Il futuro del terminal contenitori automatizzato

A giugno del 1993, il primo terminal contenitori completamente automatizzato, cioè il Delta Sealand Terminal, dette inizio alla produzione presso lo ECT di Rotterdam. Nel 1996, lo ECT inaugurò il secondo, il Delta Dedicated East, mentre nel 2000 cominciò ad essere utilizzato il terzo, il Delta Dedicated West. Rispetto al primo, dovettero passare nove anni perché iniziassero le operazioni presso un terminal contenitori automatizzato al di fuori di Rotterdam, vale a dire il Container Terminal Altenwerder della HHLA ad Amburgo. La capacità annua della sua prima fase è di 700.000 box. Oggi, si stima che 4 milioni di box vengano movimentati annualmente dai terminal contenitori automatizzati di tutto il mondo.

Recentemente, la KCTA in Sud Corea ha deciso di costruire un'infrastruttura automatizzata con una capacità di 1,1 milioni di TEU all'anno. Dopo anni di studi, sopralluoghi, rapporti e valutazioni, la società deve rispondere ancora a molte domande. A livello globale, esistono davvero pochi posti - la PSA di Singapore, la HIT di Hong Kong, il Thamesport - in cui in qualche misura esistono infrastrutture automatizzate. La società di stivaggio australiana Patrick ha iniziato a collaudare la straddle senza gruista a Brisbane.

Pertanto, c'è un futuro per l'automazione? E perché l'alta dirigenza sembra essere così riluttante ad approvare i piani di massima relativi alla costruzione di infrastrutture automatizzate?

In primo luogo, l'alta tecnologia non colpisce favorevolmente la piazza. Un'infrastruttura automatizzata deve ridurre i propri costi operativi, offrire tariffe più basse, conseguire quote di mercato ed accontentare gli azionisti presentando margini più elevati. Una compagnia di navigazione desidera rapidità, flessibilità, affidabilità; in altre parole, il servizio migliore al prezzo più basso. Non importa se il terminal si serve di cavalli, trattori terminalistici, straddle carriers o robot, purché ottenga il servizio che gli si richiede.

Coloro che prendono le decisioni in tutte le zone industrializzate del mondo riconoscono l'esigenza di nuova capacità di movimentazione, ma si domandano poi, se essa debba essere automatizzata. Essi devono valutare se il modello d'attività sarà fattibile, se potranno procurarsi i capitali necessari, se l'infrastruttura otterrà prestazioni affidabili e in presenza di qualsiasi condizione atmosferica, se il programma informatico è in grado di fare il lavoro, se essi hanno a disposizione le risorse e le capacità tecniche necessarie per la progettazione, la costruzione e l'affidamento degli incarichi, se i rischi sono stati analizzati, se la costruzione può essere completata in fasi, se la tecnologia è stata sperimentata e se i sindacati la accetteranno. Inoltre, nell'equazione occorre tenere conto anche dell'addestramento, della sicurezza, del software di gestione e delle specifiche delle attrezzature.

Questa lista non è detta che costituisca una novità e, ovviamente, si riferisce in eguale misura a qualsiasi nuovo progetto terminalistico anche non automatizzato. Peraltro, qualsivoglia modello di attività è fondamentalmente guidato dal costo della manodopera: presso la ECT, l'automazione potrebbe ridurre drasticamente i costi del lavoro.

Le cattive notizie stanno nei costi della tecnologia informatica e nell'affidamento dell'incarico inerente all'infrastruttura. In occasione della presentazione del modello di attività, il responsabile del settore informatico disporrà di una brillante presentazione Powerpoint che spieghi l'architettura e la strategia di sviluppo del software e così via. Una delle ultime diapositive mostrerà i costi. Quando c'è di mezzo uno sviluppo del software fatto in casa, si possono tranquillamente raddoppiare le cifre presentate. Se lo sviluppo è stato affidato all'esterno, occorre aggiungere un 50%.

Talvolta il responsabile dell'informatica tenta di addolcire la pillola aggiungendo che il software sviluppato in casa può essere venduto ad altri terminals. Ma il software non costituisce un'attività principale o un'attività-chiave per uno stivatore. L'ordinazione dell'infrastruttura può comportare spiacevoli sorprese quando l'equipaggiamento e/o il software non soddisfano le specifiche, o quando le specifiche medesime sono errate.

L'investimento in un terminal automatizzato è per definizione più elevato. L'infrastruttura, l'equipaggiamento ed i sistemi informatici sono più complessi e costosi. Gli schemi di pagamento e le politiche di deprezzamento in questo caso sono decisive.

Un terminal automatizzato senza alcun dubbio funzionerà. Inizialmente, le prestazioni dipenderanno dalla qualità degli studi di simulazione e dal fatto che il software faccia ciò che si suppone che faccia. Poi, le prestazioni medie del terminal dipendono dal numero delle interruzioni: malfunzionamento delle attrezzature, guasti dei sistemi, cattiva qualità dei dati EDI ed orari di lavoro.

L'affidabilità dell'equipaggiamento e dei sistemi hanno un impatto importante sulle prestazioni del terminal. A seconda delle regole sulla sicurezza imposte dalle autorità, ciascun malfunzionamento delle attrezzature può portare ad un fermo. E' un dato di fatto che un equipaggiamento inaffidabile possa indurre costi di manutenzione elevati ed un aumento dei costi di possesso dell'attrezzatura, nonché produrre un effetto negativo sui risultati presentati nel modello di attività. Speciale attenzione dev'essere prestata agli schemi di affidabilità e manutenzione dell'equipaggiamento in occasione della stipulazione dei contratti.

Se si risale al 1990, nemmeno una componente esistente presso i terminals avrebbe potuto essere descritta come una tecnologia comprovata. Oggi, la tecnologia comprovata abbonda. Peraltro, una gru automatizzata per impilaggio di nuova progettazione presenta errori di progettazione insiti, difetti di costruzione, errori di interfaccia e così via. Perciò, il gioco potrebbe descriversi come "meglio una copia che una nuova intenzione". Così, meglio non pensare di superare in astuzia la concorrenza con progetti ancora più complessi (è meglio dotare di abiti stretti l'equipaggiamento ed i tecnici di software'). Il risultato finanziario è il modello di attività: con questa idea, possiamo far soldi o no? Tutto ciò si riduce alla fin fine alla qualità della squadra di progettisti e, in particolare, del responsabile della progettazione.

Il modello di attività mostra risultati a favore dell'automazione solamente in regioni che presentino un costo del lavoro elevato (fare di più con meno gente). Il che, rappresenta un osso duro da mordere in presenza dei sindacati. E questa, peraltro, non è la sola questione sul tappeto. Come abbiamo già visto, l'infrastruttura automatizzata è suscettibile di interruzioni. Ciò, naturalmente, vale anche per un terminal non automatizzato, ma le prestazioni medie di un terminal automatizzato calano in misura maggiore, in caso di interruzioni, rispetto a quelle di un terminal non automatizzato. Idealmente, l'operazione non dovrebbe essere sospesa dal momento dello scarico del primo contenitore a quello del carico dell'ultimo box. Le procedure di lavoro dovrebbero essere sviluppate in modo da non fermare le operazioni a causa di modifiche dei turni, di pause pranzo, di riunioni lavorative od altri eventi.

La sicurezza è un argomento che necessita di ulteriore attenzione quando vi è coinvolto un equipaggiamento automatizzato. Si presuppone che gli esseri umani non possano mischiarsi ai robot. Nel caso di malfunzionamento di un robot, occorre che vengano seguite speciali procedure. Ciò richiede tempo e può condurre ad una fermata completa delle operazioni.

Le autorità competenti in materia di sicurezza ed ambiente possono sviluppare nuove regole e regolamenti. Ad esempio, l'impilaggio dei containers IMO è sempre più soggetto a limitazioni. Un impilaggio basato su straddle carrier è semplice da modificare, mentre ad un impilaggio automatizzato è difficile apportare cambiamenti. Questa ed altre questioni simili devono essere prese seriamente in considerazione nella fase progettuale dell'infrastruttura.

La sicurezza è un soggetto che, nel 21' secolo, richiede maggiore attenzione quasi giorno per giorno. L'esame dei contenitori, i sigilli elettronici, i containers intelligenti, il controllo delle tracce e dei percorsi, l'accesso al terminal, le carte di carico ed i recinti sono solo alcuni degli argomenti inerenti che vengono in mente. Un terminal automatizzato dispone di un chiaro vantaggio, dal momento che alle persone non è consentito di accedere all'area di impilaggio. Ne consegue che l'implementazione adeguata di sistemi di sicurezza può comportare un risparmio sui costi.

Gli addetti alla progettazione del terminal sono sempre concentrati sulle operazioni di impilaggio e di banchina. Vi vengono dedicati tempo e denaro, il che non lascia nulla alle operazioni del fronte terrestre, quali l'autotrasporto e le ferrovie.

L'ambiente non è proprio una materia relativa ai containers IMO, vi sono implicati il livello del rumore, il consumo di energia, lo smaltimento dei fumi e dei rifiuti ed altre considerazioni. Inoltre, in una infrastruttura automatizzata, questi fattori sono più difficili e costosi da modificare nel corso dell'affidamento di incarico o, peggio ancora, delle operazioni.

La principale differenza nella struttura dei costi tra un terminal automatizzato ed un terminal manuale sta nel costo percentuale a persona rispetto al costo complessivo (si fa di più con meno dipendenti). Questo è un argomento molto difficile da trattare con i sindacati. Dipende molto dalla loro cultura, dalla loro storia e dal loro atteggiamento. Se il progetto costituisce un ampliamento di un'infrastruttura esistente, i sindacati potrebbero approvare e supportare il progetto, anche se esso dovesse significare meno posti di lavoro. Ma è dura per un sindacato persuadere i propri iscritti ad accettare un progetto che nella sostanza crea meno posti di lavoro rispetto ad un progetto terminalistico non automatizzato. Un altro difficile argomento di trattative è quello relativo al sistema dei turni. Dev'essere ideato un sistema di turni che consenta un'operazione ininterrotta.

I dipendenti sono la più importante risorsa di un'impresa. Buone relazioni con i sindacati e le autorità, che rispettino gli interessi reciproci, presentano più vantaggi delle lotte sindacali. Dal momento che un terminal automatizzato necessita di procedure di sicurezza totalmente diverse, è importante raggiungere un accordo con le autorità competenti nelle prime fasi, proprio per evitare (costosi) adeguamenti nella fase dell'affidamento dell'incarico.

La complessità dell'equipaggiamento e del software, per lo più concentrata sul lato marittimo, richiede un sacco di attenzioni da parte degli addetti alla progettazione. Peraltro, l'efficienza delle operazioni terrestri, i containers IMO, la sicurezza, le fumigazioni, le ispezioni veterinarie e l'esame dei contenitori sono altrettanto importanti dell'efficienza del lato marittimo. Le prestazioni complessive del terminal non si esauriscono nelle sole movimentazioni/ora dell'ormeggio. Le operazioni del lato terrestre sono intensive dal punto di vista lavorativo e subiscono le maggiori conseguenze inerenti a regole e regolamenti in materia di ambiente e sicurezza e stanno assumendo sempre maggiori percentuali in ordine ai costi complessivi.

Al fine di tratteggiare un quadro preciso della gestione di un progetto per infrastrutture containerizzate automatizzate, la cosa migliore è quella di paragonare questo terminal con un'orchestra filarmonica. Lì, ogni strumento è un pezzo ad alta qualità, progettato per produrre un suono specifico. Ma gli strumenti, insieme, non producono necessariamente una sinfonia. Senza un direttore a "gestire" l'orchestra, si tratterebbe di una mera cacofonia. Il direttore non è necessariamente uno strumentista virtuoso: è, tuttavia, un maestro di musica e conosce con esattezza le capacità di ciascuno strumento. Un terminal contenitori automatizzato è una composizione di varie componenti. E le componenti non consistono solamente in una singola parte di attrezzatura, ma può anche trattarsi di un software, di una banchina, del personale, dei sindacati, della documentazione, delle procedure, dei sistemi, degli edifici, delle regole e dei regolamenti, e così via.

Tutto ciò non presenta molte differenze con un terminal contenitori non automatizzato, ma l'inghippo sta nella maggiore complessità delle varie componenti. L'analogia con il direttore d'orchestra sta nella necessità di mettere assieme tutte le componenti del terminal, di modo che essa diventi un perfetto fornitore di servizi per i propri clienti: un'infrastruttura affidabile, dalle elevate prestazioni.

Dal momento che le componenti di un terminal automatizzato sono più complesse per natura, l'interconnessione di queste componenti è un compito difficile. Ciò che è stato progettato in teoria alla scrivania potrebbe dimostrarsi non funzionante in pratica.

Successivamente alla fase progettuale del terminal, devono essere sviluppate le specifiche delle attrezzature e del software. E' quasi impossibile specificare ogni cosa, senza fare alcun errore o lasciarsi sfuggire certi particolari.

Nella fase di affidamento degli incarichi per la realizzazione del terminal (come quando l'orchestra fa le prove per l'esecuzione della sinfonia), qualsiasi errore nelle specifiche salirà in superficie. Dal momento che i contratti relativi alle acquisizioni sono rigidi e poco flessibili, ha inizio la battaglia tra il contraente e gli addetti alla progettazione. Entrambi sono destinati a sovvenzionare gli avvocati e, alla fine, senza alcun dubbio, qualcuno dovrà pagare, e dovranno essere apportare delle correzioni. Di modo che, alla fine, c'è bisogno di una qual certa flessibilità. Qualche forma di compartecipazione dovrebbe essere possibile. E' per lo più nell'interesse del terminal reperire le soluzioni. Spolpare fino all'osso il contraente comporterà una cattiva qualità, problemi di affidabilità ed un aumento dei costi complessivi inerenti alla proprietà. Qui non si sta facendo un appello alla generosità. Occorre invece prendere in considerazione l'inserimento di una postilla all'accordo di acquisto nella quale venga specificato per iscritto come affrontare gli errori nelle specifiche.

Anche adesso, potrebbe sembrare un impresa assai ardua prendere una decisione relativa ad un terminal completamente automatizzato. Se si risale al 1993, lo ECT era davvero un pioniere. Tutte le sue componenti avevano dovuto essere progettate e costruite a misura del cliente. Il terminal DDW presso lo ECT è un terminal della seconda generazione. Presso la HHLA di Amburgo, il terminal Altenwerder può essere definito come un terminal automatizzato della terza generazione. Quella fase di pionierismo è adesso alle nostre spalle e ci si sta muovendo, passo dopo passo, verso una tecnologia comprovata. Non vi è più alcuna necessità di passare attraverso le medesime difficoltà di apprendimento come avevano dovuto fare lo ECT e la HHLA. Non è semplice. Non si può fare in tutti i porti del mondo, ma non è più un'avventura. I rischi sono gestibili.

Non dovrebbe comportare più alcuna differenza per le linee di navigazione, gli autotrasportatori o gli operatori ferroviari - cioè i clienti - fare scalo presso un terminal automatizzato piuttosto che presso uno che non lo sia. Nessun requisito speciale dovrebbe essere oggetto di trattative. Le cose da valutare dovrebbero essere il servizio, l'affidabilità, la flessibilità, la rapidità e, ultime ma non meno importanti, basse tariffe.

Gli sviluppi non possono e non dovrebbero essere fermati. L'implementazione non dovrebbe essere rinviata, una volta approvato il modello di attività, successivamente alle analisi pertinenti.
