CAPITOLO 2 LA DOMANDA DI MOBILITA': SITUAZIONE ATTUALE E TENDENZE EVOLUTIVE

2.1 Lo scenario nazionale

L'attuale quadro dei volumi di traffico di passeggeri e merci conferma l'assoluta prevalenza del trasporto su strada, sia nel traffico merci (oltre il 60%) che di quello passeggeri (oltre l'85%). Per i passeggeri è stata continua la riduzione della quota ferrovie (dal 18,3 del ‘70 al 10-11% del ‘97), cui fanno riscontro i consistenti aumenti del trasporto su strada, aereo, e su mezzi collettivi su gomma. Marginale il cabotaggio marittimo (intorno allo 0,6%). Anche per le merci la quota assorbita dal traffico ferroviario diminuisce costantemente negli ultimi 25 anni, attestandosi nella seconda metà degli anni '90 intorno al 13-14%. Analoga riduzione si è avuta nel trasporto di cabotaggio (circa il 18%), mentre la quota dell'autotrasporto è aumentata dal 44% del ‘70 ad oltre il 60% nel 1995-'97. Marginali risultano anche il trasporto aereo e la navigazione interna.

Per gli scambi internazionali continentali le merci a basso valore aggiunto viaggiano su mezzo navale, le altre su vettore stradale (60% circa).

La costruzione di uno scenario nazionale sull’evoluzione della domanda di mobilità delle persone e di trasporto delle merci presuppone l’utilizzo di adeguati strumenti quantitativi di valutazione, da inquadrare all’interno di una approfondita analisi qualitativa che identifichi le principali criticità presenti nei diversi comparti del trasporto. L’obiettivo dell’analisi della domanda è rispondere a tre quesiti:

di quanto si presume che la domanda (merci e passeggeri) possa crescere da oggi all’anno orizzonte, in funzione dell’andamento del reddito, degli investimenti, della domanda internazionale;

quali sono i principali cambiamenti in atto nella domanda di mobilità (tipologia, scelta modale, distanze percorse);

in che misura la domanda può essere governata anche in funzione di obiettivi non strettamente economici (ambientali, sociali, etc.).

La costruzione degli scenari quantitativi integrati di domanda verrà effettuata con l’ausilio del sistema informativo per il monitoraggio e la pianificazione nei trasporti, sfruttandone la capacità di disaggregazione territoriale dei dati.

In particolare, un primo risultato si otterrà con l’elaborazione di dati sull’andamento della domanda di mobilità merci e passeggeri, partendo dall’anno base (1995), con riferimento ad almeno due scenari ("Alto" e "Basso") definiti per l’anno orizzonte 2010.

Per rendere più articolate le conclusioni di carattere quantitativo si approfondirà poi, mediante interviste e incontri con operatori ed associazioni di categoria, se e in che misura gli interventi considerati corrispondono alle esigenze future della domanda di mobilità. Si stimerà, infine, con il supporto di adeguati strumenti di analisi e di simulazione, l’elasticità della domanda a politiche di incentivazione e di regolazione.

Il Paese presenta problematiche di particolare complessità dovute alla contemporanea presenza di:

eccesso di domanda (e conseguenti carenze infrastrutturali) nelle aree più ricche e dinamiche, che rivendicano interventi in autostrade, ferrovie, trafori alpini, porti ecc. motivandoli come indispensabili a far crescere il sistema produttivo nel quadro europeo;

esiguità di domanda (e conseguente modesta redditività attesa delle infrastrutture) nelle aree più arretrate e meno dinamiche, che con analoga intensità lamentano il fatto di essere abbandonate a se stesse e che in assenza di interventi rischierebbero la definitiva emarginazione.

Soprattutto in relazione al secondo punto, esiste una diffusa tendenza a ritenere che l’infrastruttura di trasporto sia condizione non solo necessaria, ma anche sufficiente a garantire lo sviluppo economico di un’area o di un paese. In realtà, la relazione tra livello degli investimenti in infrastrutture e sviluppo economico è più complessa. Da un lato quest’ultimo genera una domanda di infrastrutture che deve essere soddisfatta, pena il rallentamento del ritmo di crescita; dall’altro la disponibilità di infrastrutture rappresenta fattore di sviluppo delle aree più arretrate laddove sussistano altre essenziali condizioni. Infatti, al di sopra di un livello di dotazione infrastrutturale minima, che comunque un paese sviluppato come il nostro ha già raggiunto anche nelle aree più arretrate, la presenza di migliori infrastrutture di trasporto è solo in alcuni casi elemento determinante per le decisioni localizzative delle attività produttive. Altri fattori entrano in gioco, quali ad esempio il minore costo del lavoro, la riduzione di fenomeni criminali e l’illegalità, un migliore rapporto con le amministrazioni locali.

Anche l’obiettivo occupazionale collegato alla realizzazione di nuove opere non è dunque sufficiente se considerato a sé stante, ma va inserito in un contesto in cui prevalgono le seguenti considerazioni:

il contributo positivo e duraturo sul sistema economico e sulla qualità della vita degli investimenti infrastrutturali deriva dall'effettivo utilizzo delle opere e dal valore che gli utenti percepiscono dai servizi generati;

l'innovazione tecnologica nel settore delle costruzioni ha ridotto l'utilizzo di manodopera per le grandi opere infrastrutturali;

per ogni intervento il volume di occupazione va valutato sia nella fase di cantiere sia quando l'opera andrà a regime.

L'investimento infrastrutturale nei trasporti acquista un particolare valore se si inserisce in un più ampio pacchetto di interventi di politica economica per un disegno unitario di sviluppo. Occorre perciò una valutazione delle attività produttive già presenti e la verifica degli obiettivi di politica industriale e di occupazione che si intendono perseguire, al fine di un unico quadro programmatico di riferimento degli interventi infrastrutturali nei trasporti.

Nelle aree (Veneto, Emilia, Lombardia ecc.) in cui la domanda di mobilità è superiore all'offerta, il PGT proporrà interventi diretti a influire su entrambe le lame della forbice, ma individuerà anche direttrici di sviluppo che tendono a orientare la domanda verso l'impiego di mezzi di trasporto più compatibili con il riequilibrio territoriale, sociale e ambientale. Infatti, si potrebbero determinare presto significativi cambiamenti a seguito di due fattori:

un rallentamento dei processi di industrializzazione (anche per la saturazione nell'uso del territorio e per scarsità di manodopera) a favore di attività più legate ai servizi (turismo, terziario avanzato ecc.);

una minore influenza della crescita del reddito sulla domanda di mobilità, dovuta sia a nuove forme di organizzazione del lavoro; sia alla razionalizzazione dei flussi di trasporto (ad esempio l'aumento del coefficiente di riempimento dei camion).

Nel Mezzogiorno gli interventi del PGT vanno interpretati come strumenti atti a favorire lo sviluppo economico, soprattutto nell'attuale fase di globalizzazione dei mercati e di centralità del Mediterraneo, con l'obiettivo di promuovere lo sviluppo endogeno e di favorire l'insediamento di nuove attività da altre regioni del Paese e dall’estero.

Ai fini della costruzione di scenari di domanda è necessario precisare:

gli indirizzi di politica industriale e di politica dell'occupazione che si intendono perseguire. A ciascuno di essi (turismo, distretti industriali, grandi impianti industriali) corrisponderà una determinata domanda di mobilità e un adeguato programma di sviluppo dell'offerta di infrastrutture e servizi;

in che misura occorra una ridefinizione dei flussi di mobilità (viaggi periodici verso i paesi d'origine, interscambio di merci) in seguito alla crescente immigrazione con l'inserimento stabile di manodopera straniera. In più va riconsiderata la posizione di alcune regioni meridionali (come Sicilia, Calabria e Puglia) che da aree periferiche rispetto all'Europa divengono aree centrali rispetto al Mediterraneo;

la possibile funzione dei porti - in particolare nel sud Italia - in relazione al rischio di una possibile sovracapacità a causa del rapido sviluppo dell'offerta portuale. Secondo alcuni osservatori il traffico container nel Mediterraneo crescerà nel prossimo decennio al ritmo del 7% l'anno, ma nel 2008 l'offerta portuale salirà di circa tre volte e i traffici cresceranno solo del 123%.

 

2.2 Gli scenari internazionali: i grandi corridoi

La crescente globalizzazione dell'economia ha sviluppato su tutte le direttrici il trasporto delle merci e delle persone.

Il Mediterraneo e i Balcani, e di conseguenza l’Italia, sono diventati nuovamente centro di flussi importanti del traffico di merci e passeggeri. Dal punto di vista geografico, la penisola italiana si trova al crocevia di tre grandi direttrici di collegamento mondiali: la direttrice est-ovest, dai Balcani e dall'Europa orientale verso l'Europa occidentale e la penisola iberica; la direttrice nord-sud tra l'Europa meridionale e centrale, il nord Africa e i Paesi del vicino e Medio Oriente; la direttrice est-ovest che, attraverso Suez e il Mediterraneo, collega l'Estremo Oriente con l'Europa occidentale.

L’allargamento dell’Unione Europea e le negoziazioni per la futura adesione di alcuni paesi dell’Europa Centrale, e più in prospettiva dei Balcani, fanno ritenere che la crescita degli scambi commerciali fra i paesi dell’area europea andrà ulteriormente rafforzandosi nei prossimi anni. Più difficile è invece prevedere cosa accadrà con l’area dell’ex Unione Sovietica, che pure è attualmente in forte espansione, ma dove il processo di riforma politica ed economica presenta ancora notevoli elementi di incertezza.

In termini assoluti, l’interscambio con i paesi dell’Est è relativamente modesto (circa il 3-4% del totale delle esportazioni dell’UE). Le prospettive sono comunque particolarmente incoraggianti e fanno ritenere che si andrà consolidando un trend di crescita a cui si accompagnerà, come sta già avvenendo, un progressivo spostamento dai prodotti tradizionali (prodotti agricoli, cereali e materie prime minerarie) a quelli manifatturieri, sia in entrata sia in uscita dall’area. Stanno inoltre giocando un ruolo determinante gli investimenti diretti delle imprese europee verso i paesi economicamente e politicamente più stabili della regione.

Se dal lato della domanda sembrano esistere le condizioni per un progressivo incremento degli scambi di beni e servizi, dal lato dell’offerta le maggiori preoccupazioni riguardano la sua struttura e la qualità del servizio.

Più in generale, i paesi dell’Europa centrale hanno sub'to conseguenze molto significative dal passaggio da un sistema economico e politico centralizzato all’economia di mercato. Tale processo ha avuto forti ripercussioni anche nei trasporti, a causa del riorientamento del traffico commerciale verso l’Occidente al quale ha coinciso un rapido aumento del trasporto su strada. I paesi dell’Europa Centrale possono infatti essere considerati come aree di transito dell’intero continente e, come tali, sono attraversati da un numero significativo di corridoi est-ovest e nord-sud, sia ferroviari che stradali, che però non sono attualmente in grado di sopportare crescenti flussi di traffico e necessitano in vari punti di urgenti interventi di miglioramento nelle infrastrutture e, soprattutto, nella gestione dei servizi. Analoghe situazioni si verificano nei paesi dell’Europa centro-meridionale (i Balcani) sulle direttrici nord-sud dal Mar Nero e la Grecia ed est-ovest da e per l’ex Unione Sovietica, dove si sono venuti a determinare numerosi colli di bottiglia nei punti di collegamento con i paesi occidentali.

La politica comunitaria dei trasporti è fortemente orientata verso la ricerca di soluzioni per il riequilibrio modale a favore del mezzo su rotaia, soprattutto per quanto riguarda il trasporto delle merci. Una delle iniziative più recenti in tal senso ha riguardato la creazione di corridoi ferroviari aperti per il traffico delle merci. Il primo corridoio riguarda il collegamento nord-sud fra i porti del Baltico e quelli del Mediterraneo, passando attraverso le principali aree industriali europee e italiane. Altri corridoi dovrebbero nascere.

Per quanto riguarda il Mediterraneo in particolare, nei paesi della sponda mediterranea si è registrato un drastico rallentamento del tasso di crescita del PIL facendo diminuire il reddito pro capite. Si è aggravato il divario tra le due sponde del Mediterraneo e il mancato sviluppo industriale ha fatto si che l'area sia di fatto rimasta fortemente dipendente dalle materie prime minerarie e agricole mentre l'industria manifatturiera ha stentato a decollare. I flussi commerciali sono tra Nord e Sud. Il turismo ha subito le conseguenze negative dell'instabilità politica e sociale. Tale situazione ha generato forti flussi migratori verso l’Europa. Il rilancio della regione su scala internazionale è legato a:

l'adozione di politiche economiche di riequilibrio strutturale, di privatizzazione e di liberalizzazione e una maggiore competitività delle esportazioni,

una maggiore stabilità politica e militare e una maggiore moderazione dell'estremismo religioso,

un rinnovato interesse per il Mediterraneo da parte dell'Unione europea e, in prospettiva, la creazione di una zona di libero scambio con controlli doganali semplificati,

una capacità di attrazione di capitali per investimenti diretti,

il permanere dell'aumento, registrato negli ultimi anni, degli scambi commerciali a direttrice sud-sud con l'Estremo Oriente – già oggi vi sono importanti sintomi di ripresa economica nell'area, soprattutto occidentale (ad esempio, in Marocco) -.
