Il rapporto Italia

Nuove tecnologie sono in fase di sperimentazione e implementazione nei terminals e nei porti italiani del Tirreno, e il quadro globale sta cambiando.


Porto di Genova

Nonostante la sa localizzazione geografica privilegiata, il porto di Genova non è stato sempre in grado di esprimere al meglio il suo potenziale di leader e di porta meridionale dell'Europa per i flussi di import-export delle merci. Decenni addietro, ad esempio, i servizi portuali sono stati rallentati e danneggiati dai movimenti e dalle agitazioni sindacali, e Genova divenne sinonimo di disservizi, ritardi e prezzi elevati, ma ora per fortuna non è più così.

Al giorno d'oggi, grazie alla progressiva privatizzazione dei terminals portuali, il porto di Genova si sta presentando al mondo come il fulcro del mercato mediterraneo dei containers, con un output complessivo di 780.328 Teus nella prima metà di quest'anno, il che significa un +8% complessivo. Non male vista l'attuale congiuntura economica internazionale.

Le attività di gestione dei containers al porto hanno luogo sia nelle vicinanze del Porto Antico nei pressi del Centro Storico della Città, sia lungo la Costa di Ponente verso Voltri. Invero, il VTE (Voltri Terminal Europa), in termini di output, è l'infrastruttura portuale leader nella gestione del traffico containerizzato, con 418.160 Teus movimentati nei primi sei mesi del 2001.

Il centro della competitività del porto proviene da Porto Antico, dove la compagnia di navigazione Messina possiede un terminal dedicato che ha movimentato attorno ai 135.4780 Teus da Gennaio 2001 a Giugno 2001. Segue a ruota il terminal SECH (South European Container Hub), che ha registrato 133.155 Teus nello stesso periodo. Altri terminals sono il Multipurpose terminal, che ha toccato quota 38.561 Teus, e il Grimaldi Ro/Ro terminal, che ha fatto muovere 28.944 Teus. Infine, il Genoa Metal Terminal, il Gruppo Grendi e le Industrie Rebora hanno insieme mosso un totale di 26.030 Teus complessivi.

Con una crescita della domanda di servizi di gestione dei containers nel porto, il governo regionale della Liguria ha dato via libera a ulteriori espansioni delle infrastrutture portuali per i prossimi anni. In modo più significativo, ciò includerà un terminal containers nuovo di zecca che verrà costruito lungo gli impianti già pienamente operativi di Voltri. Il terminal di nuova costruzione sarà largo 400.000 m2, e sarà pienamente operativo solo nel 2005, quando, a pieno regime, movimenterà fino a 800.000 Teus. Investimenti iniziali sono ammontati a 200 miliardi di lire (US$94millions/€104millions), compresa l'acquisizione di sei gru a banchina di tipo post-panamax.

Sebbene l'Autorità Portuale dovrà cercare degli attori internazionali per riuscire a trovare un operatore di settore privato per il nuovo terminal import-export di Voltri, la Maersk ha già mostrato un forte interesse nell'assumere delle responsabilità di management a banchina. Questo ha fatto sorgere dei dubbi in merito alla possibilità che la diretta collaborazione tra la compagnia di navigazione e la nuova impresa di gestione dei magazzini al VTE, Sinport/PSA, possa generare istanze di tipo speculativo.

Il VTE ha sperimentato una crescita del 22% nei primi sei mesi del 2001, con i suoi 418.160 Teus, che, come afferma l'amministratore delegato Giuseppe Godano, è il miglior risultato italiano, se si escludono gli hub di puro transhipment. In effetti, il traffico cresce notevolmente presso il terminal, che iniziò a essere operativo nell'ormai lontano 1994. Nel suo primo anno i Teus movimentati sono stati solamente 60.000, e solo tre anni dopo si era già toccata la sensazionale quota di 550.000 Teus. Da allora, il traffico containers è cresciuto progressivamente e sistematicamente, e si ritiene saranno raggiunti i 90.000 Teus per la fine di quest'anno. Stime per gli anni a venire fanno pensare a livelli di Teus abbondantemente oltre il milione.

La chiave per assorbire in modo efficiente i livelli di traffico in aumento è stato il grosso ammontare di investimenti. Nel 2000, ben 250 miliardi di Lire sono state investite nel business VTE, e 55 miliardi sono nei pian di spesa per quest'anno. Nove gru da banchina sono in fase di ordine e anche due post-panamax da molo, nell'ottica di gestire navi da circa 7.500 Teus. Il piano di sviluppo portuale prevede anche altri due acquisti di equipaggiamenti in un momento successivo.

Quest'anno il VTE si è ulteriormente espanso a livello di aree operative e aprirà una nuova banchina di 300 metri l'anno prossimo. Anche la forza lavoro è cresciuta e toccherà quota 525 impiegati per la fine del 2001.

Il principale rivale del VTE nel porto è il terminal SECH a Calata Sanità, nelle vicinanze del Centro Storico. Il SECH è gestito dalla Terminal Contenitori Porto di Genova Spa dal 1993, impresa che ha in progetto una ristrutturazione totale dell'infrastruttura esistente che porterà l'area lavorativa attuale a dimensioni più che doppie.

Negli ultimi anni, lo sviluppo dei traffici è stato praticamente stazionario. Nel 1995, ad esempio, l'output è ammontato a 236.000 Teus, con un picco di 317751 Teus nel 1999, che è poi caduto a quota 286.498 Teus a seguito dei cambiamento nel portafoglio clienti. Comunque, l'acquisizione di un nuovo grande cliente e la crescita organica di quelli già esistenti ha portato a stime che fanno ritenere possibile una gestione di circa 300.000 Teus per quest'anno. Praticamente tutto il traffico è di tipo import-export, con solo una piccola percentuale di puro e semplice transhipment.

Il terminal SECH copre un'area di 182.000 metri quadrati e ha 526 metri di banchina, dotati di pescaggio di 14 metri. L'equipaggiamento per i lavori consiste in una super post-panamax e quattro post-panamax regolari da banchina. Tre di queste sono state acquisite dalla Ansaldo/Paceco nel 1998, e la quarta l'ano seguente dalla Reggiane/Paceco. In totale sono in grado di gestire oltre 40 tonnellate di carico e hanno un raggio di azione di 40 metri.

La quinta gru, installata lo scorso Settembre, è di dimensioni molto maggiori: un gigante da 45 tonnellate e 46 metri di raggio d'azione costruita dalla OMG.

La capacità di stoccaggio è attualmente intorno ai 13.000 Teus, con 120 prese di energia per i containers frigo. Il SECH calcola un output annuale massimo di 450.000 Teus. Sei RTGs, sei RMGs, 15 reachstackers, due FTLs e 30 vettori da area magazzino svolgono i lavori a banchina principali, con ulteriori due RTGs localizzate presso il terminal ferroviario, che ha tre binari separati per oltre 350 metri di lunghezza. L'ingresso dell'area operativa stradale si realizza attraverso una delle cinque strade a doppio senso di circolazione per camions.

Il SECH è stato un pioniere nell'uso dell'IT, con management delle operazioni a terminal, ship e yard planning, RDT, operazioni sulle navi, fatturazioni, studi e statistiche e EDI tutto elettronico e gestiti mediante un Server Unix.

Un'espansione in due tempi dell'infrastruttura terminalistica esistente sta per essere intrapresa, con i primi interventi da realizzarsi nel 2004. saranno anche ricavati degli spazi aggiuntivi per circa 350.000 metri quadrati, e ciò permetterà l'aggiunta di 620 metri di banchina. Ci sarà anche una linea ferroviaria in più costituita da sette binari di 540 metri.

Dopo l'implementazione della prima fase di lavori, l'attenzione sarà posta sulla costruzione della banchina orientale, che sarà lunga 620 metri. Così, oltre al molo di 526 metri che ha attualmente, il SECH possiederà anche due altre banchine da 620 metri in opera dal 2007, e l'estensione totale della finestra sul mare del terminal ammonterà a 1.766 metri.

Ci sarà bisogno di almeno 14 gru a banchina, accanto a 45 RTGs, per operare nell'area, che sarà più grande, di 525.000 metri quadrati, con più di sei RTGs addizionali assegnate a lavori di tipo intermodale. L'area assegnata al carico e allo scarico di containers sarà di capacità 32.000 Teus.


Porto di La Spezia

L'output complessivo di containers del porto spezzino è cresciuto del 15,2% tra il 1998 e il 1999, toccando quota 843.233 Teus. L'anno scorso, il traffico è di nuovo cresciuto, questa volta dell'8%, con livelli di Teus pari a 909.962. previsioni per quest'anno sembrano indicare una continuazione del trend positivo.

La Spezia è il luogo ideale per cogliere il traffico containers da e per il Nord e il Centro Italia, trovandosi solo a 92 km da Genova, 241 km da Torino e 204 km da Milano. Potenzialmente lo scalo spezzino costituisce un concorrente pericoloso sia per il porto di Genova che per quello di Livorno.

Il principale operatore portuale in loco è il La Spezia Container Terminal, o LSCT, che tra l'altro è stato il primo terminal portuale a essere totalmente gestito da privati in Italia. Al giorno d'oggi, è posseduto dalla Contship Italia, che tra le sue proprietà ha anche una partecipazione di maggioranza nel Medcenter transhipment terminal presso il porto di Gioia Tauro.

Durante l'anno scorso, l'LSCT ha registrato un output di 781.000 Teus, e le previsioni per quest'anno sono di 840.000 Teus. Il trend positivo nei traffici ha costretto l'LSCT a implementare un'espansione del terminal a due stadi successivi, per assicurare che la capacità esistente potesse crescere sufficientemente e senza ostacoli per venire incontro agli aumenti nella domanda.

Al momento attuale, le navi in arrivo utilizzano le infrastrutture del LSCT, che dispone di sei banchine sul Molo Forelli, per una lunghezza totale di 1.138 metri, suddivisi tra Forelli Ovest, con 13 metri di pescaggio, e Forelli Est, di 14 metri di pescaggio. L'intera struttura ospita ben sette gru mobili a banchina da 40 tonnellate, di cui tre al Forelli Est, recentemente ricostruite per permettere loro di gestire fino a 45 tonnellate per un raggio di azione di oltre 47,5 metri. Una Gottwald di oltre 100 tonnellate, e mobile, è anche disponibile per i sollevamenti di merci molto pesanti, con la capacità di movimentare fino a 31 tonnellate per un'estensione massima di 44 metri.

In termini di spazio a banchina, l'equipaggiamento di cui è dotata la Forelli copre un'area di 230.000 metri quadrati, dove la capacità di stoccaggio ammonta a circa 20.000 Teus. Le macchine utilizzate per la movimentazione delle merci sono suddivise tra tre RTGs, nove RMGs e un totale di altre diciotto front handlers super accessoriate della Fantuzzi, della CVS e della Kalmar.

Un sistema IT pienamente integrato sorveglia costantemente la gestione delle aree di lavoro, e fornisce meccanismi automatizzati di interscambio di informazioni di tipo EDI (Electronic Data Interchange), di organizzazione del lavoro e di attività di previsione e programmazione.

L'intermodalità è anche molto sviluppata, e circa il 37% dell'output totale consta di merce che arriva e parte via ferrovia. Un blocco di otto binari penetra direttamente a lato della banchina, e, secondo stime dell'LSCT, il tempo medio di attesa per lo smistamento di containers non supera le 24 ore dal momento dello sbarco.

Però attualmente il Forelli si sta avviando verso la completa saturazione, e, in vista di ciò, l'LSCT aprirà una nuova estensione dell'infrastruttura presso il Molo Ravano, nel prossimo anno. Inizialmente, consisterà di 300 metri di banchina addizionale e di 40.000 metri quadrati di area di lavoro per le macchine portuali.

"Abbiamo effettuato anche l'ordine di tre nuove gru Liebherr super post-panamax ship-to-shoe (STS) da utilizzarsi alla nuova banchina", dice il portavoce dell'LSCT Roberto Ferrari. "Queste saranno consegnate nel 2002. abbiamo già ricostruito tre gru al terminal Forelli di dimensioni di super post-panamax, che permettono di lavorare su navi da 7.000 Teus. In effetti, nel primo Settembre, l'LSCT ha ricevuto lo scalo della 6.700 MSC Flaminia, che richiede un raggio d'azione molto maggiore, che solo questo tipo di gru può riuscire, per ora, a fornire".

Altri equipaggiamenti di cui è dotato il porto spezzino, presso il Molo Ravano, sono quattro RNGs e una RTG extra. Del resto, quando sarà terminata la seconda fase di espansione del terminal, che comprende la creazione di 200 metri di banchina e di 50.000 metri quadrati di area di magazzino, altre due gru STS, quattro RMGs e una RTG saranno necessarie.

Una volta che tutti i piani di sviluppo portuali saranno implementati, l'LSCT avrà ben oltre 1.638 metri di banchina pienamente operativi e un'area di manovra di circa 320.000 metri quadrati, equipaggiata con 12 gru di banchina, 11 RMGs e 11 RTGs, che permetteranno di avere una capacità annuale di 1 milione e 550 mila Teus.


Porto di Livorno

Da livelli di output intorno ai 320.000 Teus, l'infrastruttura leader del porto di Livorno, il Terminal Darsena Toscana (TDT), ha visto decrescere i suoi livelli di traffici, del 1999, a soli 287.428 Teus, dopo la decisione dell'MSC di consolidare i suoi affari di import/export di containers nel Nord Italia presso il La Spezia Container Terminal. Un qualche recupero è però stato effettuato, soprattutto grazie ai nuovi servizi prestati dal nuovo investitore entrato a far parte del porto, la compagnia di navigazione D'Amico Italia, che ha aiutato i traffici portuali a toccare quota 312.367 Teus.

"Quest'anno abbiamo tutta una nuova serie di servizi direttamente dalla China Shipping Hapag Lloyd and MSL, che dovrebbe portare almeno altri 100.000 Teus di output al TDT di Livorno", ha detto Fabrizio Santini, manager settori marketing and sales, che ha enfatizzato che il terminal ha una capacità, a livello teorico e potenziale, di 550.000 Teus, con le infrastrutture attuali.

Santini sottolinea il fatto che con l'equipaggiamento attuale di sei gru di banchina al TDT la produttività media dei macchinari è ridotta a 23 movimentazioni all'ora. "Ci piacerebbe arrivare alle 27 movimentazioni all'ora che è lo standard per le navi containers tradizionali, ma il nostro equipaggiamento STS è già vecchio di otto o nove anni".

"L'anno prossimo, d'altro canto, verrà iniziato il processo di acquisto di una gru post-panamax dell'ultima generazione, e quelle esistenti verranno messe a nuovo, il tutto per aiutare la nostra produttività e la nostra competitività nei confronti di Genova Voltri e La Spezia, porti che sono dotati di equipaggiamenti in complesso molto moderni".

Si è anche investito molto nell'area di manovra e stoccaggio del TDT, che è suddivisa in svariate parti. L'area di stoccaggio convenzionale è di 180.000 metri quadrati, con altri 40.000 metri quadrati per containers vuoti, 30.000 metri quadrati ad uso di terminal ferroviario intermodale e 20.000 metri quadrati dedicati alle infrastrutture per riparare e pulire i containers.

Al momento attuale, solo quattro RTGs svolgono il lavoro nelle aree di stoccaggio, e si ritiene siano poche rispetto all'ammontare di traffico previsto per l'anno prossimo. Come risultato, si è già effettuato un ordine per cinque unità aggiuntive, che dovrebbero aggiungersi al parco macchinari entro e non oltre i prossimi sei mesi. Dal punto di vista operativo, i containers vuoti sono stoccati fino a cinque uno in pila all'altro, mentre quelli pieni su pile di tre.

Il livello di automazione del porto di Livorno non è tuttavia molto alto. Da Gennaio si metteranno in pratica dei progetti pilota con moduli ad intelligenza artificiale sviluppati direttamente dal TDT, da Trimble (UK), da Sciro (Italia), da Ikerlan (Spagna) e dall'Università di Genova come parte del Monitoraggio dell'Unione Europea delle Aree di gestione e stoccaggio dei containers nei Terminals, il progetto MOCONT. Detto progetto punta su di un mix di sistemi di identificazione visiva, tecnologie delle reachstackers, che cono le RTGs e le RMGs sulle quali i dispositivi sono montati, e sistemi di posizionamento satellitare.

I containers soggetti a transhipment contano per un misero 5% del traffico totale del TDT, e gli stessi feeders giocano un ruolo solamente marginale nel portafoglio complessivo dei principali clienti. Invece, il terminal si è specializzato in containers di import/export, con una forte percentuale di traffico da e per gli USA.

"Il porto di Livorno è ben piazzato per competere con Genova. I due porti hanno lo stesso mercato di sbocco al Nord: Torino e Milano. La nostra forza - spiega Santini - sta nel mercato offerto dall'Italia Orientale, Centrale e Meridionale, verso il quale il porto gode di un vantaggio competitivo garantito dalla migliore localizzazione rispetto ai porti liguri. In proposito il porto di Livorno sta sviluppando piani di cooperazione con il porto di La Spezia e Milano per creare una rete intermodale che rafforzi la sua posizione di competitività". Nei piani futuri del porto c'è anche l'intenzione di ampliare e sfruttare appieno la quota di traffici trasportata via ferrovia, nell'ottica più generale di una volontà comune e condivisa di decongestionare le strade e le autostrade.


Porto di Salerno

Il Salerno Container Terminal (SCT), costruito nel 1977, ha visto crescere notevolmente i propri traffici negli ultimi anni, anche per il riposizionamento di un buon numero di compagnie di navigazione che hanno progressivamente abbandonato, per motivi economici e di localizzazione strategica, il porto di Napoli.

Guardano più da vicino ai dati, l'output ha toccato quota 45.000 Teus nel 1990, è saltato a 210.000 Teus nel 1996 e ha raggiunto il livello di 268.000 Teus l'anno passato. Secondo l'amministratore delegato Frans Jol, il recente accordo collaborativo tra Gamex (P&ONedlloyd/Hapag Lloyd/Zim) e Famex (P&ONedlloyd/Hapag Lloyd) ha portato traffici significativi, che dovrebbero portare il porto a movimentare oltre 320.000 Teus quest'anno. Per converso, il porto di Napoli prevede 380.000 Teus di output per quest'anno, sebbene 70.000 Teus proverranno da puro traffico di transhipment.

Dal punto di vista operativo, il SCT è un unico grande terminal containers, equipaggiato con cinque gru modello Gottwald mobili. Non ci sono gru fisse a banchina.

Jol spiega così l'utilizzo esclusivo di mezzi mobili: "Sono molto più convenienti (risparmi fino al 40%-50%) delle tradizionali gru a banchina, e in un mercato con tassi e tariffe in calo questo è un fattore molto significativo. Poi al porto di Salerno noi garantiamo ai nostri clienti banchine, mezzi e lavoro. E siccome il nostro terminal ha solamente 980 metri di molo operabile, dobbiamo per forza utilizzare tutte le aree principali del porto a rotazione, e ciò non sarebbe possibile con i mezzi fissi. Infine, riusciamo a mantenere un livello di produttività di 20 movimentazioni l'ora per gru, indipendentemente dalla stazza dei carichi che abbiamo di volta in vota da gestire, e questo grazie al lavoro di tre gru mobili affiancate".

Per le caratteristiche intrinseche del porto di Salerno, sarebbe impossibile utilizzare l'equipaggiamento tradizionale, perché non vi sarebbe spazio sufficiente per più di una nave alla volta, dato che tra un macchinario e l'altro ci vogliono tra i 60 e gli 80 piedi di spazio libero. Le gru mobili, del resto, possono essere schierate anche mettendole una adiacente all'altra con i reciproci motori che si toccano, basta che ognuna sollevi i containers dalla parte opposta dell'altra. In questo modo si tocca anche quota 60 movimentazione all'ora, con grande flessibilità operativa e maggiori garanzie per i clienti.

Anche più interessante è la decisione dell'SCT di mettere in servizio tre gru Gottwald nuove di zecca tipo 380, che offrono capacità post-panamax. Jol dice che con navi che stanno diventando sempre più alte, gli operatori delle gru mobili non erano più in grado di avere una completa visuale dall'alto delle navi in arrivo, e pertanto si è reso necessario l'acquisto di nuove attrezzature e macchine con cabine di pilotaggio montate all'altezza di sei metri.

Queste nuove unità sono dotate anche del 40% di capacità di motore superiore, e pure di un sistema a raggi infrarossi, sviluppato dalla SCT/Gottwald, installato per assicurare che le gru rallentino automaticamente quando il container che stanno maneggiando arriva a tre metri dal suolo. Questo per garantire un atterraggio morbido ai containers in fase di scarico sull'area di stoccaggio.

Secondo Jol, è anche sbagliato dire che solo le gru fisse raggiungono livelli adeguati di produttività quando servono navi molto grandi da acque profonde. Nella sua opinione, la produttività non ha niente a che vedere con il tipo di gru che viene utilizzata, in questo caso. È l'operatività dell'area di stoccaggio che detta le regole.

A questo proposito, l'SCT ha 50.000 metri quadrati lasciati liberi per il posizionamento a terra dei containers carichi, e 40.000 metri quadrati per quelli vuoti. Cosa alquanto interessante, i containers destinati all'export sono posizionati a soli 100 metri dalla banchina, evitando così l'impiego di RTGs o RMGs. D'altra parte, invece, l'SCT impiega ben 14 mezzi tra reachstackers e FLTs. Sei dei primi stanno per essere rimpiazzati da un numero equivalente di nuove macchine in grado di mettere in piedi pile da sei containers. Del resto, piani per la messa a nuovo dell'area di stoccaggio permetteranno ai containers di essere accatastati anche molto più vicino di adesso alle navi, e le gru mobili saranno in grado di spostare i containers dalla base portuale direttamente sulla nave di carico, evitando delle manovre eccessive da parte delle reachstackers.

I containers destinati all'import continueranno a essere gestiti da due RTGs, una delle quali è recentemente stata acquisita nuova di zecca dalla Fantuzzi ed è capace di mettere in pila containers da sei fino a uno. Lo stresso costruttore sta anche rimettendo in sesto l'equipaggiamento esistente.

Al momento attuale, Jol calcola che la capacità dell'area di stoccaggio permetterà all'SCT di gestire 50.000 Teus all'anno, ma il numero di Teus è destinato drasticamente a salire. Con i nuovi sistemi citati di IT, saranno anche ridotti notevolmente i margini di errore delle operazioni a banchina. Detto sistema è stato acquisito dal porto dalla compagnia Copas (Olanda), che è una partner commerciale del gruppo Cosmos.

Così yard planning, ship planning, terminal control, yard control, EDI e carburanti saranno completamente supervisionati in modo costante dal computer. Le reachstackers dovranno solo sollevare e instradare i containers per ricevere poi informazioni dettagliate sulle manovre da compiersi.
