Come guardano i porti americani e quelli europei alla minaccia terroristica incombente?

Due giorni dopo gli attacchi terroristici dell'11 Settembre 2001 a New York, al tema della sicurezza l'Autorità Portuale di New York & New Jersey ha dato una nuova priorità.

Sono state introdotte nuove pattuglie di guardia costiera, accanto a quelle già di stanza prima, e squadre di controllo di dogane e immigrati per monitorare documenti ed equipaggi, nonché teams di supervisione alle attività di rimorchio e attracco, per assicurarsi che le navi andassero tutte ai moli loro assegnati.

All'interno del porto stesso, squadre di agenti federali hanno aumentato i livelli di targeting e ispezione del carico dei containers, con numerosi controlli globali e l'aggiunta di checkpoints lungo i percorsi dei veicoli. In più, adesso ci sono riunioni periodiche e frequenti dei comitati di sicurezza, che interessano sia gli operatori che il personale di sicurezza, mentre sono state messe in atto restrizioni sui nuovi equipaggi che arrivano al porto.

Il direttore generale dell'Autorità Portuale Richard Larrabee ha recentemente fatto sapere le sue preoccupazioni in materia di sicurezza al comitato organizzativo in materia presso il Senato, e ha segnalato che: "Al momento attuale, non ci sono risorse sufficienti in termini di personale ed equipaggiamento per fornire il livello desiderato e auspicabile di protezione e di risposta immediata che ora noi, come nazione, ci aspettiamo e di cui necessitiamo".

Chiaramente, per Larrabee, come per altre Autorità Portuali all'interno degli USA, gli attacchi terroristici restano una reale minaccia. Invero, dopo una lunga inchiesta presso i principali operatori portuali e i maggiori porti della zona, l'American Association of Port Authorities ha ora sollevato tutta una serie di moniti e problemi da risolvere relativi alle misure in tema di sicurezza.

I porti adesso non sono ritenuti bersagli facili, con l'attuale dispiegamento di forze, le nuove procedure di controllo di veicoli, merci e persone e i nuovi sistemi di allarme.

L'accesso alle aree portuali è molto più ristretto, ma la regolamentazione necessita di ulteriori emendamenti. Una novità è stata l'introduzione obbligatoria per ogni visitatore di procedure di registrazione tramite badge elettronico, così gli individui sono perfettamente individuati e localizzati in tempo reale.

Questo in America. Per quanto riguarda l'Europa, qui l'allarme terrorismo è un po' meno sentito. La Contship Italia, che gestisce il La Spezia Container Terminal, e governa anche il più grande terminal containers di Gioia Tauro, ritiene di non essere un soggetto sostanzialmente a rischio. Il portavoce della compagnia Mario Pessano sottolinea che: "I nostri terminals, in specie Gioia Tauro, hanno già sviluppato e stanno al momento attuale implementando sistemi di sicurezza altamente sofisticati e avanzati". Né il governo né la Contship Italia hanno ritenuto necessario accrescere le misure di sicurezza, e nessuna compagnia di navigazione ha fatto richieste strane in proposito, ha poi aggiunto Pessano.

Comunque, la US Sixth Fleet è di stanza al porto di Napoli, e potrebbe costituire senz'alcun dubbio un bersaglio potenziale. Mentre gli ufficiali del porto sono molto abbottonati per quanto concerne le novità in materia di sicurezza, il traffico di containers militari è fatto arrivare al porto dal servizio della Famex operato dalla P&O Nedlloyd e dalla Hapag Lloyd, che, tra l'altro, fa anche scalo ai porti di Salerno e Livorno.

Sul fatto che Salerno possa costituire un altro bersaglio potenziale del terrorismo internazionale, l'amministratore delegato del Salerno Container Terminal, Frans Jol, così si esprime: "Non penso che ci siano più rischi di quanti non ve ne fossero prima, ma dobbiamo tenere conto del fatto che il 90% dei volumi di traffico trasportato dalla P&O Nedlloyd Faroe Line è su base militare".

Il SCT, oltre alla normale sicurezza portuale, ha anche incaricato una compagnia privata per fornire una sorveglianza 24 ore su 24 del suo equipaggiamento e delle infrastrutture portuali, con guardie in tutti i punti di accesso.

"In passato, gli utenti e i lavoratori che arrivavano presso il porto erano fatti passare indifferentemente, ora, ogni macchina è fermata e controllata e tutti i pass sono verificati. Insomma, abbiamo fatto tutto il possibile per quanto concerne la sicurezza. Comunque, ritengo che se ci fosse un terrorista con una bomba sotto la giacchetta, egli potrebbe camminare tranquillamente in tutti i porti europei, dato il livello così scarso di sicurezza".

Sulla penisola araba, gli interventi militari delle truppe britanniche in Oman non stanno avendo alcun effetto palpabile sulla sicurezza generale del porto del Sultanato Salalah, almeno nell'opinione del marketing manager Bill Burns.

"Non ci riteniamo un target più a rischio di qualunque altro porto nel mondo al momento attuale. Comunque, penso che tutti al giorno d'oggi corrano rischi. Ciò nondimeno, non abbiamo ritenuto necessario introdurre misure di sicurezza aggiuntive rispetto a quello di cui già disponiamo. Ovviamente, siamo più attenti, in generale, ovvero controlliamo le navi in entrata e in uscita con più attenzione. La nostra area operativa è poi protetta dalla CCTV", spiega Burns.

La maggior parte dell'equipaggiamento utilizzato dalle forze inglesi in Oman è entrato nel Paese via Salalah, anche se l'attività delle truppe non è tutta nel porto.

"Abbiamo sempre detto che Salalah gode sia di un'eccellente localizzazione geografica che di una posizione socio-economica privilegiata, in quanto si trova in una delle zone più ricche ed avanzate del Sultanato. Purtroppo però, molte compagnie di navigazione ci hanno progressivamente abbandonato, a tutto vantaggio dei nostri vicini concorrenti Aden e Colombo, nel Golfo, che hanno offerto anche risk premiums per la guerra", sottolinea Burns. "Penso però", aggiunge poi, "che i porti del mondo poco si curino della loro sicurezza interna. Per noi è un vantaggio. Adesso che si parla di sicurezza, noi, che siamo un porto nuovo e non abbiamo ancora un vero e proprio sistema interno adibito a questa funzione, possiamo partire da zero e implementare i sistemi più nuovi e aggiornati. E questa è una cosa a cui tutti i porti dovrebbero pensare, non solo dopo gli eventi dell'11 Settembre".

Ancora più a Est, alcuni porti dalle buone performances dovranno certamente adottare delle misure di sicurezza più efficaci. A Karachi, le misure di sicurezza sono certamente state aumentate, e la Marine Security Agency è stata sostituita dalle navi della Marina Militare Pakistana dall'8 Ottobre 2001. Tutti i cancelli sono controllati e i pass non necessari all'attività portuale sono stati annullati.

Pattuglie speciali adesso tengono sotto controllo le banchine e i moli con i silos per prevenire attività sovversive, specialmente poiché i lavoratori portuali hanno manifestato da sempre il loro consenso ai Talebani.

Proprietari locali delle navi hanno chiesto alle assicurazioni della Lloyd di rivedere i risk premiums, e permettere al governo di offrire garanzie maggiori per ogni tipo di danno potenziale ai veicoli. L'accordo da poco c'è stato ed è stato siglato presso gli Emirati Arabi Uniti.

Khurram Abbas, amministratore delegato della Karachi International Container Terminal, riduce drasticamente i rischi legati alle operazioni portuali, sottolineando che il suo terminal ha migliorato i livelli di sicurezza delle proprie porte di ingresso, cioè, in pratica, ha aumentato i controlli in entrata.

"Ci può essere un piccolo decremento nei traffici nel breve periodo, ma poi il livello di movimentazioni è prospettato tutto in salita", aggiunge.

Secondo Darayus Divecha, amministratore delegato della Qasim International Container Terminal (QICT), localizzata a circa 40 km dalla città di Karachi, le misure di sicurezza esistenti per le entrate al porto sono state irrobustite, e ora il personale addetto alla sicurezza sta controllando tutte le macchine che entrano ed escono dal porto. D'ora in poi l'ingresso al personale sarà permesso solo dietro presentazione di un valido passport pass o di una carta identificativa della compagnia di appartenenza.

"Presso il QICT, abbiamo anche istruito il nostro staff permanente e ufficiale di sicurezza per assicurare che i veicoli che entrano nel terminal containers siano completamente controllati. In più, il QICT ha messo delle sue guardie armate in vari punti dell'area portuale, soprattutto agli ingressi però, alle uscite e presso le banchine. Inoltre, la sezione sicurezza della Port Qasim Authority spedisce regolarmente in giro per il porto delle squadre di sicurezza mobili, mentre le zone a mare sono pattugliate dagli uomini della Baharia Foundation", spiega Divecha.

Comunque, il porto in questione non è poi così vicino da Karachi. Però si è dovuta accrescere la sicurezza dell'area per le incessanti richieste delle compagnie di navigazione, e per evitare di perdere i clienti più importanti.

In generale, ad oggi i volumi di traffico del porto sono rimasti pressoché invariati, e non c'è un grande rischio di perdita di movimentazioni come diretto risultato del conflitto in Afghanistan.

È significativo notare che i contractors delle assicurazioni non hanno chiesto a Port Qasim di aumentare il loro premio al rischio di guerra. Certo non è questo il caso del porto shrylankese di Colombo, il cui aeroporto è stato bombardato già il 24 Giugno passato. Ciò è risultato in un raddoppio, a Colombo, del premio al rischio di guerra per ogni nave che facesse scalo al suddetto hub. E il prezzo da pagare per i proprietari delle navi è salito dallo 0,1% allo 0,7%.

Comunque, secondo Sarathkamara Premachandra, amministratore delegato della Sri Lankan Ports Authority (SLPA): "Il porto di Colombo non ha più gravi rischi su di sé al momento attuale, o almeno non più di quanti non ne abbiano gli altri porti mondiali, a causa del terrorismo internazionale".

Interrogato sui passi che il porto sta facendo per migliorare la propria sicurezza, Premachandra ha risposto che il porto sta prendendo tutte le misure necessarie del caso, forte della consulenza di esperti di sicurezza internazionale, ma per ovvie ragioni non divulga troppi dettagli sulle misure effettivamente adottate. Le compagnie di navigazione, aggiunge, sono soddisfatte delle misure di sicurezza che abbiamo adottato e non ne richiedono altre, però vorrebbero rimosso l'aumento del premio al rischio guerra delle compagnie di assicurazione. In linea di massima, sottolinea anche che nessuna delle compagnie di navigazione se n'è andata da Colombo per paura della minaccia terroristica.

Per ultimo, si consideri il profilo di rischio NSICT della P&O Ports presso la costa indiana occidentale allo hub di JNPT. Peter Smith, senior corporate affairs director della compagnia, ha dichiarato che: "l'NISCT facility non è particolarmente a rischio" per gli eventi bellici dell'Asia Meridionale. Però il livello di vigilanza è stato aumentato notevolmente, sebbene le politiche generali di sicurezza interna non siano state rivoluzionate.

In più, il governo indiano non ha ritenuto necessario aumentare la propria presenza al porto, e le compagnie di navigazione non hanno chiesto alla P&O alcuna nuova misura di sicurezza per sorvegliare le navi in porto.
