Sviluppo dei traffici marittimi e delle attività portuali nel Mediterraneo

Sostenuto da un'espansione del commercio mondiale, l'interscambio marittimo di merci è cresciuto in tutti i continenti e per l'Unione Europea, la quale si è confermata nel 1997 come la principale protagonista dell'interscambio mondiale di merci, oltre il 70% (cioè circa 1.150 milioni di tonnellate di merce) degli scambi con le altre aree economiche continentali si effettua via mare.

I flussi commerciali marittimi intra ed extra mediterranei riguardanti i paesi affacciati in tale area hanno superato nel 1996 i 650 milioni di tonnellate di merci e in detto ambito, l'Italia occupa una posizione preminente...

Il Mediterraneo si presenta oggi in una posizione nuova, con riguardo soprattutto ai trasporti intercontinentali di merci containerizzate, suscettibile anche di un deciso miglioramento rispetto allo squilibrio nei confronti del nord Europa....

La domanda di movimentazioni nei porti contenitori ha avuto negli ultimi 10 anni un elevato trend di incremento, con una particolare accelerazione negli ultimi 5 anni, superando largamente tutte le previsioni formulate agli inizi degli anni '90.

Nell'area mediterranea, che si colloca in quella direttrice dei traffici mondiali (Europa - estremo oriente) che ha avuto negli anni recenti il più elevato tasso di crescita, l'andamento delle movimentazioni portuali nell'ultimo triennio ha contrassegnato, per ciò che concerne i contenitori, una forte crescita (+36% circa)...
Non sono però da sottovalutare altri flussi di traffico, sia per merci varie tradizionali sia per le rinfuse secche sia per i prodotti petroliferi, che, tra l'altro, hanno mostrato nell'ultimo quinquennio un complessivo aumento negli scali nazionali, seppure con andamento discontinuo. Come noto, l'Italia è un forte trasformatore di materie prime e queste ci pervengono in larghissima misura via nave stivate alla rinfusa.
Inoltre va ricordato che il traffico delle merci nei porti italiani con provenienza e destinazione in paesi dell'area mediterranea (Short Sea Shipping) riguarda circa 157 milioni di tonnellate merci movimetate (imbarco+sbarco), di cui circa 116 milioni per prodotti petroliferi, con transazioni economiche abbastanza significative, oltre che con la Grecia, con i paesi del Mar Nero, con la Turchia, Israele, Spagna, Francia e Algeria.

Per quanto si riferisce poi al traffico marittimo di cabotaggio domestico (merci e passeggeri) nel bacino mediterraneo ma anche a livello europeo l'Italia presenta le cifre più alte, grazie alla sua configurazione costiera; oltre 60 milioni di tonnellate di merci trasportate via mare (ove prevalgono però nettamente - per circa il 45% - i prodotti petroliferi) e circa 21 milioni di passeggeri (cifre queste che si raddoppiano se si considerano le movimentazioni portuali). Ma pure la Spagna presenta cifre consistenti con 40 milioni di tonnellate circa di merci e più di 6 milioni di viaggiatori.
Ritornando alla merceologia ritenuta più interessante (i contenitori), le previsioni a suo tempo condotte da alcuni istituti di ricerca indicavano nel periodo 1997 - 2008 una crescita globale dei traffici tra il 4% ed il 5% medio annuo, con una quota più elevata per le merci in container pari a circa il 6,5% medio annuo. La stima dei traffici da/per l'Europa è prevista leggermente superiore a tale media. Per il Mediterraneo si prevedono a seconda degli scenari tassi di crescita in media per anno oscillanti tra il 7% ed il 9%.
Esaminando poi il trend dell'ultimo biennio, si nota che il transhipment (e relativi servizi feeder) ha prodotto un incremento di traffici nel bacino del Mediterraneo. Premesso che il transhipment costituisce una risposta, sul piano dell'organizzazione del servizio di linea, al problema dell'aggregazione dei flussi di domanda finalizzata alla massimizzazione del grado di utilizzo delle navi di grandi dimensioni impiegate nei trasporti intermodali, va sottolineato che il Southern Range europeo è l'ambito in cui le operazioni di transhipment hanno manifestato i maggiori tassi di sviluppo. Infatti nei principali scali hub del Mediterraneo interessati da questo traffico (cioè Algeciras, Marsaxlokk, Damietta e Port Said, Limassol e Larnaca, Gioia Tauro) si è passati da circa 1.380.000 teu nel '92 al superamento di 4.600.000 teu movimentati nel '97. Le previsioni formulate indicano per i prossimi anni buoni tassi di sviluppo del transhipment nel Mediterraneo; ciò appare confermato dalla rinnovata attenzione che le grandi compagnie di linea stanno attribuendo al Mediterraneo.
Inoltre, esaminando le dinamiche dei servizi Europa/Far East, così come di quelli delle navi giramondo o dei servizi "pendulum" si osserva da un lato che ancor oggi vi sono parecchi vettori i quali, pur attraversandolo, non effettuano alcuna toccata nel Mediterraneo, dall'altro lato sono in maturazione scelte nel senso di compiere almeno una toccata in un porto principale posizionato e servito convenientemente.
Quanto sopra va visto anche come fonte di opportunità per i principali porti continentali dell'area (es. Genova).....

Vi sono poi almeno altre due ragioni che inducono a ben sperare in avvenire per l'incremento delle attività marittime e portuali nel Mediterraneo, con tutto il carico positivo che si riverbera sull'indotto del settore marittimo portuale, come posto in evidenza dal "rapporto sull'economia del mare" curato dal Censis, e cioè:

  • le azioni proposte dall'Unione Europea per il partenariato verso i paesi terzi del Mediterraneo (i cosiddetti P.T.M.), nella prospettiva di creazione al 2010 della cosiddetta "zona di libero scambio";
  • la volontà dichiarata più volte nei documenti della Commissione Europea di sviluppare il trasporto marittimo "a corto raggio" in Europa e quindi nel Mediterraneo a supporto e per il conseguimento di una mobilità sostenibile.

Con la comunicazione del luglio 1995, infatti la Commissione U.E. ha enunciato le linee strategiche finalizzate allo sviluppo del trasporto marittimo a corto raggio in sintonia col perseguimento della mobilità sostenibile di merci e passeggeri, affrontando tre tematiche:

  • miglioramento della qualità e dell'efficienza dei servizi del trasporto marittimo a corto raggio,
  • miglioramento dell'efficienza e delle infrastrutture dei porti,
  • preparazione del trasporto marittimo a corto raggio per un'Europa ampliata....

In questo contesto, che è in una fase evolutiva ma di sviluppo, risulta determinante, oltre al miglioramento della qualità dei servizi, la capacità di pianificare e realizzare per tempo adeguati interventi infrastrutturali; essi, per quanto riguarda l'Italia attengono interventi sia a livello portuale, sia in ordine ai collegamenti terrestri, soprattutto ferroviari, il cui stato di arretratezza e saturazione non permette di sostenere le tendenze evolutive della domanda, né sotto il profilo quantitativo né sotto il profilo degli standards delle prestazioni.
La rimozione di criticità lungo la catena logistica, da ottenersi anche tramite una migliore comunicazione tra gli operatori interessati ai diversi livelli, assume caratteri di necessità, ove si considerino la rapidità dei mutamenti in atto sul mercato nonché l'aumentare delle risorse impiegate nella catena logistica da parte dei concorrenti paesi nordeuropei, sinora di fatto agevolati, anche da scelte dell'Unione Europea in tema di priorità per la realizzazione di progetti TEN.....

Venendo ora brevemente a toccare gli argomenti della sicurezza marittima ed ambiente, si ricorda che nel settore marittimo e portuale l'Unione Europea punta al raggiungimento di un ambizioso obiettivo: l'applicazione uniforme delle norme di sicurezza internazionali e comunitarie nonché il loro agevole controllo. La questione riguarda non solo le navi, ma ha anche diretta incidenza sui porti, poiché si richiede loro di garantire un elevato livello di servizi portuali (pilotaggio, rimorchio, ormeggio, ecc.). A tale scopo la Commissione intende promuovere l'applicazione armonizzata delle disposizioni dell'IMO relative alla movimentazione dei carichi: la loro applicazione obbligatoria da parte degli operatori delle navi e dei terminali ed il controllo di attuazione da parte dello Stato di approdo migliorerebbe sensibilmente la sicurezza nel settore. In campo ambientale la Commissione UE ha recentemente diramato una proposta di Direttiva sull'utilizzo degli impianti per la raccolta dei rifiuti da navi nei porti europei, sia per migliorarne funzionamento e disponibilità sia per garantirne un uso ottimale da parte delle navi. La Commissione inoltre richiama l'attenzione sulle necessità di rafforzare la prevenzione degli scarichi di petrolio in mare connessi al funzionamento delle navi, mediante controlli ad ampio raggio e strumenti giuridici di intervento più efficace.
In tema ambientale e di rapporti tra il porto e l'ambiente circostante va citata poi la pubblicazione da parte dell'ESPO (European Sea Ports Organisation) di un codice di condotta che fornisce indicatori di qualità per un'azione di programmazione riguardante la protezione dell'ambiente nelle zone portuali. Inoltre, recentemente con il progetto ECO-Information European Ports (proposto nel quadro del programma "Transport" della Commissione Europea) diversi porti comunitari, tra i quali figurano Genova, Barcellona e Marsiglia, sulla spinta di garantire una localizzazione ideale alle tipologie di attività industriali, puntano a raccogliere, condividere ed applicare le informazioni ambientali di cui necessitano, al fine di ricercare soluzioni efficienti ed economicamente valide a problematiche ambientali.
Circa poi più in generale il rapporto tra porto e città sembra ormai finito il tempo della separazione tra waterfront, moli, banchine ed il resto della vita e comunità cittadina. Quelle che per lungo tempo furono considerate due entità separate vanno viste in un'ottica di reciproca collaborazione. E' infatti riconosciuta sempre più l'importanza di un rapporto sinergico tra le strutture e le attività tipicamente portuali con le potenzialità commerciali, industriali, di servizio (compresi i servizi assicurativi, bancari-finanziari, telematici, ecc.), ma anche culturali all'interno di una stessa realtà urbana.
Inoltre, si osserva che i grandi porti e le rispettive città portuali non possono considerarsi come semplici anelli della catena logistica e cioè luoghi di mero transito delle merci, essi si qualificano da un lato disponendo ed attrezzando aree di distripark, cioè di stoccaggio, manipolazione/trattamento e distribuzione delle merci e dall'altro lato devono disporre di un patrimonio di servizi e professionalità a supporto delle attività marittime.....
