L'Austria: il nirvana degli spedizionieri

Tutti coloro che in Austria sono impegnati nel trasporto internazionale concordano nell'affermare che gli spedizionieri regnano sovrani nel mercato containerizzato marittimo austriaco. La maggior parte dei caricatori dipende dagli spedizionieri per organizzare le proprie necessità di distribuzione internazionale. Gli importatori hanno bisogno di loro per provvedere agli sdoganamenti e con sempre maggiore frequenza delegano loro tutta una gamma di altri servizi a valore aggiunto, quale la distribuzione interna in Austria e nei paesi vicini.

I vettori marittimi con uffici a Vienna (e ce ne sono pochi), unitamente agli agenti marittimi, si fanno in quattro nel sottolineare il valore degli spedizionieri come clienti. Gli spedizionieri stessi non si fanno pregare per porre l'accento sulla propria partecipazione all'organizzazione delle movimentazioni di merce containerizzata in entrata ed in uscita.

La popolazione dell'Austria è di appena 8 milioni di abitanti ma, secondo Andreas Demmer, amministratore delegato della ZV (Zentralverband Spedition & Logistic), cioè l'Associazione Centrale Spedizioni e Logistica, vi sono circa 600 spedizionieri. Questa cifra comprende gli spedizionieri appartenenti a proprietari non austriaci con uffici a Vienna; molti sono piccoli e concentrati su mercati di nicchia quali il trasporto terrestre od il trasporto merci aereo e quindi per lo più non si occupano di trasporto merci marittimo; gli altri si concentrano esclusivamente sul trasporto marittimo.

L'Austria è sempre stata un "mercato di spedizionieri". Molti fattori hanno contribuito a far sì che fosse così: uno è che l'Austria non ha sbocco sul mare ed è lontana dai porti del Nord Europa, specialmente Amburgo (il suo principale porto per il carico in uscita ed in entrata). L'organizzazione del trasporto terrestre richiede competenza, nonché la capacità di contrattare tariffe favorevoli con gli operatori ferroviari e gli autotrasportatori. Non è molto pratico per la maggior parte dei caricatori ed importatori austriaci organizzare in proprio i trasporti terrestri: questa è una funzione naturale per gli spedizionieri.

Fino all'ingresso dell'Austria nell'Unione Europea nel 1995, l'importazione dall'Unione Europea e l'esportazione alla volta dei suoi paesi membri comportava la predisposizione di documentazione che era meglio affidare agli spedizionieri (a partire dal 1995, infatti, essi hanno perduto questa fonte di proventi). La documentazione doganale e le procedure di sdoganamento restano necessarie per le importazioni extracomunitarie; si tratta di procedure che potrebbero rivelarsi difficili per importatori situati in località distanti dai porti settentrionali di scarico. Il ricorso allo spedizioniere risolve questo problema.

Gli spedizionieri prenotano la capacità, organizzano il trasporto terrestre alla volta dei porti di carico, producono e sbrigano la documentazione, e - significativamente - di norma scelgono i vettori ed i porti di carico utilizzati.

Molti caricatori austriaci sono piccoli e carenti quanto a conoscenza delle procedure internazionali di trasporto. E' probabile che a loro risulti difficile negoziare tariffe di nolo concorrenziali direttamente con i vettori marittimi. Essi in genere preferiscono servirsi degli spedizionieri piuttosto che dialogare direttamente con le linee di navigazione.

Dal momento che così pochi vettori marittimi hanno uffici propri a Vienna, la loro "influenza" sui caricatori è generalmente minore di quella degli spedizionieri. I piccoli spedizionieri coltivano stretti legami con la propria clientela, mentre quelli maggiori possono disporre di personale di vendita a copertura del mercato.

Klaus Lippstreu, membro del consiglio di amministrazione della Schenker Austria (che fa parte del gruppo tedesco Stinnes, il quale utilizza il logo Schenker Stinnes Logistics), stima che rispetto al mercato containerizzato austriaco complessivamente pari a circa 250.000 TEU annui (traffico combinato in entrata ed uscita), qualcosa come 150.000 TEU (il 60%) sia controllato dagli spedizionieri.

Tuttavia, una percentuale significativa del mercato in entrata, pari a 20.000 TEU all'anno, consiste nel flusso specializzato di traffico d'importazione della Daimler Chrysler, che non comporta il coinvolgimento degli spedizionieri. A parte questo, la percentuale del controllo da parte degli spedizionieri sale a circa il 65%. Una percentuale di traffico in uscita più alta di quella in entrata è controllata dalla spedizionieri austriaci. E' invece più probabile che il traffico in entrata sia controllato dagli spedizionieri del paese d'origine, sebbene gli spedizionieri austriaci siano normalmente coinvolti nelle procedure successive al trasporto marittimo. Inoltre, i grandi spedizionieri attivi in Austria si concentrano sul controllo da porta a porta del traffico containerizzato ed i loro uffici nei paesi di origine controllano anche il traffico.

Afferma Lippstreu: "La Schenker è il principale spedizioniere in Austria". Egli calcola che il volume annuo della società di traffico containerizzato marittimo austriaco controllato sia di circa 40.000 TEU, ovvero il 16% circa del mercato containerizzato complessivo austriaco, nonché qualcosa come il 27% del mercato complessivo controllato dagli spedizionieri in Austria. Conclude Lippstreu: "Noi controlliamo una percentuale di mercato simile a quella della K&N, di modo che noi e loro controlliamo oltre il 50% del mercato controllato qui dagli spedizionieri".

Tuttavia, da parte sua, il direttore generale della K&N in Austria, Friedrich Macher, sostiene: "Noi siamo il principale spedizioniere in Austria in relazione ai traffici di trasporto merci marittimo. La Schenker è il numero due". Presso la sede centrale della K&N Austria a Vienna, Markus Panhauser, direttore servizi trasporto marittimo e dogane, rivela che la Blue Anchor Line (la nvocc di casa della K&N che si occupa praticamente di tutti i traffici marittimi globali del gruppo) movimenta quasi 50.000 TEU all'anno (35.000 TEU di traffico di esportazione e 15.000 TEU di importazione) di traffico austriaco, il che sembrerebbe porre in testa la K&N.

Gerhard Prochart, portavoce della Panalpina in Austria, modestamente commenta: "Siamo uno dei principali spedizionieri in Austria. Le spedizioni di merci per via marittima ed aerea sono le nostre maggiori attività in loco. Movimentiamo circa 27.000 TEU all'anno di traffico combinato in entrata ed in uscita. Aumentiamo i nostri volumi ogni anno, ma la crescita del 2002 è stata più lenta del solito".

Paul Senger-Weiss, presidente esecutivo della società austriaca appartenente a privati Gebruder Weiss, ritiene che la propria società sia la numero cinque nella classifica degli spedizionieri marittimi austriaci. Sottolinea Senger-Weiss: "Siamo il numero uno, o il numero due, in alcune regioni dell'Austria, ma vorremmo essere il numero tre nella classifica generale". Per gli spedizionieri austriaci è importante anche la gamma di servizi logistici a valore aggiunto che forniscono, oltre alle spedizioni marittime ed aeree. Senger-Weiss ha parlato di "tre forti branche della Gebruder Weiss": trasporti, servizi internazionali tecnologici (informatica) e spedizioni di merci marittime oltremare. Egli non ha specificato il volume annuo della sua società di traffico containerizzato austriaco, ma ha dichiarato: "Si potrebbe dire che una percentuale oscillante tra il 10% ed il 15% della nostra attività consiste di spedizioni marittime di merci oltremare".

Lippstreu sottolinea il significato del ruolo degli spedizionieri austriaci nell'ambito dell'organizzazione del trasporto terrestre. Spiega infatti: "In Austria, organizzare il trasporto terrestre pre e post trasporto marittimi è estremamente importante. Dall'Austria ai porti di carico/scarico esistono un sacco di possibilità ed opportunità in relazione al modo in cui il trasporto terrestre viene gestito, e questo è un ruolo che dev'essere svolto dallo spedizioniere".

Il direttore ai prodotti trasporto merci marittimo della Schenker Austria, Andreas Braun, ha dichiarato che un elemento decisivo della strategia della società in Austria consiste nell'essere coinvolti, in qualità di partner, in tutti gli anelli della catena logistica di trasporto. Asserisce Braun: "Non siamo interessati ad acquisire il trasporto per i vettori marittimi in relazione alle tratte terrestri dall'Austria ai porti" ha detto. "Disponiamo di un notevole potere di acquisto con gli operatori di treni-blocco containerizzati e ci organizziamo da soli il trasporto terrestre".

Lippstreu punta il dito contro il settore ferroviario austriaco, evidenziando il fatto che sia ancora sotto controllo statale, ma fa anche notare: "Il primo operatore ferroviario privato probabilmente farà il proprio ingresso nel mercato austriaco più o meno per la fine del 2002, o all'inizio del 2003. Ciò genererà nuove possibilità ed opportunità per noi". Lippstreu rivela che la Schenker Austria è intenzionata a lanciare i propri servizi di treni-blocco containerizzati da e per i porti. E' probabile che tali servizi inizialmente collegheranno l'Austria con Amburgo e Bremerhaven.

La K&N effettua servizi propri di treni-blocco da Vienna ai porti nord-europei da quattro anni. Riferisce Macher: "Noi lo descriviamo come il nostro sistema multimodale". Il servizio avviene solamente in direzione nord. Spiega infatti: "Non effettuiamo il servizio in direzione sud verso l'Austria, dato che finora non è stato possibile integrare i flussi di traffico containerizzati in direzione nord con quelli in direzione sud, anche se stiamo cercando di farlo".

Sebbene il collegamento idroviario Reno-Canale del Meno-Reno raramente venga utilizzato per il trasporto dei contenitori carichi dall'Austria ai porti del nord, Macher è più favorevole a questa modalità di trasporto di quanto non lo siano altri importanti dirigenti delle case di spedizione. Afferma infatti: "Ogni anno, movimentiamo circa 10.000 TEU per chiatta alla volta di Rotterdam".

La K&N ha un contratto con un grosso produttore di legname per il trasporto di 20.000 TEU all'anno alla volta dei porti settentrionali. Di questi, 14.000 TEU vengono trasportati sui suoi servizi di treni-blocco containerizzati, mentre 6.000 TEU viaggiano per chiatta sino a Rotterdam. Il produttore di legname dialoga direttamente con i vettori marittimi e la K&N non è coinvolta nella spedizione della tratta marittima inerente a questo traffico.

Le strategie dei principali spedizionieri nell'organizzazione del trasporto marittimo in uscita sono simili. Tutte quante favoriscono le rotte su Amburgo e Bremerhaven, piuttosto che su Trieste e Capodistria. Panhauser della K&N e Lippstreu e Braun della Schenker dichiarano tutti che vantaggi in termini di tariffe di nolo concorrenziali e disponibilità di attrezzature derivano loro dagli accordi globali stipulati dai loro gruppi con i principali vettori. Tutti i gruppi globali di spedizionieri stanno realizzando tali accordi, ma importanti dirigenti del settore a Vienna hanno sottolineato che anche i fattori di servizio locali sono importanti nella scelta del vettore marittimo per ciascuna spedizione.

Braun, specialmente, enfatizza i fattori della qualità ed affidabilità del servizio per i caricatori derivanti da tali accordi. Commenta infatti: "Non siamo spedizionieri noti in Austria come usi a tagliare le tariffe di nolo. Non ci serviamo di vettori marittimi al risparmio. A causa dei nostri accordi centralizzati con vettori di importanza primaria, siamo in grado di assicurare disponibilità di equipaggiamento e capacità, di modo che i caricatori possono stare sicuri che le loro spedizioni arriveranno in tempo".

I principali spedizionieri sanno che i piccoli operatori del loro settore possono movimentare anche le operazioni di base del trasporto marittimo. Commenta Braun: "Il trasporto marittimo di base FCL da porto a porto è un'attività da niente. Qualsiasi spedizioniere di vicolo può effettuarla e contrattare le tariffe dei containers! Ciò che è davvero importante sono la qualità del servizio e la gestione delle catene della fornitura".

Questi due fattori e la distribuzione pan-europea rappresentano il modo in cui i principali spedizionieri globali hanno conseguito il proprio stato nel mercato austriaco. La Gebruder Weiss è nota per il proprio sistema distributivo intra-europeo. Essa gestisce una flotta propria di circa 1.200 swapbodies ed impiega autocarri e semirimorchi in operazioni contrattate con piccoli autotrasportatori.

Questi ultimi vengono tutti quanti utilizzati per la distribuzione all'interno dell'Austria, nonché tra l'Austria ed i paesi vicini. Ciò comprende il trasporto tra caricatori/destinatari ed i depositi di carico e ricezione delle consegne LCL di esportazione ed importazione. Alcuni swapbodies vengono impiegati, unitamente con la britannica Davies Turner, nell'ambito di servizi ad unità di carico intermodale dal Regno Unito al continente europeo, tra cui l'Austria.

Riferisce Senger-Weiss: "Disponiamo di 160.000-180.000 m2 di capacità di magazzinaggio in Austria, di cui 20.000-22.000 m2 a Vienna, dove la capacità comprende un'infrastruttura specializzata ad alta tecnologia". Vi è anche una notevole attenzione sull'informatica, "il che significa che possiamo controllare elettronicamente tutto le nostre operazioni di trasporto, distribuzione e logistica". Nella Gebruder Weiss Group è compresa una società di sistemi per computers denominata INET Logistics, utilizzata da grandi conglomerati industriali e da altri operatori di trasporto, tra cui la Fedex e la DHL.

Un aspetto della strategia della Gebruder Weiss è la sua concezione Weissland (terre bianche). Senger-Weiss ha descritto la regione che si estende da Basilea in Svizzera a Bucarest in Romania e Sofia in Bulgaria, come "la propria patria".

"La Weissland rappresenta qualcosa come il 15-20% circa della popolazione complessiva europea" ha affermato Senger-Weiss, e "la copriamo completamente con servizi di trasporto e distribuzione". Esistono anche quelle che vengono definite come attività estere, che comprendono certe zone, in Europa ed altrove, che la Gebruder Weiss non serve direttamente, ma copre attraverso accordi di collaborazione.

Una di tali regioni è l'Asia, descritta da Senger-Weiss come "un forte caposaldo per noi". La Gebruder Weiss ha uffici propri in Cina, a Hong Kong ed a Singapore, e conduce operazioni di marketing per mezzo di personale operativo negli USA.

La K&N dispone di uffici per le operazioni di trasporto marittimo di merci sia a Vienna che a Linz, con un centro di snodo LCL in uscita a Linz. Tutte le consegne LCL con origine in Austria vengono instradate per ferrovia ad Anversa, la porta d'accesso europea per le esportazioni LCL della K&N. Tuttavia, i contenitori LCL in entrata vengono instradati direttamente alla volta delle varie città austriache.

Riferisce Panhauser: "Riteniamo che sia essenziale integrare con una serie di infrastrutture i nostri servizi di trasporto marittimo". Egli cita ad esempio il recapito di consegne LCL a vari centri di snodo in tutta l'Austria, nonché l'espletamento delle attività di raccolta ed imballaggio, reimballaggio e distribuzione interna. Riferisce infatti: "Questa è una delle ragioni che ci hanno permesso di essere in grado di incrementare i nostri volumi di trasporto merci marittimo da e per l'Austria del 10-15% annuo". La K&N sta attualmente cercando di sviluppare catene di forniture integrate per merci containerizzate in Austria dall'America Latina.

Circa il 75% dell'attività di spedizioni marittime di merci dall'Austria della Schenker consiste di traffico di esportazione, mentre solo il 25% deriva dalle importazioni, "percentuali che non rappresentano il mercato delle spedizioni in Austria nel suo complesso" fa notare Lippstreu. La società offre una gamma completa di servizi logistici all'interno dell'Austria.

Nel corso del mese di gennaio, la Schenker ha allestito un ufficio dedicato all'intermodale al fine di controllare il traffico containerizzato all'interno dell'Austria per conseguire sinergie tra il traffico d'importazione e quello d'esportazione. Braun afferma che tale ufficio provvede al reperimento dell'equipaggiamento destinato alle esportazioni di legname, in seguito alla riduzione del traffico della Daimler Chrysler in Austria, con conseguente carenza di equipaggiamento containerizzato da 40 piedi per le spedizioni in uscita.

La "apertura" dei paesi dell'Europa centro-meridionale costituisce un'opportunità per i principali spedizionieri. La Gebruder Weiss ha 230 dipendenti a Praga, sede di una grande infrastruttura di magazzinaggio, e ha appena aperto un complesso di magazzinaggio e logistica a Budapest. Esistono infrastrutture per la distribuzione a Sofia, nonché investimenti in imprese impegnate nella distribuzione a Sofia e Budapest. Il traffico FCL è instradato direttamente dai paesi centro/sud-orientali ai porti europei, mentre il traffico LCL viene portato nel centro di snodo distributivo di Vienna e nuovamente caricato su swapbodies per la distribuzione alla volta di destinazioni centro/sud-orientali. Alla volta di Praga, i containers LCL vengono instradati direttamente. Dichiara Senger-Weiss: "Stiamo davvero spingendo verso i paesi centro/sud-orientali".

L'ufficio a Vienna della Schenker rappresenta altresì l'ufficio regionale del gruppo per la regione centro/sud-orientale a sud della Repubblica Ceca, e la Schenker dispone di 1.300 addetti nella zona in questione. Essa effettua altresì servizi di trasporto in quell'area dall'Austria, usandoli per la distribuzione del traffico LCL. Sottolinea Lippstreu: "Vienna è localizzata in posizione ideale quale centro di snodo distributivo per i paesi centro/sud-orientali. Siamo a meno di 300 km da Praga e Belgrado dista solo 600 km".

La K&N ha uffici propri in tutta la regione dell'Europa centro/sud-orientale e Macher afferma: "Riteniamo che l'Austria abbia un grande potenziale come centro di snodo per le merci che da fuori Europa vengono instradate in paesi come Ungheria e Repubblica Ceca. Prevediamo di essere notevolmente coinvolti in questo traffico". Continua poi: "Allorquando alcuni dei paesi del sud-est si saranno aggregati all'Unione Europea, ci aspettiamo di effettuare treni-blocco containerizzati che vi trasporteranno traffico d'importazione e containers carichi in uscita".

L'ufficio principale della Panalpina per l'Austria è a Vienna, ma altri uffici movimentano traffico di trasporto merci marittimo da Graz, Linz ed Innsbruck. Le responsabilità dell'ufficio di Vienna si estendono alla Polonia, alla Russia, all'Ungheria, alla Repubblica Ceca, alla Slovacchia ed alla Slovenia, nonché più ad oriente alla Turchia, alla Siria ed all'Iran. Chiarisce Prochart: "Questo non significa che le merci necessariamente transitano in Austria, ma solo che organizziamo il tutto da Vienna".

Il grido di dolore "i vettori marittimi investono milioni di dollari in nuovo tonnellaggio containerizzato, ma sono i gruppi di spedizioni globali che ne traggono vantaggi realizzando profitti anno dopo anno" si sente spesso ripetere dai vettori marittimi. Questo è vero, ma la futura prosperità del settore containerizzato è connessa al ruolo del container come elemento integrale delle catene logistiche estese in paesi come l'Austria ed i paesi europei centro/sud-orientali. Pochi vettori sono intenzionati a mantenere uffici in Austria né, presumibilmente, nei paesi vicini minori.

Tuttavia, alcuni grossi gruppi spedizionieristici hanno destinato notevoli risorse finanziarie al personale operativo e di marketing, alle infrastrutture di movimentazione delle merci, ed a capacità informatica in Austria. Si sono procurati la loro posizione attuale nel mercato austriaco e stanno adesso investendo risorse nei paesi europei centro/sud-orientali. Quali che siano i premi in palio nei nuovi mercati, è probabile che a vincerli siano gli spedizionieri.
