Trasporto marittimo

Concorrenza vs. Capacità

Alla fine, la forza lavoro portuale dell'Australia sta lavorando in modo efficiente, accrescendo l'appetibilità del settore dello stoccaggio e aprendolo a nuovi attori. Ma la spinta verso una maggiore concorrenza non produrrà indesiderati sovra-investimenti?

Dopo tutto un terribile periodo di rallentamenti e performances sempre più deludenti, la produttività dei terminal containers oceanici nei porti dell'Australia sta mantenendo un trend di crescita positivo - sebbene i risultati, soprattutto per gli spedizionieri (all'opposto dei vettori), non giustifichino ancora i milioni di dollari spesi per la riforma. Ma con un'efficiente zona portuale, e con imports ed exports in continua crescita, un nuovo dibattito è iniziato: l'Australia ha bisogno di ulteriore capacità dei terminals nei porti, di maggiore concorrenza sulle banchine, di una combinazione delle due cose, o di nessuna delle due?

Il giornale Waterline, che riporta gli studi trimestrali del Federal Government's Bureau of Transport Economics (BTE) sulle performances portuali, ha mostrato come ci siano stati, per la prima volta dopo tanti anni, miglioramenti consistenti nella produttività dei terminals.

Riguardo al periodo Settembre-Dicembre 2000, sono stati rilevati progressi in tutti i principali indici di performance, contestualmente a maggiori volumi di output ai cinque maggiori porti per traffico containers: Adelaide, Brisbane, Fremantle, Melbourne e Sydney/Port Botany. In più, il tasso nazionale di produttività delle gru per il periodo sopraindicato, riferendosi alla media dei cinque porti succitati, non è mai stato così alto, e, soprattutto, ha raggiunto il target pre-concordato da governo e industriali di 25 movimentazioni all'ora. È molto al di sopra delle 18,9 movimentazioni l'ora del periodo Dicembre-Marzo 1998. Quest'ultimo era però anche un periodo di agitazioni in seno ai porti e all'industria, nonché di grandi cambiamenti nelle politiche aziendali di banchina, con ovvie ripercussioni sulle performances.

Sebbene il trimestre cominciato a Settembre del 2000 e ora terminato abbia fatto registrare un calo nel tasso della forza lavoro (produttività per nave basata sul tempo che i lavoratori a banchina impiegano al di fuori di essa) rispetto al trimestre precedente, il tasso nave (produttività per nave quando si lavora sulla nave) ha toccato vette incredibili, e la disponibilità delle banchine ha raggiunto quota 95%, il più alto mai registratosi in precedenza.

Le navi arrivano e partono più velocemente e su di esse le operazioni sono svolte in modo più veloce che mai - anche se i volumi di cargo sono cresciuti molto. Secondo le statistiche elaborate e rese pubbliche nel Febbraio 2001, la Patrick, la P&OP e la CSX World Terminals (La ex Sea-Land Australia Terminals) stanno tutte registrando miglioramenti significativi quest'anno.

Comparando l'output in termini di containers su base annuale, per eliminare le fluttuazioni stagionali, il BTE ha notato che il throughput totale per i cinque maggiori porti, misurato in Teus, era di 1,57 milioni per Gennaio-Giugno 2000, mentre nello stesso periodo per il 1999 era di 1,36 milioni di Teus (+16%), e lo stesso per Luglio-Dicembre 1999 (+0,3%). Rispetto al periodo Gennaio-Giugno 1999, il throughput di containers imbarcati misurato in Teus è aumentato del 13%, con una crescita del 14% per il comparto imbarchi-importazioni e del 12% per quello imbarchi-esportazioni. I volumi per la seconda parte dell'anno di ognuno dei due anni sono sempre ancora più alti.

Confrontando le performances 1999/2000 con quelle del 1998/1999, il traffico annuale di containers dei cinque porti, in Teus, è cresciuto del 14% fino a quota 3,14 milioni. Nel quinquennio 1995-2000 l'output dei cinque porti è complessivamente cresciuto di più del 50% in tutti i principali settori.

Son questi trends che stanno guidando le corporazioni portuali ad esplorare con urgenza nuove proposte per aumentare la capacità di movimentazione dei cargos nel porto. Pertanto, porti quali Melbourne, Brisbane, Newcastle, Sydney/Port Botany, Fremantle/Kwinana, Port Kembla e anche scali di minori dimensioni di rilevanza puramente regionale come Bunbury stanno tutti studiando nuovi progetti per nuovi terminal containers e multipurpose per gli anni a venire.

Ma tutti questi progetti sono veramente necessari? Gli operatori terminalistici attuali dicono di no - anche perché il loro interesse è proteggere le loro posizioni da tempo consolidate, e comunque hanno valide argomentazioni per sostenere la loro posizione. Maggiori efficienze e ammontari relativamente modesti di investimenti in nuove tecnologie implicano nuovi e più elevati livelli di efficienza per i terminal che oggi già operano.

Ad esempio a Melbourne la Patrick e la P&OP's Swanson Dock, ora con un output totale di circa 400 mila Teus ciascuno, sono state progettate per maneggiare con facilità da 1 milione a 1 milione e 500 mila Teus. Le performances attuali sono molto al di sotto del potenziale installato, ma ci si attende una forte crescita per gli anni a venire. Le due aziende dicono che dei nuovi terminals rappresenteranno semplicemente, nel breve e medio-lungo periodo, una sovra-capitalizzazione, per la quale gli utenti ed i contribuenti pagherebbero inutilmente. Chris Corrigan della Patrick ha precisato che, riferendosi alla decisione del Governo Vittoriano di procedere al rinnovamento del terminal Victoria di Melbourne con funzionalità multipurpose, già possiede egli stesso tre banchine di tal genere nel porto ed anche con una base di utenti ben predefinita non riuscirebbe comunque a realizzare un buon ritorno dall'investimento.

Accanto alla questione capacità, c'è quella della concorrenza: con funzioni di stoccaggio dei containers principalmente nelle mani del duopolio Patrick/P&O Ports alcuni clienti dei terminals e liberoscambisti di governo e burocrazia non vedono l'ora di intaccare il potere di mercato dei due attori. Questo può essere raggiunto, particolarmente nel settore containers, solo se emergerà un forte concorrente su base nazionale. Per converso, questo forse accadrà - dati gli ingenti investimenti richiesti e la necessità di ampi spazi da sfruttare al meglio - solamente se i governi, attraverso le corporazioni portuali, forniranno una minima assistenza. Ad esempio, potrebbero dare sostegno sotto forma di nuovi regolamenti, o concessioni fiscali, anche per contrastare le manovre di ampliamento del duopolio.

Questo sta accadendo a Melbourne, dove le due imprese stanno elaborando dei piani per espandersi e rafforzare le loro rispettive posizioni allo stesso tempo, ridicolizzando anche i tentativi del Governo Vittoriano e della Melbourne Port Corporation (MPC) di costruire il Westgate Container Terminal. Pressioni di un terzo operatore a Fremantle e Sydney sembrano avere fatto un passo indietro, ma tattiche simili saranno intraprese altrove se necessario.

La Patrick e la P&OP hanno già sconfitto una volta l'MPC, durante la controversa proposta del 1997 di un consorzio OOCL/Cosco Pacific di sviluppare un terminal a due banchine al porto di Appleton. Gli ideatori del progetto lo hanno poi abbandonato per motivi di mancate intese fiscali con l'amministrazione fiscale di allora.

Il Ministro Vittoriano per i porti, Candy Broad, dichiarò all'industria, durante la Port Agenda 2001, che il Governo aveva ancora l'intenzione di vedere una maggiore concorrenza nei magazzini di Melbourne, e presto avrebbe chiesto delle opinioni in merito all'opportunità e agli interessi di Westgate. "Nessuno di noi vuole ripetere il fiasco del 1997, così verranno date regole ben definite e molto stringate al progetto Westgate", ha detto Broad.

"Il Governo vorrà vedere interessi veramente consistenti del settore privato ed una forte evidenza del fatto che un terzo operatore apporterà miglioramenti significativi nella fornitura dei servizi prima che si vada avanti. Questi targets dovranno essere raggiunti. Dobbiamo, infatti, assicurare che il settore privato ritenga questo piano di sviluppo fattibile e che gli utenti portuali ne trarranno beneficio".

Da pochi giorni però la Patrick e la P&OP hanno rinnovato il loro attacco, e il direttore dei terminals della Patrick Maurice James ha annunciato un divieto a nuovi investimenti in capitali della sua compagnia a Melbourne (comunque altre divisioni della Lang Corp stanno attivamente espandendosi nel porto). Un terzo stivatore produrrebbe frammentazione ed eccessivi sprechi di capitale, che incrementerebbero i costi unitari ed il risultato sarebbero costi più elevati per gli spedizionieri, almeno nell'opinione di James alla conferenza Intermodal Australia 2001.

Il consolidamento dei vettori oceanici ha prodotto 18-19 servizi settimanali ai porti dell'Australia due anni fa, contro gli 11 attuali, dice ancora. Solo economie di scala crescenti terrebbero i costi sempre più crescenti bassi; e mentre l'Australia stava celebrando la produttività record di 25-30 containers movimentati l'ora, i clienti di Singapore e Hong Kong stanno adesso richiedendo una produttività di almeno 100 containers all'ora. Pertanto gli investimenti sono sì necessari, ma in performances più elevate, non in capacità addizionale.

James sostiene che mediante l'estensione dello Swanson Dock, la Patrick potrebbe raggiungere la stessa maggiore capacità del terzo terminal e opererebbe "a costo capitale dimezzato". Assieme alla P&OP i volumi target progettati si potranno raggiungere per il 2015-2020. Nel mentre, con un progetto per un terzo terminal pendente, la Patrick ridirigerebbe il suo investimento nello sviluppo del proprio terminal a Port Botany per costruire un'infrastruttura dell'ultima generazione al costo di 100 milioni di dollari australiani (52,9 milioni di dollari USA).

L'amministratore delegato della P&OP container handling per Australia e Nuova Zelanda, Tim Blood, ha dichiarato ala succitata conferenza che il terminal Westgate semplicemente dirotterebbe le energie, l'esperienza e il capitale da progetti di più urgente necessità, quali uno scambio intermodale Swanson-Dynon e, in maniera più cruciale, l'aumento del pescaggio dei canali di Melbourne/Port Philip Bay. "Già Melbourne sta perdendo quote crescenti di traffico per Fremantle come risultato delle limitazioni correnti", dice Blood. "Il futuro del porto di Melbourne è costantemente minato da Brisbane, Sydney, Adelaide e Fremantle, che cercano di enfatizzare sempre maggiormente le limitazioni dei canali di Melbourne e di rubare degli affari".

Blood fa anche notare che in aree della catena trasportistica la concorrenza è sfrenata, in specie trasporto su gomma da e per i porti, inoltro delle merci e procedure di sdoganamento, ma apparentemente inefficace. "C'è una spasmodica attenzione per il duopolio degli stivatori, ma la concorrenza non è servita a produrre dei risultati efficienti in quelle che sono considerate le parti più costose e meno convenienti dal punto di vista finanziario della catena trasportistica", arguisce.

"Perché gli spedizionieri incorrono in tariffe relativamente elevate per il trasporto land-based? Noi facciamo affari con oltre 200 imprese diverse di trasporto stradale, già a partire dal 1990. Abbiamo notato che in questi anni per i top 20 tra queste aziende non ci sono state razionalizzazioni significative, né aumenti nelle quote di mercato. Le nostre tariffe, per contro, sono drasticamente scese negli ultimi 15 anni, come è stato rigorosamente verificato dalla Australian Competition and Consumer Commission", asserisce Blood.

Nonostante la consapevolezza percepita che i vettori freneranno la maggiore concorrenza per i benefici di prezzo che ne conseguirebbero, il presidente della Australian Chamber of Shipping Alan Brundish è perplesso. "A meno che lo stesso livello di concorrenza non sia presente in tutti e tre i porti principali (Brisbane, Sydney e Melbourne) la concorrenza servirà a ben poco. Le compagnie di navigazione vogliono che la continuità, la certezza e la disponibilità di scali di approdo non provenga dalla scelta di un operatore piuttosto che di un altro per convenienza".

Brundish dice che con alcuni operatori che ora pressano per avere dal management dei programmi di navigazione fissi nel tempo, il prezzo sta diventando meno importante della capienza in termini assoluti - "e tutto questo limita le compagnie di navigazione a un servizio di stivaggio particolare". Comunque, la CSXWT ha due terminals dalle performances eccellenti, ad Adelaide e Brisbane, ma in quest'ultimo porto c'è poca clientela dato che non è assicurata continuità sulla rotta Sydney/Melbourne".

La Lang Corporation, partner della Patrick, ha visto salire il prezzo delle sue azioni da un minimo di A$1,17 (0,62 dollari USA) durante i contenziosi sulle banchine, al top di A$12,92 (US$6,8) nei primi giorni di Marzo. La compagnia ha anche annunciato un aumento del 60% dei profitti operativi, e tutta una serie di acquisizioni della catena del trasporto, negli ultimi 12 mesi. Un programma per l'accrescimento del capitale è stato anche studiato.

Crescendo il profitto degli investimenti nello stoccaggio e i volumi di throughput e dimenticati gli incubi delle passate relazioni industriali, gli attori globali stanno studiando nuove possibilità di espansione in Australia. Ora il governo e gli investitori devono decidere: affidarsi agli operatori esistenti rafforzando e consolidando il loro duopolio o rischiare in proprio in nuovi investimenti per sostenere nuovi attori che garantiscano un maggior livello di concorrenza al mercato? Solo il tempo ci potrà dire quale strada è stata seguita.

La EAGLE va verso il mare

La fusione tra Circle International e Eagle USA Air Freight (EGL) ha prodotto una nuova forza che ha intenzione di espandere il suo ruolo nel trasporto in mare aperto. Hugh Dunn, vice presidente della EGL settore operazioni merci oceaniche ha svelato i piani dell'azienda.

La ex Circle International era un'azienda efficiente e stabile allorché si è mossa verso il trasporto merci oceanico. Il trasporto marittimo era effettuato globalmente, e dal primo Gennaio 2000 al 30 Giugno dello stesso anno aveva prodotto ricavi per 79,6 milioni di dollari USA. Ma ciò rappresentava un misero 18% delle entrate totali. Nello stesso periodo il trasporto merci aereo aveva contribuito ai ricavi per il 63% e il customs brokerage e le altre attività per il 19%.

La Eagle USA Airfreight, che ha acquisito la Circle nell'Ottobre del 2000, e ha prodotto un nuovo logo, ovvero EGL (Eagle Global Logistics), combinando le attività delle due vecchie compagnie, ricavava, prima della svolta, solamente una quota trascurabile delle sue entrate complessive dal trasporto oceanico. Costituitasi nel 1984 a Houston quale caricatore aereo, nel 1999 le entrate globali della Eagle erano di 595,17 milioni di dollari USA.

Le sue attività principali hanno continuato a essere il trasporto merci aereo e la fornitura di servizi logistici e di distribuzione. La Circle mantiene le sue radici a San Francisco, dove nel 1898 ebbe origine il primo nucleo costitutivo dell'impresa, la Harper Company, che come attività principale svolgeva il customs broker. Studi prodotti dalla stessa EGL seguenti alla svolta hanno mostrato che se la EGL, Circle inclusa, avesse operato quale entità singola nel trimestre Giugno-Settembre 2000, il trasporto merci oceanico avrebbe contribuito solo a un 10% delle entrate complessive (pari a solo 1,47 milioni di dollari), contro un 79% a carico del trasporto merci aereo e un 11% generato dal customs brokerage e da altre attività.

Hugh Dunn, vice presidente della sede inglese della EGL settore operazioni globali oceaniche, ha detto che, oggi come oggi, la EGL è coinvolta in un traffico oceanico di circa 250.000 Teus l'anno. Il ruolo della EGL è limitato a funzioni amministrative, come preparare e implementare la documentazione, assicurare le prenotazioni e pagare le polizze e le tariffe di carico.

La Circle si era già proposta di ampliare le sue quote di trasporto merci oceanico ancora prima di essere assorbita dalla EGL. La Francia è stato un mercato a essere puntato decisivamente. Un obiettivo chiave per Mory Circle (formato dal gruppo francese Mory e dalla Circle, ora parte della EGL) è stato costruire un network di servizi LCL da tutte le regioni della Francia, con base il network nazionale della Mory di Hubs distributivi e collegamenti lungo la rete di trasporto.

La Mory Circle ha anche seguito per prima la strategia del collegamento ai database dei clienti domestici per vendere servizi di trasporto a vocazione internazionale. Essa può accedere al database di clienti domestici francesi del gruppo Mory per vendere i suoi servizi LCL e tutti gli altri. Un altro punto chiave della strategia della Mory Circle è stato capitalizzare le presenze a Marsiglia del caricatore Giocanti, che era prima parte del gruppo Mory, ma poi è stato completamente integrato nella EGL, e si è specializzato in trasporto merci oceanico, con l'accento sulla regione Mediterranea.

Comunque, nell'opinione di Dunn, la fase iniziale della strategia della EGL sarà sviluppare una gamma di sevizi internazionali LCL dagli Stati Uniti. Questi funzioneranno come un'operazione NVOCC sotto il logo della EGL Ocean Line, compagnia formatasi dalla ex Circle Logistics Express e dalla Eagle Marine Service. "La EGL ha già 98 sedi negli Stati Uniti e noi abbiamo l'intenzione di alleggerire l'intero network nazionale portando il numero di terminal di origine in cui i clienti possono effettuare le loro consegne o dai quali noi possiamo raccogliere i cargos a 40", spiega Dunn.

Ci saranno sei porte per i trasporti verso stati esteri in cui le consegne verranno consolidate nella FCL, quando non siano già state assemblate nei terminal d'origine. È chiaro che non sono ancora stati decisi i luoghi esatti di queste sei porte, ma saranno certamente tra di esse Atlanta (GA) e Chicago (ILL). Tutti i servizi saranno "time-defined, combinati a cost-defined". Dice Dunn: "Questo significa che i tempi di consegna non saranno garantiti, ma i clienti sapranno in anticipo quali saranno i parametri di tempo per ogni singola destinazione servita, nel conteso, chiaramente, dei costi già predefiniti".

Gran parte dell'enfasi messa nella costruzione della EGL Ocean Line è stata posta nei servizi all'Europa. I containers saranno convogliati negli scali-porte dell'Europa per poi essere ridistribuiti e consegnati in gruppi sempre più piccoli, oppure stoccati in apposite aree di destinazione interne, dove verranno poi smistate, suddivise e pronte per la consegna. "Il servizio effettuerà le consegne sotto le Bills of Lading proprie della EGL Ocean Line da tutte le regioni degli Stati Uniti per ogni singola parte dell'Europa", afferma Dunn.

Dice altresì: "dobbiamo saper cogliere la grandiosa opportunità che ci sta offrendo il mercato francese, sia per l'export che per l'import di traffico LCL". La Spagna è anche un altro grosso target. L'ammontare totale di traffico internazionale di tipo LCL dagli USA è di circa 2.000 Teus all'anno, ma ottimisticamente si prevede che i trasporti per la Spagna da sola aumenteranno.

Ci sono anche progetti di ampliamento e penetrazione profonda nel mercato FCL. La Germania forse offrirà delle buone opportunità, dato che l'ex ufficio marittimo merci della Circle ad Amburgo ha sviluppato una linea concettuale e innovativa di management commerciale che le gli permesso di accrescere i volumi di traffico FCL dal 10% al 15% annualmente. Altre vie chiave saranno sviluppate per il traffico FCL, tra cui una rotta Germania-Golfo del Medio Oriente.

Sarà anche promossa una rotta FCL Spagna-Sud America, in particolare Argentina, Cile e Brasile. "L'idea di base è che offriremo servizi FCL per tutte queste destinazioni quali parti di un pacchetto complessivo di servizi ad alto valore aggiunto, compresi elementi di tipo time-and cost-defined, e come parte di questi pacchetti metteremo la nostra esperienza e il nostro know-how sulle condizioni delle rotte e del traffico commerciale locale. Saranno, in definitiva, completi pacchetti di catena dell'offerta comprendenti gli FCL", dice Dunn.

Egli ritiene anche che i vettori oceanici non sono ancora pronti o in grado di offrire un servizio alla pari di questo, ma punta anche sul fatto che la capacità attuale di caricatori globali li renda abili di avvantaggiarsi di grandi miglioramenti nella qualità delle schede di prenotazione e programmazione dei vettori stessi per garantire un'offerta migliore di servizi time-defined. Dice Dunn: "Molti vettori oceanici hanno abbandonato, o lo stanno già facendo, la vendita diretta agli spedizionieri, lasciando a noi e agli altri caricatori leaders del mercato, l'opportunità di essere più coinvolti nel mercato FCL".

Attualmente, il 70% del carico merci oceanico complessivo è movimentato da circa 10 caricatori oceanici in totale, ma sono attualmente state prese delle misure per ridurre i 10 a 5, con cui la EGL avrà rapporti diretti e privilegiati di negoziazione e contrattazione.

Una branca della politica della EGL consiste nella conversione di alcune categorie di trasporto aereo in trasporto marittimo oceanico. La EGL ha mostrato che tutto questo può portare a significative riduzioni di costo, insieme a tempi di transito door-to-door che qualche volta potranno essere solo un paio di giorni più lunghi. "La nostra esperienza in questo proviene principalmente dalle rotte dagli USA all'Europa", dice Dunn.

Alcuni clienti hanno chiesto alla EGL di lavorare con loro nello scoprire la fattibilità della conversione aria-oceano, senza danneggiare l'efficienza della catena dell'offerta e con effettivi risparmi in termini di costo. Un cliente è l'americano Bath&Body Works, che produce prodotti per l'igiene personale, con il quale la EGL ha un contratto triennale di distribuzione domestica nell'UK.

La EGL sta utilizzando lo hub di Columbus (OH), che è dove sono localizzati i quartieri generali della Bath&Body Works, per convertire parte del traffico aereo a traffico oceanico containerizzato. La manovra, dice Dunn, ha prodotto una riduzione dei costi da 0,80 a 0,14 dollari al chilo, con un aumento dei tempi di consegni di, al massimo, due o tre giorni.

"Una parte delle spiegazioni per questa strategia sta nel fato che i tempi di navigazione dei vettori oceanici sono così veloci e affidabili che possono competere in modo più efficace con i tempi di transito del trasporto aereo". Aggiunge: "I tempi del trasporto aereo includono le consegne all'aeroporto, i tempi di attesa per i voli, il carico e lo scarico, lo sdoganamento. Tutto ciò può dover richiedere diversi giorni. Gli import scaricati ai porti europei, invece, possono essere sdoganati e smistati praticamente in tempo reale".

Il tempo di transito per un carico aereo della Bath&Body Works in direzione Gran Bretagna era di ben sette giorni. Prima del cambiamento di strategia, il 75% del traffico dell'azienda in direzione Gran Bretagna era aereo, mentre solo un 25% trasportato via mare, ma ci si attende che queste proporzioni vengano rivoluzionate in futuro. Dunn anticipa che l'introduzione del servizio Fastship, programmato per iniziare nel 2004 tra Philadelphia e Cherbourg, produrrà un notevole impatto sul meccanismo di conversione del trasporto merci dall'aria all'acqua per la rotta USA-Europa.

Un altro cliente nel processo di conversione del trasporto aria-acqua sulla rotta USA-Europa è il fornitore di materiali per uffici Pitney Bowes. Anche la House of Fraser, leader nel retailing in Gran Bretagna, ha chiesto alla EGL di verificare la convenienza di spostare parte dei traffici cargos dall'aria all'acqua per la rotta dagli States all'Asia.

Dunn ritiene che una parte simile a quella della Bath&Body Works possa essere trasferita dal trasporto aereo a quello oceanico. "Stiamo ottenendo un trasporto point-to-point sempre più veloce, basato sull'utilizzo dei vettori oceanici, e otteniamo risultati che prima non sembravano nemmeno possibili". Aggiunge anche che: "Usando parametri definiti di tempo e costo, i clienti di questo tipo di trasporto non sono neanche interessati a sapere quali siano i vettori oceanici utilizzati e si fidano a lasciare a noi tutta l'organizzazione della spedizione".

Nella continua ricerca di una posizione da leader nel mercato mondiale del trasporto merci oceanico, la EGL sta attualmente affrontando una difficile sfida contro attori già affermati e consolidati come la Kuhne&Nagel, la Panalpina, la Schenkers e la Danzas, e altri ancora.
