Telematica per i trasporti: proposta per l'architettura generale di riferimento per l'Italia



Sommario

Le linee guida del Piano Generale dei Trasporti assegnano un ruolo importante all’innovazione tecnologica, affermando che sarà scopo del Piano creare un ambiente favorevole per lo sviluppo e l’utilizzazione di tecnologie e servizi innovativi che contribuiscano al miglioramento del sistema dei trasporti e, nello stesso tempo, accrescano la competitività dell’industria nazionale.

Le due condizioni sono certamente vere per le tecnologie che vanno sotto il nome di "Telematica per i Trasporti" o, a livello internazionale, "ITS - Intelligent Transport Systems". Si tratta dell'insieme delle procedure, dei sistemi e dei dispositivi che consentono - attraverso la raccolta, comunicazione, elaborazione e distribuzione di informazioni - di migliorare il trasporto e la mobilità di persone e merci nonché della verifica e quantificazione dei risultati raggiunti.

L'impatto della telematica è rilevante, sia sulla qualità del servizio di trasporto, che sull’efficacia, la sicurezza, l’economicità, il rispetto ambientale; il campo di applicazione copre tanto i singoli modi, che il trasporto intermodale.

I sistemi telematici per i trasporti permettono:

al passeggero, di scegliere ed utilizzare le varie opportunità secondo i suoi desideri;

all’operatore, di sfruttare al meglio la capacità e migliorare la sicurezza dell’infrastruttura, a costi relativamente contenuti;

al gestore di flotte, di conoscere la situazione dei mezzi, determinare le rotte più efficienti, aggiornare il cliente sulla consegna;

ai fornitori dei servizi, i quali possono elaborare i dati provenienti da dispositivi e sistemi di monitoraggio, tele-controllo, etc., di rendere disponibili ai passeggeri, agli operatori, ai gestori, le informazioni necessarie per poter ottimizzare le proprie scelte ed operare in un contesto più sicuro.

Essi consentono quindi di informare in modo adeguato tutti gli attori – utenti, operatori privati e pubblici - e renderli più consapevoli delle proprie scelte; si può quindi favorire una evoluzione molto importante e positiva del sistema dei trasporti. Il mercato per sistemi e componenti e, soprattutto, per i nuovi servizi, è molto promettente; le prospettive sono, ovviamente, più interessanti per prodotti e servizi destinati all’utente finale, passeggero o trasportatore.

 

I benefici della Telematica per i Trasporti, a lungo termine, potranno venire solo da una applicazione su scala sufficientemente vasta di tutto l'insieme delle possibili tecnologie, sistemi e servizi. Essi comprendono dispositivi individuali, destinati al mercato di massa, sistemi di gestione e controllo per reti e flotte, servizi di informazione individuale e collettiva.

Tutti questi componenti, sistemi e servizi sono tra loro complementari e si condizionano vicendevolmente. E’ difficile pensare ad un largo mercato per terminali di informazione d’utente, in assenza di servizi di informazione su larga scala; può essere molto difficile, o troppo costoso, fornire i servizi in mancanza di una gestione efficiente delle reti di trasporto; i gestori delle reti hanno convenienza ad una gestione telematica solo in presenza di un numero sufficiente di utenti equipaggiati. Si può ben dire che nessun attore, autonomamente, è in grado di determinare una crescita importante del mercato.

Occorre una costruttiva cooperazione tra i vari attori, con una chiara suddivisione dei ruoli.

In questo quadro, l’Ente Pubblico ha il compito prioritario di rimuovere gli ostacoli allo sviluppo e creare alcune condizioni di base per il mercato. Di qui l’importanza delle azioni che tendono a creare un adeguato contesto di sviluppo ed un quadro di riferimento per l’innovazione, definendo gli obiettivi per gli operatori del trasporto e per l'industria nazionale, preparando le normative necessarie ed più indicate, creando le strutture abilitanti per i servizi, orientando il mercato finale al rinnovo tecnologico. Alcune strutture telematiche di base, che coinvolgono in modo integrato la telematica per i trasporti, necessitano di un intervento pubblico, sia pur limitato alla definizione di norme tecniche (standard), preparazione di accordi quadro, eventuale incentivazione: a titolo di esempio, basti citare le reti (aperte) per lo scambio delle informazioni sul trasporto tra i vari operatori e con gli utenti: esse necessitano di opportuni modelli dei dati (multimodali), di regole per lo scambio, di accordi tra operatori, di standard di servizio accettati e condivisi D’altro canto, l’esistenza di queste reti permetterà lo sviluppo di servizi nazionali e locali per gli utenti del trasporto merci e passeggeri, con impatti positivi sia sulla domanda di mobilità che sull'offerta di trasporto e sistemi telematici.

Occorre infine ricordare che gli investimenti sulle tecnologie innovative hanno, in generale, bisogno di prospettive di medio termine sul mercato.

 

L’architettura di riferimento

Da tutte le considerazioni precedenti deriva, evidentemente, l’esigenza prioritaria di un quadro di riferimento unitario, che metta in luce le opportunità della telematica per i trasporti, le relazioni tra i vari sistemi e servizi, le necessità in termini di organizzazione, regole e normative tecniche, i possibili sviluppi: una architettura di riferimento.

Una Architettura costituisce la struttura che identifica le funzioni, le caratteristiche e le relazioni tra tutti gli elementi coinvolti dalla telematica nel perseguimento dei sistemi di trasporti intelligenti: servizi, sistemi tecnologici, attori, norme.

Una architettura di riferimento, partendo dalle esigenze riconosciute di tutti gli utenti, definisce, in un quadro evolutivo, l’insieme dei servizi necessari, le relazioni funzionali, le principali caratteristiche delle relazioni organizzative, logiche e fisiche; da queste derivano le indicazioni per nuove normative, giuridiche e tecniche, necessarie affinché le proposte innovative siano fattibili, compatibili con l’esistente, capaci di utilizzare le opportunità offerte dagli sviluppi tecnologici.

La definizione dell'Architettura ha l'intento di fornire delle linee guida generali agli enti pubblici, agli enti di normazione, alle società concessionarie, alle aziende private nello sviluppo delle proprie decisioni, delle attività e sistemi inerenti la telematica per i trasporti. Il fine dichiarato è di facilitare ed accelerare lo sviluppo del mercato, perseguendo risultati di efficienza, con particolare riferimento all’interoperabilità tra modi di trasporto e servizi telematici, a livello nazionale ed europeo. L’architettura offre piena visibilità dell’evoluzione della telematica a tutti gli attori - grandi e piccoli - e permette investimenti mirati in un quadro di maggior certezza: è la prima delle strutture abilitanti citate in precedenza.

L’Architettura consentirà quindi di coordinare, a livello nazionale e in modo compatibile con l'Europa, lo sviluppo della Telematica per i Trasporti. La sua definizione può essere ottenuta con le indicazioni e l'ausilio degli operatori del settore, delle associazioni di categoria, degli enti nazionali di normazione tecnica, delle associazioni e degli esperti che si occupano di telematica per trasporti.

 

La proposta del nuovo Piano Generale dei Trasporti

Il nuovo PGT, nell’ottica di facilitare l’innovazione telematica, suggerisce che venga avviata, al più presto, una azione per la definizione dell'architettura nazionale di riferimento per la telematica per i trasporti.

L’architettura dovrà indicare ed integrare, in un’ottica evolutiva e con un orizzonte temporale di almeno cinque anni, in sequenza:

i requisiti per la telematica per i trasporti (user requirements);

i servizi considerati prioritari;

la descrizione gerarchica delle funzioni necessarie e delle loro relazioni (Architettura Funzionale);

gli elementi principali dell’architettura fisica, in diverse realizzazioni possibili (struttura funzionale, comunicazioni, architettura logica, architettura organizzativa); gli elementi dovranno essere descritti in modo indipendente dalle tecnologie ed al livello di definizione necessario per ricavare le priorità sulle varie normative (giuridiche e tecniche);

le priorità per le condizioni abilitanti (normative di vari tipi ed azioni non tecniche);

le indicazioni per l'aggiornamento, revisione, verifica in itinere dell’architettura;

le indicazioni per la formazione.

La proposta prevede che la definizione dell’architettura venga affidata a una unità operativa (facente capo a una impresa o gruppo di imprese), scelta mediante gara, sulla base di un capitolato specifico. L’unità operativa dovrà confrontarsi periodicamente con i principali attori nazionali del settore (per verificare il consenso sulle scelte principali) e mantenere gli opportuni collegamenti internazionali (per garantire il coordinamento, almeno a livello europeo). Un comitato guida seguirà e verificherà l’avanzamento dei lavori.

 

Azioni simili sono in corso di svolgimento in varie realtà: il progetto comunitario Karen sta definendo un quadro europeo per i trasporti su strada; Francia, Olanda, Finlandia, Gran Bretagna e Svezia hanno già intrapreso la definizione di architetture nazionali; in Italia, il Ministero dei Lavori Pubblici ha iniziato la stesura di un quadro iniziale per i trasporti su strada; negli Stati Uniti l’architettura nazionale ITS è stata definita da due anni e sono in corso le azioni di diffusione, formazione e standardizzazione.

 

Posizione della proposta sull’Architettura nell’ambito del PGT

La definizione dell’architettura è solo una delle azioni che il PGT intende promuovere; nelle fasi successive sono previste, anche con riferimento alla telematica, ulteriori proposte relative a singoli sistemi o servizi.
