La logistica in Ecuador e Perù: opportunità emergenti

Mike Ramirez, direttore generale della Kuehne & Nagel SA con sede a Quito, in Ecuador, esprime un misto di preoccupazione ed ottimismo che è avvertito da molti operatori 3PLs in questo mercato: "Siamo tutti spedizionieri di poco conto, visto che nessuno di noi possiede una grossa porzione del mercato locale di trasporto marittimo containerizzato. I nostri volumi sono trascurabili, ma il potenziale per la Kuehne & Nagel SA e gli altri 3PLs è enorme, dato che l'Ecuador importa oltre 200.000 TEU all'anno. I vettori marittimi controllano ancora una grande percentuale dell'attività in questione. Loro sono forti in questo mercato".

In Perù, il vicino a sud dell'Ecuador sulla Costa Occidentale del Sudamerica, diversi dirigenti di 3PLs raccontano uno storia simile. Patricia A. de Lema, dirigente delle operazioni della Exel Global Logistics SA a Callao, ha dichiarato: "E' molto difficile per i 3PLs in Perù accaparrarsi merci trasportate per via marittima ed incrementare i propri volumi, dal momento che i caricatori, grandi e piccoli, stipulano contratti direttamente con i vettori. Questo è il nostro principale problema nel mercato peruviano".

Matthias Reiser, direttore generale della Panalpina Transportes Mundiales SA, nei pressi di Lima, spiega al riguardo: "In Europa, c'è una segmentazione del mercato assai strutturata: caricatore, spedizioniere, vettore. Qui non è come là. Dato che i vettori vanno direttamente dai caricatori, quantunque piccoli siano i loro volumi, la nostra concorrenza è rappresentata sia dai vettori sia dagli operatori logistici".

L'opinione di autocommiserazione di Ramirez è comprensibile. Ci sono solo una trentina circa di operatori di logistica di rilievo in Ecuador che offrono servizi NVO per contenitori. In termini di volumi trasportati nel 2003, in gran parte da e per il porto di Guayaquil, il maggiore 3PL è stata la Panalpina, con soli 2.231 TEU, seguita dalla Danzas (che ora fa parte della DHL) che ha trasportato 2.193 TEU. Il terzo ed il quarto 3PL in ordine di grandezza sono stati le società ecuadoregne Cardenas y Asociados e la Provexcar. La Kuehne & Nagel SA era in ottava posizione, con un volume di 980 TEU.

La situazione in Perù è simile, e la Panalpina è uno dei maggiori operatori. I volumi relativi al 2003 dei 3PLs (per lo più da e per il porto di Callao) hanno totalizzato complessivamente 3.000 TEU.

In questi mercati, molti 3PLs - specialmente gli operatori globali - si stanno sforzando di incrementare i propri volumi marittimi containerizzati, e stanno sviluppando strategie per farlo. Alcuni dei maggiori 3PLs (tra cui Exel, Kuehne & Nagel e Panalpina) stanno attualmente ravvisando buone opportunità di crescita per il trasporto marittimo di merci, ad esempio nelle esportazioni di prodotti tessili dalla Costa Occidentale del Sudamerica agli Stati Uniti. Tuttavia, a differenza di molte altre parti del mondo, questi bassi volumi non rispecchiano fedelmente le dimensioni o l'importanza di questi o di altri significativi fornitori di logistica in Ecuador e Perù.

Altri settori della loro attività, quali il trasporto merci aereo ed il magazzinaggio, rappresentano una percentuale di proventi molto più alta per la maggior parte dei fornitori di logistica in tali paesi. Come indicano i commenti sopra riportati, una delle principali ragioni del basso livello di tali volumi è costituita dallo scarso coinvolgimento dei 3PLs nelle procedure contrattuali, specialmente in relazione agli esportatori. Mentre questa situazione vale per il Perù e l'Ecuador, lo è meno per il Cile, di gran lunga il maggior mercato della Costa Occidentale del Sudamerica, in termini di dimensioni e di volumi di spedizioni.

Il Perù e l'Ecuador, a differenza dell'Europa e del Nordamerica, non hanno una lunga tradizione di spedizioni. Inoltre, in termini di logistica, questi mercati sono giovani e la gestione della catena delle forniture è stata accettata dai caricatori ecuadoregni e peruviani solo negli ultimi anni, ma non è ancora diffusamente apprezzata. Anche la maggior parte degli altri paesi sudamericani sono relativamente sottosviluppati rispetto alla gestione della catena delle forniture, compreso il Brasile, vale a dire la potenza industriale del continente. Ma, sebbene la industria della logistica si sia sviluppata in senso proprio solo nel giro dell'ultimo decennio, il Brasile è più avanzato dell'Ecuador e del Perù, per lo più a causa delle sue industrie in crescita, quella automobilistica e quella dell'alta tecnologia.

I 3PLs globali ritengono che l'Ecuador ed il Perù siano mercati emergenti e rappresentino una sfida sia per gli NVO che per la gestione della catena delle forniture, ma con un buon potenziale. Ramirez spiega che negli ultimi anni, la Kuehne & Nagel si è concentrata sull'educazione dei caricatori ecuadoregni ai vantaggi finanziari a medio-lungo termine per le proprie società di un approccio integrato alla catena delle forniture.

Spiega Ramirez: "Attualmente, diversi fornitori di servizi vengono utilizzati dai caricatori per diverse componenti della catena delle forniture. Se la Johnson & Johnson ha esigenze di magazzinaggio, andrà a cercarsi fornitori locali. Essa non presta attenzione all'intero processo, in cui qualcuno sia in grado di venderle il concetto di gestione della catena delle forniture. Nel corso degli ultimi due anni, abbiamo spinto il nostro servizio di logistica in Ecuador, tentando di aprire il mercato. Abbiamo avuto qualche successo, ma ci vuole molto tempo, poiché molte imprese qui ancora si fanno in proprio la logistica e non si fidano dei 3PLs".

Un modo per mezzo del quale alcuni 3PLs ravvisano opportunità di incrementare i propri volumi in Ecuador è quella di ridurre le tariffe che essi applicano per i servizi logistici. Il problema è che i proprietari ecuadoregni di magazzini ed i fornitori di trasporto applicano elevate tariffe 3PLs (in relazione ai costi prevalenti in quel paese). Ciò avviene per lo più perché in Ecuador ci sono relativamente pochi fornitori di servizi che possiedono i mezzi impiegati. Alcune di queste società, inoltre, sono esse stesse fornitrici di logistica, in concorrenza con i 3PLs globali.

Secondo Matias Pellegrino, direttore generale della Panalpina Ecuador SA, con sede a Guayaquil, negli ultimi anni i costi sono diventati il fattore più importante da prendere in considerazione da parte dei caricatori in ordine alla loro scelta degli spedizionieri nel mercato ecuadoregno. Afferma infatti che, in passato, l'allacciamento di relazioni amichevoli e rapporti di fiducia tra caricatore e spedizioniere erano di eccezionale importanza, ma ora non più. A causa di questo approccio, i fornitori locali di servizi avevano un vantaggio sulle imprese non ecuadoregne.

Diversi dirigenti di 3PLs hanno notato che il cambiamento di atteggiamento è divenuto evidente a partire dal 2000, quando il dollaro USA ha rimpiazzato il sucre quale valuta dell'Ecuador. Quando ciò si verificò, molti fornitori locali di materie prime e componenti ai produttori ecuadoregni aumentarono i loro prezzi, il che comportò notevoli conseguenze sui costi degli acquirenti. Di conseguenza, alcuni produttori cominciarono a rifornirsi fuori dall'Ecuador, sforzandosi altresì nel contempo di minimizzare o ridurre i propri costi di trasporto e logistica.

Per ironia della sorte, i fornitori locali di logistica hanno conservato (od aumentato) la propria quota di mercato in Ecuador praticando un'aggressiva politica tariffaria. Oltre alla Cardenas y Asociados ed alla Provexcar, tra gli operatori del settore ecuadoriani di rilievo con servizi NVO ci sono la Munditransport e la V&F Custom Service.

Spiega Pellegrino: "Abbiamo un grosso problema qui, perché i concorrenti locali minori offrono agli importatori tariffe molto basse. Ad esempio, uno dei nostri clienti più importanti del luogo, la Enriques, ha ricevuto un'offerta dalla Provexcar per una spedizione LCL in importazione di 50 dollari USA per m3 dagli Stati Uniti, mentre noi gli diamo 65 dollari. Una bella differenza. Perciò, come possiamo competere con questi tizi? Loro possono offrire un servizio da porta a porta, dal momento che hanno stretto alleanze con gli operatori di magazzini nel porto di Guayaquil, ma dispongono di strutture più piccole rispetto a quelle dei 3PLs globali, che spesso non si affacciano all'esterno dell'Ecuador.

"Alcune imprese desiderano tariffe economiche a prescindere dal servizio o dai tempi di viaggio. Noi offriamo maggiori alternative relative ai vettori, tramite la ASB-Sea, rispetto a molti dei propri concorrenti locali. Per le importazioni dagli Stati Uniti, la Panalpina dispone di un'enorme struttura e non può abbassare le proprie tariffe. Ma per le spedizioni dall'Europa, possiamo competere con gli operatori locali.

La cosa peggiore è che, secondo i clienti, gli operatori locali forniscono un buon servizio. Un cliente ci ha detto che, quando le cose vanno lisce, è tutto OK con queste società, ma che, quando c'è un problema, nessuno desidera prendersi la briga di sbrogliarlo. Noi cerchiamo di far sì che i clienti comprendano che possiamo assicurare loro un buon supporto per mezzo della nostra rete globale ed un solido sistema informatico che ci consente, se necessario, di cambiare modalità di trasporto con breve preavviso".

In Perù ed Ecuador, i 3PLs globali sono altresì in concorrenza con poche grandi società diversificate, oltre che con i summenzionati operatori minori ed i vettori marittimi. Tra loro vi sono la Marglobal in Ecuador e la Neptunia in Perù, che hanno entrambe il vantaggio di essere coinvolte nello stivaggio ed in operazioni portuali terminalistiche nell'ambito dei propri gruppi, a complemento delle proprie attività logistiche containerizzate. Si tratta di società ben radicate in questi ed in altri mercati della Costa Occidentale del Sudamerica, che acquisiscono piuttosto che noleggiare magazzini ed altri mezzi. La società-gemella della Marglobal è la Agunsa, che ha interessi in agenzie marittime così come in porti. Dato che "la logistica peruviana comprende le operazioni ferroviarie andine" spiega, la Neptunia appartiene in percentuale all'imponente gruppo cileno Ultramar.

Reiser della Panalpina di Lima spiega: "In Perù, ci fanno concorrenza sia gli operatori portuali che gli spedizionieri di merci, che hanno retroscena e storie diverse. Società quali la Neptunia e la Copansa appartengono a banche e grossi gruppi industriali ed a livello locale sono grossi operatori. Ma a livello mondiale esse non sono nessuno e, a causa di ciò, non possono offrire un servizio da porta a porta. Queste società hanno cominciato immagazzinando cereali e riso, poi hanno diversificato le proprie attività fornendo depositi a prodotti ad elevata tecnologia e ad altri tipi di merci. La Neptunia si occupa di magazzinaggio e distribuzione per conto della Sony.

"Questo è il genere di attività cui stiamo mirando, dato che uno dei nostri principali clienti è la IBM e che molti dei punti di distribuzione delle società di elettronica sono gli stessi, il che ingenera economie di scala" rivela Reiser. La Panalpina dispone altresì di un rilevante contratto di magazzinaggio e distribuzione con il produttore di pneumatici Goodyear in Perù.

Jaime Ramirez, presidente della Marglobal, a Guayaquil, ha dichiarato: "In Ecuador, la logistica è nuova, e noi siamo stati il primo vero fornitore di logistica qui. Per noi, non è stato difficile, a causa della nostra esperienza fatta con la CCNI e la Agunsa. Essi sono i nostri soci e ci hanno fornito le tecniche appropriate, tra cui le raccomandazioni commerciali date dalle principali società con cui abbiamo lavorato, per lo più importatori".

La Marglobal effettua operazioni di magazzinaggio ed autotrasporto in Ecuador. Oltre a disporre di diverse infrastrutture nei pressi del porto di Guayaquil, la società effettua operazioni nella capitale Quito ed a Cuenca. La Marglobal fornisce servizi di magazzinaggio e distribuzione ad una decina di importatori di rilievo, tra cui la Gillette, per la quale essa distribuisce rasoi in tutto l'Ecuador.

Peraltro, la potenziale coinvolgibilità dei 3PLs nelle operazioni di autotrasporto a lungo raggio per le importazioni marittime di merci in Perù ed Ecuador è limitata, a causa delle infrastrutture del paese. Il 90% circa dei volumi containerizzati peruviani vengono movimentati presso il porto di Callao, che è un sobborgo della capitale Lima, dove è situata la maggior parte dell'industria del paese. Alla fine degli anni '90, il precedente presidente peruviano Alberto Fujimori ha intrapreso una politica di accentramento dell'industria a Lima. Le società con operazioni produttive e commerciali in altre città, in particolare Arequipa, sono state incoraggiate a rilocalizzarsi nella capitale.

Allo stesso modo, Guayaquil, dov'è situato il principale porto dell'Ecuador, è il principale centro industriale e commerciale del paese. Di conseguenza, i volumi delle spedizioni tra i porti di Callao e Guayaquil e tra i rispettivi hinterland di entrambi i paesi sono bassi.

In Ecuador, i principali 3PLs non si occupano di sdoganamento, che è per lo più sotto il controllo di brokers doganali. Le procedure doganali del paese sono poco agili e complicate e per gli sdoganamenti spesso ci vogliono 14 giorni o più. Questo è ciò che succede da quando l'esercito ecuadoregno ha assunto il controllo delle autorità doganali del paese nel 2002, cosa avvenuta principalmente a causa della corruzione. Secondo l'Indice sulla Situazione della Corruzione, pubblicato da Transparency International nel 2003, l'Ecuador è stato l'ottavo paese tra i più corrotti al mondo. Il Perù è stato classificato assai meno corrotto, al numero 38 dell'indice.

Precisa Pellegrino: "Le dogane in Ecuador sono un disastro. Un problema consiste nel fatto che i militari non hanno conoscenza delle questioni e della normativa commerciali, ovvero dei nostri problemi. Un altro problema è che, quando i militari assunsero il controllo, installarono un nuovo sistema informatico, il CICE. Tutti i dati hanno dovuto essere immessi nel sistema in spagnolo e, se i dati imputati dai vettori, dai 3PLs e dai brokers doganali non corrispondono esattamente, il sistema non li accetterà, comportando ritardi nello sdoganamento".

In Perù ed Ecuador, gran parte dell'attività degli operatori sia globali che locali deriva dalle importazioni, ed una grossa percentuale di essa consiste in beni di consumo per i dettaglianti. Le esportazioni sono in gran parte prodotti non tradizionalmente movimentati dai 3PLs, quali la frutta, le verdure ed il pescato.

Una notevole eccezione è costituita dalle esportazioni tessili (in particolar modo maglie di alta qualità) dal Perù, in cui i 3PLs sono assai coinvolti. Con la ripresa dei colloqui tra i governi degli USA e dei paesi del Patto Andino (Perù, Ecuador, Bolivia e Colombia), c'è un alto potenziale di crescita nelle esportazioni di abbigliamento da questi paesi della Costa Occidentale del Sudamerica agli Stati Uniti nell'immediato futuro. Ciò è dovuto alla nuova negoziazione dell'accordo commerciale bilaterale ai sensi della normativa statunitense sul commercio andino.

Attualmente, la concorrenza è serrata tra i 3PLs in Perù in relazione all'attività di esportazione dell'abbigliamento. Essa è resa ancora più dura dalla domanda sempre più sostenuta di alcuni dei maggiori produttori di vestiario con sede negli USA che operano in Sudamerica. Ad esempio, la richiesta di clausole di vendita DDP (reso sdoganato) dalla Costa Occidentale del Sudamerica agli Stati Uniti in luogo delle consuete clausole FOB (franco a bordo).

Lema della Exel rivela: "Stiamo lavorando sodo per incrementare i nostri volumi di spedizioni, ma è difficile. Spesso abbiamo spedizioni tessili alla volta degli Stati Uniti, che nel 2003 abbiamo cominciato a movimentare si sensi della clausola DDP. La prima spedizione DDP lo scorso anno è avvenuta alla volta della Puma a Los Angeles. Questi termini vengono offerti ai consegnatari nordamericani dagli esportatori peruviani a causa della dura concorrenza".

Alberto Cuglievan Landazuri, amministratore delegato della Choice Cargo Logistics SAC, con sede a Callao, precisa: "Stiamo combattendo una dura battaglia con i vettori marittimi, in particolare per le esportazioni. Non riusciremo mai ad ottenere le tariffe di cui dispongono la Maersk Logistics e la APL Logistics come società-gemelle dei vettori. Esse sono molto forti qui". Non sorprende il fatto che i vestiti siano uno dei principali carichi della Maersk Logistics dal Perù, con destinazioni sia nel Nord Europa che negli USA.

Come detto prima, molti 3PLs si concentrano sull'attività non containerizzata per la maggior parte dei propri proventi. La Choice Cargo, che è l'agente peruviano della GeoLogistics, è specialista in project cargo. La società ha stipulato notevoli contratti con la Shell Olanda e la Hitachi, quest'ultima per un grosso impianto generatore nel Perù meridionale. Le spedizioni includono una gru da 450 tonnellate dalla Germania ed una struttura da 96 tonnellate dalla Cina.

La Choice Cargo dispone altresì del contratto di nolo relativo al progetto da 60 milioni di dollari per la ricostruzione dell'Aeroporto di Lima attualmente in corso. Ci si aspetta che il valore del solo contratto di nolo per i prossimi cinque anni (e più) superi il milione di dollari. Il 3PL contratta con un consorzio che comprende la società meccanica Bechtel e l'autorità aeroportuale di Lima. La Choice Cargo assicura 6.000 m2 di spazio di magazzino dedicato a questo progetto, nei pressi dell'aeroporto, dove sono dislocati alcuni dipendenti della Bechtel.

Spiega Landazuri: "Abbiamo l'incarico di raccogliere componenti in tutto il mondo, che vengono spedite per mare o aria, e poi eseguiamo lo sdoganamento e ci occupiamo della documentazione. Nel 2003 (in collaborazione con la GeoLogistics per le spedizioni containerizzate) abbiamo movimentato 500.000 tonnellate nell'ambito di questo progetto. La Bechtel gestisce l'intera operazione logistica, che copre tutti gli articoli, dai chiodi alle grosse componenti. Tra queste ultime vi sono i nastri trasportatori dei bagagli, spedite in sezioni, e le pavimentazioni degli aeroporti. Per le pavimentazioni, abbiamo noleggiato mezzo aereo da Miami".

Anche alcuni dei 3PLs globali dispongono di diffuse operazioni di trasporto merci aereo dal Perù e dall'Ecuador. Precisa Reiser: "Il Perù presenta uno squilibrio quanto ai carichi trasportabili via aria. Per ogni kg importato nell'aeroporto di Lima, ne escono 7 kg. Ciò si deve all'asparago verde, di cui il Perù è il maggiore esportatore mondiale. Delle complessive 50.000 tonnellate trasportate via aria nel 2002, noi abbiamo movimentato 14.000 tonnellate, noleggiando 100 DC-10 per il 50% di questi volumi". Da Quito, dove diversi 3PLs globali gestiscono magazzini, esportazioni significative sono costituite dai fiori congelati.

Anche la Panalpina, la Kuehne & Nagel ed altri 3PLs stanno promuovendo propri servizi intra-latinoamericani, i cui volumi stanno crescendo velocemente.

Pellegrino della Panalpina ha dichiarato: "Abbiamo molte spedizioni aeree di merci dall'Ecuador alla volta di Perù, Messico, Colombia e Panama. Anche le importazioni di merci elettroniche dalla zona franca di Colon, a Panama, sono importanti per noi. Spediamo prodotti di plastica dal Perù all'Ecuador e per lo più verdura da qui a Callao. Co-carichiamo con piccoli operatori per il Perù e Panama, poiché laggiù non disponiamo di un nostro consolidamento.

Non movimentiamo molte spedizioni alla volta di questi mercati via strada, dal momento che le infrastrutture che collegano l'Ecuador ai paesi vicini sono sottosviluppate. Ma un nuovo progetto che stiamo sviluppando consiste in un servizio stradale dall'Ecuador alla Colombia, che dovrebbe cominciare a metà del 2004. Vi è un potenziale di carichi dalla zona franca situata presso il porto ecuadoregno di Manta, specialmente per quanto riguarda le auto".

L'Ecuador ed il Perù potrebbero essere piccoli mercati per gli NVO ed i servizi di gestione della catena delle forniture, ma i 3PLs che vi hanno effettuato investimenti non ravvisano una carenza di opportunità, malgrado la dura concorrenza.
