Trasporto marittimo

La APL non si demoralizza

Nel contesto del settore dello shipping, la APL è un vettore marittimo di alto profilo. Essa ha recentemente fatto titolo sulla stampa, quando la società-madre NOL ha annunciato perdite per 151 milioni di dollari USA nel 2002. Ciononostante, la APL non è la sola ad essere in questa situazione, dato che la maggior parte dei principali vettori marittimi sono attualmente in cattive condizioni finanziarie. Il presidente della APL per l'Asia, Ken Soerensen, asserisce: "Tutti quanti hanno sezionato le nostre prestazioni. Tutti noi sappiamo che non sono state buone, ma guardiamo al futuro: Noi vogliamo che tutto il settore vada bene, non solo la APL. Se ci si trova in un settore in brutte acque, non si riesce ad attirare il personale giusto, cosa che invece sarebbe decisiva per il nostro futuro".

Soerensen non è molto ottimista per l'intera annata 2002. Le deboli tariffe di nolo transpacifico bloccate per l'intera annata hanno apportato seri danni alla APL. Le recenti notizie del ritiro della TransPacific Lines e della ristrutturazione della Senator Lines non hanno incoraggiato sentimenti di stabilità nel settore. Peraltro, la APL spera in tempi migliori nel 2003 ed oltre, ed i più alti livelli della dirigenza intendono proiettare questo approccio positivo su tutti i livelli della società su base globale. Afferma Soerensen: "Una grossa porzione della nostra strategia futura risiede nel supporto alla profittabilità, anche quando le tariffe sono sfavorevoli. Ciò si può conseguire facendo sì che l'intera organizzazione venga indotta a prendere le decisioni giuste, sia nei buoni che nei cattivi periodi".

Continua Soerensen: "Noi siamo cautamente ottimisti circa il 2003, dato che i nostri volumi stanno crescendo e le tariffe di trasporto stanno cominciando a migliorare. Tutto ciò però è relativo, dal momento che non possiamo prevedere ciò che accadrà nell'economia mondiale. Inoltre, esistono alcuni altri fattori che possono fare la differenza, come la possibile guerra nel Medio Oriente, un qualsiasi altro attacco terroristico del tipo 11 settembre oppure il verificarsi o meno di una recessione a discesa doppia negli Stati Uniti. Comunque, saremo ben pronti ad adeguarci di conseguenza".

Anche i vettori giapponesi MOL, NYK e K Line hanno recentemente previsto un miglioramento delle prestazioni nel 2003.

La tabella mostra che i punti di forza del servizio della APL risiedono nei traffici est/ovest, in particolar modo nel transpacifico, dove essa effettua operazioni in 10 tratte con i suoi soci della NWA (New World Alliance). Le statistiche della PIERS mostrano come la APL abbia avuto una quota rispettivamente dell'8,1% del mercato in direzione est ed una quota del 9,7% di quello in direzione ovest nel terzo trimestre 2002. Tali cifre mettono in evidenza la sua esposizione in questo traffico. E' abbastanza interessante notare che, sebbene i volumi in direzione est della APL nel periodo di punta del terzo trimestre siano aumentati del 16% rispetto allo stesso periodo del 2001, la sua quota di mercato sia diminuita rispetto al precedente 8,5%.

Commenta Soerensen: "Abbiamo utilizzato il 2002 per piazzarci in posizione adeguata rispetto alla prevista ripresa del 2003. I segnali sono positivi e le tariffe sono in stabile ripresa mentre ci si avvia verso il nuovo periodo contrattuale nel transpacifico. L'anno prossimo otterremo tariffe in aumento". I vettori marittimi quest'anno sono stati colti in castagna per non avere insistito per avere incrementi tariffari proprio appena prima che i volumi dei carichi inaspettatamente decollassero. Essi non vogliono fare di nuovo lo stesso errore e per diversi mesi. Le linee-guida del TSA hanno avvertito i caricatori di aspettarsi tariffe molto più elevate nel 2003. Soerensen ha fatto presente che importanti clienti della APL hanno già accettato in linea di principio gli aumenti. Egli ha aggiunto che - e si tratta di una cosa incoraggiante - a partire dalla metà del 2002 vi sono stati miglioramenti del livello tariffario ottenuti nel minore mercato del C&F.

Il traffico transpacifico è stato una sorta di montagne russe per i vettori marittimi nel 2002, con scarsa profittabilità, intensi e rapidi picchi della domanda e crescente concorrenza, ed è culminato nel costoso blocco per dieci giorni dei porti della Costa Occidentale degli Stati Uniti a settembre. La APL ha mostrato un atteggiamento assai favorevole nei confronti dei suoi caricatori nel corso di questo difficile periodo. A differenza di alcuni dei suoi concorrenti, essa non ha sospeso le prenotazioni nel corso del blocco, sebbene si potrebbe anche sostenere che si sia trattato di una strategia rischiosa. "Era tempo di farci conoscere come vettore di punta" afferma il citato dirigente. Quando la situazione si è schiarita, la APL - a detta di Soerensen - ha ricevuto risposte molto positive dai propri clienti. Un altro fattore interessante derivato dal blocco, a suo giudizio, è stato che il trasporto marittimo è di nuovo in cima all'agenda dei direttori generali delle società multinazionali. E ha altresì attirato l'attenzione - di cui si sentiva il bisogno - sul fronte del porto.

La APL ha dovuto confrontarsi con parecchi problemi operativi nel corso di questo periodo e, come la maggior parte dei vettori, è stata costretta ad abbandonare alcuni porti di scalo. Alcuni servizi di cabotaggio marittimo inter-asiatici hanno dovuto subire una carenza di equipaggiamento vuoto di ritorno dagli Stati Uniti, ma complessivamente la compagnia di navigazione si è data da fare per farvi fronte. Essa ha dirottato alcuni carichi alla volta dei porti della Costa Orientale degli Stati Uniti, sebbene lo spazio fosse limitato, e ha altresì incrementato le sistemazioni alla volta della Costa Orientale sul proprio servizio APX (Atlantic Pacific Express).

Oltre al blocco della Costa Occidentale statunitense, un altro difficile problema per la APL, anzi per tutti i vettori marittimi, è costituito dalla dichiarazione del manifesto di carico che le dogane statunitensi desiderano con 24 ore di anticipo. A partire dal 2 dicembre 2002, ai vettori è stato richiesto di trasmettere con 24 ore di anticipo rispetto al carico della nave i manifesti di carico completi alle dogane statunitensi per tutte le navi che scalano i porti degli Stati Uniti. E' stato concesso un periodo di dilazione di 60 giorni sino al 30 gennaio 2003 al fine di consentire agli interessati di adeguarsi a tale norma. Commenta Soerensen: "Ciò per noi comporterà implicazioni di lunga portata, ma ancora di più lo sarà per i nostri clienti. Abbiamo allestito squadre speciali e passato molto tempo con i nostri clienti e con le autorità competenti affinché tutti quanti possano riuscire ad attenersi a tale normativa. E' importante che il sistema sia "fattibile" e pratico e che si mantenga tale. Non possiamo caricare la merce senza la documentazione approvata dalle Dogane degli Stati Uniti, e perciò è necessaria una stretta collaborazione da parte di tutti gli interessati".

Un'altra principale direttrice di traffico per la APL è rappresentata dai traffici Asia/Europa, che per la compagnia di navigazione quest'anno hanno rappresentato un'attività intensa nei due sensi. Esso era partito male quando il servizio NEX della NWA, inaugurato solamente nel luglio 2001, è stato alla fine interrotto nel febbraio 2002. Spiega Soerensen: "I cicli di traffico sembrerebbero essere più brevi in questi giorni. Quando questo servizio venne concepito, ritenevamo che il 2001 fosse molto migliore di quanto poi non si sia dimostrato. Il prodotto era buono, ma non funzionava bene dal punto di vista commerciale". La APL dall'estate 2002 disponeva di un accordo a breve termine per l'acquisizione di spazi-containers con la Hanjin. L'accordo da 200 TEU alla settimana era stato messo a punto al fine di far fronte alla domanda non soddisfatta dal tonnellaggio in servizio presso la APL, ma è scaduto alla fine del 2002. Il dirigente ha aggiunto che, dal momento che possono volerci da 24 a 36 mesi per la costruzione di nuove navi, può anche darsi i vettori marittimi - unitamente agli economisti - talvolta calcolino male il livello della domanda futura. Detto ciò, gran parte se non tutti i fattori economici sono senza dubbio al di là del controllo delle linee di navigazione.

Malgrado ciò, alla fine la APL è stata incoraggiata dai livelli di trasporto marittimo di merci su questa importante direttrice di traffico. L'incremento di 250 dollari USA/TEU in direzione ovest della FEFC a luglio del 2002 secondo la APL ha riscosso molto successo. "Da una spiacevole situazione nella prima metà del 2002, stiamo arrivando in acque più calme. Meno del 40% dell'attività complessiva in questa direttrice di traffico consiste di contratti a lungo termine e vi è una fetta un po' più grossa di mercato che è controllata dagli operatori non vettori e dagli spedizionieri. E ciò lo rende molto più dinamico" spiega Soerensen.

Sebbene la Cina costituisca sempre un'alta priorità, sia per quel che riguarda il mercato transpacifico che per quanto attiene al mercato Asia/Europa, la APL tiene bene in vista anche un altro mercato: l'India. La compagnia di navigazione mantiene una presenza nel paese da qualche tempo e dispone di propri servizi dedicati (il REX ed il WAX) che collegano l'India rispettivamente con il Medio Oriente e con l'Asia settentrionale. Un recente sviluppo è stato rappresentato dall'ingresso della APL nel mercato India/Costa Orientale degli Stati Uniti. Essa ha impiegato la CMC Pearl da 2.245 TEU nel servizio effettuato con otto navi dalla CMA CGM, dalla Contship e dalla SCI. In programma, c'era la sostituzione dopo due viaggi della CMC Pearl con la APL Dalian da 2.468 TEU di nuova costruzione.

Commenta Soerensen: "L'India ha un gran potenziale irrealizzato. Oggi, solo il 43% delle merci containerizzabili viene movimentato in contenitori e l'India vorrebbe incrementare la propria percentuale di traffici mondiali dallo 0,7% all'1,0%. Mettendo tutto ciò assieme, crediamo che una crescita annua del 15-20% per l'intero settore non sia fuori questione e che alla fine questo mercato rappresenterà per noi un centro di attenzione". E' interessante notare come la APL si sia servita anche del servizio Indamex per sbrigare qualche arretrato inerente al traffico transpacifico. I carichi vengono raccordati da Singapore al fine di connetterli al servizio a Colombo, dando così alla compagnia di navigazione una ulteriore opzione che non si offre a molti dei suoi concorrenti.

I vettori marittimi in genere sono evasivi quando si parla delle future associazioni di servizio, ma un'altra occhiata al quadro dei servizi rivela che la APL non è uno dei principali operatori nord/sud né un soggetto del mercato Europa/India. Questa è senza dubbio una futura opportunità da seguire per la APL, ma si dovrebbe ricordare quanto intensa sia la concorrenza nel traffico dall'Europa all'India. Diversi nuovi arrivati asiatici nel 2001 si sono dati all'applicazione di prezzi rapaci, il che per un certo periodo ha notevolmente abbassato la media delle tariffe. E poi c'è l'Africa da prendere in considerazione. Spiega Soerensen: "Come vettore, noi dipendiamo molto dai traffici transpacifico ed Asia/Europa. Abbiamo allestito anche la nostra rete transatlantica, dove realizziamo profitti. E' chiaro che alcuni allacciamenti ci mancano e non abbiamo collegamenti veri e propri da e per l'Africa. Noi serviamo l'Africa orientale dove ci siamo recentemente trasferiti nel giro di una settimana, spostando il trasbordo da Aden e Jeddah a causa dell'aumento dei sovrapprezzi dovuti ai rischi di guerra. Questo trasferimento provvisorio ha ancora una volta dimostrato la nostra flessibilità".

Forse l'ingresso della APL nei traffici Costa Orientale USA/India mette in evidenza la filosofia del vettore nei confronti del proprio benessere futuro. "La decisione di occuparsi di una certa direttrice di traffico dipende dalla sua opportunità di profitti. La gente parla sempre di nuovi arrivati che acquisiscono carichi, ma noi non faremo così, noi cercheremo di guadagnarci quote di mercato. Il nostro desiderio iniziale è quello di ottenere una quota del mercato che dia profitti" spiega Soerensen.

Il mantra della APL per l'anno che viene è: "Mai dire no ad una richiesta di prenotazione, piuttosto chiedere una tariffa più alta". I vettori marittimi potrebbero sostenere di essere sempre stati commercialmente consapevoli e di avere sempre avuto in mente l'obiettivo del profitto. I fattori dell'offerta e della domanda hanno senza dubbio un notevole impatto sui livelli tariffari dei noli, ma vi sono numerosi esempi di prezzi predatori, in particolar modo da parte dei vettori asiatici, che contraddicono ciò.

Sostiene Soerensen: "Siamo passati da un sistema di caccia libera ad un sistema di ottimizzazione dei noli. Ora si bada molto alla gestione dei profitti e tutti sanno sin dalla fase della prenotazione di che cosa si ha bisogno per raggiungere il punto di pareggio. Si tratta tanto di scegliere il corridoio giusto, quanto di scegliere il carico giusto. Non abbiamo il timore di perdere il carico a causa di una tariffa sbagliata. Alcuni vettori marittimi probabilmente non comprendono per intero la loro struttura tariffaria, ma noi disponiamo degli strumenti giusti per calcolare i nostri costi di raccordo, di affitto di spazi-containers e così via. Siamo concentrati sul farci pagare per tutti i servizi che forniamo e sul non dar via tanti "omaggi". E c'è bisogno che tutto ciò si diffonda nell'intero settore".

Ad esempio, Soerensen ha suggerito che, dando ad un cliente due settimane di tempo per una controstallia in Iran, il personale in loco avrà bisogno di sapere quale impatto tutto questo avrà sul resto della struttura. Ciò potrebbe conservare il cliente alla APL, ma il profitto netto per questa spedizione sarebbe zero e ne risulterebbe la riduzione dei viaggi annui di quei containers. Secondo Soerensen, se si potesse inculcare questo tipo di mentalità nella testa di tutti quanti prima che vengano prese le decisioni, allora la profittabilità della APL potrebbe essere massimizzata nel 2003.
