Trasporto marittimo

I traffici transpacifici: l'anno della resa dei conti

Negli ultimi sei-nove mesi, in relazione ai traffici transpacifici è stato dipinto un quadro radicalmente diverso. Da una situazione di crescita nel 2000 mai sperimentata prima, che poi è proseguita all'inizio del 2001, i traffici in questione si sono ritrovati in una posizione estremamente precaria nel 2002. Frank Caradonna, esponente della società di analisi statunitense Pegasus, riassume la situazione: "Credo che in 35 anni non ci sia mai stato un periodo in cui tutte le direttrici di traffico si siano trovate in tali cattive condizioni. Le linee di navigazione hanno un grande bisogno di incrementare la capacità di ricavare profitti, dal momento che prevedono notevoli perdite per il 2002".

Le principali ragioni del mutamento delle fortune dei traffici transpacifici - e di tutti i più importanti traffici est-ovest, peraltro - sono chiare. La recessione delle economie sia statunitense che giapponese, gli strascichi degli attacchi terroristici negli Stati Uniti nello scorso mese di settembre ed una marcata mancanza di fiducia nella spesa da parte della popolazione statunitense hanno seriamente afflitto la domanda di molti beni. I vettori marittimi ovviamente non sono in grado di influenzare l'intera economia mondiale, ma alcuni potrebbero ribattere che la valanga di dismissioni di capacità dai traffici transpacifici attualmente in corso è stata accentuata dalla situazione di eccesso di offerta cagionata dall'ingresso nel mercato di molte grosse navi post-panamax tutte quante assieme.

Gli scarsi volumi di containers, unitamente ai proventi molto bassi attualmente conseguiti, significano che i vettori marittimi al momento si trovano davvero in brutte acque. Come fa notare Caradonna, "questi sono tempi duri e le linee di navigazione devono effettuare serie scelte in ordine a come procedere".

Uno sguardo alla Tabella 1 rivela il mutamento nel modello della domanda sino alla fine del settembre 2001. Tenendo in considerazione il fatto che i volumi dei traffici transpacifici in direzione est sono aumentati del 13,9% nel corso dell'intero 2000, risulta chiaro come la linea di tendenza sia davvero rivolta verso il basso, dal momento che i volumi in direzione est sono cresciuti solamente dell'1,9% nel corso dei primi tre trimestri del 2001. Secondo la maggior parte dei vettori marittimi, il tradizionale picco stagionale non si è verificato nel trimestre conclusivo del 2001 e si può presumere che, quando saranno disponibili le cifre definitive PIERS in relazione al quarto trimestre, risulterà che, se in tutto il 2001 ci sarà stata una qualche crescita, essa sarà stata minima.

I traffici in direzione ovest alla volta dell'Asia, sebbene si tratti della direttrice meno rilevante, hanno sofferto anche di più, dal momento che hanno sperimentato un piccolo livello di crescita negativa nei primi tre trimestri del 2001. Le esportazioni alla volta del Sud-Est asiatico in particolare sono diminuite dell'11,6%. Complessivamente, i traffici totali sono cresciuti solo dell'1,3% in questo periodo, che costituisce un dato ben al di sotto delle previsioni (4-5%) fornite dai vettori marittimi a metà del 2001. In alcuni trimestri, la Cina è ancora considerata come il potenziale salvatore dei traffici mondiali e, poiché il governo cinese prevede una crescita del PIL del 7-8% per i prossimi anni, si tratta di una notizia positiva. Tuttavia, in realtà, è improbabile che la ripresa cinese da sola riesca a salvare i traffici transpacifici nel 2002. Peraltro, vi sono pochi dubbi circa il fatto che il suo predominio nei traffici in direzione est ed ovest aumenti negli anni a venire.

La tendenza verso la scarsa domanda è confermata dalle cifre relative all'attività containerizzata pubblicate da alcuni dei principali porti transpacifici della costa occidentale USA. Il porto di Long Beach ha dichiarato: "Alla fine della stagione marittima di punta relativa al periodo delle vacanze, gli imbarchi attraverso Long Beach sono calati del 9,5% a novembre, rispetto allo stesso mese dell'anno precedente". La colpa di ciò è stata attribuita alle deboli economie asiatiche. Allo stesso modo, il porto di Seattle ha dichiarato che i suoi volumi containerizzati complessivi a novembre 2001 sono scesi del 16% sino a 104.724 TEU, rispetto ai 124.129 TEU del novembre 2000.

Combinando i livelli dell'offerta e della domanda nel periodo dal 2000 al 2003, le stime della Drewry Shipping riportate nella Tabella 2 rivelano che, nonostante le variazioni stagionali in cui la domanda generalmente balza in alto nella seconda metà dell'anno, il divario inerente ai traffici in direzione est continua ad aumentare. Anche il divario tra i traffici in direzione ovest sta cominciando a raggiungere livelli preoccupanti. Il fattore significativo sta nel fatto che - mentre la domanda cala - l'offerta aumenta ancora a causa dell'immissione in servizio di ulteriore tonnellaggio post-panamax. Ma quello che ancor di più preoccupa i vettori marittimi è il livello dell'utilizzazione netta degli spazi-containers. Nei traffici in direzione est, da un picco dell'82,7% nella prima metà del 2000, vi è una previsione di diminuzione sino a solamente il 68,9% nella prima metà del 2002 e ad un calo ulteriore sino al 66,3% nel corso dei primi mesi del 2003.

Secondo la Drewry, la revisione dei servizi e l'introduzione di nuovo tonnellaggio da parte dei vettori marittimi ha influito sulla capacità complessiva dei traffici transpacifici, che è cresciuta di circa un milione di TEU, con un aumento del 10-11% rispetto al livello del 2000. Ciò per lo più è stato dovuto ai programmi di ritonnellaggio in corso ad opera della Cosco e della K Line, della Evergreen (che ha immesso in servizio la prima delle sue navi da 6.332 TEU), della China Shipping e della Hanjin. Tenuto conto delle basse cifre inerenti alla domanda, occorre rilevare come ciò abbia indotto diverse singole linee di navigazione e diversi singoli consorzi a ristrutturare alcuni dei propri servizi ed a ritirare capacità tutti assieme; il riquadro sottostante riporta nei particolari i mutamenti sopra accennati.

Si tratta di iniziative drastiche, ma necessarie date le circostanze. Tuttavia, secondo Caradonna questa è al situazione: "Non penso che sia stato tirato fuori dai traffici abbastanza tonnellaggio e, in effetti, altro ne verrà immesso nel corso di questa estate".

Tuttavia, Jeremy Nixon, vice presidente anziano per i traffici del Pacifico della PONL (P&O Nedlloyd), commenta: "Il provvisorio ritiro dell'allacciamento FEX a causa della debole stagione si è rivelato una strategia di successo. Ciò ha comportato il miglioramento dell'utilizzazione degli altri allacciamenti della PONL nel Pacifico, con nessuna perdita di carichi nel complesso, e ha comportato benefici all'ambiente in ragione della riduzione dei consumi di carburante".

Il nuovo tonnellaggio ordinato da molti vettori marittimi nel 1999 continuerà ad entrare quest'anno nei traffici est/ovest, spingendo il tonnellaggio minore dismesso verso altri traffici periferici. Secondo i dati on-line di Containerisation International, la Evergreen dispone di 3 navi da 6.332 TEU il cui ingresso nei traffici transpacifici nel 2002 è stato confermato. La K Line ha 4 ulteriori navi da 5.500 TEU, mentre la MOL ha altre 5 navi da 6.400 TEU e la China Shipping altre 3 navi da 5.500 TEU, tutte quante in consegna per quest'anno, sebbene non sia chiaro in quale traffico est/ovest esse possano essere impiegate. La K Line ha anche rivelato di avere un'opzione relativa all'ordinazione di una tredicesima nave da 5.500 TEU, con consegna per la fine del 2002. Tutto ciò rappresenta un'ironia della sorte ed un problema per le linee di navigazione, perché - sebbene esse abbiano dismesso qualche capacità quest'inverno - nel 2002 probabilmente faranno il loro ingresso nei traffici transpacifici navi più grandi. L'unico altro impiego verosimile per loro potrebbe esse l'Asia/Europa, ma questo mercato se la passa assai male. In effetti, un'iniziativa potrebbe annullare l'altra, il che induce alcuni osservatori a ritenere che non sia stata dismessa abbastanza capacità.


PRINCIPALI DISMISSIONI DAL SERVIZIO
E REVISIONI DEI SERVIZI NEL 2001-2002

  • Il servizio Shanghai Express dalla Cina alla Costa Occidentale USA, effettuato congiuntamente dalla CMA CGM e dalla China Shipping Container Lines, è stato sospeso nel settembre 2001.

  • La Fesco, in origine operativa unitamente alla Great Western, si è ritirata dai traffici transpacifici nella prima metà del 2001.

  • La Grand Alliance ha combinato il suo allacciamento FEX con la propria filiera SCX nel dicembre 2001, riducendo il numero complessivo dei propri servizi transpacifici a sette (con una riduzione approssimativa della capacità di traffico pari al 16%).

  • La Maersk Sealand ha rimosso l'ampliamento TP5 dalla propria operazione pendolare doppia SZX/TP5 fino almeno alla fine del marzo 2002 (con una riduzione approssimativa della capacità di traffico pari al 15% ovvero a 3.900 TEU su base settimanale).

  • La New World Alliance ha ritirato il proprio allacciamento PNX sin dal novembre 2001, riducendo il proprio numero complessivo di servizi transpacifici a otto (con una riduzione approssimativa della capacità di traffico pari all'8% ovvero a 5 navi da 2.600 TEU).

  • Il Lloyd Triestino, consociata della Evergreen, ha inaugurato un nuovo servizio Cina/Costa Occidentale USA nell'agosto 2001 utilizzando 5 navi da 1.810 TEU.

  • Con effetto dalla metà del febbraio 2002, la Evergreen sta rimpiazzando i suoi due servizi giramondo con due allacciamenti pendolari.

  • La K Line e la Yang Ming offrono un nuovo servizio pendolare transpacifico nel corso del primo trimestre 2002, utilizzando 12 navi da 5.500 TEU. La ristrutturazione in programma dovrebbe essere rivista. Nell'ambito della nuova "alleanza" tra Cosco, Yang Ming, K Line, Hanjin e Senator, la K Line sta altresì rilevando ulteriori spazi-containers dalla Yang Ming e dalla Hanjin, mentre la Senator sta rilevando altri spazi-containers dalla Cosco in relazione ai propri servizi CES e CEN, che sono stati migliorati con navi da 5.500 TEU.

Un portavoce della Maersk Sealand così commentava il ritiro della propria filiera TP5: "Essa verrà reintegrata allorquando le condizioni del mercato lo richiederanno; ci aspettiamo di poter prendere una decisione al riguardo nella primavera del 2002". Se ne potrebbe dedurre che il servizio resterà sospeso per l'intero 2002. La semplice verità è che i vettori marittimi non sanno che cosa accadrà a breve termine e debbono effettuare costantemente revisioni dei propri servizi. Un osservatore del settore, che desidera restare anonimo, commenta: "Credo che non siano stati approntati programmi di ritiro della capacità al di là del marzo 2002. L'attuale revisione è finalizzata solamente all'adeguamento alla "debolezza" della stagione, ma è possibile che i servizi che sono stati ritirati rimangano nella medesima condizione anche una volta trascorso questo periodo".

Oltre ai problemi inerenti all'offerta ed alla domanda, i vettori marittimi devono fare i conti con le preoccupazioni derivanti dai livelli delle tariffe di nolo. A causa della riservatezza richiesta dai clienti, i vettori non vogliono rivelare i livelli attuali, ma fonti informate hanno comunicato a Containerisation International che le tariffe medie in direzione est sono scese a 1.100 dollari USA per container da 40 piedi. Il TSA (Accordo Stabilizzazione Transpacifico) nell'ottobre 2000 aveva raccomandato un'integrazione delle tariffe sui traffici in direzione est per il periodo contrattuale 2001-2002 sino a 525 dollari USA/FEU. E' significativo il fatto che per il periodo 2002-2003 non ne sia stata annunciata nessuna, sebbene ce le si possa aspettare prima o poi.

E' interessante notare come, sulla base dei suggerimenti ad incrementare le tariffe negli ultimi sei-nove mesi, le tariffe medesime siano variate in misura così ampia che sarebbe difficile stabilire quale sia l'attuale base tariffaria. Inoltre, dal momento che ogni vettore marittimo ha una propria lista di tariffe riservate con i suoi principali clienti, è difficile stabilire quale sia la tariffa media per questo traffico. Un'altra considerazione è che - dal momento che le tariffe sono così basse - i caricatori minori in alcuni casi usufruiscono quasi delle stesse tariffe vantaggiose praticate ai grossi negozi al dettaglio.

Caradonna ritiene che un generale incremento tariffario non rappresenti la risposta appropriata e ha detto: "Come si potrebbe porre in essere un incremento tariffario in un simile scenario? Non dico che non ne sia necessario uno, ma come si potrebbe ottenerlo dato il numero di vettori marittimi attualmente in cerca di maggiori volumi? Alcuni vettori continueranno inevitabilmente a ridurre le tariffe".

La storia recente dimostra che sulle principali direttrici di traffico gli incrementi tariffari generali raramente hanno avuto successo, dal momento che la filosofia dominante diventa quella di riempire la nave ad ogni costo. In un simile scenario, ogni tariffa che copre i costi fissi diventa una buona tariffa.

Una risposta a questo indovinello, propone Caradonna, potrebbe essere costituita dall'aumento della collaborazione fra le linee di navigazione su argomenti di ampia portata quali le problematiche attinenti al rifornimento, alla movimentazione ed alla intermodalità, che vanno al di là dei singoli consorzi. Tuttavia, ciò è improbabile e potrebbe in qualche modo rappresentare la svolta più radicale circa le modalità con cui il settore del trasporto marittimo containerizzato viene gestito. Aggiunge Caradonna: "La razionalizzazione di costi dovrebbe costituire il punto centrale per le linee di navigazione, e non il generale incremento tariffario, che con tutta probabilità non è conseguibile in questo clima".

L'avvento dell'ancora innominata alleanza tra Cosco, Yang Ming, K Line, Hanjin e Senator ha provocato diverse revisioni di servizio e la combinazione di nuovo tonnellaggio al fine di razionalizzare i costi. Questo suggerisce che i vettori marittimi si stanno parlando sempre di più. La scomparsa nel 2001 della Cho Yang, uno dei primi 20 vettori di tutto il mondo, potrebbe far pensare che altri potrebbero seguire quest'anno. Non è chiaro, al momento, se nel 2002 importanti soggetti quali Wan Hai, Great Western o Trans Pacific Lines finiscano per sparire dai traffici ovvero se i maggiori consorzi si decidano a ritirare un maggiore quantitativo di capacità.

Circa il futuro, il TSA prevede "un crescita stagnante dei carichi nella prima metà del 2002" ed anche la Drewry prevede che la dominante direttrice est del transpacifico non crescerà più dell'1,3% nel corso del 2002. Tuttavia, sul medio termine, essa prevede una forte ripresa nel 2003, con un incremento dei volumi del 7,3% per l'intero anno. Una nota positiva viene espressa da Nixon della PONL: "Non sottostimate le naturali forze economiche di questo settore. Se i clienti fossero pronti a remunerare i fornitori di servizio a livello sostenibile nel corso del periodo del picco di domanda, allora il lato dell'offerta di questo settore potrebbe adeguarsi nei prossimi 18 mesi molto più alla svelta di quanto molti analisti al momento non prevedano".

Nel contempo, i vettori impegnati nel traffico in questione si trovano a dover affrontare un compito non proprio allettante nel cercare di sopravvivere per tutto il 2002: sotto molti aspetti, questo sarà l'anno della resa dei conti per loro. Essi potrebbero non essere in grado di influenzare direttamente i volumi di traffico, ma sarà affar loro gestire i propri costi ed i propri programmi di ritonnellaggio nella maniera più efficace possibile.
