L'esplosione dei traffici Cina-Australia

Ciò che si potrebbe definire il fenomeno Cina sembra aver rivitalizzato unilateralmente lo shipping globale. L'emersione di una sofisticata società dei consumi, un'insaziabile domanda di materie prime e la capacità di far fronte alle esigenze del mondo occidentale a basso costo di lavoro e materiali stanno alimentando la domanda di trasporto marittimo che si estende dalle cisterne alle rinfusiere ed alle portacontainers.

Specialmente le portacontainers. Non passa una settimana senza l'annuncio di nuovi od ampliati servizi dalla Cina ad una parte o ad un'altra del mondo. Si tratta, per lo più, dei densamente popolati paesi dell'Europa, del Mediterraneo, del Nordamerica o di altre parti dell'Asia.

A maggio, peraltro, sono stati lanciati tre nuovi servizi dalla Cina all'Australia, un paese di appena 20 milioni di persone, in cui i traffici annui complessivi ammontano a non molto più di 4 milioni di TEU. Secondo alcune stime, quasi 1 milione di TEU di quei traffici adesso avverranno dall'Australia all'Asia settentrionale ed orientale (tra cui la Cina).

Lo scorso anno, una serie di rapidi aumenti delle tariffe in direzione sud nei traffici Cina/Australia, unitamente ad un eccesso di carichi rispetto agli spazi disponibili, ha provocato lamentele ad alto livello da parte dei caricatori che sono poi sfociate in un'indagine della ACCC (Commissione Australiana sulla Concorrenza ed i Consumi) in ordine al comportamento dell'AADA (Accordo Trattative Asia Australia), vale a dire 15 linee di navigazione che si ritiene controllino oltre il 98% di quei traffici. Con una decisione che ha suscitato polemiche, la ACCC ha raccomandato la parziale deregistrazione dell'AADA, con il ritiro dell'autorizzazione a stabilire congiuntamente tariffe e sovrapprezzi.

Adesso, è probabile che la situazione dell'offerta e della domanda finisca per capovolgersi.

Il primo a rivelare i propri programmi è stato il gruppo ZAP, composto dalla Zim Israel Navigation, dalla APL e dalla PIL (Pacific International Lines). La Zim è fuoriuscita da quello che ora è il Gruppo ACE della CSCL (China Shipping Container Lines) e della OOCL, mentre le altre due, con sede a Singapore, partecipavano al traffico solamente in relazione alle proprie sedi di origine.

Noto come ACX (Australia China Express), lo ZAP effettua operazioni con cinque navi per un viaggio circolare di 35 giorni che scala Shanghai, Hong Kong, Chiwan, Melbourne, Sydney, Brisbane, Kaohsiung e Shanghai, fornendo un servizio settimanale a giorno fisso. In origine correvano voci secondo le quali il gruppo avrebbe introdotto in servizio navi da 2.000 TEU ed oltre, ma la pressione internazionale sul tonnellaggio lo ha poi costretto ad impiegare navi più piccole.

La Zim mette a disposizione la Shanghai Star 1 e la Melbourne Star 1 da 1.684 TEU, la PIL si serve della Kota Sejati (per ironia della sorte, noleggiata dalla Coscon ed in precedenza impiegata nel loro servizio Cina/Australia) e della MH Thamrin da 1.644 TEU, mentre la APL impiega la APL Melbourne da 2.109 TEU. All'inizio di maggio, i membri dello ZAP non avevano deciso se esso avrebbe fatto parte dell'accordo trattative in direzione sud (AADA) o di quello in direzione nord (TFA).

In secondo luogo, la Evergreen e la Hanjin hanno abbandonato il gruppo NAX capeggiato dalla ANL nei traffici Australia-Nord Asia e, con l'aggiunta della Hapag-Lloyd che prima noleggiava solo spazi, hanno inaugurato il servizio NCA (North Asia China Australia Express). Ciò comporta che la tratta giapponese del NAX venga abbandonata a favore della Cina: il giro dei porti del gruppo HEH sarà Busan, Shanghai, Hong Kong, Kaohsiung, Sydney, Melbourne, Brisbane. Il Giappone verrà servito tramite trasbordo sui servizi incentrati a Singapore dei membri del gruppo o, se le trattative al riguardo si concluderanno felicemente, per mezzo di noleggio di spazi sui servizi diretti. Lo HEH non si aggregherà al TFA e si diceva che fosse indeciso riguardo all'AADA. Sebbene la Evergreen e la Hanjin siano stati membri dell'AADA, non hanno finora partecipato a riunioni di qualche gruppo.

Lo NCA effettuerà altresì operazioni settimanali a giorno fisso e dovrebbe tal fine utilizzare le LT Power, LT Peace e LT Pearl da 1.618 TEU, che saranno ribattezzate con il prefisso "Ever", oltre alla Kindia (Hanjin) da 1.634 TEU ed alla Lissy Schulte (Hapag-Lloyd) da 1.730 TEU.

Con l'abbandono del NAX da parte della Evergreen e della Hanjin, si pensava che la ANL, rimasta sola, portasse nel proprio servizio Cina/Asia Orientale le linee di navigazione amiche CSCL ed OOCL. Quest'ultima adesso effettua operazioni come ACE sulla tratta Cina-Australia, mentre la ANL prende spazi, ma il suo accesso al Giappone/Sud Corea è sempre avvenuto tramite gli spazi con la ANL nel NAX. Perciò, in prospettiva esiste una logica convenienza reciproca.

Tuttavia, i tre vettori, essendo rimasti silenziosi mentre venivano fatti vari annunci da parte di altri nuovi gruppi, hanno giocato il proprio asso nella manica solo alla fine di aprile. Essi hanno rivelato che il successore del NAX, il nuovo AANA (Servizio ANL/ACE Nord Asia) non coprirà solo la tratta Giappone/Corea/Taiwan, ma anche un ventaglio esteso da nord a sud di porti cinesi. Anche questo è un servizio settimanale a giorno fisso, che scalerà Yokohama, Osaka, Busan, Qingdao, Shanghai, Ningbo, Xiamen, Hong Kong, Kaohsiung, Melbourne, Sydney, Brisbane e Yokohama.

Per coprire questa gamma di porti, servono sei navi - tre fornite dalla ANL e tre dalla ACE - sebbene la suddivisione degli spazi su varie tratte non rifletterà necessariamente quella ripartizione. La ANL, ad esempio, avrà una quota maggiore dello spazio Giappone/Corea. Le navi in questione sono le veterane del NAX ANL Explorer (da 2.266 TEU) e ANL Australia (2.668 TEU), oltre alla ANL Esprit da 2.456 TEU; la OOCL Fidelity e la OOCL Fair da 3.161 TEU; infine, la CSCL Yantian da 2.480 TEU.

Nel contempo, l'originario servizio ACE con cinque navi continua ad operare tra Kaohsiung, Hong Kong, Shanghai, Chiwan, Hong Kong, Sydney, Melbourne, Brisbane e Kaohsiung. Unitamente all'AANA, esso fornisce ai tre vettori partenze bisettimanali dalla Cina meridionale e da Taiwan.

Così, in appena un mese, il numero dei servizi settimanali diretti Cina/Australia sarà passato da cinque ad otto (tre delle quali coprono anche il Giappone e la Corea). Solo la combinazione di NCA ed ACX aggiungerà 177.000 TEU all'anno, la maggior parte dei quali derivante dalla scelta della Cina per l'AANA. Anche se questi dati si basano sul conteggio teorico dei contenitori relativi alle navi utilizzate, si può ragionevolmente presumere che anche partendo dall'unità di misura delle 14 tonnellate esso resterà relativamente simile.

Tale misurazione è stata effettuata in relazione alla direzione nord, in cui alle navi di solito occorre molto tempo prima che venga raggiunto il pieno carico di contenitori, per giungere alle stime di una crescita delle capacità complessiva nei traffici pari al 22% sino ad oltre 185.000 tonnellate. Gli spazi-containers settimanali "dichiarati" in 14 tonnellate dovrebbero essere cresciuti di un enorme 33% sino a 13.683 TEU alla settimana. E, secondo un'indagine effettuata da Containerisation International, che si fonda su informazioni maggiormente dettagliate rispetto alle navi effettivamente impiegate, questa potrebbe essere una stima prudente.

Inoltre, alcuni vettori dichiarano le proprie navi a livello che potrebbero sembrare improbabili, nonostante il trasporto di carichi di trasbordo. La Maersk Sealand e la MSC (Mediterranean Shipping Company), che si serve di 3 navi da 3.880 TEU (53.300 t.s.l. ciascuna) e 2 navi da 3.424 TEU (43.000 t.s.l. ciascuna), sono annoverate ad una capacità media di 1.710 TEU (23.940 t.s.l.).

A prescindere dalle difficoltà nello stabilire le vere capacità di carico, ciò che davvero è incontestabile è che, dalla metà dello scorso mese di maggio, 11 ulteriori navi stanno fornendo altre 105 partenze all'anno.

Un'interpretazione di questa situazione potrebbe essere che i vettori hanno risposto costruttivamente alle critiche dei caricatori nel 2003, sottolineate dalla ACCC nella sua definizione dell'AADA come anticoncorrenziale.

La ACCC ha infatti dichiarato: "Malgrado la fiorente domanda di esportazioni dalla Cina e la penuria globale di navi mercantili, la commissione ritiene che verosimilmente le linee di navigazione avrebbero dovuto incrementare le loro capacità di naviglio in un mercato più competitivo. E' probabile che le riduzioni della capacità e gli accordi sugli incrementi tariffari abbiano portato ad un aumento tariffario più rapido di quanto non sarebbe stato altrimenti, nel caso non vi fosse stato l'AADA". Un realista, peraltro, direbbe che ciò non è altro che il tipico comportamento da vettore: non appena annusano un mercato caldo, le linee di navigazione ci si ammucchiano dentro. Cos'è cambiato, ad esempio, in relazione alla capacità dei vettori di assicurare tonnellaggio aggiuntivo quest'anno, pur essendo il mercato internazionale del noleggio in una situazione difficile quanto quella dell'anno scorso, se non di più? I vettori stavano aspettando la scadenza di vari accordi di consorzi prima di fare le loro mosse? E'stato l'arrivo di un gruppo "da fuori", sotto forma dello ZAP, a spingere gli altri a reagire?

E adesso, finirà il liberi tutti? A tutto giugno, quattro dei servizi Nord ed Est Asia/Australia restavano praticamente invariati: il Fesco/HMM (Hyundai Merchant Marine)/Hamburg Sud (Filippine, Taiwan, Hong Kong, Cina meridionale/Australia), il Coscon (Cina, Hong Kong/Australia), il NEAX (Giappone, Corea, Taiwan, Hong Kong/Australia) ed il Maersk Sealand/MSC (Giappone, Corea, Hong Kong, Taiwan/Australia).

Tutti e quattro i servizi sono rimasti essenzialmente immutati da diversi anni, con l'eccezione dei miglioramenti in termini di tonnellaggio.

La Fesco ha fornito le cinque (stagionate) navi per il servizio di quel gruppo, mentre la HMM e la Hamburg Sud ne fornivano una ciascuna, sebbene la HMM a maggio stesse per introdurre una propria nave (noleggiata), la Hyundai Opal da 1.171 TEU. La Fesco ha due nuove navi da 1.700 TEU in costruzione, oltre ad una opzione, in Polonia. La Hamburg Sud, che in un primo tempo si diceva fosse in attesa di notevoli miglioramenti, pare che ora sia "tranquilla" nel mercato, servendosi del servizio per riposizionare i refrigerati vuoti in Australia ed i box per carichi secchi altrove.

La Maersk Sealand e la MSC, pur spingendo verso l'alto le dimensioni delle navi impiegate ad intervalli regolari, hanno mantenuto la stabilità del servizio, sebbene le fonti affermino che esse si stiano informando presso porti e stivatori circa l'introduzione in servizio di navi da 4.000 a 5.000 TEU.

Le principali attività del NEAX (K Line, MOL, NYK e P&O Swire) si riferiscono al Giappone, alla Corea ed a Taiwan, con Hong Kong quale scalo finale in direzione sud, mentre la copertura del continente cinese viene ottenuta per mezzo di accordi inerenti all'incrocio degli spazi-containers con la Coscon ed i servizi correlati.

Anche il servizio primario della Coscon è rimasto stabile, ospitando nel suo svolgersi, a varie riprese, un certo numero di acquirenti di spazi, tra cui la Evergreen, la Hanjin, la RCL, la Zim e l'attuale accordo NEAX. Alcune fonti affermano che la Coscon sarà la linea di navigazione più sensibile all'arrivo di nuovi servizi e che non è più pronta "a rassegnarsi a cedere le quote che le spettano di diritto a seconda dei voleri della China Shipping". Sono in vista importanti iniziative che potrebbero apportare altra capacità.

Non vi è alcun dubbio che i traffici siano stati sottoposti ad una notevole pressione. Per tutto il 2003 ed all'inizio del 2004, è stato regolarmente riferito di alcuni vettori che facevano transitare più di 100 TEU a partenza dalla Cina a Hong Kong, così come raccordandoli su Singapore: una situazione, questa, evidenziata nelle richieste di indagine avanzate dagli importatori alla ACCC. Persino le operazioni essenzialmente alla rinfusa del servizio Project Asia della Schoeller (Hong Kong, Taiwan, Corea, Giappone, Cina/Australia), che, tuttavia, utilizza navi da 1.830 TEU, hanno trasportato notevoli quantitativi di box pieni in direzione sud e vuoti in direzione nord.

La CSCL ha tratto vantaggio dal periodo di stasi nei traffici di linea primaria est-ovest per spostare 2 navi da 4.253 TEU nei traffici Cina/Australia tra novembre del 2003 e febbraio del 2004, ma, come era stato loro richiesto altrove, per lo più hanno di conseguenza reintrodotto le navi della classe da 2.672 TEU, facendole appoggiare altresì da partenze mensili della Oxford da 1.388 TEU. La OOCL ha impiegato la Camilla Rickmers da 1.728 TEU per due viaggi "a caricatore d'eccezione". Presumibilmente, l'avvento dello AANA solleverà tali navi dagli attuali compiti.

Completamente eclissato da tutto ciò è il traffico in direzione nord, che è stato assillato dai volumi in calo (grazie alla siccità australiana ed alle esportazioni con ricadute sul dollaro) e dalle conseguenti tariffe. Si dice che i carichi siano aumentati quest'anno, a causa dell'accresciuta domanda in Giappone e Corea per la carne australiana alla luce dei timori per la BSE in Nordamerica nonché dei notevoli volumi di cereali containerizzati movimentati alla volta della Cina e di altre zone dell'Asia, dato che le tariffe di nolo nei traffici globali alla rinfusa sono salite alle stelle.

Entrambe le linee di tendenza, tuttavia, è probabile che siano giunte al capolinea, dato che la tratta diretta a nord è tornata ad una zuffa indecorosa per i carichi che ci sono, ed il ruolo presumibilmente più importante (in cui sono coinvolte le sedi direzionali dei vettori) del riposizionamento di molti vuoti di ritorno in Asia al più presto. Inoltre, la siccità non è del tutto scongiurata. C'era bisogno che a maggio si verificassero abbastanza piogge nel Victoria, nel Nuovo Galles del Sud e nel Queensland. In mancanza, i raccolti invernali saranno scarsi.

Il TFA (Accordo Agevolazione Traffici), che è l'inverso dell'AADA, ha introdotto aumenti tariffari all'inizio di quest'anno malgrado la scarsità di noli. "Abbiamo pensato che avremmo potuto aumentare le tariffe ad aprile per prevenire tutti i nuovi ingressi sul mercato" ammette un membro.

In realtà, tutta la "vera" azione avviene in direzione sud, ed è quella che "ha fatto diventare vitrei gli occhi dei dirigenti" secondo lo stesso operatore locale.

Ma la domanda è in grado di adeguarsi alla nuova offerta? Secondo la nuova arrivata APL, i traffici containerizzati Cina/Australia sono cresciuti del 25% lo scorso anno, mentre quelli Australia/Cina lo sono del 20% circa. Rapporti aneddotici parlano di un'attività ancora particolarmente sostenuta quest'anno, con piccole pause solamente in occasione del Nuovo Anno cinese e delle vacanze asiatiche all'inizio di maggio. Sicuramente i membri dell'AADA restano assai fiduciosi. Malgrado il diluvio di nuova capacità, il gruppo ha annunciato il 30 aprile scorso che l'aumento tariffario in programma per il 2004 sarebbe continuato.

Si dice che l'aumento da 250 a 500 dollari del 1' aprile scorso abbia tenuto. Ulteriori incrementi di 500 dollari /TEU e 1.000 dollari/FEU sono in vigore dal 1' luglio, seguiti da ulteriori 250 dollari/TEU e 500 dollari/FEU dal 1' ottobre. E, secondo quello cui un membro fa riferimento come al "massimo dell'ottimismo", il sovrapprezzo della stagione di punta di quest'anno aumenterà da 200 a 300 dollari/TEU, da applicarsi "quando le navi raggiungeranno una situazione di pieno carico".

Com'è forse interessante notare, i soggetti attualmente sul mercato non sono troppo preoccupati da un bagno di sangue tariffario.

"Il prezzo che alcune di queste linee di navigazione stanno pagando per le proprie navi noleggiate significa che qualsiasi scivolata dai livelli attuali le farà finire in rosso" afferma John Lines, amministratore delegato della ANL. "Dal punto di vista dello AANA, i clienti hanno ampliato le proprie esigenze di copertura, e noi stiamo reagendo. Secondo le nostre previsioni, la crescita dei traffici cinesi è esponenziale e non c'è alcun dubbio che l'anno scorso siamo stati in imbarazzo. Questo è un classico caso di risposta alla domanda dei consumatori da parte del settore marittimo".

I vettori non tralasciano alcuna occasione per ricordare ai caricatori (ed ai legislatori) che i servizi frequenti ed affidabili che essi hanno allestito perché si possa far conto su di loro per movimentare le importazioni e le esportazioni, possono essere senz'altro aboliti alla svelta se non vengono supportati da notevoli volumi o tariffe accettabili.

Ma un incremento istantaneo degli spazi del 33% - e forse maggiore in futuro - sarà sicuramente duro da sistemare, ed il ciclo degli alti e bassi lamentato dalle linee dell'AADA nelle loro istanze all'ACCC finirà inevitabilmente per tornare.

Ci si domanda chi verrà ritenuto responsabile, questa volta, quando i vettori-tori di oggi si trasformeranno negli orsi di domani.
