L'uso dell'e-commerce nei trasporti marittimi della Heinz

La comunicazione Internet è il termine in voga nei trasporti al giorno d'oggi. In vari modi, essa costituisce il collante che rende possibile la gestione della moderna catena dell'offerta, mediante la propria capacità di trasmettere ingenti quantitativi di dati immediatamente ovvero di rendere disponibili più dati globali in qualsiasi punto, agevolando perciò il processo decisionale.

Patrick Campion, dirigente della fornitura globale di trasporto della Pilkington, ha di recente osservato: "A causa di tali vantaggi, la politica conclamata della nostra società è quella di arrivare a movimentare l'80% di tutte le nostre transazioni commerciali elettronicamente entro il 2005". Come gran parte di ciò possa correlarsi ai servizi di trasporto, rispetto all'approvvigionamento elettronico di merci, resta da vedere, ma Campion ribadisce con forza che il suo dipartimento non si farà lasciare indietro.

Malgrado tali sentimenti diffusamente espressi, il telefono ed il fax restano ancora il modo preferito dalla maggior parte dei caricatori per comunicare con i vettori marittimi, specialmente in Asia.

Steven Cox, dirigente del trasporto marittimo globale della Heinz, commenta: "Sebbene noi siamo desiderosi di accelerare il flusso elettronico delle informazioni tra noi ed i vettori marittimi, tale funzione non può essere considerata isolatamente. Ad esempio, quanto è bene per noi ricevere la polizza di carico elettronicamente se poi dobbiamo attendere la posta per consegnare la documentazione ai nostri clienti? Noi, inoltre, dobbiamo essere in grado di lavorare con i vettori marittimi in modo uniforme, laddove al momento ci dobbiamo confrontare con un sacco di alternative diverse".

I vettori marittimi hanno tutte le intenzioni di incoraggiare i propri clienti ad utilizzare Internet e hanno sviluppato un certo numero di strumenti allettanti al fine di promuovere tale uso. Ciò comprende la fornitura elettronica di informazioni sugli orari delle navi, di tracking e tracing, della stampa a distanza della polizza di carico, delle relazioni in ordine all'ingresso di dati singoli, delle operazioni di appalto e fatturazione on-line. Quest'ultima possibilità è ancora ai suoi albori.

Piet Jan ten Thije, dirigente sviluppo attività della PONL (P&O Nedlloyd), commenta: "Il punto centrale di tutti questi strumenti è che il cliente ha molto da guadagnare dalla loro utilizzazione nel modo in cui lo facciamo noi. E' una situazione in cui tutti vincono. Ad esempio, nel caso degli orari delle navi di molteplici vettori presentati via portali, i caricatori possono adeguare via via la pianificazione relativa alla catena delle forniture e confrontare i tempi di viaggio, mentre noi ne traiamo vantaggio mediante la riduzione delle chiamate agli uffici operativi dei nostri clienti nonché la riduzione della stampa e della posta".

La replica di Cox a questo discorso è che, invece di esserci un solo portale per tutti i vettori marittimi che contenga tutte le informazioni sugli orari, attualmente ce ne sono tre, tutti quanti con membri diversi, di modo che il confronto tra gli orari dei vettori non è così facile come potrebbe essere. Osserva Cox: "Con tre portali, non possiamo limitarci a visitare un solo sito web per ottenere ciò che vogliamo, dobbiamo farlo con tutti e tre. Il solo modo per aggirare questa difficoltà sarebbe per noi quello di limitarci a servirci dei membri di un solo portale, il che è inaccettabile. Un altro problema è che non tutte le informazioni relative agli orari di un vettore vengono aggiornate continuamente. Laddove alcune di tali informazioni sono aggiornate in tempo reale, altre vengono modificate solamente quando qualcuno si ricorda di immettere manualmente l'informazione". Infatti, alcuni vettori stanno iniziando a progettare l'unione di più portali.

Nel caso del tracking e tracing elettronico, i caricatori perdono meno tempo per ciascuna ricerca e migliorano notevolmente la visibilità della catena dell'offerta. Tuttavia, anche qui, Cox crede che rimanga molto spazio per miglioramenti. Lamenta infatti: "Il problema con il tracking e tracing è che non tutti i portali o i siti web offrono ancora gli stessi servizi. Alcuni vettori sono in grado di seguire le movimentazioni containerizzate in entrata ed uscita da ciascun deposito, altri riescono a farlo con le movimentazioni relative al trasporto terrestre, altri ancora riescono solo a seguire la tratta marittima. Molto pochi, sempre che ce ne siano, sono in grado di seguire l'intera movimentazione da porta a porta, cosicché - sebbene strumenti di tracking e tracing siano in effetti disponibili - il servizio soddisfa molto poco rispetto a ciò di cui avrebbe bisogno il nostro dipartimento vendite quando pianifica la produzione".

Continua Cox: "Un altro problema per i movimentatori di ingenti volumi come noi (a titolo di esempio, la società vende oltre 650 milioni di bottiglie di pomodoro ketchup all'anno in 140 paesi) è che non abbiamo il tempo o l'esigenza di seguire ogni cosa, se gli orari vengono rispettati. Noi abbiamo solo bisogno di sapere quando qualcosa va storto, preferibilmente prima che sia troppo tardi per intraprendere iniziative per rimediare. Tuttavia, pochissimi vettori oggi possono offrire relazioni d'eccezione, laddove si concorda un orario per ciascuna spedizione, con limiti di tolleranza definiti per ciascuna pietra miliare, quale potrebbe essere un porto/terminal, nel qual caso qualcosa arriva all'orecchio solo se qualcosa devia da tali parametri. Si tratta di un argomento vicino al mio cuore, poiché - come importanti produttori di generi di qualità - le nostre vendite dipendono da tempi di consegna affidabili".

Un particolare pericolo per i vettori marittimi a questo riguardo è che pure le agenzie logistiche sono intenzionate ad offrire servizi di tracking e tracing ai propri clienti, di modo che i vettori - se non si comportano bene - potrebbero rimanere emarginati. Tom Littlejohns, direttore generale della divisione trasporto merci di superficie per il Regno Unito della Kuehne & Nagel, commenta: "La velocità con cui abbiamo sviluppato i nostri servizi elettronici negli ultimi due anni fa paura. Non solo forniamo relazioni d'eccezione, ma possiamo altresì seguire il carico sino in fondo, e non solo a livello di numero del container e della polizza di carico".

Inoltre, molti grossi caricatori ora dispongono del proprio sistema interno di track-and-trace, piuttosto di dover dipendere da quelli forniti da qualsiasi altro.

L'affidamento dei contratti on-line è un altro settore in cui entrambe le parti hanno molto da guadagnare attraverso le comunicazioni elettroniche. Precisa ten Thije: "Possiamo entrambi risparmiare un enorme quantitativo di tempo in ordine alla preparazione, alla negoziazione ed all'amministrazione, unitamente ai costi relativi agli addetti. Premendo un pulsante, i caricatori possono spedire le proprie richieste sulle tariffe a quanti vettori vogliono e, poiché questo viene fatto elettronicamente, siamo in grado di trattare le informazioni più facilmente che sulla carta. A causa della razionalizzazione, delle fusioni e delle acquisizioni, le esigenze globali dei caricatori stanno diventando sempre più complesse, di modo che abbiamo bisogno di tutto l'aiuto che riusciamo ad ottenere".

Risponde Cox: "Questo è uno dei miei argomenti favoriti. Si tratta di un settore molto importante e complesso per noi. Facciamo operazioni in oltre 200 diversi paesi. Abbiamo un flusso di carichi tra gli 80.000 ed i 130.000 TEU (CIF e FOB), che coinvolgono approssimativamente 1.000 diverse vive direttrici di traffico. Insieme, disponiamo di un database di oltre 2000 diverse quote. Oltre all'utilizzazione della posta elettronica, ci siamo messi alla ricerca di un sistema finalizzato alla riduzione dei tempi amministrativi richiesti per movimentare i dati, ma sinora senza alcuna chiara definizione".

Continua Cox: "Il sistema che tradizionalmente usiamo potrebbe essere antiquato, ma funziona. Lo scorso anno siamo stati in grado di analizzare circa 150.000 diverse combinazioni di 20 diversi vettori in sole due settimane. Anche così, ammetto che, con la tecnologia disponibile oggi, siamo lontani dall'ideale. Di conseguenza, attualmente stiamo lavorando su un certo numero di modelli che ritengo possano fornire alcuni approcci di tipo pionieristico al tradizionale metodo di affidamento dei contratti.

Dappertutto i vettori - ritengo - avranno bisogno di contribuire molto di più al futuro sviluppo di questo settore rispetto a quanto non avvenisse in precedenza. Generalmente, direi che la loro alta dirigenza ha bisogno di chiedersi quale siano i loro attuali livelli di commissioni, risorse, tempi, finanze e decidere se davvero si stanno movendo senza difficoltà in direzione di ciò che scoprono".

I vantaggi derivanti dalla stampa a distanza della polizza di carico sono già stati accennati in precedenza ed includono la riduzione dei costi di produzione e distribuzione per i vettori. I caricatori traggono guadagno dal fatto di ottenere la propria documentazione più rapidamente e senza errori. Insiste Cox: "Si tratta di strumenti che utilizziamo in misura sempre crescente, sebbene - come già detto - ci piacerebbe assistere all'adozione di un numero maggiore di provvedimenti finalizzati alla semplificazione della trasmissione anche degli altri documenti di trasporto".

Continua poi: "E' interessante notare, in questo caso, che, quando recentemente abbiamo riesaminato la necessità di provvedere alla stampa a distanza della polizza di carico, abbiamo scoperto che a molti dei nostri uffici veniva richiesta una copia della polizza di carico laddove sarebbe stata sufficiente la bolla di accompagnamento, eliminando così del tutto la necessità del cartaceo. E' difficile quantificare le dimensioni del problema, ma approssimativamente il 50% delle copie delle nostre polizze di carico non erano necessarie.

La suddetta cifra ricalca le statistiche secondo cui il 65% circa di tutti gli scambi mondiali consiste in attività interne alle imprese: spedizioni tra consociata e consociata, o da un'impresa di magazzinaggio ad un centro distributivo d'oltremare. Dato che le merci in realtà non vengono vendute per strada, il che comporterebbe crediti documentari, la bolla d'accompagnamento normalmente dovrebbe bastare.

Illustra ten Thije: "Anche se la velocità di trasmissione della polizza di carico stampata a distanza è un grosso vantaggio, entrambe le parti traggono benefici anche dalla eliminazione degli errori dai propri documenti. Normalmente noi cerchiamo di consegnare la nostra polizza di carico ai clienti entro 48 ore dalla partenza della nave, ma se si scopre un errore al momento dell'arrivo, ad esempio perché le istruzioni di carico non sono state compilate correttamente, allora bisogna che ci rispediscano indietro i documenti ai fini della correzione. Con la polizza di carico stampata a distanza, i caricatori hanno la possibilità di evitare tali errori prima della stampa definitiva".

La quantificazione dei vantaggi derivanti da questi servizi elettronici è un compito impossibile a causa della difficoltà di tradurre il tempo in moneta. Tuttavia, al fine di dare il maggiore risalto ai possibili guadagni, la PONL e la Heinz hanno concordato la tabella riportata di seguito.

Precisa Cox: "I risparmi identificati per la Heinz si basano sul successo dello sviluppo dei servizi elettronici sopra citati. Se il loro sviluppo, in particolar modo rispetto ai portali, continua ad essere incostante, allora i risparmi saranno meno vantaggiosi per entrambe le parti".

Continua poi: "Ciò detto, l'e-commerce nel settore marittimo si è evoluto in modo clamoroso negli ultimi due anni e noi abbiamo tutte le intenzioni di assistere ad un suo ulteriore progresso. E' davvero tempo per la comunità dello shipping di svegliarsi e di cominciare ad usare gli strumenti e le conoscenze che sono disponibili al fine di rendere l'intero atto del trasporto elettronico più efficiente e sensibile all'utente".

Risponde ten Thije: "Noi ovviamente abbiamo preso nota di ciò che dicono i nostri clienti, e abbiamo già in cantiere un certo numero di miglioramenti per il nostro sistema. Inoltre, un certo numero di servizi aggiuntivi, quali la fatturazione ed il pagamento elettronici, sono altresì in via di approntamento e verranno presto introdotti. Ma anche senza questi ultimi, come mostra la tabella, pensiamo che i caricatori abbiano molto da guadagnare ora attraverso la connessione elettronica".

Dietro le quinte, un certo numero di vettori sembra baloccarsi con l'idea che si sta rapidamente avvicinando il giorno in cui i caricatori potrebbero essere penalizzati dal restare attaccati alle procedure di comunicazione convenzionali. Comprensibilmente, nessuno desidera essere esplicito sull'argomento, ma, parlando recentemente in occasione della conferenza Eyefortransport di Amsterdam, Jos Dujardin, direttore delle soluzioni e-business per la UPS Europa, ha dichiarato: "Stiamo arrivando al punto che fare e-business è una necessità. Qualsiasi altra cosa costerebbe di più".

Henrik Dam Larsen, direttore generale del portale di vettori INTRA, ha aggiunto: "La sostanza della questione è che produrre carta in questi giorni è così costoso rispetto alle comunicazioni elettroniche, che adesso l'unica cosa ragionevole che ci si può aspettare è che chi ancora lo richieda, paghi".

Sebbene meno direttamente, Paul Bierre, direttore generale per l'e-commerce della Maersk Sealand, si è lamentato: "Poiché commerciare oltremare è divenuto in tale misura più facile, i caricatori ora richiedono ordinazioni più piccole ma più frequenti. Essi poi vogliono sapere un sacco di informazioni in più riguardo a ciascuna spedizione. Pertanto, anche se si potrebbe dire che un metro cubo di merce è sempre un metro cubo di merce, la realtà della situazione è che il quantitativo di informazioni richieste per ogni metro cubo di merce è in aumento. Non è sempre facile raggiungere un accordo circa il costo che dovrebbe avere, ma, quando ci si riesce, ci si accorge che arriva quasi ad essere una tassa". Fate attenzione al cyberspazio, come si sente dire.
