Trasporto marittimo

Partenza lenta per le autostrade del mare

Introdotte per la prima volta nel 2001, le tanto vantate Autostrade del Mare dell'Unione Europea, concepite per dirottare i traffici dalla strada al mare, hanno compiuto progressi lenti in modo deludente.

Vittima di una burocrazia irrequieta e della mancanza di chiarezza, questo progetto, introdotto dall'Unione Europea per fare un uso migliore della capacità marittima ed idroviaria, ha finito per essere in qualche modo un fiasco.

Tuttavia, tale situazione potrebbe essere in procinto di cambiare ed i porti dall'occhio attento potrebbero trarre vantaggi dai finanziamenti e dall'aumento delle attività a medio termine.

Quando venne introdotto per la prima volta, il concetto delle Autostrade del Mare mirava a sfruttare i servizi marittimi a corto raggio quale alternativa dai costi razionali, efficiente dal punto di vista energetico e sensibile al clima, al fine di ampliare la rete delle autostrade terrestri.

Le Autostrade del Mare vennero incorporate nella TEN-T (Rete Trans-Europea dei Trasporti) e nei programmi di finanziamento Marco Polo II; sia i servizi esistenti, sia i nuovi servizi marittimi a corto raggio divennero parte delle Autostrade del Mare, con l'avvertenza che essi avrebbero dovuto dimostrare di far parte di una catena logistica integrata da porta a porta allo scopo di concentrare i flussi di merci trasportate in collegamenti di trasporto marittimo a corto raggio fattibili, regolari, frequenti, ad alta qualità ed affidabili.

Peraltro, da un punto di vista esterno, gli sforzi dell'Unione Europea per implementare il programma delle Autostrade del Mare hanno fatto pochi progressi.

Tuttavia, Patrick Verhoeven, segretario generale della ESPO (Organizzazione dei Porti Marittimi Europei), difende ancora il progetto.

Pur ammettendo che esiste un po' di confusione in ordine al concetto generale di Autostrade del Mare, nonché una certa riluttanza in qualcuna delle regioni designate per accogliere le Autostrade del Mare ad interferire con i progetti commerciali in corso, l'idea è ora in una fase di ripresa con la recente pubblicazione del documento di lavoro della Commissione.

In tale documento, la Commissione Europea annuncia la propria intenzione di estendere il raggio di azione del programma delle Autostrade del Mare al fine di includervi servizi di trasporto marittimo a corto raggio di elevata qualità.

Vi si afferma che anche i servizi di trasporto marittimo a corto raggio di elevata qualità già esistenti con chiare caratteristiche di Autostrade del Mare dovrebbero ottenere il riconoscimento a far parte delle Autostrade del Mare.

Per il momento, questa integrazione al programma originale è ancora nella fase consultiva, e tutte le parti potenzialmente interessate vengono intervistate al fine di conoscere le loro opinioni.

I porti e gli operatori impegnati nel settore del trasporto marittimo a corto raggio possono ottenere finanziamenti; questi ultimi possono essere assegnati sia ai servizi stessi, sia alle infrastrutture portuali.

Tuttavia, non tutti i finanziamenti provengono dalla medesima fonte.

Ai sensi del programma TEN-T, a partire dal 2008 i progetti relativi alle Autostrade del Mare riceveranno finanziamenti solo per progetti concreti.

Peraltro, i progetti relativi alle Autostrade del Mare possono altresì ricevere finanziamenti ai sensi del secondo programma Marco Polo, per i quali l'Unione Europea ha rivelato di avere ricevuto un notevole numero di richieste.

Per quel che risulta a Verhoeven, finora nessun servizio vero e proprio è divenuto operativo grazie ai finanziamenti dell'Unione Europea.

Ciononostante, il marchio Autostrade del Mare è già in uso oggi, essendo impiegato da diversi operatori commerciali quale strumento di marketing.

Secondo Verhoeven, sembra che la Commissione sia al corrente di certe difficoltà incontrate dai possibili fruitori dei fondi nell'identificazione dei programmi di finanziamento appropriati e nella comprensione di come applicare correttamente i supporti finanziari.

La Commissione ha perciò annunciato di essere in procinto di esplorare la possibilità di istituire un ufficio che sia in grado di aiutare gli operatori nella costruzione dei progetti finanziari relativi alle Autostrade del Mare.

“I membri dell'ESPO ci hanno detto che è difficile riuscire a soddisfare i requisiti necessari ad ottenere i finanziamenti.

Ciò è dovuto, tra l'altro, al fatto di dover fornire elaborate previsioni e di dover essere in grado di dimostrare il coinvolgimento di altri soci nell'iniziativa.

Cosa che non è semplice fare” afferma Verhoeven.

Uno degli altri principali potenziali problemi inerenti ai finanziamenti è quello di dover dimostrare che un servizio di cabotaggio marittimo a corto raggio di recente istituzione nell'ambito del programma delle Autostrade del Mare non sarebbe stato comunque introdotto nel contesto di una normale iniziativa commerciale e sarebbe pertanto potuto sopravvivere anche senza un finanziamento.

Verhoeven riconosce questa possibilità, ma afferma che, in questa fase, non è stato in grado di dimostrarlo in un modo o nell'altro.

Questo perché, finora, solamente le rotte che collegano la Francia con la Spagna hanno iniziato ad esplorare le opportunità di finanziamento dell'Unione Europea e non è stato ancora concesso alcun finanziamento.

In effetti, le procedure di assegnazione si sono in qualche modo prolungate dal momento che la Commissione ha chiesto alle parti coinvolte di reperire altri partecipanti ai progetti proposti.

“Nelle regioni del Mare del Nord e del Baltico, l'opzione di procacciare finanziamenti per i servizi fino adesso non è stata ancora presa in considerazione.

Lì l'approccio si è concentrato sul miglioramento delle infrastrutture.

Nelle altre regioni designate per i progetti relativi alle Autostrade del Mare, gli esperti del settore sono ancora nella fase del piano finanziario e degli studi” dichiara Verhoeven.

Alla domanda se i porti stessi possano essere beneficiari diretti del programma delle Autostrade del Mare, Verhoeven ha replicato che essi possono sì, ma che è importante che riescano a dimostrare di avere sviluppato un progetto da porta a porta relativo alle Autostrade del Mare completamente integrato, che comporti miglioramenti alle infrastrutture.
