Aria nuova per i porti giapponesi

Qualsiasi vettore marittimo, in particolar modo se straniero, è in grado di comprendere le difficoltà correlate alle operazioni portuali giapponesi. I costi sono elevati. Non vi è flessibilità in ordine alle movimentazioni tra terminals. I sindacati, sotto la protezione della JHTA (Autorità Giapponese Trasporti Portuali), sono tutti potenti. Il governo centrale e le politiche locali differiscono tra loro. La burocrazia è problematica. Vi sono resistenze al cambiamento, anche se superficialmente non appare essere così.

Malgrado tutto ciò, per ironia della sorte i porti giapponesi vengono considerati tra i più efficienti dell'Asia. Tuttavia, essi sono sottoutilizzati ed i vettori marittimi non si servono di loro come scali hub.

Secondo Rinnosuke Kondoh, che fino allo scorso mese di maggio è stato vice segretario generale della IAPH (Associazione Internazionale dei Porti e delle Baie) con sede a Tokyo, i problemi dei porti del Giappone sono profondamente radicati, e sarà estremamente difficile risolverli. Un fattore fondamentale per la mancanza di competitività del Giappone sono i suoi alti costi di movimentazione, e, dal momento che i servizi di stivaggio sono al di fuori della competenza di qualsiasi commissione federale governativa, essi sono custoditi e protetti. Spiega Kondoh: "La JHTA è l'unico organismo che tratta con i sindacati, i vettori marittimi e gli stivatori locali. I governi centrale e locali assistono da semplici uditori ed accettano ciò che conclude la JHTA approvando senza discussioni i documenti. Sara difficile che ai sensi di un simile sistema possano realizzarsi dei cambiamenti".

Il settore marittimo si dichiara facilmente d'accordo su ciò che vi è di sbagliato sul fronte del porto giapponese, mentre non accade lo stesso quando si tratta di stabilire in che modo lo si possa migliorare. Un terzo al di fuori delle parti, non coinvolto in beghe politiche, è senz'altro in posizione migliore al fine di fornire una risposta. Infatti, il dirigente di un vettore marittimo straniero ha dichiarato: "A meno che non vi sia una vera e propria deregolamentazione ed una vera e propria concorrenza sul fronte del porto, sarà molto difficile porre rimedio a queste strutture dei costi in Giappone. Fino a quando la situazione sarà questa, ogni carico dirottabile verrà movimentato al di fuori del Giappone".

Il rappresentante di un altro vettore marittimo straniero ha aggiunto: "Non siamo liberi di cambiare da un terminal all'altro nell'ambito di un porto: tutto ciò è sotto il controllo della JHTA. Se il terminal non è d'accordo, allora la richiesta viene rifiutata, dal momento che qui si pensa che il terminal originario abbia dei diritti sui carichi di un vettore, il che rappresenta un concetto molto strano. In teoria, vi è flessibilità negli spostamenti, ma se vi sono interferenze da parte di terzi, essa in pratica non è possibile. In questo scenario, è ovvio che finiamo per pagare troppo. Noi vorremmo restare in buoni rapporti con la JHTA, ma vorremmo anche che le cose cambiassero".

I vettori marittimi stranieri che fanno parte di un'alleanza con un vettore marittimo giapponese, come la MOL o la NYK, possono far leva sulle proprie relazioni al fine di ottenere migliori accordi singoli con l'operatore terminalistico, che potrebbe essere una società consociata (alla MOL od alla NYK). Tuttavia, i costi di movimentazione terminalistica THC medi restano ad un livello di 40.000 yen (340 dollari USA) per 40 piedi. Ciò si confronta in modo sfavorevole con i 105 dollari per 40 piedi a Busan ed i 190 dollari per 40 piedi a Kaohsiung sulla direttrice di traffico Asia/Europa. Inoltre, il costo dello scalo a Tokyo da parte di una nave da 4.000 TEU è dell'ordine dei 30.000 dollari USA, rispetto ai soli 10.000 di Busan.

L'impatto di questi alti costi sui volumi containerizzati movimentati dai principali porti per containers giapponesi è riassunto con chiarezza nella tabella. La crescita è stata virtualmente inesistente presso tutti i primi 10 porti nel 2001. Piccoli progressi sono stati fatti nel 2002 a Tokyo e Nagoya, ma Kobe ed Osaka sono tornati a presentare una crescita negativa da un anno all'altro rispettivamente del -3% e -0,4%.

I costi, in questo caso, non rappresentano l'unico argomento problematico, dal momento che l'economia giapponese non se la passa molto bene da 10 anni a questa parte e la produzione continua ad emigrare oltremare alla volta della Cina e di Taiwan. La crescita complessiva dei carichi relativa ai primi 10 porti nel 2002 ammontava solamente al 2,4%, rispetto all'oltre 30% presso la maggior parte dei porti cinesi ed al 17% di Busan.

Ulteriori statistiche rivelano che il Giappone dispone di altri 48 porti in grado di movimentare traffico containerizzato. Cumulativamente, i loro risultati sono ammontati a 1,35 milioni di TEU nel 2002. Tutti questi porti hanno all'ordine del giorno l'utilizzazione di pubblico denaro. La crescita complessiva dei volumi dei 48 porti è stata di un rispettabile 10% nel 2002, sebbene partisse da una base alquanto sottile. Molti potrebbero trarne la conclusione che non avrebbe molto senso tentare di sviluppare questi porti minori a spese dei primi 10 porti, che almeno hanno la capacità di attirare importanti clienti per mezzo dei propri enormi hinterland.

Le modifiche alla normativa portuale giapponese del 2001 dovrebbero in teoria avere contribuito a rendere maggiormente competitivo il fronte del porto. Si suppone che la deregolamentazione abbia indotto i principali porti a restare operativi 24 ore su 24, sette giorni su sette, con l'unica eccezione del 1' gennaio. Ciò evidentemente dovrebbe aver portato ad operazioni portuali indisturbate, il che può essere d'aiuto ai vettori che caricano nel corso dei fine settimana o quando le navi sono in ritardo. Le opinioni sono contrastanti, circa l'efficacia di tale provvedimento.

Commenta Kondoh: "Sebbene gli effetti sopra citati si siano verificati, lo è stato in modo estremamente di basso profilo. Molti nel settore ritengono che questa flessibilità abbia comportato costi del lavoro aggiuntivi, ma che, poiché i volumi sono i diminuzione, l'esigenza di tale flessibilità è in effetti diminuita". La riduzione dei diritti portuali, dei diritti di ormeggio e degli affitti sono state le altre misure prese da diversi porti al fine di ridurre l'onere finanziario sui propri clienti. A giugno dl 2002, il Porto di Kobe ha ridotto i propri oneri di affitto del 15%. Un mese più tardi, Kobe ha offerto sconti in relazione all'utilizzazione delle proprie gru sugli ormeggi pubblici ai vettori marittimi che effettuano operazioni dal Giappone alla Cina. Nello scorso mese di maggio, il Porto di Osaka ha introdotto vari pacchetti i cui sconti spaziano dal 10% al 50% in ordine ai diritti di ingresso al porto, all'utilizzazione degli ormeggi pubblici ed all'uso dei rimorchiatori. Ancora una volta la risposta è stata pressoché silenziosa, dal momento che questi rappresentano solo una fettina dei costi complessivi.

Afferma Kondoh: "Porti quali Busan e Kaohsiung sono davvero competitivi e - ciò che più importa - determinati. Gli sforzi da parte dei porti giapponesi di ridurre certi diritti di propria competenza sono davvero acqua torrenziale in un cestino di bambù. L'unico punto degno di nota è che non vi è alcuna significativa riduzione in vista dei costi di movimentazione da parte del settore privato".

Quest'ultimo fattore viene considerato come lo strumento decisivo per mezzo del quale i porti giapponesi possono diventare competitivi, e rappresenta la pietra miliare di una potenziale politica radicale in fase di valutazione da parte del MLIT (Ministero del Territorio, delle Infrastrutture e dei Trasporti giapponese). Essa è stata ribattezzata "la politica portuale super-prioritaria". Nello scorso mese di marzo, cinque porti e regioni sono stati selezionati come possibili candidati a porti super-hub (Tokyo e Yokohama, Nagoya, Kobe ed Osaka, Kitakyushu e Hakata).

Masayoshi Ikono, vice direttore pianificazione e ricerca del MLIT, spiega: "Il governo giapponese è molto preoccupato del fatto che i propri porti containerizzati internazionali siano diventati molto meno competitivi in Asia dal 1995 a causa degli alti costi di movimentazione dei carichi e delle tariffe e dei diritti portuali, così come del lungo tempo necessario per accedere ai contenitori d'importazione. Il nostro obiettivo è quello allestire terminal contenitori commerciali nei porti super-hub, a somiglianza di ciò che accade a Singapore ed a Hong Kong, nonché di attirare i principali vettori marittimi internazionali. Verrà nominato un unico dirigente del terminal privato allo scopo di controllare ciascun porto containerizzato. Ciò abbasserà i costi di movimentazione e quelli portuali".

Ikono aggiunge che si tratta di un vero e proprio scostamento dalla tradizionale politica portuale, che normalmente si incentrava solamente sull'espansione dei porti containerizzati attraverso programmi di lavori pubblici ad alto costo, piuttosto che su una reale concentrazione sulla razionalizzazione e sulle strutture di costo. L'incoraggiamento della concorrenza tra gli operatori terminalistici dovrebbe costituire un tema-chiave del progetto. Aiuti finanziari governativi verranno assegnati ai porti prescelti, allo scopo di conseguire gli obiettivi complessivi.

I porti prescelti stanno attivamente preparando i propri programmi da presentare al MLIT, e sembrano non esserci scadenze temporali precise al riguardo. L'intenzione del MLIT, peraltro, è quella di designare i porti selezionati entro la fine del 2003 e di completare i progetti per la fine del 2007.

Questa politica sembra radicale, ed almeno è positiva, dal momento che la revisione del settore portuale adesso sembra essere ai primi punti all'ordine del giorno della politica del governo. In teoria, esso è ora impegnato in alcuni seri cambiamenti. Anche in questo caso, gli osservatori sono scettici, dato che in precedenza non si è mai verificato alcun cambiamento significativo e quel poco che è successo è avvenuto a passo di lumaca.

Kondoh, che da molti anni lotta per le riforme, commenta: "Le maggiore esigenze del governo ai sensi di questa nuova politica sono quelle finalizzate alla creazione di un operatore terminalistico unificato. E' già molto difficile selezionare un così gran numero di stivatori e di imprese correlate fino a farli diventare un piccolo gruppo. Se pervenisse ad una razionalizzazione, la JHTA dovrebbe rinunciare a dei membri e ciò causerebbe grande preoccupazione, dal momento che i numeri sono una fonte di potere e che il monopolio verrebbe perduto".

Il dirigente di un vettore marittimo straniero ha detto: "L'intenzione è quella di conseguire una riduzione del 30% circa delle spese di movimentazione complessive, che, se andasse a buon fine, mitigherebbe alla fine la differenza oggi esistente tra i costi medi di movimentazione in Giappone e quelli a Busan od in Cina. La sfida è questa: come razionalizzare un settore di attività che si è fatto da sé? E come si può riuscire a farlo in modo efficace senza ricorrere a licenziamenti di personale?

Un rappresentante del Porto di Kobe ha detto: "Noi non sappiamo in realtà quali siano peraltro i vantaggi di questo programma. Per ridurre i costi di movimentazione terminalistica, il MLIT dovrà fondere le imprese di stivaggio ed essi non saranno d'accordo al riguardo".

Il presidente della JHTA Mutsumi Ozaki ha presentato una risposta ufficiale alla politica portuale super-prioritaria del governo, per quanto egli si sia tenuto alla larga dai controversi argomenti della perdita di posti di lavoro e della razionalizzazione. "Il MLIT ha imputato al porto ed alla amministrazione portuale la responsabilità di elaborare programmi per lo sviluppo dei porti super-hub. Nel contempo, porti ed amministratori portuali sono nei guai, perché non sanno quanto il governo li supporterà" ha dichiarato.

Ozaki è un sostenitore dei soli due porti super-hub, uno ad est ed uno ad ovest. Le sue proposte erano le seguenti:

  • il governo nazionale dovrebbe assumersi la completa responsabilità finanziaria della costruzione di mega-terminals, che a loro volta dovrebbero non imporre oneri agli utenti;
  • iniziative di contributo allo sviluppo dei porti e delle baie dovrebbero provvedere alla realizzazione di software correlati all'informatica;
  • gli amministratori di porti e baie dovrebbero rilevare gli attuali terminals che dovessero risultare superflui rispetto alle necessità in conseguenza dello sviluppo di mega-terminals ed il governo dovrebbe assicurare mutui ad interessi zero al fine di acquisirli;
  • il governo dovrebbe assicurare sovvenzioni alle compagnie di navigazione ed ai fornitori di servizi dei porti e delle baie che dovranno spostarsi nei nuovi mega-terminals.

Nel caso venisse fornita una risposta soddisfacente a queste domande, Ozaki ha promesso che la JHTA aprirà i varchi del terminal 24 ore su 24 ed assicurerà tre turni a movimentare le operazioni presso tutti i mega-terminals prescelti.

Non è pervenuta alcuna reazione ufficiale a tali "domande", ma forse possono essere tratte diverse conclusioni. La strada da percorrere non sarà facile, ed è improbabile che la JHTA accetti qualsiasi proposta che possa mettere a repentaglio la sua salda posizione sul fronte del porto. Non è stata assolutamente menzionata la questione della riduzione dei costi di movimentazione terminalistica, dal momento che ciò ridurrà le entrate del settore dello stivaggio. Tutta l'enfasi è stata posta sui forzieri del governo centrale che dovrebbero pagare tutto quanto, mentre nulla dovrebbe provenire dal settore privato. Ed è senz'altro inconcepibile che il contribuente giapponese possa essere d'accordo al riguardo. Infine, Ozaki non promette nulla di più di quanto in teoria viene già messo i atto sul fronte del porto giapponese.

Le proposte del MLIT sono positive, ma è probabile che il cambiamento si verifichi solo in modo assai lento. Ciononostante, il dirigente di un vettore marittimo straniero continua a sperare: "Le forze di mercato stanno portando i porti del Giappone in una posizione globalmente più competitiva, e ciò si intensificherà. Io ritengo che la struttura complessiva dei costi in Giappone tenderà al ribasso".

Tuttavia, il tempo non è dalla parte dei giapponesi. Anche se si riuscirà a ridurre del 30% i costi di movimentazione entro il 2007, quanto più competitivi saranno diventati nel frattempo Busan, Gwangyang, Kaohsiung e Shanghai?

I vettori marittimi stranieri vogliono a tutti i costi essere operativi con propri terminals e ciò inevitabilmente migliorerà la concorrenza e - si spera - abbatterà i costi. Essi non vorranno dichiararsi apertamente contro gli stivatori e la JHTA per ovvie ragioni, ma vorranno invece sollevare obiezioni, in via alternativa, presso la FMC (Commissione Marittima Federale) degli Stati Uniti.

Steven Blust, presidente della FMC, ha riferito al Congresso statunitense nello scorso mese di marzo che la commissione è rimasta delusa dalla mancanza di progressi nel miglioramento della concorrenza presso i porti giapponesi a seguito delle proprie procedure di deregolamentazione. Nessuna relazione di vettore marittimo alla FMC è stata resa pubblica dal 2001, ma la FMC "continua a monitorare la situazione".

C'è un sacco di retorica ed un sacco di relazioni sono in corso di redazione, ma come al solito non ci sono iniziative precise sul fronte del porto giapponese.
