Verso un sistema paneuropeo di monitoraggio delle navi

La recente installazione di un VTMIS (sistema informativo per la gestione dei traffici navali) a Malta e nella Repubblica di Cipro potrebbe condurre ad un sistema paneuropeo in cui tutti i dati relativi ai traffici navali possono essere accessibili e condivisi dai vari paesi?

Di sicuro, Chris Loizou, amministratore delegato della Transas Mediterranean, la pensa così.

Egli ritiene, infatti, che l'Unione Europea sia intenzionata ad istituire un punto centrale di gestione navale in cui i centri che raccolgono i dati nazionali dovranno far convergere le statistiche rilevanti in ordine al naviglio che naviga sui loro mari.

I dati relativi alla localizzazione, al tempo di arrivo ed al carico di una nave saranno quindi distribuiti agli stati membri dell'Unione Europea.

Pertanto, se, ad esempio, una nave salpa dal porto di Rotterdam, poi transita nel Canale della Manica, sulla costa occidentale della Francia e poi prosegue, i dati sulla nave saranno trasmessi da centro VTMIS a centro VTMIS, attraverso 500 stazioni di base sparse su tutta la linea costiera continentale.

Questo scenario soddisferebbe certamente la direttiva 2002/59/EC che mira ad istituire un sistema informativo di monitoraggio dei traffici navali "in vista del miglioramento della sicurezza e dell'efficienza dei traffici marittimi, dell'incremento della capacità di risposta degli organi competenti agli incidenti od alle situazioni potenzialmente pericolose in mare, comprese le operazioni di ricerca e salvataggio, nonché del contributo ad una migliore prevenzione e scoperta dell'inquinamento provocato dalle navi".

Per quanto attiene il VTMIS nazionale della Repubblica di Cipro, l'equipaggiamento, l'installazione e l'affidamento d'incarico sono stati finanziati ai sensi del programma Interreg III/A, un'iniziativa comunitaria sovvenzionata mediante il FESR (Fondo Europeo di Sviluppo Regionale), che mira a stimolare la cooperazione interregionale.

Il sistema fornito dalla Transas consiste in tre centri di controllo per complessive cinque postazioni con operatore; il VTMIS costiero è situato in seno al Dipartimento della Marina Mercantile a Limassol, mentre due sistemi per il controllo dei traffici portuali sono situati presso gli scali di Limassol e Larnaka.

In termini di equipaggiamento il Cyprus VTMIS è ben dotato, comprendendo - fra le altre componenti ad alta tecnologia - quattro radar per la sorveglianza costiera ad elevate prestazioni con sede a terra e sette stazioni AIS.

Ma ciò che è particolarmente interessante, offrendo forse un assaggio di come gli Stati nazionali potrebbero utilizzare i dati, è il fatto che i terminal a distanza sono stati commissionati alla Polizia Marittima, al Centro Congiunto di Coordinamento e Salvataggio ed al Centro Costiero di Controllo dei Sistemi Radar di Limassol e Larnaka.

Una Stazione di Controllo dell'Inquinamento Marino è stata altresì istituita presso la sede della DMS, mentre la Transas ha integrato con successo il sistema con la EMSA SafeSeaNet, un'iniziativa dell'Unione Europa che fornisce un mezzo di comunicazione fra le varie autorità marittime a livello locale e regionale.

Il VTMIS nazionale è stato inoltre integrato con il database dell'Autorità Portuale di Cipro, con il VTMIS di Malta (incarico del 2006) e con l'EMSA MEDAIS, che raccoglie, immagazzina e distribuisce dati acquisiti dalle varie stazionali nazionali AIS sparse per tutto il Mediterraneo.


"La regione del Mediterraneo orientale è una zona assai critica, specialmente attorno al Canale di Suez.

L'idea è quella di interconnettere il monitoraggio dei traffici navali nella regione e di scambiare quei dati con l'interfaccia SafetyNET" spiega Loizou.

Mediante questo progetto, Cipro e Malta si stanno dimostrando un esempio di integrazione fra le autorità marittime e di adattamento dei sistemi portuali alla domanda dei traffici e dello shipping internazionali.

Il VTMIS fornirà in tempo reale - ritiene Loizou - servizi basati su web con livelli variabili di accesso per l'utente in cui gli operatori marittimi, gli enti ed i dipartimenti governativi possano, dopo avere immesso la password e l'ID, usufruire di un servizio nell'ambito della rete per accedere ai dati sulle navi.

Livelli diversi di accesso saranno gestiti da un'autorità centrale.

"Questi sistemi VTMIS nazionali dispongono di un raggio d'azione enorme" afferma Loizou.

"Viene preso in considerazione un numero sempre maggiore di centri nazionali" spiega Loizou, che al momento sta lavorando su quattro appalti simili.

I prossimi paesi che metteranno in funzione VTMIS nazionali saranno la Croazia, l'Italia ed il Portogallo.

Alla SAAB TransponderTech, il fornitore con sede in Svezia di sistemi di gestione dei traffici navali e soluzioni AIS, ad esempio, è stato assegnato un contratto finalizzato alla fornitura dei suoi VTMIS CoastWatch alla Croazia per il monitoraggio e la sorveglianza dei traffici marittimi al largo delle coste croate e presso i suoi principali porti.

Nell'ambito di questo progetto finanziato dall'Unione Europea ma sul quale non sono state fornite spiegazioni (probabilmente, ai sensi della Direttiva del 2002), verranno altresì consegnati dalla Terma AS dieci avanzati sensori radar.

I dati AIS verranno quindi integrati nel sistema che comprende un centro di controllo nazionale, tre centri regionali ed otto locali.

Verranno altresì fornite dalla CNS Systems stazioni AIS di base al fine di coprire l'intera linea costiera croata da Labin fino a Dubrovnik.

Tutto ciò sarà integrato nell'esistente sistema nazionale di gestione AIS, dopo di che l'intera rete delle stazioni AIS di base integrerà i dati provenienti dalle infrastrutture VTS.

L'equipaggiamento sarà consegnato nel corso del 2009 ed entrerà in servizio nel 2010.

Nel contempo, l'integrazione di varie tecnologie per il monitoraggio delle navi rappresenta il punto centrale del progetto MarNIS finanziato dall'Unione Europea per 20 milioni di euro, il cui obiettivo è quello di sviluppare un sistema rivolto all'operatore.

La tecnologia del progetto comprende:

  • AIS (sistema automatico di identificazione);
  • LRIT (identificazione e tracking a lungo raggio);
  • WMS (servizio mappe su web);
  • radar satellitare;
  • Radar aereo/AIS spaziale.
La norvegese Kongsberg Norcontrol IT sta svolgendo un ruolo chiave in questo progetto ed il suo cliente C-Scope ne è stato un elemento rilevante, essendo il fornitore della base per l'interfaccia operatore VTS sia per la ricerca che per lo sviluppo, nonché nel corso delle dimostrazioni dal vivo in Italia ed in Portogallo.

Per esempio, a Genova, nel corso delle due dimostrazioni finali del MarNIS nell'ottobre dello scorso anno, l'attenzione è stata incentrata sul MOS (Servizi Operativi Marittimi), una nuova idea proposta dalla MarNIS in cui i servizi come il VTS, il Ricerca & Salvataggio e la Prevenzione Inquinamento vengono combinati sotto un solo tetto che utilizza un sistema informativo.

Il MOS integra le informazioni provenienti da numerosi altri sistemi che possono essere situati all'interno od all'esterno dell'organizzazione MOS.

Le informazioni dovrebbero comprendere: valutazione dinamica dei rischi per nave, basate sul tipo, sul carico, sull'età e sulla bandiera battuta dalla nave; informazioni sullo stato del tempo e del mare; informazioni sui traffici; distanza dalla costa; immagini anche aeree delle chiazze di petrolio; infine, LRIT (Identificazione e Tracking a lungo raggio) ed AIS spaziale.

L'attenzione in occasione della dimostrazione finale a Lisbona si è spostata sulla VTM (Gestione Traffico Navale) nello scenario portuale ed uno dei concetti principali dimostrati è consistito nella condivisione dell'informazione.

Quest'ultima comprendeva, fra gli altri aspetti, la condivisione delle informazioni VTS (tradizionalmente protette o inaccessibili) con sistemi ed organismi esterni quali i piloti, la guardia costiera e le dogane; la condivisione dei dati AIS provenienti dalle stazioni di base o dalle reti utilizzate dal VTS; le rotte di approccio proposte per i diversi tipi di nave; infine, le infrastrutture terminalistiche portuali, quali la localizzazione, i tipi di bitte, le gru.

Le dimostrazioni del progetto sono state ideate al fine di annunciare una nuova era per il VTS; qualcosa della tecnologia Kongsberg Norcontrol sviluppata nell'ambito del progetto è già in uso.

Un'installazione C-Scope è già operativa a Vardø, nella Norvegia settentrionale; si tratta del primo sito al mondo caratterizzato da una piena integrazione con un Sistema Informativo Geografico.

Il presidente della Kongsberg Norcontrol IT, Inge Flaten, ha dichiarato nell'edizione di febbraio del notiziario interno della società: "Con Vardø come apripista a dimostrare le prestazioni del C-Scope, siamo pronti ad implementare questa nuova funzionalità in altre installazioni VTS in Europa ed in tutto il mondo, laddove si sia già in grado di far funzionare il C-Scope o si sia pronti ad effettuare le modifiche ai margini del VTS".
