Il futuro dei contenitori marittimi: una questione di dimensioni

L'industria del trasporto marittimo di linea di contenitori sulle rotte di primaria importanza sta cambiando.

Mentre i commentatori discutono senza fine dei mega terminal e delle portacontainer della generazione super post-panamax, i box stessi hanno ricevuto un'attenzione molto minore.

Peraltro, essi stanno diventando più grandi, vale a dire più lunghi, larghi ed alti e le implicazioni di tale fenomeno potrebbero essere assai notevoli.

I contenitori standard da 20 piedi x 8 piedi x 8 piedi/8 piedi e sei pollici e quelli da 40 piedi x 8 piedi x 8 piedi/8 piedi e sei pollici hanno rappresentato i pilastri del settore marittimo di linea containerizzato per più di 45 anni e tale equipaggiamento ancora domina le scorte dei vettori marittimi e dei noleggiatori, assieme alle unità alte 9 piedi e 6 pollici.

Tuttavia, come i traffici sono maturati ed i tipi di carico movimentati sono mutati - sostanzialmente, diventando più leggeri - così anche la domanda di box dotati di capacità cubica molto maggiore è aumentata.

Ciò ha comportato l'introduzione di unità high cube da 45 piedi nei traffici transpacifici alla fine degli anni '80 e nel corso degli anni '90, mentre alcuni vettori, quali la APL e la Maersk, hanno impiegato unità di queste dimensioni anche dall'Estremo Oriente all'Europa.

Gradualmente, tali unità si sono prese una fetta più grande dei traffici, sebbene il loro potenziale sia limitato a causa delle limitazioni di stivaggio sulle navi.

Poi, ad ottobre del 2007, la APL ha sbalordito l'intero settore, immettendo "poche centinaia di contenitori marittimi da 53 piedi" su uno dei suoi servizi che collegano l'area di Shenzhen in Cina e la California meridionale.

Questi contenitori presentano esattamente le stesse dimensioni dei contenitori interni statunitensi da 53 piedi e sono in grado di trasportare un quantitativo di carico notevolmente maggiore rispetto a quello sia dei 40 piedi che a quello dei 45 piedi high cubes.

Ovviamente il loro uso è assai limitato, dato che la lunghezza di questo contenitore non gli consente di essere movimentato sulle autostrade di molti paesi, Giappone ed Europa compresi.

Peraltro, per alcuni caricatori e vettori marittimi, dal punto di vista sia della logistica che dei prezzi, l'iniziativa potrebbe rivelarsi assai significativa.

Inoltre, essa potrebbe costituire la fase iniziale di una ristrutturazione del settore.

Tuttavia, non tutti si dichiarano d'accordo nel dibattito sulla opportunità delle unità sovradimensionate.

La NYK Line, ad esempio, ritiene che la domanda di marittimi da 45 piedi ed altri contenitori sovradimensionati sia "molto limitata" e "certamente non in espansione".

Un suo portavoce ha dichiarato: "Le regole dell'Unione Europea stanno divenendo più rigorose in ordine alle limitazioni della movimentazione di contenitori di dimensioni maggiori ed alcune derrate non si prestano alle unità più grandi.

C'è anche il problema comportato dalla sistemazione nello stivaggio a bordo laddove non vi siano piazzole costruite per i contenitori sovradimensionati.

Inoltre, nemmeno è possibile l'utilizzazione della ferrovia, in genere, né in alcuni paesi asiatici esistono infrastrutture interne per equipaggiamenti non standard.

Per di più, si tratta di un traffico esclusivamente a senso unico, dato che l'attività di esportazione è pari pressoché a zero per l'equipaggiamento non standard.

I traffici transpacifici in direzione est sono l'unica speranza per i contenitori sovradimensionati e ciò accade perché le merci di peso leggero, come i giocattoli ed alcuni prodotti tessili, vengono movimentate in volumi così grandi da poter ingenerare notevoli risparmi sui costi in relazione al trasporto".

Chiaramente, è questa la principale ragione che sta dietro all'iniziativa della APL.

È anche evidente che la linea con sede a Singapore, che ha la reputazione di essere una delle più innovative nel settore marittimo containerizzato, ha condotto approfondite ricerche sull'idea e ha lavorato attentamente prima di lanciare l'iniziativa.

Michael McCarty, direttore della società per i traffici transpacifici in direzione est, ha spiegato: "I nostri contenitori "Ocean53" stanno ricevendo una buona accoglienza nel mercato.

Riteniamo che vi fosse una domanda repressa di un nuovo prodotto che è in grado di semplificare le filiere organizzative e controllare i costi del trasporto marittimo".

A prima vista vi sono molti vantaggi:

  • le unità possono caricare il 60% in più di volumi rispetto ai contenitori da 40 piedi;
  • le unità offrono esattamente lo stesso carico utile dei contenitori interni statunitensi e dei trailer ferroviari e possono evitare la necessità di trasbordo;
  • i vettori marittimi possono ridurre le proprie esigenze di scorta;
  • i tempi di lavorazione/nave dovrebbero risultarne accelerati;
  • tariffe di nolo più concorrenziali per unità di carico movimentata.

McCarty, peraltro, non entra nel dettaglio in ordine alla politica dei prezzi dei noli per il programma Ocean53 né sui potenziali risparmi sui costi che potrebbero risultarne.

Ha infatti dichiarato: "A causa delle numerose variabili insite nel trasporto marittimo, è difficile quantificare esattamente il risparmio comportato dall'unità "Ocean53", ma posso dire che i caricatori che vi hanno messo delle merci dentro hanno constatato un notevole risparmio e questo è stato sufficiente a stimolare la domanda per il prodotto".

Il dispiegamento delle unità da 53 piedi da parte della APL è stato molto selettivo in questa fase ed è probabile che resti così nell'immediato futuro.

"Il numero dei contenitori da 53 piedi attualmente impiegato è quantificabile in centinaia e non in migliaia" afferma McCarty "dal momento che siamo intenzionati ad introdurre lo "Ocean53" con moderazione allo scopo di evitare qualsiasi effetto a singhiozzo.

Amplieremo l'iniziativa in linea con la domanda della clientela".

Sotto molti aspetti, perciò, l'operazione potrebbe essere meglio descritta come un "collaudo dal vivo".

Aggiunge McCarty: "Le nostre origini sono in questo momento confinate alla Cina, dove possiamo disporre sia di infrastrutture, sia degli strumenti normativi a supporto del prodotto".

In effetti, è probabile che il concetto del contenitore marittimo da 53 piedi resti sempre contenuto nell'ambito di una selezione, senza che avvengano cambiamenti su vasta scala nella normativa sulle autostrade di molti paesi che consentiranno le operazioni di movimentazione alle combinazioni più lunghe di camion e semirimorchi.

Ciononostante, il direttore commerciale della APL è ottimista: "La APL ha immesso in servizio i contenitori sia da 45 che da 48 piedi nei mercati di linea marittima ed essi si sono dimostrati assai popolari nel corso degli anni fra i nostri clienti" dichiara.

"Questo successo, unitamente alla sostenuta domanda di box più grandi da parte dei clienti, ci ha fornito la fiducia necessaria per andare avanti con l'Ocean53, anche il quale - a nostro giudizio - avrà successo".

John McCown, c.e.o. della Trailer Bridge Company con sede a Jacksonville, afferma che essa è stata la pioniera del contenitore marittimo da 53 piedi.

Sostiene infatti: "Storicamente, siamo un'impresa di autotrasporto interno, ma abbiamo regolarmente utilizzato i container da 53 piedi dal continente statunitense a Portorico.

Noi li trasportiamo su chiatte speciali; tali unità possono essere impilate su cinque strati.

Non riesco a vedere alcuna differenza tra i nostri box ed i cosiddetti box "dalla capacità marittima" della APL.

E noi abbiamo 4.000 di queste unità in servizio".

Dal punto di vista operativo, l'uso di questi contenitori sovradimensionati nei traffici marittimi a lungo raggio presenta molte problematiche e questa è una delle ragioni, quanto meno a breve termine, per cui tale modello resterà di nicchia.

Spiega McCarty: "Da quando abbiamo lanciato il servizio, un certo numero di esportatori ha espresso interesse all'idea e noi stiamo valutando le loro esigenze ed il potenziale di carico.

Il nostro limite principale è costituito dalla capacità degli spazi-container di bordo per movimentare i contenitori senza lasciare eccessivo spazio vuoto che possa comportare conseguenze sul livello complessivo di utilizzazione della nave".

Poiché i contenitori da 53 piedi possono essere caricati solamente sul ponte di coperta, esiste anche il rischio di doverli ristivare e rimovimentare più volte nel corso di un viaggio della nave, quando è necessario accedere a certe stive.

Tuttavia, le unità dispongono di agganci angolari nella posizione dei 40 piedi, in modo da poter essere movimentati da spreader di gru convenzionali.

Pertanto, la movimentazione dei contenitori in porto non è una sfida impossibile.

Né lo è quella delle infrastrutture interne negli Stati Uniti, dato che gli chassis, i magazzini ed i varchi di distribuzione regionali, i carri ferroviari double-stack ed il resto sono tutti attrezzati per accogliere i grandi box.

Secondo McCarty, essi hanno familiarità con i maggiori caricatori statunitensi.

Se la concezione dovesse prendere piede, allora non potrebbe più essere rinviata la predisposizione di stive nelle nuove navi atte al trasporto di questi contenitori sovradimensionati.

La APL ha in corso un programma di nuove costruzioni, con 4 navi da 10.000 TEU in costruzione presso la Daewoo Shipbuilding & Marine Engineering.

Tuttavia, si sa poco circa la progettazione di questo tonnellaggio e se la APL abbia richiesto qualche speciale modifica al modello standard del cantiere.

Attualmente, i principali utenti dei contenitori marittimi da 53 piedi della APL sono il gigantesco dettagliante di giocattoli Toys "R" Us e la New Balance.

Per questi gruppi, che spediscono grandi volumi di giocattoli di plastica di peso medio-leggero, calzature ed abbigliamento sportivo, le unità in questione sono ideali.

Malgrado molte delle stesse società multinazionali spediscano e vendano i loro prodotti in Europa, il portavoce della NYK in realtà ha suggerito che la domanda di unità più grandi (leggasi di 45 piedi) in Europa stava "rapidamente diminuendo".

Anche se tale situazione potrebbe essere derivata dalla normativa approvata dalla Commissione Europea allo scopo di togliere certi tipi di contenitori marittimi da 45 piedi dalle autostrade europee a partire da gennaio 2007, è significativo che nessun vettore marittimo sembri avere ordinato il box euro-pallet da 45 piedi a mensole che può essere utilizzato.

Tuttavia, la normativa inerente ai contenitori marittimi da 45 piedi è stata in seguito estesa.

David Cheslin, presidente della Coastlink Network e della Dunelm Public Relations, i cui clienti comprendono la UNIT45 e, dal momento della sua acquisizione della Geest North Sea Line, della Samskip Multimodal Container Logistics, spiega: "La direttiva 96/53/EC del 1996 della Commissione Europea aveva concesso un periodo decennale di transizione per la dismissione graduale dei contenitori marittimi da 45 piedi con agganci d'angolo convenzionali, ma era stata concessa un'estensione e la situazione ora è ancora più complessa, dato che non vi è nessuno standard uniforme a livello continentale".

Morten H. Engelstoft, c.o.o. della Maersk Line, spiega: "In ambito europeo, la movimentazione dei contenitori da 45 piedi dipende dalla disponibilità dei container di tipo Geest (pallet-wide con angoli arrotondati).

Il problema principale per i vettori marittimi oggi consiste nel fatto che i contenitori standard da 45 piedi (marittimi a lungo raggio) possono essere movimentati solo nell'ambito degli stati membri dell'Unione Europea che hanno autorizzato l'uso di tali unità.

Altrimenti, l'attraversamento delle frontiere con questa dimensione di equipaggiamento non è consentita".

Rawindaran Nair, un economista marittimo presso Cardiff Business School con sede nel Regno Unito, non è convinto circa i contenitori sovradimensionati, dal momento che egli pensa che potrebbero compromettere le alleanze operative a più ampio raggio tra i vettori.

Sostiene infatti: "La collaborazione tra gli operatori è in gran parte fondata sull'utilizzazione dei contenitori standard da 20 e 40 piedi, dal momento che ciò mette in grado i vettori di utilizzare box provenienti dai membri dell'alleanza che poi li immettono nella filiera organizzativa.

L'economia del trasporto containerizzato suggerisce che il massimo vantaggio sarebbe realizzabile con lo sfruttamento di strategie di collaborazione tra vettori concorrenti nella componente globale marittima della filiera organizzativa.

In questi casi esiste l'opportunità di sfruttare significative economie di scala e di esse bisogna tener conto quando si valutano i cambiamenti da apportare alla modalità di trasporto dei contenitori di dimensioni tradizionali.

Al momento attuale, tali economie vengono sfruttate mediante un'integrazione orizzontale ovvero strategie di collaborazione per mezzo di alleanze globali e di consorzi containerizzati su rotte specifiche".

Cheslin, peraltro, segue linee di pensiero diverse e ritiene che l'uso di box più grandi sia una componente di rilievo dell'evoluzione di tale settore industriale.

Dichiara infatti: "Guardate le navi portacontainer mammut che vengono immesse in servizio da parte dei mega vettori.

Il baglio di alcune di queste navi è davvero largo e di sicuro lo è molto di più di quanto si richiede per i contenitori standardizzati.

Si tratta solo di cambiare alcune guide di queste celle allo scopo di accogliere questi contenitori sovradimensionati di cui stiamo ora parlando.

Per me, questa non costituisce una sorpresa nell'ambito del settore del trasporto marittimo di container e da parte di alcuni di questi operatori potrebbe ben essere concepito un piano a livello di progettazione".

Nel contempo, Ronald Widdows, c.e.o. della APL, dichiara: "La APL dispone di navi che sono state progettate per trasportare box da 53, 48 e 45 piedi e questo ci assicura una formidabile flessibilità".

Anche se al momento attuale questi programmi inerenti ai contenitori marittimi sovradimensionati possono essere ancora considerati dei servizi di nicchia, i costi in aumento e le pressioni ambientaliste sembrerebbero suggerire come un accrescimento generalizzato delle dimensioni degli equipaggiamenti containerizzati sia probabile in futuro.

Non sarebbe la prima volta, a tale riguardo, che la APL si trova ad indicare la via.
