L'espansione diventa indispensabile per i terminal tedeschi

Bremerhaven ed Amburgo si sono gestiti molto bene negli ultimi anni, malgrado l'aumento della congestione portuale in tutti i porti europei.

E' abbastanza certo, peraltro, che sia probabile che i prossimi due o tre anni diventino più difficili per loro alla luce dell'accantonamento di decisivi progetti infrastrutturali, quali il dragaggio in profondità del fiume Elba e la costruzione del nuovo JadeWeserPort a Wilhelmshaven.

C'è ancora poca capacità a disposizione presso il Wilhelm Kaisen Terminal di Bremerhaven, dove i risultati sono aumentati sino a 4,9 milioni di TEU lo scorso anno, indotti dalla forte domanda da parte della MSC.

Una volta ultimata l'ultima fase di espansione denominata CT4 alla fine dell'anno, non ci sarà più terreno disponibile per nuovi sviluppi di terminal contenitori.

Lo Eurogate ed i suoi soci d'impresa APM Terminals e MSC - rispettivamente presso lo NTB e lo MSC Gate - sono alla ricerca del modo di migliorare la capacità al di là del precedente obiettivo dei 6 milioni di TEU mediante provvedimenti sull'efficienza.

Gru più grandi e più potenti, navi più grosse e tempi di lavorazione ridotti dovrebbero consentir loro di movimentare 8-9 milioni di TEU all'anno nel futuro non troppo distante, suggeriscono i risultati delle ultime analisi.

Una delle priorità è costituita dalla riduzione dei tempi morti dei container, secondo Gerhard Wahlers, amministratore delegato dello NTB.

"La riduzione da sei a quattro giorni e mezzo ci permetterebbe di incrementare di un terzo la nostra capacità di deposito nel piazzale ".

I contenitori possono essere trasferiti in un deposito sito al di fuori delle banchine portuali a 60 km da Brema, dove il Neustädter Hafen, dedicato alle spedizioni di rinfuse e carichi eccezionali, assicura un'ampia capacità.

Esso potrebbe essere facilmente connesso via chiatta, sebbene sia possibile che gli operatori terminalistici stessi debbano prendere periodicamente a noleggio un battello fluviale al fine di assicurare un servizio pendolare attraverso il fiume Weser.

Le peggiori limitazioni per Bremerhaven riguardano attualmente il settore dei varchi, dato che i collegamenti stradali e ferroviari necessitano di urgenti miglioramenti.

I piani relativi ad una galleria stradale di accesso centrale al porto si stanno dimostrando ingombranti e la capacità ferroviaria potrebbe diventare ancora più ristretta a causa dei contestuali progetti ferroviari per il trasporto di passeggeri dentro ed attorno Brema.

Dati questi ostacoli, esistono dubbi se Bremerhaven possa davvero tradurre in pratica la propria teorica capacità terminalistica di 8-9 milioni di TEU.

Le chiatte fluviali containerizzate, che attualmente rappresentano solamente l'1% circa di tutte le movimentazioni intermodali, dovrebbero offrire qualche sollievo alla strada ed alla ferrovia alla luce dei piani della Bremenports.

Il gruppo di gestione municipale del porto al momento è in procinto di pubblicare una bozza del piano finanziario inerente alla promozione dei servizi su chiatta, con particolare attenzione sulle procedure e su una migliore collaborazione in ambito portuale.

Tuttavia, ci vorranno almeno altri quattro-cinque anni perché volumi di un qualche rilievo possano essere spediti su battelli fluviali, a causa delle persistenti limitazioni alle dimensioni nelle chiuse lungo il fiume Weser.

I servizi a lungo raggio da Bremerhaven a Hannover, ad esempio, sono limitati oggi ad una capacità navale di 60 TEU, il che rende loro ardua la concorrenza con i camion dal punto di vista dei costi.

Il governo federale ha stanziato l'investimento di 160 milioni di euro ai fini del miglioramento delle idrovie per renderle in grado di accogliere battelli fino a 96 TEU; peraltro, i lavori tecnici richiederanno tempo sino alla fine del 2012.

Ai guai di Bremerhaven vanno poi ad aggiungersi i ritardi relativi al programmato JadeWeserPort da 2,7 milioni di TEU a Wilhelmshaven, che dal punto di vista di Brema rappresenta il complemento ai terminal situati sul Weser.

E' probabile che il suo completamento venga ritardato dal 2010 al 2012, secondo l'amministratore delegato della Bremenports Jürgen Holtermann, dato che i partner nel progetto Bassa Sassonia e Brema sono impegnati in un braccio di ferro con l'appaltatore Bunte Group a causa di una domanda aggiuntiva di 65 milioni di euro.

Il progetto si è impantanato nell'opposizione del pubblico ed in un appalto di costruzione raffazzonato, sebbene adesso il tribunale abbia respinto le obiezioni sollevate dai gruppi d'azione ambientalisti e dai residenti.

Le cose, peraltro, non sono esattamente rosee nemmeno ad Amburgo.

Lo Hansestadt ha deciso di incrementare la capacità annuale di movimentazione dei container da 10 a 18 milioni di TEU entro il 2015.

I provvedimenti chiave nel contesto del piano sono l'automazione parziale del Burchardkai della HHLA e delle infrastrutture Tollerort, l'espansione ad ovest dell'infrastruttura Waltershof dello Eurogate e la costruzione di un nuovo terminal contenitori - il Mittlerer Freihafen - all'interno del porto franco.

Tuttavia, il porto non ha ancora raggiunto un accordo con gli affittuari Buss Group ed Egon Harms, che sono riluttanti a lasciar liberi i propri posti nell'ambito del porto franco.

Un'altra wild card per il piano di sviluppo portuale è costituita dalla crescente influenza politica del partito dei Verdi, che sta trattando la formazione di una coalizione con il partito Cristiano Democratico conservatore.

La preoccupazione dei dirigenti portuali e degli utenti è che i Verdi possano bloccare il controverso piano di Amburgo per un altro dragaggio in profondità del fiume Elba, che già presentava ritardi rispetto al programma previsto.

L'obiettivo è fornire una finestra di marea di due ore per la partenza delle navi ultragrandi con un pescaggio di 14,5 metri.

Dato il crescente numero di navi super post-panamax che scalano il porto, ritardi imprevisti sui tempi di viaggio potrebbero comportare drammatici effetti di rottura per i terminal o persino bloccare il porto.

I leader politici di Amburgo, che debbono ancora stabilire gli equilibri di potere in seguito alle recenti elezioni, stanno inviando segnali di varia natura.

Adesso si è tornati a parlare di una collaborazione con Wilhelmshaven o persino di acquisizione di una quota azionaria nel programmato JadeWeserPort, che per sua natura è più adatto ad ospitare le grandi navi.

Ma si tratta di una svolta ad U strategica o di un mero atteggiamento politico?

Potrebbe volerci ancora qualche settimana, prima che il fumo si diradi sulla questione.
