Le ferrovie francesi si tirano fuori dai guai

La Commissione Europea ha finalmente dato il proprio benestare al governo francese affinché provveda a tirare fuori dai guai la divisione merci della SNCF (società nazionale ferroviaria francese), che è in perdita, purché vengano rispettate diverse condizioni.

Una di queste consiste nel fatto che il pacchetto di ristrutturazione debba essere utilizzato solamente allo scopo di far tornare la società su un solido sentiero finanziario entro il 2006 e non per intralciare la concorrenza. Un'altra di tali condizioni è che la Francia deve aprire il proprio territorio alla concorrenza in ordine a tutte le tratte internazionali entro il marzo 2006. Al momento attuale, la concorrenza transfrontaliera nell'ambito dell'Unione Europea è consentita soltanto sulle arterie-chiave.

Il pacchetto di aiuti è suddiviso in due parti. La prima consiste in una somma di 700 milioni di euro che dovrà essere finanziata dalla SNCF mediante la dismissione di beni. Il denaro dovrà essere utilizzato per rinnovare il vecchio equipaggiamento, materiale rotabile compreso. La seconda consiste in un contributo statale non superiore a 800 milioni di euro; come questo finanziamento debba essere speso dalla SNCF Fret non è ancora chiaro, ma si sa che il suo modello operativo, che ancora non comprende una rete hub-and-spoke, dovrebbe essere assoggettato a modifiche. Sembra che anche la CNC, la divisione intermodale della SNCF Fret, abbia bisogno di essere rivitalizzata.

La AUTF, associazione francese degli utenti di trasporto merci, ha accolto favorevolmente l'iniziativa finanziaria della Commissione Europea, ma ha chiesto maggiori informazioni in ordine alle modalità dei programmi finalizzati a rendere maggiormente competitivi la qualità del servizio ed i prezzi. Essa sostiene che la sola ristrutturazione finanziaria a questo riguardo sarà di scarso aiuto.
