CAPITOLO 6 I servizi marittimi di linea per il trasporto container nei porti italiani

 

Il sistema dei trasporti del nostro paese ha compiuto i progressi maggiori negli anni Novanta nel settore dei traffici marittimi containerizzati. Gli indici che evidenziano questo successo sono il numero di container movimentati nei porti, il numero di servizi di linea che toccano i porti italiani, la frequenza di questi servizi espressa in partenze settimanali, il numero dei paesi esteri raggiungibili mediante questi servizi, e i transit times dei servizi di linea offerti.

Un contributo importante a questo sviluppo è stato dato dai porti del Mezzogiorno (Gioia Tauro, Napoli, Salerno). Paragonata con altri paesi che si affacciano sul Mediterraneo, la situazione dell’Italia si rivela all’avanguardia.

Paragonata con i porti europei del Northern Range, essa si trova in posizione competitiva sia sulle rotte del Far East che sulle rotte dell’Africa e del Sud America.

La chiave di volta di questo successo risiede in diversi fattori:

nell’estensione della tecnica del transhipment, la quale ha consentito di servire anche mercati e destinazioni a domanda debole e non sufficientemente sviluppata che altrimenti sarebbero stati emarginati dai grandi flussi di traffico,

nella riduzione dei costi di handling portuale grazie a una maggiore flessibilità della forza lavoro,

nella privatizzazione delle banchine, che ha consentito l’ingresso di operatori specializzati in grado di investire in tecnologie avanzate di movimentazione e di gestione dei terminal,

nella presenza di un terziario marittimo ad alta professionalità in grado di tessere relazioni internazionali e alleanze con i principali operatori marittimi del settore,

nello sviluppo della logistica portuale che ha consentito di realizzare una maggiore fluidità ed affidabilità nella catena del trasporto da origine a destino,

nello sviluppo dei servizi ferroviari e della rete di inland terminal sia pubblici che privati.

Questi fattori di successo hanno assorbito anche i possibili fattori negativi derivanti dalla cessione di compagnie di navigazione italiane specializzate nei traffici containerizzati a compagnie estere di maggiori dimensioni.

 

6.1 Le statistiche dei traffici containerizzati dei porti italiani

Le statistiche mondiali dei traffici containerizzati, espresse in 1 TEU (twenty equivalent unit) per ogni container da 20 piedi, non indicano il numero dei container transitati nei porti ma il numero di movimenti (moves) che i medesimi container hanno subito nel transito per i porti. In questo modo si dà luogo a frequenti duplicazioni, che aumentano man mano che si estende la tecnica del transhipment.

Un esempio potrà meglio illustrare in che modo la statistica portuale può portare a forti "illusioni ottiche" sulla consistenza del traffico effettivo. Una partita di giocattoli cinesi destinata a Milano e stivata dentro un container da 20’ può essere imbarcata (1) su una nave feeder in un porto cinese con destinazione Singapore. A Singapore viene sbarcata (2) e reimbarcata (3) su una nave-madre in partenza per Gioia Tauro. Nel porto calabro viene sbarcata (4) e reimbarcata (5) su una nave feeder con destinazione Genova. Nel porto ligure viene sbarcata (6) per essere avviata via camion a Milano, sua destinazione finale. Lo stesso container da 1 TEU ha subito sei movimentazioni e quindi nelle statistiche della portualità internazionale conterà per 6 TEU. Qualora il nostro container tornasse vuoto, seguendo lo stesso itinerario, esso verrà contato a compimento del viaggio 12 volte. Analoghe distorsioni si possono verificare quando si traducono i TEU in tonnellate. Nel caso specifico, ammesso che il carico di giocattoli pesi 10 ton, risulterebbe che ne siano state trasportate 120 invece di 10.

La pianificazione di un sistema di trasporti necessita di statistiche in grado di valutare con buon grado di approssimazione la domanda effettivamente soddisfatta, sia in termini di tonnellaggio che in termini di valore.

Allo stato attuale ci si può avvicinare a questo obbiettivo solo se i singoli terminalisti ed i singoli porti, nelle loro rilevazioni statistiche, si fanno carico di:

indicare la quota di transhipment sul traffico totale,

separare i pieni dai vuoti,

separare i container a pieno carico (FCL, full container load) dai container a carico parziale (LCL, less then container load),

rilevare sulla base dei documenti di viaggio e dei documenti doganali la tipologia di merce sbarcata e imbarcata nei container,

distinguere i traffici per grandi bacini o grandi range portuali di origine/destinazione.

Lo stato attuale delle statistiche fornite dai porti italiani e da fonti ufficiali come l’ISTAT non consente un sufficiente grado di approssimazione nella conoscenza dei traffici effettivi. Questa carenza tuttavia non è propria solo del sistema italiano ma del sistema europeo nel suo complesso, ivi compresa la fonte U.E..

Il PGT, vista l’importanza che una valutazione della domanda effettiva ha per la pianificazione e per la politica dei trasporti, in particolare nel segmento terrestre, sia stradale che ferroviario, si propone di:

provvedere a fornire una griglia unitaria di informazioni da rilevare,

sollecitare i porti ad un’accurata rilevazione statistica,

prevedere lo stanziamento di fondi adeguati affinché questo compito di carattere pubblico possa essere svolto senza extra-costi da parte delle Autorità portuali e delle Autorità Marittime.

L’ISTAT dovrebbe essere il collettore di queste informazioni, fornite su formati standard, in modo da ricavarne elaborazioni contenenti indicazioni sulla struttura della domanda e sulle sue evoluzioni previste.

 

6.2 La distribuzione dei traffici containerizzati nei porti italiani

Gli studi più accreditati sul futuro dei traffici containerizzati ipotizzano una quota media del transhipment sui traffici totali pari al 25% nel 2005.

La particolare morfologia del Mediterraneo, dove insistono attualmente 48 porti con servizi settimanali o plurisettimanali, fa ritenere plausibile una quota di transhipment superiore alla media prevista. Occorre quindi avere molta cautela nell’effettuare proiezioni di domanda dei traffici sia inframediterranei che intercontinentali sulla base delle movimentazioni attuali. Perciò i dati che qui vengono riportati, di fonte Assoporti 1999, sono puramente indicativi del diverso contributo che i porti italiani hanno dato finora alla movimentazione dei container. Statistiche più precise si hanno soltanto per alcuni porti e per alcuni terminal e consentono di fornire indicazioni di massima su alcune delle tendenze in corso. Dai dati di seguito riportati emergono due elementi che contribuiscono a comprendere la struttura del mercato mediterraneo ed il successo del sistema Italia:

Il competitor diretto del sistema portuale italiano, nel settore dei traffici containerizzati, per grado d’integrazione e di specializzazione, è il sistema spagnolo, dotato sia di scali di transhipment, sia di scali di origine/destinazione finale ad alto potenziale come Barcellona e Valencia.

Il porto di La Spezia dalla fine degli Anni Ottanta e fino al 1996 è stato leader nella movimentazione di traffici containerizzati nel Mediterraneo.

il recupero da parte di altri porti coincide con la messa a regime di Gioia Tauro, che ha raccolto e redistribuito su vari porti i flussi di traffico.

L’Italia quindi era in posizione di avanguardia già alla fine degli anni ‘80, grazie alla professionalità e allo spirito imprenditoriale di alcuni suoi operatori.

Dai dati di seguito emerge la particolare fragilità del sistema adriatico rispetto a quello tirrenico. Trieste è stata fortemente penalizzata nel ‘98 dalla crisi del Far East e dall’instabilità della regione balcanica. Il calo di Ravenna può essere stato in parte causato dalla crescita di Ancona per sovrapposizione dei mercati di riferimento. Il porto di Venezia ha tenuto, in quanto porta di accesso di una regione assai dinamica come il Nord Est. Va detto che l’azione militare della Nato contro la Serbia ha ulteriormente indebolito i porti adriatici.

Nei traffici containerizzati, Sicilia e Sardegna escluse, lo squilibrio tra Est e Ovest sembra essere altrettanto rilevante dello squilibrio tra Nord e Sud. Tale squilibrio non si verifica invece per altre tipologie di traffico, escludendo sempre Sicilia e Sardegna. Nei traffici di rinfuse solide infatti versante adriatico e tirrenico presentano una situazione di perfetto equilibrio. Nei traffici di rinfuse liquide prevale il versante adriatico.

Questo esercizio può fornirci delle indicazioni di massima per quanto riguarda la distribuzione dei traffici ferroviari tra tipologia intermodale e tipologia tradizionale a carro completo lungo le due dorsali.

6.3 I servizi di linea containerizzati nei porti italiani: le rotte, le frequenze

La competitività del sistema Italia e la funzione del nostro paese come piattaforma logistica del Mediterraneo vengono evidenziati con maggiore chiarezza dall’analisi dei servizi internazionali di linea che toccano i porti italiani.

La frequenza e la diffusione capillare di questi servizi hanno ricevuto un grande impulso dall’estensione della tecnica del transhipment, applicata nel Mediterraneo non solo a Gioia Tauro ma anche al Pireo, a Malta, a Damietta, ad Algeciras.

Le compagnie marittime possono scegliere a loro piacimento ed in base ai loro mercati di riferimento un porto come punto di confluenza dei carichi e di transhipment. Quindi la tecnica di transhipment non viene applicata solo nei porti di puro transhipment. Si crea in tal modo una rete fittissima di itinerari, arricchita dagli accordi tra compagnie. In tal modo anche porti a domanda relativamente debole hanno potuto essere collegati, via transhipment, alle grandi rotte internazionali.

Lo sviluppo del transhipment non ha provocato una riduzione dei servizi diretti. Si intende per servizio diretto quello in cui il carico viene trasportato con la stessa nave da porto di origine a porto di destino. Si intende per servizio via transhipment quello in cui il carico parte con una nave feeder dal porto di origine per venire trasferito su una nave-madre nel porto di transhipment. Di norma, ma non sempre, i servizi diretti hanno un migliore transit time rispetto ai servizi via transhipment.

I servizi feeder in genere richiedono dai 4 ai 10 giorni per collegarsi a una partenza dal porto di transhipment (2-6 gg. di navigazione, 2-4 gg. per operazioni portuali).

Le compagnie di navigazione dispongono di una notevole flessibilità nel rispondere alle esigenze della domanda.

La situazione descritta nelle tabelle seguenti è stata rilevata agli inizi del 1999; pur essendo sottoposta a continue modificazioni, fornisce un quadro esaustivo della qualità del servizio offerto all’utente.

Il sistema italiano si colloca nettamente all’avanguardia nel Mediterraneo per numero di porti e numero di paesi collegati. Subito dopo l’Italia si collocano l’Egitto, la Turchia e la Grecia.

L’area a maggiore concentrazione di servizi per le rotte con i volumi di traffico più elevati, la rotta atlantica via Gibilterra per il Nord America e la rotta via Suez per il Far East, non è, come si potrebbe pensare, l’area del Mediterraneo occidentale, più vicina ai mercati ricchi dell’Europa, ma l’area del Mediterraneo orientale, in quanto in essa si concentrano maggiormente i punti di raccolta della merce per esigenze logistiche delle compagnie di navigazione.

6.4 I transit time delle diverse rotte e confronto con il Nord Europa

Per valutare le performances dei sistemi portuali in rapporto ai servizi offerti è molto indicativa l’analisi dei transit time.

Di seguito si riportano le tabelle relative al confronto tra i transit time dai porti italiani ed i transit times dai porti nordeuropei nella rotta per il Far East (Singapore). Mentre per il Nord America il vantaggio dei porti nordeuropei è evidente (ma tuttavia Genova è già in grado di offrire dei transit time di 10 giorni rispetto ai 9 di Amburgo e di Anversa), per il Far East la situazione è di maggiore equilibrio.

Nell’opinione comune i nostri porti sono dati in vantaggio negli itinerari per il Far East data la minore distanza del Mediterraneo rispetto al Mare del Nord. In realtà non contano le distanze misurate in termini geografici, ma le distanze misurate in termini di vantaggi commerciali e di esigenze logistiche. Rotterdam, sulla rotta per Singapore, è in grado di offrire con servizi diretti gli stessi transit time di Genova e di Napoli e dei migliori transit time di Trieste e La Spezia. La ragione è dovuta ai volumi di traffico, dai quali dipende se la nave parte piena o carica solo in parte. Rotterdam compensa la maggiore distanza non effettuando scali intermedi.

A titolo esemplificativo si riportano i transit time dei servizi offerti da alcuni porti italiani rispetto a quelli dei maggiori competitors nordeuropei per gli itinerari con destinazione Nord America, East Coast USA e Far East (Singapore).

Come si vede, l’84% dei servizi offerti dai porti italiani è effettuato via transhipment, mentre la maggioranza, se non la totalità, dei servizi offerti dai porti nord europei è di servizi diretti. Da questo, più che dalla distanza, dipende il vantaggio nei transit time medi dei porti nordeuropei e questo vantaggio è dovuto ai diversi volumi di traffico.

D’altro canto da questa tabella e dalla precedente risulta il grande impatto positivo del transhipment sulla frequenza del servizio dei porti italiani. Grazie a questa maggiore frequenza (non solo sulla rotta per il Nord America ma su tutte le rotte) il sistema logistico Italia ha saputo recuperare di diversi punti lo svantaggio verso il sistema marittimo-portuale del Nord Europa.

Più complesso è il problema della differenza di costo. E’ difficile stabilire quanto la differenza nelle diverse tipologie di servizio incida sui noli ma l’opinione degli operatori è che, in una fase come l’attuale di forte calo e di equalizzazione dei noli, il costo del servizio è un fattore di scelta meno importante della frequenza e dell’affidabilità del medesimo.

In conclusione, il successo del sistema marittimo-portuale italiano nel settore dei traffici non containerizzati, è dovuto essenzialmente a fattori non price ma a fattori di tipo imprenditoriale, organizzativo e logistico.

 

 

6.5 I traffici ferroviari di container marittimi

Il mercato dei traffici ferroviari di container marittimo presenta una struttura molto diversa dal mercato del trasporto combinato di casse mobili:

per una diversa composizione del traffico,

per una diversa tipologia di attori.

Il traffico container è condizionato dalle logiche delle compagnie marittime, dalle loro scelte in termini di scali portuali e dal ciclo della nave.

I volumi assicurati dalle compagnie marittime agli operatori ferroviari sono elevati e concentrati. Mentre il TC di casse mobili e semirimorchi richiede un’elevata frequenza e regolarità del servizio, il TC di container marittimi esige il rispetto assoluto dei tempi della nave. Mentre il TC di casse mobili e semirimorchi 'è alternativo' al modo stradale, il TC di container 'integra' il modo marittimo.

 

Nel traffico container l’incidenza del costo del segmento terrestre sull’intera catena di trasporto tende ad aumentare rispetto al costo del segmento marittimo.

L’elevata concentrazione di volumi in determinati punti del territorio, i porti, consente un ingresso sul mercato anche ad operatori privati che non sono dotati di una rete con copertura integrale del territorio ma che operano da pochi punti di generazione/origine del traffico verso mercati regionali.

I traffici che interessano l’Italia si distinguono in due grandi mercati: il mercato dei porti italiani e il mercato dei porti del Nord Europa. La distanza media del TC di container marittimi nel nostro paese non supera i 250 km, mentre la distanza media del TC di casse mobili supera i 700 km. FS Cargo detiene il 56% del capitale nella partecipata Italcontainer e il monopolio commerciale nei confronti di tutti gli operatori.

Gli operatori privati di rilievo sono compagnie marittime che dispongono di proprie linee, di proprie banchine e di propri inland terminal, terminalisti che offrono anche il servizio terrestre, operatori multimodali (MTO), NVOCC (non vessel operating common carriers). Le quote di mercato detenute dai vari operatori nel traffico nazionale sono così ripartite:

Allo sviluppo dei servizi ferroviari nel nostro Paese si offrono diverse opzioni:

accrescere la penetrazione dei porti italiani nei mercati del centro Europa mediante servizi ferroviari competitivi a partire dai porti italiani,

prestare servizi di lunga distanza per traffici di transito (land bridge),

concentrare nuovamente l’offerta sui porti del NorthernRange.

Nessuna di queste tre opzioni può essere scelta in piena autonomia, esse sono condizionate dalle scelte delle compagnie marittime. Al tempo stesso le compagnie marittime possono essere fortemente condizionate nella scelta degli scali portuali dalla presenza o meno, in essi, di collegamenti ferroviari efficienti.

Obiettivo del PGT deve essere quello di raggiungere una dotazione infrastrutturale ferroviaria che non penalizzi i porti a maggiore intensità di traffico containerizzato, assicuri a questi porti parità di condizioni infrastrutturali, garantisca servizi efficienti e competitivi sia agli utenti che intendono servirsi dei porti italiani, sia agli utenti che intendono servirsi dei porti del Nord Europa.

Gli osservatori più accreditati ritengono che le grandi compagnie di navigazione accentueranno la loro presenza sul mercato ferroviario nei ricchi mercati del Nord Europa, dove accrescono anche la loro presenza diretta sulle banchine come operatori dei terminal. Nel Sud Europa sembra che per un certo periodo abbiano buone prospettive di rafforzamento, le società private che controllano 'nicchie' di mercato, le società partecipate delle ferrovie purché riescano a creare una rete integrata di servizi con ampia copertura del territorio e politiche tariffarie che inglobano nel nolo ferroviario anche i costi delle terminalizzazioni.

Laddove questi volumi non ci sono ancora, oppure la dispersione della portualità ne induce la frammentazione, le compagnie marittime preferiscono che il rischio venga assunto da un soggetto terzo, sia esso il terminalista o la società di trasporto intermodale.
