Logistica

Il mercato 3PLs in Bangladesh

Un piccolo numero di importanti 3PLs globali, segnatamente la K&N (Kuehne & Nagel), la Danzas, la Panalpina e la Maersk Logistics, hanno istituito uffici propri in Bangladesh negli ultimi anni, e le loro attività continuano a crescere stabilmente. Altri operatori globali, come la Exel, ancora opera in questo mercato tramite agenzie, oppure non lo fanno del tutto.

Considerato che oltre l'80% delle esportazioni del Bangladesh, nonché una significativa percentuale delle sue importazioni, comprendono spedizioni correlate all'industria dell'abbigliamento, e che si tratta di un'industria da cui dipende l'economia del paese, lo scarso livello di penetrazione dei 3PLs globali potrebbe apparire sorprendente. Le esportazioni comprendono indumenti già confezionati, mentre le stoffe, i filati e gli accessori utilizzati per la loro produzione (a Dacca e Chittagong) vengono importate.

L'industria del vestiario fornisce ad un gran numero di 3PLs enormi opportunità in altre zone dell'Asia, così come in Nordamerica ed in Europa, laddove si impegnano in un'ampia varietà di servizi. Ma in Bangladesh la maggior parte delle 3PLs non sono coinvolte nella logistica locale e nei servizi di spedizione di merci, come fanno altrove nel mondo.

Altri fattori contribuiscono a rendere una sfida per i 3PLs il mercato del Bangladesh: segnatamente, il sottosviluppo delle infrastrutture portuali e trasportistiche. Inoltre, il regime normativo del Bangladesh, racchiuso nella legge sui traffici internazionali del paese, è inutilmente poco agile e rende la vita difficile sia ai 3PLs che ai caricatori.

La gestione della catena delle forniture e le soluzioni da capo a capo sono nuove in Bangladesh. Come in India, il mercato della logistica e delle spedizioni è frammentato, con molte società specializzate in solo una o due attività, come l'autotrasporto o lo sdoganamento. Dato che il Bangladesh è notevolmente più piccolo dell'India, la frammentazione si deve più alle attività che alla regione di appartenenza.

Malgrado queste complicazioni, i 3PLs globali in Bangladesh sono riusciti a scolpirsi una nicchia in ordine alla fornitura dei servizi a valore aggiunto, per lo più nell'industria dell'abbigliamento. I vantaggi di cui dispongono i fornitori di logistica non bengalesi sono rappresentati dalle loro enormi risorse, rispetto a quelle degli operatori locali: in particolare, le loro reti globali ed i potenti sistemi informatici.

Queste risorse sono allettanti per le industrie di abbigliamento, a causa della natura multinazionale delle loro operazioni. Inoltre, una grossa percentuale delle decisioni sui noli rispetto alle esportazioni bengalesi di vestiario viene presa fuori dal paese e le merci vengono spedite ai sensi della clausola FOB. I maggiori clienti dei 3PLs sono dettaglianti con sede negli Stati Uniti ed in Europa e comprendono Wal-Mart, Hennes & Mauritz, K-Mart, Target e Carrefour. Anche se molte di questi organismi stanno acquisendo uffici in Bangladesh, in relazione alle operazioni di spedizione e logistica sono spesso gli uffici dei 3PLs (e dei vettori marittimi) in Europa e Nordamerica a tenere i contatti con gli uffici principali degli acquirenti al dettaglio.

Allo stesso modo, per la maggior parte delle materie prime (per lo più stoffe) il nolo è combinato e pagato dai fornitori asiatici (principalmente Taiwan, Hong Kong e Sud Corea). Le società locali inoltre tengono nel debito conto le diffuse risorse dei 3PLs globali ed il fatto che essi dispongano di uffici propri nel Bangladesh.

Come menzionato prima, i termini di consegna per le esportazioni di vestiario dal Bangladesh sono tipicamente FOB. Ma la maggior parte delle attività di spedizioni di merci per i trasporti dai locali dei produttori al porto di Chittagong (che movimenta la maggioranza delle esportazioni ed importazioni del paese) vengono espletate da operatori bengalesi locali, ovvero dalle fabbriche stesse. Secondo un certo numero di 3PLs, l'80% circa delle fabbriche di vestiario del Bangladesh sono a Dacca, situata a circa 300 km a nord di Chittagong, mentre le rimanenti sono all'interno di o attorno a Chittagong medesima.

Wahid Alam, dirigente anziano della Maersk Logistics Bangladesh, con sede a Dacca, spiega: "Siamo impegnati nel processo dal momento in cui gli indumenti vengono ricevuti presso l'operatore CFS terzo con cui lavoriamo a Chittagong. Gran parte delle fabbriche non vogliono che i 3PLs siano implicati nel trasporto o nelle operazioni di sdoganamento. Per il trasporto da Dacca a Chittagong, o dalle fabbriche con sede a Chittagong al CFS, i produttori si scelgono da soli le imprese di autotrasporto. Le grandi fabbriche provvedono autonomamente allo sdoganamento, disponendo in casa di brokers dotati di licenza propria. Le fabbriche più piccole si servono invece di agenti doganali e agenti marittimi.

Per le operazioni di logistica inerente al trasporto merci marittimo, i 3PLs affiliati a vettori marittimi dispongono di una quota di mercato in Bangladesh maggiore di quella di altre parti del mondo. Secondo Alam, la Maersk Logistics è la maggiore, mentre la APL Logistics è la numero due. Per quanto riguarda il trasporto merci aereo, ha spiegato che la Maersk Logistics è la numero tre, dietro alla Panalpina. Anche la PONL (P&O Nedlloyd) Logistics sta crescendo rapidamente in Bangladesh, ma attualmente costituisce un piccolo operatore, dal momento che vi si è stabilita nel 2003.

Lars Burkal, dirigente nazionale della DFDS Transport (Bangladesh), anch'essa situata a Dacca, commenta: "Le imprese di logistica non sono impegnate in attività doganali in Bangladesh. Si tratta di un'attività oscura in cui impegnarsi, e non vogliamo averci a che fare".

Esistono molti tipi di impresa che esplicano operazioni manifatturiere nelle zone di trattamento delle esportazioni, nell'ambito delle quali le materie prime vengono importate ed i prodotti finiti vengono esportati. Neo G. Mendes, presidente e direttore generale dell'organismo bengalese Enem-Omni Companies, spiega: "Le zone di trattamento delle esportazioni hanno avuto molto successo ed i volumi dei carichi stanno crescendo velocemente. Nella zona di trattamento delle esportazioni di Chittagong, vi sono fabbriche di strofinacci, una fabbrica giapponese che produce mazze da golf ed un'altra che produce attrezzature marittime, oltre alle ditte di vestiario". Oltre agli interessi che ha nel campo delle spedizioni di merci, la Enem-Omni Companies funge da agente per la Exel in Bangladesh, e possiede la Omnitrans International, agente della OOCL nel paese.

Altre attività logistiche in Bangladesh vengono espletate da un gran numero di spedizionieri e nvoccs locali, con sede a Dacca e Chittagong. Molte di queste imprese hanno strette e durevoli relazioni con gli esportatori locali di prodotti quali indumenti, iuta e tè. Gli spedizionieri bangalesi, tra cui la Allegro e la Total Logistics, sono forti nel consolidamento delle spedizioni LCL in esportazione da caricatori multipli, che essi consegnano presso le infrastrutture CFS della Maersk Logistics e di altri 3PLs (per conto terzi) nel porto di Chittagong.

Gli nvoccs bengalesi hanno una significativa quota del mercato del trasporto merci marittimo per le esportazioni C&F e CIF, anche nei casi in cui i volumi dei caricatori siano abbastanza elevati da garantire trattative dirette con i vettori marittimi. Secondo un vettore, ciò spesso si verifica perché i caricatori sono in grado di ottenere strutture creditizie più generose dagli nvoccs o dagli spedizionieri che dai vettori.

Alcuni 3PLs globali vengono tenuti lontani dalla fornitura di servizi di autotrasporto e di consolidamento in Bangladesh. Le infrastrutture stradali del Bangladesh, così come il porto di Chittagong, sono sottosviluppate ed in cattive condizioni, sebbene la Banca Mondiale abbia parlato di migliorarle. A causa della congestione del traffico, ai camion non è consentito di circolare a Dacca dalle 6 alle 18, il che limita drasticamente la flessibilità del servizio. Un altro problema è la carenza di chassis per contenitori, e ciò comporta conseguenze sul flusso di importazioni dal porto. Per i 3PLs, è preferibile utilizzare trasportatori per conto terzi, dal momento che, secondo Burkal, anche se i servizi di autotrasporto possono essere inaffidabili, dal punto di vista dei prezzi sono concorrenziali con quelli di altre parti del mondo.

Sia i 3PLs che gli spedizionieri devono vedersela con una normativa poco agile sugli scambi commerciali nell'ambito della propria attività di fornitura di servizi di consolidamento delle merci. Secondo Burkal, le regole sulla documentazione delle esportazioni bengalesi comportano che le consegne vengano rallentate a destinazione.

Afferma infatti: "Una legge attualmente in vigore sancisce che la polizza di carico debba essere rilasciata da un vettore. Il problema, peraltro, è la definizione del vettore. In termini europei, questo potrebbe essere un operatore di linea primaria od uno nvocc, ma non qui. Così, se abbiamo un container consolidato con cinque spedizioni per tre clienti, in realtà vi sono cinque polizze di carico originali per un contenitore. Se perdiamo una di queste cinque polizze di carico quando il container arriva nel Regno Unito, non riusciamo a farlo rilasciare. In passato, questo problema non sussisteva, perché - come nel resto del mondo - avevamo la polizza di carico originale, che ci consentiva di tirar fuori il contenitore dal porto e di portarlo nel nostro magazzino. Siamo affetti da controstallie al porto di destinazione; ma è un problema che riguarda tutti gli spedizionieri".

Burkal ha aggiunto che questa poca flessibilità è complicata dal fatto che, ai sensi di una legge che risale al 1948, tutta la documentazione dev'essere rilasciata all'ordine della banca dell'esportatore bengalese. Inoltre, nel contesto dello sforzo effettuato dal governo del Bangladesh di massimizzare il flusso di valuta estera nel paese, la maggior parte dei contratti di vendita in esportazione devono essere stipulati mediante lettera di credito. Ciò è particolarmente valido per l'abbigliamento, che di norma viene fatturato in dollari USA. A causa di questi provvedimenti, la valuta del Bangladesh (il taka) è abbastanza stabile nei confronti del dollaro, dell'euro e di altre valute, e l'inflazione è bassa.

Per i 3PLs rappresenta una sfida anche diventare proprietari di magazzini, e la maggior parte di essi (compresa la Maersk Logistics) si servono di operatori per conto terzi. Secondo diversi fornitori di logistica non bengalesi, è difficile e costoso ottenere terreno destinabile a magazzinaggio. Alam della Maersk Logistics Bangladesh ha dichiarato: "Abbiamo tentato di procurarci il terreno per un magazzino a Chittagong negli ultimi quattro anni, ma non ci siamo riusciti perché non c'era terreno disponibile nel posto giusto. Una volta, lo avevamo trovato, salvo poi scoprire che sotto di esso correvano tubi del gas".

Burkal sottolinea un particolare svantaggio dei 3PLs che effettuano investimenti in propri magazzini fuori dalle banchine: "Il problema con le infrastrutture fuori banchina consiste nell'incertezza di riuscire a quantificare per quanto tempo dureranno. Il governo non ha preso decisioni chiare al riguardo. Se il porto cominciasse a perdere troppi volumi, verrebbero apposte limitazioni da parte del governo alle zone extra portuali. Esso, infatti, può facilmente ritirare i permessi doganali".

Peraltro, un piccolo numero di imprese logistiche del Bangladesh fornisce servizi più completi, facendo leva sulla propria conoscenza del mercato da lungo tempo. Una di esse è la Enem-Omni Companies, che secondo Mendes è stato il primo spedizioniere a stabilirsi in Bangladesh nel 1972. Afferma: "Siamo il maggiore spedizioniere in Bangladesh, ed anche l'unico vero 3PL del paese. Esistono molti agenti di spedizioni che espletano attività di brokeraggio doganale, e qualcuno che effettua autotrasporti, ma nessuno che eserciti il magazzinaggio anche a Dacca. Noi possediamo due magazzini nonché infrastrutture CFS. Abbiamo appena preso un appezzamento da cinque acri a Khulna, nei pressi del porto di Mongla nel Bangladesh occidentale, e ci aspettiamo di svilupparvi carichi nel prossimo paio d'anni".

Ma, come menzionato sopra, i 3PLs non bengalesi hanno un vantaggio in termini di concorrenza, sotto forma di proprie risorse globali, per quanto attiene la fornitura di servizi a clienti sia all'interno che all'esterno del Bangladesh, ed in particolar modo ai caricatori di indumenti. Spiega Alam: "Siamo il maggiore operatore più grande perché il servizio che forniamo ai clienti è allettante per loro, e loro cercano il nostro supporto. Ad esempio, essi desiderano il supporto dei nostri sistemi, tra cui lo M*Power, così come delle informazioni sul mercato che possiamo passare loro. Dato che i clienti sono compratori di vestiario d'oltremare, riescono a vedere il valore delle cose che possiamo fare. E' dura per i fornitori di logistica bengalesi competere con le società straniere. Essi non dispongono di una rete globale ed operano oltremare mediante agenzie".

Burkal ha spiegato che la DFDS, quale operatore del mercato più piccolo rispetto a K&N e Maersk Logistics, si differenzia assicurando servizi a valore aggiunto alle piccole e medie imprese, anche nel settore dell'abbigliamento. Alcuni dei clienti della DFDS, per lo più in Europa, non dispongono di un ufficio acquisti in Bangladesh, a differenza dei grandi dettaglianti.

Approfondisce Burkal: "Non possiamo effettuare il controllo della qualità, ma possiamo far sì che essi siano certi che l'informazione trasmessa sia corretta. Inoltre consigliamo i nostri clienti in Europa e li mettiamo in collegamento con le fabbriche locali sulla base della nostra esperienza, passando loro contatti ed informazioni relativi alle fabbriche. Gli europei sono assai impegnati qui nella costruzione di nuove fabbriche in collaborazione con altri, perché proprio con le fabbriche si sono scottati le dita.

Noi seguiamo i carichi per conto dei nostri clienti d'oltremare. Prendiamo i loro programmi di produzione, che contengono tutti i numeri d'ordine per fabbrica, che poi trasferiamo ad un foglio elettronico, e li controlliamo ogni mattina. Telefoniamo alle fabbriche, dicendo loro quali ordini e modelli si supponga vengano spediti quel giorno per un particolare cliente. Se qualche ordinazione subisce dei ritardi tali da farle mancare l'appuntamento con la nave-madre, avvisiamo il cliente in Europa.

A lungo termine, miriamo ad effettuare l'imballaggio ed il carico contenitori in sequenza, per modello, colore e taglia, secondo le esigenze degli ordini del cliente. Dato il basso costo del lavoro in Bangladesh, ogni cosa che possiamo fare per il carico qui al fine di diminuire il quantitativo di tempo necessario a movimentarlo all'estero migliora il prodotto".

In sostanza, sembra che potenzialmente i 3PLs possano ampliare i propri servizi in Bangladesh, previo superamento degli ostacoli esistenti.
