Trasporto intermodale

Il coraggio degli operatori intermodali

Durante la maggior parte dell'anno passato, i vettori intermodali tra la Gran Bretagna e l'Europa Continentale sono stati letteralmente circondati da difficoltà ed ostacoli. Ma, parlando direttamente con gli operatori coinvolti nelle catene di distribuzione di mare aperto e short-sea, ci si accorge facilmente che gli operatori intermodali restano convinti che il trasporto combinato a base ferrovia abbia ancora un futuro prospero.

Gli operatori intermodali a base ferrovia che collegano il Regno Unito all'Europa Continentale sono stati sottoposti a numerose difficoltà ed a svariati rallentamenti in tutto l'anno 2000 e nella prima parte del 2001. Ciononostante, essi restano convinti del fatto che il trasporto ferroviario su base ferroviaria conquisterà anche un parte ancora maggiore del suo mercato potenziale. Comunque, molti acquirenti di volumi di merce sono scettici a proposito.

La frase latina annus horribilis è divenuta di rilevanza nazionale quando è stata pronunciata addirittura dal Governo Britannico dopo un anno infelice per la Monarchia di cui è a capo. E si possono utilizzare esattamente le stesse parole per descrivere l'esperienza degli operatori intermodali su treni dell'anno 2000 e della prima parte del 2001. Per coloro che si limitano a convogliare e smistare le merci l'espressione succitata potrebbe sembrare una mera esagerazione giornalistica, ma gli operatori dell'intermodalità sono stati costretti a fronteggiare un insieme di circostanze avverse.

Letteralmente una difficoltà dopo l'altra ha colpito i vettori offerenti trasporto intermodale attraverso il Canale della Manica, mettendoli in svantaggio rispetto ai loro naturali concorrenti, ovvero i trasportatori stradali e i vettori di cabotaggio a corto raggio. Fluttuazioni nella domanda, gravi sbilanciamenti in favore dei volumi diretti verso l'interno del Regno Unito, condizioni meteorologiche estreme, agitazioni industriali in Francia, l'opinione diffusa tra molti caricatori e spedizionieri che i trasportatori non intermodali fossero più efficaci del trasporto intermodale e la situazione caotica delle infrastrutture ferroviarie inglesi nel tardo 2000/inizio del 2001, tutti questi sono stati fattori che hanno contribuito al danneggiamento degli operatori intermodali.

Problemi di breve periodo iniziarono nella metà del 2000, allorché agitazioni industriali in Francia (tutti servizi intermodali attraverso il Canale della Manica e poi dentro al territorio francese) produssero come unico risultato la scomparsa di alcuni treni merci dai programmi aziendali. In seguito vennero le condizioni meteorologiche avverse, specialmente nell'Italia Settentrionale alla fine dell'anno passato, che causarono anch'essi pesanti ripercussioni sulle spedizioni programmate. Ulteriori danni per il settore intermodale vennero dopo il deragliamento del treno passeggeri di Hatfield (poco più a Nord di Londra) nell'Ottobre 2000, che resero necessari riparazioni e riassestamenti del network ferroviario inglese. Da ultimo, l'accesso all'Euro Terminal di Willesden ed al distripark di Wembley, entrambi in area londinese, furono chiusi per lavori di manutenzione nel periodo Natale 2000-Gennaio 2001.

Comunque, i due principali aggregatori intermodali del Canale della Manica, l'ACI (Allied Container Intermodal) e la CTL (Combined Transport Ltd), insistono nel dire che, nonostante le sventure del network ferroviario inglese abbiano causato distorsioni nelle loro tabelle orarie, sono riusciti a mantenere i loro servizi ad un livello di normalità. Commenta il responsabile delle operazioni della CTL Alan Benton: "Sebbene si sia resa necessaria una costante riprogrammazione". Benton, con la marketing executive della ACI Nina Aaltonen, ha enfatizzato che la Railtrack, proprietaria delle infrastrutture ferroviarie inglesi, ha fatto notevoli sforzi per riportare il network all'85% della normalità. Alcune fonti nell'industria ferroviaria suggeriscono che potrebbe essere Pasqua prima che i lavori di ristrutturazione e completamento delle linee siano portati a termine.

In generale, si può affermare che il mercato ferroviario UK-Europa Continentale è in stato di buona salute. Valerie Crimmin, p.r. ufficiale del Porto di Dover, il primo porto della Gran Bretagna per movimentazione delle merci su navi da e per l'Europa Continentale, ci riferisce che il porto ha movimentato un totale di 1,67 milioni di veicoli merci nel 2000, solo il 3% in meno rispetto all'anno precedente, il 1999. Questo leggero decremento può essere attribuibile alla decisione di camionisti e spedizionieri di spostare il traffico dalle navi merci agli ESS (Eurotunnel Shuttle Services, l'ex La Shuttle). L'ESS altro non è che il servizio ferroviario di trasporto veicoli tra Folkestone e Calais gestito da Eurotunnel, la compagnia di bandiera del Canale della Manica. Esso consiste in un'unica operazione di trasporto combinato.

Nonostante le difficoltà di breve periodo fronteggiate dall'industria intermodale operante da e per la Gran Bretagna, e quelle di lungo periodo (che verranno trattate in seguito), la EWS (English Welsh and Scottish Railways), fornitrice di locomotive di trazione per l'attraversamento del Tunnel della Manica per aggregatori che ne utilizzano appieno la capacità, ha ottenuto performances sorprendentemente positive in tutto l'arco dell'anno 2000.

Il portavoce della EWS, Lee West, ha calcolato che la ferrovia ha trasportato approssimativamente 1 milione e 850 mila tonnellate di merci attraverso il Tunnel durante tutto il 2000, ottenendo risultati molto simili a quelli del 1999, ma ben lontani dai 2 milioni di tonnellate del 1998. La ACI ha invece registrato una crescita del 4% tra Gennaio e Settembre del 2000, se comparato allo stesso periodo dell'anno precedente. La CTL ha ottenuto crescite pari all'8% per tutto il 2000, ed è quindi migliorata rispetto al 1999.

La CTL ha trasportato circa 70 mila containers e swapbodies in tutto il 2000. Benton evidenzia la notevole crescita di lungo periodo dell'azienda, che nel 1994, anno di sua costituzione, ne aveva movimentati solamente 4.000. La ACI, che trasporta anch'essa un mix di containers e swapbodies, ha movimentato, nell'anno 2000, l'equivalente di 57 mila Teus.

Problemi quali le carenze del network ferroviario inglese, il maltempo e gli scioperi in Francia hanno invece rilevanza di lungo periodo. Infatti possono causare, tra le altre cose, sbilanciamenti nei volumi, molto spesso dovuti alle quotazioni mutevoli della Sterlina sull'Euro, con un conseguente indebolimento delle esportazioni di manifattura britannica in Europa. Comunque, la Sterlina si è indebolita nella prima parte del 2001, e gli operatori merci prevedono ottimisticamente un aumento improvviso nei volumi di traffico dalla Gran Bretagna. James Kelly, marketing manager della Seawheel, azienda specializzata in trasporti via cabotaggio, ha rilevato che il traffico in entrata trasportato dalla compagnia nell'UK è stato in una proporzione di due o tre contro uno rispetto ai volumi in uscita.

Il fatto che spedizionieri, vettori e caricatori, alla luce di quanto detto, siano ancora convinti che le performances ottenute con mezzi su gomma siano ancora superiori ai servizi ferroviari e intermodali costituisce un problema di non facile soluzione. Curiose sono le opinioni dei dirigenti di tre di queste compagnie. Serap Ahmet, dirigente della Eurotraffic, specializzata in traffici tra UK ed Italia, ha dichiarato che tutti i carichi dell'impresa si muovono su autoarticolati. Dice: "Il motivo per la nostra scelta sta nella velocità, nel controllo e nella flessibilità che i camions offrono, altrimenti non raggiungibile se utilizzassimo servizi intermodali passanti attraverso il Tunnel della Manica."

L'Eurotraffic dirotta i suoi traffici su traghetti e sull'ESS. Conclude la Ahmet: "Con i camions possiamo in qualunque momento scegliere se trasportare con ESS o traghetti, e se fare scalo in un porto piuttosto che in un altro. Non si può assolutamente fare con servizi ferroviari intermodali. Per la nostra azienda il controllo e la flessibilità sono due elementi fondamentali."

Simili commenti fa Keith Waite, un manager di Britannia Freight Services, e con lui Karl Patridge, responsabile delle vendite di un'altra impresa di trasporto, la Eurofreight. La sua compagnia usa servizi intermodali per circa il 20% del suo carico europeo di merci. Comunque, Patridge rileva come ci siano spesso problemi con i treni nel Tunnel, e poi i servizi intermodali sono molto più lenti degli autoarticolati, e tendono ad essere considerati meno affidabili. Waite ha rincarato la dose, affermando che se si vuole che l'alta percentuale delle merci che la sua impresa movimenta venga consegnata da e per il Nord Est dell'Inghilterra, ha più senso utilizzare i camions che sono instradati da e per i porti delle coste orientali, come Hull e Immingham.

Rilevando la sempre maggiore fama dell'ESS, Leva ritiene che spedizionieri e camionisti spesso preferiscono l'elevato livello di controllo che hanno quando dirigono il loro carico su gomma, con servizi specializzati di assistenza, "mentre con il servizio intermodale ferroviario non riescono a sorvegliare costantemente il cargo, rischiando così di non poter intervenire prontamente al momento del bisogno". Benton, della CTL, afferma che i servizi di accompagnamento ai carichi su gomma permettono ai vettori ci mantenere un controllo continuo e senza soluzione di continuità dal punto di carico a quello di scarico della merce, ma dice anche che i treni della CTL sono equipaggiati di sistemi complessi di tracking&tracing che permettono un monitoraggio lungo tutto il tracciato. Egli sottolinea poi il vantaggio in termini di economie di scala e di volumi - fino a quattro tonnellate - dei containers e degli swapbodies trasportati su treno da e per destinazioni francesi non internazionali.

Infatti, la Gran Bretagna ha accresciuto il quantitativo trasportabile per camion permettendo il carico fino a 44 tonnellate, ma dal 1° Febbraio 2001, in linea con i regolamenti dell'Unione Europea, il limite è stato riportato a 40 tonnellate. I treni merci invece possono trasportare containers fino a 44 tonnellate. Ed ecco quindi apparire evidente il vantaggio in termini di economie di scala del trasporto su treno merci. Non è un caso unico in Europa, in quanto sussistono tra altri Paesi simili differenziazioni di peso.

Ci sono ulteriori scelte per vettori e spedizionieri per il trasporto dalla Gran Bretagna all'Europa Continentale, anche se spesso non ne si è perfettamente consapevoli. Circa 2 anni fa, la Freightliner International, in cooperazione con il vettore oceanico belga Cobelfret Ferries, ha lanciato un servizio combinato di trasporto containers treno merci-traghetto tra la Gran Bretagna e Zeebrugge.

Treni giornalieri in partenza da Scozia, Liverpool, Birmingham, Cardiff e Crewe (e con connessioni da Crewe per tutte le altre regioni della Gran Bretagna) permettono alle spedizioni, grazie ai servizi della Cobelfret, di raggiungere anche Purflet. Il servizio va anche nella direzione opposta e la Freightliner/Cobelfret può movimentare carichi da Zeebrugge via strada o ferrovia verso tutte le mete richieste in tutta Europa. Gli utenti del servizio sono soprattutto vettori oceanici, agenti spedizionieri di compagnie di navigazione e consolidatori specializzati nel trasporto merci, piuttosto che caricatori e spedizionieri puri.

Certamente agli spedizionieri è anche molto ben nota la P&O Ferrymasters. La compagnia dispone di una flotta di 13,6m di Euro in containers e serve principalmente due rotte: spedizioni dai porti della costa Nord Est della Gran Bretagna per Rotterdam e per Zeebrugge, mediante l'utilizzo di mezzi P&O North Sea Ferries, e spedizioni dai porti delle coste meridionali della Gran Bretagna destinate allo scalo di Zeebrugge.

Graham Dilly, amministratore delegato della P&O europea settore carico, ha rivelato che la P&O Ferrymaster ha trasportato all'incirca 45 mila containers nel 2000, e ha detto che i volumi sono notevolmente cresciuti tra il 10% e il 15% annualmente dagli inizi del servizio a metà degli anni '90. Approssimativamente i due terzi delle spedizioni sono tra la Gran Bretagna e l'Italia. Anche la Spagna è un altro mercato importante.

Dilliy è più che convinto che il servizio che loro offrono competa efficacemente con quelli dei trasportatori stradali. "Noi offriamo tutta una serie di vantaggi notevoli. Uno è che trasportiamo un sacco di high-technology, prodotti ad elevato valore aggiunto, come televisori e videos, e gli spedizionieri di questi prodotti non gradiscono rimorchi a carico laterale o swapbodies, perché ritengono che questi ultimi garantiscano un livello troppo basso di sicurezza. I containers invece assicurano un livello elevato di sicurezza". I clienti della Ferrymasters sono costituiti principalmente da multinazionali manufattrici di blue-chips.

La P&O Ferrymasters utilizza soprattutto containers trasportati in modalità ferrovia tra Zeebrugge e l'Italia, e, dice Dilly, la ferrovia è molto più veloce e economica della gomma per questa tratta. Dilly è anche dell'opinione che la Ferrymasters possa raggiungere un tempo di transito Day A to Day C sulla tratta Inghilterra meridionale-Italia settentrionale ed un tempo di transito Day A to Day D dall'Inghilterra settentrionale.

Comunque, Dilly si lamenta del fatto che il servizio dalla ferrovia nell'Europa Continentale fosse veramente scarso nella seconda metà del 2000. "Devo dire che è stato un periodo duro per la rete ferroviaria centroeuropea. Ci sono state da un lato frane e dall'altro agitazioni industriali. Poi a volte non c'è stata una buona cooperazione tra le ferrovie nazionali in Europa, e ciò può aggravare ulteriormente la situazione". Però Dilly dice, ottimisticamente, che le ferrovie europee sono consapevoli della necessità, che oggi si rende più che mai palese, di cambiamento e che stanno lavorando molto duro per riuscire a fornire un livello più elevato qualitativamente di servizi.

L'unico trasporto su gomma utilizzato dalla P&O Ferrymasters è quello utilizzato per posizionare i containers alle loro rispettive destinazioni in Gran Bretagna, portandoli ai porti di imbarco e smistando quelli sbarcati, dato che la ferrovia è considerata troppo dispendiosa, poco conveniente e scarsamente competitiva. Il vettore ha in passato provato i servizi intermodali attraverso il Canale della Manica, ma li ha poi respinti, valutandoli di bassa qualità e poco affidabili. La possibilità di instradare il traffico attraverso il Canale continua, comunque, ad essere regolarmente presa in considerazione.

Soprattutto, la P&O Ferrymasters ha un atteggiamento positivo nei confronti della ferrovia. "Trasportiamo una gran mole di prodotti chimici e cartacei", ha commentato Dilly, "e gli spedizionieri di questi prodotti, come molti dei nostri spedizionieri, sono assai preoccupati di essere e sembrare rispettosi dell'ambiente, e così supportano l'uso della ferrovia rispetto alla strada quando è possibile farlo". Dilly crede che la legislazione europea che permette containers da 44 tonnellate sui camions destinati alla ferrovia permetterà alla P&O Ferrymasters di sfondare in nuovi mercati come la Germani meridionale.

C'è un altro parere autorevole a favore del concetto di intermodalismo su base ferrovia tra la Gran Bretagna e l'Europa continentale. Lord Tony Berkeley, Presidente del Rail Freight Group, la lobby che promuove gli interessi dell'industria ferroviaria in Gran Bretagna, ritiene che "ci siano stati parecchi alti e bassi nell'industria dei servizi intermodali". D'altro canto, egli sostiene che "ci sono stati molti successi ottenuti dall'intermodalità ferroviaria in termini di volumi, in particolare dai servizi del Nord Italia e da quelli della Unilog per la Germania attraverso il Belgio".

Dall'altra parte, dice Berkeley: "Pur vero è che, in generale, i prezzi dei servizi intermodali sono spesso troppo alti e le ferrovie biasimano l'Eurotunnel per questo e viceversa." Ma il Lord ritiene anche che la legislazione dell'Unione Europea stia favorendo in qualche modo l'intermodalismo incoraggiando la cooperazione tra i network ferroviari nazionali ed assicurando l'accesso alle reti ferroviarie nazionali a tutti i vettori intermodali situati in altri Paesi. Inoltre egli dice pure che la congestione delle strade porrà un attenzione sempre maggiore sulla ferrovia. Berkeley conclude così: "Nonostante tutti i problemi esistenti, ho buone speranze che il volume di traffico trasportato dagli operatori intermodali su base ferrovia raggiungerà quello delle merci trasportate su gomma, ma condizione necessaria è che le ferrovie agiscano tutte insieme, unendo le rispettive forze".

Tabelle edite dalla Eurotunnel indicano una lenta, anche se irregolare, crescita del trasporto intermodale attraverso il Canale della Manica. Nel 1995, il primo anno in cui i servizi intermodali si sono attivati a pieno regime, il tonnellaggio intermodale trasportato globalmente è stato di 1.349.802 tonnellate. Nel 1998 si sono poi raggiunte 3.141.438 tonnellate, scivolate a 2.865.251 nel 1999. Nei primi tre quarti del 2000 sono state trasportate 2.210.876 tonnellate, che avevano fatto pensare ad un risultato simile all'anno precedente, se non fosse che poi le ferrovie inglesi sono state colpite dagli eventi disastrosi prima citati.

Nel mentre, gli aggregatori ACI e CTL esprimono un cauto ottimismo, e Benton della CTL predice un continuo aumento dei volumi per il 2001. Aaltonen svela che la ACI progetta di estendere la usa gamma di servizi. Ella spiega: "In particolare, ci sarà più enfasi sui servizi fatti su misura. Ad esempio, quando un cliente ha molto traffico muoventesi da una certa destinazione o punto di origine cercheremo di introdurre servizi diretti da o per quel punto".

Tutti gli operatori coinvolti nel trasporto intermodale tra la Gran Bretagna e l'Europa Continentale sono convinti che la fortuna tornerà dalla loro, prima o poi. I compratori di capacità di carico, specialmente in Gran Bretagna, restano però sostanzialmente abbastanza ostili alla ferrovia, e sono ancora molto cauti quando devono decidere di affidare i loro carichi a questo mezzo di trasporto. Questo atteggiamento è in linea con un disincanto tutto inglese a livello nazionale nei confronti della ferrovia post privatizzazione. Ma se le ferrovie nazionali innalzeranno il livello dei loro servizi a degli standard più elevati ed accettabili, e se la cooperazione transnazionale tra network ferroviari diverrà una realtà, l'intermodalismo potrà guadagnare una parte significativa del mercato ferroviario UK-Europa Continentale ed essere di nuovo competitivo. Ma la strada da percorrere sembra ancora lunga.
