La situazione dei traffici transatlantici

"I servizi relativi al Nord Atlantico sono un'attività che comporta delle sfide, lo sono sempre stati e sempre lo saranno" afferma Gordon A. Braun, dirigente capo della Canada Maritime Services Ltd. Courtenay Allan, direttore dei traffici transatlantici della OOCL, è d'accordo. "L'Atlantico è un traffico interessante, che non finisce mai di sorprendermi" dichiara.

Quanto all'attuale condizione di questo mercato, essa è forse meglio riassunta da Olav Rakkenes, presidente della ACL (Atlantic Container Line) nonché presidente del TACA (Accordo Conferenze Trans-Atlantico): "Ciò che tutti quanti pensavano dovesse accadere, è accaduto. Vale a dire, le tariffe in direzione ovest hanno raggiunto il fondo, mentre quelle in direzione est sono rimaste molto basse" afferma.

Derek Wakeling, dirigente traffici atlantici dell'ufficio di Londra della K Line, spiega ciò che tale situazione significa: "Al momento, in realtà assistiamo alla presenza di due mercati diversi nel Nord Atlantico: ve ne è uno in direzione ovest ed un altro in direzione est".

Frank Halliwell, dirigente capo della Americana Ships, che fa parte del gruppo CP Ships, condivide questa opinione. "Il mercato atlantico al momento non è messo bene, in particolar modo in direzione est, laddove la domanda è calata del 12-14% rispetto allo scorso anno. Ciò crea un grosso divario tra i mercati in direzione est ed in direzione ovest. La maggior parte delle linee sono al completo verso ovest, ma sfortunatamente le navi stanno sperimentando una bassa utilizzazione in direzione est" spiega.

Un altro importante vettore che effettua servizi nel Nord Atlantico, la P&O Nedlloyd, si è rifiutato di fare commenti al riguardo "fino a quando il mercato non sarà più stabile".

Nello scorso mese di dicembre, veniva previsto un periodo molto turbolento per questi traffici. La capacità era in aumento, si era in attesa dell'entrata in vigore della legge di riforma statunitense sul settore marittimo del 1998 ed il futuro del TACA era molto dubbio.

I primi sei mesi del 1999 sono certamente stati molto tumultuosi. La capacità ha continuato ad incrementarsi, per quanto forse non al ritmo previsto nel dicembre del 1998. Inoltre, il TACA ha assistito alle vicende del suo cosiddetto rimpiazzo, il NAA (Accordo Nord Atlantico), il quale, dopo essere stato registrato presso le autorità legislative di Bruxelles e Washington, è stato ritirato a favore del nuovo e rielaborato accordo TACA, malgrado il fatto - o forse proprio in ragione di questo - che i membri del NAA controllassero l'85% del mercato.

Ora, il futuro del nuovo TACA stesso è in corso di discussione. Lo ESC (Consiglio dei Caricatori Europei) ha presentato un nuovo reclamo presso la Commissione Europea di Bruxelles, con il quale si esprimono delle obiezioni circa la struttura revisionata del nuovo TACA. Lo ESC esprime preoccupazioni in ordine alla riservatezza dei contratti di servizio ed ai termini proposti per "i contratti sugli accordi di servizio ed i contratti di servizio multi-vettoriali" a livello di conferenze del TACA.

Malgrado questo attacco da parte dello ESC, Rekkenes confida ancora che il TACA possa continuare ad esistere. "Qualcuno credeva che il TACA non potesse sopravvivere, ma io sono convinto che esso per lo più resterà intatto" rivela confidenzialmente Rekkenes.

I vettori dei traffici nell'ambito del TACA saranno senza dubbio sorpresi di apprendere il reclamo dell'ESC. Essi ritenevano che il nuovo accordo soddisfacesse tutti i criteri richiesti dalle autorità di Bruxelles e di Washington. "Tenendo presente che il nuovo TACA accoglie tutte le modifiche desiderate dalle autorità legislative, presumiamo che non vi debba essere alcuna obiezione. Il nuovo TACA è stato davvero ritagliato su ciò che diceva Bruxelles" insisteva Allan solo pochi giorni prima che lo ESC sollevasse le sue obiezioni.

Il nuovo TACA, in caso di approvazione, consisterà di un minor numero di membri rispetto alla sua composizione precedente nonché rispetto a quelli che avevano sottoscritto il NAA. Gli attuali membri del TACA sono la ACL, la Hapag-Lloyd, la Maersk, la OOCL, la Mediterranean Shipping Company, la NYK, la P&O Nedlloyd e la Sea-Land. "Il nuovo TACA potrà anche essere costituito da meno membri, ma resterà forte come sempre" dichiara Rakkenes.

Nello stesso tempo, le tariffe di trasporto merci attraverso il Nord Atlantico continuano a calare (v. Tabella 1).

Secondo i FRI (Indicatori delle Tariffe di Trasporto Merci) di Containerisation International, le tariffe medie in direzione est nel primo trimestre del 1999 dagli USA all'Europa settentrionale, pari a 1.165 dollari per TEU, riflettono una diminuzione dell'11% rispetto alle cifre dell'ultimo trimestre del 1998 (1.308 dollari/TEU). In effetti, i dati dei FRI mostrano come in questo settore delle tariffe in direzione est non vi sia stato alcun incremento di segno positivo sin dal quarto trimestre del 1997, allorquando le tariffe erano di 1.471 dollari per TEU.

Una tendenza simile si è verificata in direzione ovest dal Nord Europa agli Stati Uniti. Qui, le cifre del primo trimestre del 1999, pari a 1.100 dollari per TEU, hanno rappresentato un decremento del 7% rispetto al quarto trimestre del 1998, quando si parlava di 1.188 dollari/TEU.

I vettori che effettuano servizi nel Nord Atlantico sono ben consapevoli di tale problema. Il principale vettore statunitense, la Sea-Land, conferma che "le tariffe del mercato in direzione ovest sono molto basse, mentre anche quelle in direzione est continuano ad assistere ad un declino".

Rakkenes la mette in un altro modo: "Le tariffe in direzione ovest sono così basse che sembrano aver raggiunto il fondo. L'unica strada che gli rimane è quella di risalire. Come accade anche per la direzione est, dove le attuali tariffe restano ad un livello non competitivo. Infatti, anche qui dopo aver raggiunto il fondo, esse potranno cominciare a risalire" afferma.

L'impatto del calo delle tariffe chiaramente ha un effetto maggiore sui ricavi prodotti dai vettori marittimi. "E' un fatto, oggi, che i ricavi prodotti non riescono a coprire i costi dei vettori marittimi. Non vi è nulla oggi, nell'ambito dei servizi tra la Costa Orientale statunitense e l'Europa del Nord, con cui si riesca a far soldi" suggerisce Allan. Braun mette in prospettiva tale questione: "Se le tariffe di trasporto merci sono diminuite in media di 250 dollari, tenendo presente i volumi di traffico movimentato nel Nord Atlantico, che si stima essere nell'ordine di circa 2,2 milioni di TEU, allora è facile calcolare quanti ricavi si perdano" dichiara.

Una buona indicazione di quanto le cifre sopra riportate stiano affliggendo i proventi dei vettori marittimi è fornita dall'esame dei risultati della ACL in ordine al primo trimestre 1999. La linea di navigazione riferisce che i volumi del trimestre indicato sono calati dell'11%, mentre le tariffe sono diminuite del 16%. "Si tratta dei peggiori volumi containerizzati e delle peggiori tariffe mai realizzati nel primo trimestre in 20 anni di attività" ha dichiarato il vettore. La conseguenza è stata che il profitto netto in questo trimestre è stato pari a 1,56 milioni di dollari, che rappresenta un notevole calo rispetto al profitto netto del primo trimestre 1998 (8,54 milioni di dollari).

E dunque, perché le cose vanno così male nel Nord Atlantico? La ACL sostiene che "l'avvento della deregolamentazione nel settore marittimo negli Stati Uniti ed in Europa ha comportato un effetto negativo sul livello delle tariffe".

Braun, d'altro canto, suggerisce qualcosa di diverso. "Penso che l'incremento della capacità delle navi abbia avuto un notevole impatto sullo sviluppo delle tariffe di trasporto merci" ha detto. Prosegue Braun: "C'è bisogno di un equilibrio ragionevole tra la crescita dei traffici e la crescita della capacità. Attualmente, peraltro, l'espansione della capacità ha disturbato l'equilibrio, nel senso che la capacità offerta surclassa la capacità richiesta".

Dato che altri vettori hanno fatto il proprio ingresso nel Nord Atlantico, sembra che Braun abbia centrato il problema. Ad esempio, la Cosco, la K-Line e la Yangming sono entrate nei traffici transatlantici mediante un'alleanza all'inizio del 1997. La NYK ha recentemente preso il posto della Sea-Land nel servizio congiunto Maersk/P&ON che collega il Nord Europa con il porto canadese di Montreal. Questa decisione, anche se inizialmente si è risolta solamente nell'acquisto di spazio sulle navi della Maersk, rappresenta chiaramente l'intenzione della NYK di ampliare i propri interessi nel mercato nord-atlantico. "La nostra decisione di partecipare a questo servizio fa parte di un piano complessivo al fine di accrescere la nostra attività transatlantica" spiega James Kirsop, direttore generale della divisione di linea della NYK, con sede a Londra. "Abbiamo solamente l'1-2% del mercato transatlantico, di modo che - al fine di essere presi sul serio - abbiamo bisogno di una quota maggiore" continua.

Comunque, mentre molti vettori stanno infatti assistendo all'imbarco di un numero minore di TEU sulle loro navi, come la Evergreen che ha trasportato complessivamente 42.124 TEU nel primo trimestre del 1999 rispetto ai 52.024 TEU dello stesso periodo del 1998, da tutto ciò discende che i vettori marittimi stanno trasportando meno volumi in un periodo in cui anche il mercato stesso è di dimensioni minori (v. Tabella 2).

I TEU complessivamente trasportati nell'ambito del mercato da tutti gli operatori nel primo periodo del 1999 sono stati 438.035, rispetto ai 462.530 TEU del corrispondente periodo dello scorso anno.

E' interessante notare come i primi dieci vettori in classifica abbiano accumulato 307.871 TEU nel primo periodo di quest'anno, con un calo rispetto ai 333.169 TEU trasportati nel periodo corrispondente dello scorso anno.

Ciononostante, i vettori marittimi del Nord Atlantico stanno ancora effettuando operazioni a nave completa. La Maersk, che fa parte del Gruppo AP Moller, conferma di stare "trasportando buoni volumi a navi complete e, di conseguenza, di non avere riscontrato impatti particolari sui volumi". Opinione, questa, condivisa da Wakeling, il quale sostiene che "la K Line non ha sperimentato in alcun modo cali nei volumi".

Pertanto, cosa riserva il futuro per i traffici transatlantici? Allan ritiene che l'attuale situazione possa essere mantenuta tale solo per poco, prima che occorra intraprendere qualche azione. "Se i ricavi non coprono i costi, può darsi che occorra ridurre la disponibilità di servizio. Speriamo che, alla fine della giornata, il settore capisca che le tariffe al momento sono troppo belle per essere vere e che la gente sia pronta a concordare incrementi ragionevoli" afferma.

La Sea-Land è d'accordo circa il fatto che le cose debbano cambiare: "La risposta sul lungo termine è un approccio più razionale che si concentri sulla ricerca delle esigenze del cliente. Il nostro settore non si può permettere di offrire un prodotto che vada bene per tutti i clienti".

Il TACA ha già fissato aumenti tariffari in direzione ovest, con un incremento di 150 dollari USA per contenitore da 20 piedi a partire dallo scorso 15 giugno. I vettori ritengono che questa costituisca un'iniziativa essenziale per far sì che i profitti ritornino nel 1999 ed oltre. "A meno che i vettori non assistano ad un miglioramento delle tariffe ed all'aumento dei ricavi generati dalle movimentazioni in direzione ovest, allora la capacità dovrà essere tenuta sotto controllo. I vettori possono permettersi di essere soggetti a così tanti volumi a tariffe così basse?" si chiede Allan.

Wakeling, pur accettando la cosa, afferma che i vettori debbono ancora adottare un approccio prudente. "La pressione sulle tariffe continuerà fino a quando l'offerta supererà la domanda, ma il fattore più importante per i vettori consiste nel conservare un atteggiamento ragionevole nei confronti delle tariffe" avverte.

Halliwell è ottimista circa gli incrementi del TACA: "Dati gli aumenti fissati dal TACA in direzione ovest, io spero che un modesto aumento tariffario possa fornire un aiuto alle linee di navigazione, in un momento in cui molte di esse continuano a perdere denaro" afferma.

Braun confida che il mercato possa accettare il fatto che gli aumenti tariffari sono necessari. "Il transatlantico ha clienti diffusi ovunque. Certo, sono sempre stati proprio quei clienti ad effettuare pressioni in continuazione, ma penso che ve ne sia un numero uguale che è già pronto a guardare alle cose in modo più razionale ed a comprendere come stanno le cose quando una linea di navigazione dice di non essere assolutamente più in grado di diminuire i prezzi ulteriormente" spiega.

Ma questi clienti sono davvero pronti a capire, se - come si è detto - il Nord Atlantico è troppo bello per essere vero? La risposta è probabilmente sì, secondo la NITL (Lega Nazionale Trasporto Industriale statunitense), un'organizzazione che rappresenta gli interessi dei principali caricatori degli Stati Uniti. "Nel complesso, i caricatori statunitensi non hanno grosse lamentele nei confronti del servizio che in questo momento ottengono nel Nord Atlantico" essa conferma.

Christopher Taylor, direttore generale della Acordis Exports, che assicura i servizi distributivi della Acordis Group, branca marittima della Akzonobel, specialista in prodotti in fibra, afferma che i caricatori attraverso l'Atlantico stanno traendo vantaggio dall'attuale situazione. "I vettori marittimi erano stati presi dal panico, tanto da concordare tariffe molto basse alla fine del 1998 per i 12 mesi seguenti; e ciò semplicemente perché i vettori stessi volevano garantirsi una quota di mercato qualsiasi prima che la deregolamentazione marittima statunitense divenisse legge" afferma. Continua Taylor: "I vettori marittimi stessi, poi, non avevano previsto gli incrementi del mercato cui assistiamo adesso, di modo che le navi sono piene, ma a tariffe molto basse". Ciononostante, Taylor ammette che le tariffe dovranno aumentare. "Sì, le tariffe dovranno aumentare, è evidente se si guarda la situazione attuale, ma non dovranno certo tornare agli assurdi prezzi applicati un tempo" sostiene.

Christopher Welsh, segretario generale dello ESC, continua sul tema: "Vi è ora un giusto equilibrio tra caricatori e vettori marittimi. Non vi è mai stata una situazione così nel Nord Atlantico, i vettori stanno imparando a gestire i propri beni molto meglio. Ci si aspetta che questo traffico resti in salute. I vettori trarranno vantaggio dalla deregolamentazione poiché essa li mette in condizione di fruire di relazioni migliori con i propri clienti" sostiene.

Tuttavia, i vettori marittimi sono d'accordo su tutto ciò, in particolare in relazione all'OSRA? La Sea-Land osserva che "c'è ancora molta strada da fare per realizzare l'intero potenziale delle opportunità commerciali offerte dall'OSRA". Peraltro, il vettore ritiene che, allo scopo di conseguire tale risultato, "sia i vettori che i caricatori debbano cambiare allo scopo di reperire modalità maggiormente produttive e meno costose per i servizi di trasporto, distribuzione e movimentazione".

Si tratta di una opinione condivisa dalla Maersk. Essa afferma che la OSRA sta creando una tendenza nel cui contesto vi è "la crescente volontà di siglare contratti di servizio, con maggiori volumi di traffico - rispetto a prima - già movimentati mediante singoli contratti di servizio". Inoltre, questo vettore si aspetta di "entrare in maniera più pesante in associazioni con i nostri clienti, elaborando soluzioni di trasporto che si adattino alle esigenze della clientela".

Nello stesso tempo, Allan spiega perché coloro che sono impegnati in trattative dovrebbero "trovare comoda" la situazione risultante dall'OSRA. "Si dovrebbe rammentare che, a prescindere da ciò che viene discusso, sono state pubblicizzate solo quattro problematiche. Si tratta del raggio d'azione geografico dell'accordo, dell'impegno minimo, del termine o della validità del contratto e, in fine, della merce in questione. E poi, niente di più" ha dichiarato.

Braun parla più specificamente dal punto di vista dei vettori marittimi degli effetti dell'OSRA: "Prima negli Stati Uniti tutto quanto era libero. Ora il punto di riferimento è stato rimosso, e questo crea un grosso problema. Segnatamente, quando ci viene richiesto di fissare una tariffa, su che cosa ci basiamo? Non ci si può basare sulle tariffe di mercato poiché è impossibile accertare con esattezza quali siano attualmente" avverte.

Halliwell è più filosofo. "Certo, l'OSRA ha generato un'aspettativa circa la possibilità che le tariffe rimangano basse, ma resta essenziale per i vettori restare ciononostante innovativi, pur cercando di ridurre i propri costi" ha concluso.
