals dell'entroterra, specialmente in Paesi quali il Belgio, l'Olanda e la Germania dove si può sfruttare al meglio il sistema di canali interni navigabili per sostenere gli aumenti di capacità, si stanno progettando crescite controllate nell'output containers totale.

Le politiche regionali, nazionali ed europee stanno tutte promuovendo l'utilizzo di terminal dell'hinterland per aiutare a ridurre il volume delle merci movimentate sulle strade e per servire meglio il management della catena dell'offerta.

L'accresciuta disponibilità di sistemi di management IT per terminals containers certamente darà un ruolo principe all'automazione, soprattutto in tema efficienza. I sistemi per gestire i convogli ferroviari stanno anche diventando, dal canto loro, più complessi, e di conseguenza molti terminals riescono a maneggiare meglio i contenitori anche in spazi più ridotti. Con l'avanzare della tecnologia pertanto il compito dell'automazione sarà differenziato: venire incontro alle richieste di mercato, rendere i terminals più efficienti, aumentare la capacità, gestire meglio le movimentazioni e ridurre considerevolmente errori e tempi morti.
