IL RUOLO DEL PROGETTO FEMAR NELL'AMBITO DEL PROGRAMMA MARIS

Il Progetto FEMAR, come ha già ricordato, il Sig. Schmitt von Sydow, si inquadra nel contesto del Programma MARIS e rispetto agli altri progetti costituisce il necessario completamento e la necessaria integrazione.

Il progetto FEMAR assume una notevole rilevanza in virtù del fatto che il campo dell'economia marino-marittima é molto articolato, dal punto di vista settoriale, e complesso, dal punto di vista dei rapporti esistenti tra i diversi comparti che lo costituiscono.

Così come sono complessi e articolati sia i processi di formazione delle risorse umane sia le applicazioni delle tecnologie dell'informazione e della comunicazione.

Mi riferisco al fatto che l'industria cantieristica navale, il trasporto marittimo e l'intermodalità, la pesca e l'acquacoltura, le attività portuali, il turismo marino e la nautica, la logistica e il vasto mondo dell'indotto e dei fornitori sono spesso visti in un'ottica molto settoriale, come se fossero chiusi ciascuno nel suo alveo e non vi fosse la necessità di una interazione continua.

Questo aspetto, che é sempre stato strategico per la competitività del settore dell'economia marittima intesa in senso ampio, é diventato sempre più importante, direi: decisivo, con l'avvento dell'era della "globalizzazione", con l'accentuazione dei processi di sviluppo tecnologico, in generale e dei processi che riguardano le tecnologie dell'informazione e della comunicazione, in particolare.

A ciò si aggiunga il fatto che vi é una consapevolezza crescente a livello europeo e mondiale nei confronti delle problematiche della sicurezza del lavoro marittimo e della protezione e della salvaguardia dell'ambiente marino.

In questo contesto emerge l'importanza strategica delle risorse umane, della loro qualificazione, dei processi di "istruzione permanente" e di "formazione continua"

Da qui la centralità del nuovo progetto, FEMAR, che é "orizzontale" rispetto a quelli "settoriali" in cui articola MARIS e che può rappresentare la "chiave di volta" per consentire la realizzazione degli obiettivi di sviluppo delle tecnologie nel campo della sicurezza della navigazione, delle operazioni portuali, della pesca, del turismo marino, dell'intermodalità, ecc.

Fatta questa premessa di inquadramento, vorrei sottolineare il fatto che per presentare per la prima volta in Europa il progetto FEMAR, la Commissione europea ha scelto Genova.

E questo é un motivo di orgoglio perché segna il riconoscimento della qualità del lavoro che su questi temi abbiamo fatto in questi anni. Il perché di Genova e della Liguria si spiega, forse, perché qui si sono fatte e si stanno facendo esperienze e iniziative formative molto significative, tanto da essere estese ad altri contesti attraverso progetti multiregionali (di cui vi parlerà successivamente l'Assessore Mario Margini)

Vorrei anche ricordare che la Conferenza FEMAR avviene a Genova dopo che già nel 1996, a Palazzo San Giorgio, la Commissione europea aveva realizzato la 1^ Conferenza MARIS nel Mediterraneo e che, a seguito di quella iniziativa, sia stata decisa la costituzione del Forum Permanente MARIS che, lo ricordo, é il primo nucleo del Network MARIS Europeo comprendente, oltre anche Bilbao, per l'Atlantico, Brema, per il Mare del Nord ed Helsinki, per il Mar Baltico. Ciò a testimonianza dell'impegno profuso, con altre Istituzioni e Autorità locali, Imprese e Centri di Ricerca, nei diversi campi della Società dell'Informazione.

Delle attività del Forum MARIS parlerà l'Assessore Rossella D'Acqui. Io vorrei qui ricordare che Genova e la Liguria hanno raccolto, a livello Istituzionale, la "sfida" delle applicazioni delle tecnologie dell'informazione e della comunicazione con iniziative e progetti concreti.

Tornando a FEMAR, questa é una iniziativa alla cui elaborazione ha contribuito in modo significativo AMRIE, l'Alleanza degli Interessi Regionali Marittimi in Europa.

Più precisamente, dopo il lancio dell'idea (siamo nel 1995), é l'Ufficio AMRIE di Genova per il Mediterraneo che formula una proposta, la sviluppa con il contributo dei soci, elabora una proposta strutturata che viene fatta propria dall'Associazione e sottoposta alla Commissione europea. (Lo schema della proposta verrà presentato da Mario Carminati dell'ILRES, coordinatore dell'Ufficio AMRIE e del Forum MARIS).

L'intuizione iniziale sta nel Libro Bianco di Delors: "Le sfide e le vie da percorrere per entrare nel XXI secolo", laddove, posto l'obiettivo della "crescita", vengono affrontati il tema della "competitività" e dell'"occupazione" per giungere a delineare i contorni di un possibile "nuovo modello di sviluppo per la Comunità".

Quel documento é tuttora di grande attualità, alla luce del fenomeno della crescente globalizzazione, da un lato, e quello dell'elevato tasso di disoccupazione, dall'altro.

Ciò che mi preme sottolineare é che il Libro Bianco, ricordo che siamo nel 1994, attribuisce una rilevanza strategica a due temi tra loro strettamente correlati nella discussione odierna: quello delle "nuove tecnologie" e della "Società dell'Informazione" e quello dell'"Adeguamento dei sistemi di istruzione e di formazione professionale". Temi, questi, di importanza decisiva anche per affrontare il problema dell'occupazione.

Alcuni dei punti più qualificanti di quel ragionamento hanno improntato l'impostazione politica, l'elaborazione concettuale e la formulazione della metodologia FEMAR. Per esempio quando si afferma:

  • che "gli investimenti in capitale umano sono necessari per accrescere la competitività e, in particolare, per agevolare l'assimilazione e la diffusione delle nuove tecnologie";
  • che occorre "incoraggiare la collaborazione tra le imprese e i sistemi educativi e formativi e l'inserimento, da parte delle imprese stesse, della formazione continua nella propria pianificazione strategica";
  • e, infine, la necessità dello "sviluppo della formazione mediante le nuove tecnologie e, in particolare, mediante le tecnolgie dell'informazione suscettibili di contribuire a migliorare la qualità dell'istruzione di base e della formazione".

Coerentemente con queste linee di indirizzo, in FEMAR le tecnologie dell'informazione e la formazione si prestano ad una "doppia" chiave di lettura e in un certo senso costituiscono le "due facce" della stessa medaglia.

L'altra motivazione che ci ha spinti, come Ufficio AMRIE del Mediterraneo ad impegnarci per l'elaborazione di FEMAR, deriva dalla forte consapevolezza della rilevanza del settore dell'"economia marittima", sia dal punto di vista economico e dell'impatto occupazionale, sia dal punto di vista ambientale. E' una consapevolezza che fa parte non solo della nostra tradizione storica e del nostro patrimonio "culturale" ma anche, o soprattutto, della realtà attuale, delle tendenze in atto e delle strategie di sviluppo

ll campo dell'economia marino-marittima, come già ricordato, particolarmente complesso, articolato e presenta caratteristiche peculiari. Mi riferisco, innanzitutto, alle strette relazioni esistenti tra i vari settori che lo compongono (costruzione e riparazione navale, navigazione marittima, attività portuali e logistica, pesca, diportismo nautico, turismo marino, ecc.).

Ma penso anche all'elevato grado di rischio e alla incidentalità presente nei diversi settori. In altre parole, la questione della sicurezza marittima e della protezione e della salvaguardia dell'ambiente marino e cosrtiero.

Intorno alla metà degli anni '90 si sono verificati diversi incidenti che hanno provocato gravi danni in termini di vite umane e di danni ambientali. Dal Baltico al Mediterraneo tutta l'Europa ne è stata coinvolta.

Per quanto riguarda la Liguria vorrei ricordare il caso della SNAM Portovenere e quello della Haven che esemplificano diverse situazione di rischio e di danno conseguente. E' proprio da quelle situazioni che é partita la riflessione sulla esigenza di affrontare il problema in modo organico, considerando cioé l'insieme delle variabili che concorrono, o possono concorrere, a provocare tali danni.

Al centro del ragionamento che si é sviluppato stanno due questioni.

La prima questione é che il tema della sicurezza marittima deve essere affrontato in modo sempre più integrato e sinergico. Cioé, occorre tenendo conto del fatto che vi é un filo conduttore che lega la progettazione della nave, le fasi della sua costruzione, l'attività di navigazione marittima (o della pesca o della nautica), le operazioni portuali, ecc. fino alla sua demolizione finale. E, quindi, sotto questo profilo vi sono procedure, che chiamano in causa le tecnologie e il fattore umano e che vanno progettate in modo sempre più integrato, a livello intersettoriale.

La seconda questione é che l'innovazione tecnologica é sempre più pervasiva e implica una ridefinizione continua del rapporto "uomo-macchina". E, anche in questo caso, emerge la necessità di una maggiore focalizzazione sui processi di preparazione della risorsa umana.

Dunque la proposta FEMAR ha inteso affermare l'assoluta importanza sia del fattore umano, sia dello sviluppo tecnologico, sia alla combinazione dei due elementi.

Questa elaborazione, é stata fatta propria da AMRIE e dalla Commissione europea, e ha cominciato ad assumere una forte connotazione dal punto di vista politico e programmatico.

A questo punto, però, occorre andare avanti e delineare un percorso che impegni i diversi soggetti coinvolti: le Regioni, il Parlamento europeo, la Commissione, gli operatori.

Che impegni può assumersi la Regione Liguria?

Innanzitutto la Regione Liguria é impegnata a sviluppare l'iniziativa FEMAR, con il concorso delle altre Istituzioni, le Autorità marittime, le Università e i Centri di eccellenza, le imprese in un rapporto stretto con il Governo Italiano, da un lato, e le Istituzioni comunitarie, dall'altro.

Inoltre la Regione é impegnata nell'azione di consolidamente e sviluppo di due iniziative che sono ormai ben radicate nel territorio: la Sede AMRIE e il Forum MARIS per il Mediterraneo.

Ciò comporta il coinvolgimento sempre più incisivo dei soggetti operanti sul territorio di questa vasta area europea, valorizzando anche i rapporti che si stanno instaurando, per esempio, per l'attuazione di uno dei progetti più significativi dell'INTERREG II C, quello, cioé dedicato alla "Creazione del network dei porti del Mediterraneo Occidentale", denominato PORT-NET-MED. Non a caso oggi sono presenti i rappresentanti dei partners di questo progetto che é stato avviato proprio in queste settimane.

Inoltre, pensiamo di avviare la realizzazione di un "Piano Regionale sulla Società dell'Informazione" in modo tale che "le azioni relative alla società dell'informazione nell'ambito dei piani regionali finanziati dalla Comunità" facciano parte di "una strategia unica e integrata". All'interno di questo piano, data la connotazione econonica e occupazionale del nostro territorio MARIS e FEMAR dovranno trovare una importante collocazione.

Questo tipo di strumento, di cui si sono già dotate alcune regioni europee, assume una rilevanza notevole alla luce delle raccomandazioni contenute in un documento di lavoro sulla Società dell'Informazione, sulla base degli orientamenti per i programmi del periodo 2000 - 2006, che é rivolto ai Servizi della stessa Commissione e alle Amministrazioni degli Stati membri. Tra l'altro questo documento tecnico sottolinea l'importanza dell'inizaitiva MARIS e degli Uffici Regionali "aperti in molte città costiere per informare gli interessati dei vantaggi che offre il ricorso alle tecnologie dell'informazione e della comunicazione"

A questo punto, però, possiamo allargare il tavolo agli altri soggetti presenti.

Al Parlamento europeo chiediamo un sostegno politico, per l'affermazione dell'importanza dell'iniziativa FEMAR e, più in generale, di MARIS, nel quadro dello sviluppo dell'economia marittima e della Società dell'Informazione.

Quindi, l'assegnazione di una priorità al tema dello sviluppo delle politiche comunitarie nei confronti della formazione e delle tecnologie dell'informazione come condizione necessaria per la crescita economica ed occupazionale nell'Unione europea.

Per quanto riguarda la Commissione europea cercheremo di sviluppare i rapporti per la parte politica, ovviamente. Ma visto le presenze di questa giornata, chiediamo anche che continui il sostegno concreto dal punto di vista tecnico, progettuale e finanziario per l'attuazione delle iniziative della Società dell'Informazione, anche a livello decentrato.

Penso, ad esempio, al sostegno per la elaborazione del Piano Regionale sulla Società dell'Informazione di cui la Regione Liguria intende dotarsi. Ma penso anche a dare continuità al sostegno finora assicurato, in vari modi, ai quattro Centri Regionali MARIS di Bilbao, Brema, Genova ed Helsinki. E, soprattutto, visto il tema oggi in discussione, ad un impegno forte per coinvolgere tutte le Direzioni Generali interessate in un processo di adozione della proposta progettuale FEMARche oggi viene discussa.

Il Signor Schmitt von Sydow penso ci possa aiutare nei rapporti con i servizi della Commissione per creare un tavolo di lavoro intersettoriale.

Per quanto riguarda il Governo Italiano, ha mostrato, proprio in questi ultimi mesi un forte interesse e un impegno importante nei confronti delle sfide dei nuovi modelli produttivi incentrati sulle nuove tecnologie.

In particolare mi riferisco al "Forum sulla Società dell'Informazione" che é stato attivato per iniziativa della Presidenza del Consiglio dei Ministri e al lavoro preliminare già svolto.

Si potrebbe, a questo punto, pensare ad una articolazione territoriale dell'iniziativa, per esempio su base regionale, in linea con la tendenza, già affermata anche a livello planetario, ad assecondare il processo di globalizzazione - di cui lo sviluppo della Società dell'Informazione é, senza dubbio, una delle manifestazioni più importanti e pervasive - attraverso la valorizzazione delle specificità socio-economiche delle singole realtà locali.

Penso, poi, alle misure a sostegno dello sviluppo diffuso dell'informatica e della telematica che stanno prendendo corpo o rafforzandosi, con riferimento al mondo dell'istruzione, al mondo delle imprese, al modo del lavoro (e delle famiglie),

In questo quadro complessivo, ritengo che sia necessario un impegno particolarmente incisivo nei confronti dell'economia marittima che rappresenta uno dei punti di forza del nostro Paese, sia dal punto di vista della sua consistenza strutturale (PIL prodotto, numero di imprese e addetti), sia dal punto di vista delle tendenze in atto e delle prospettive di ulteriore sviluppo.

Penso alla forte crescita quantitative e qualitativa fatta registrare dai porti liguri e italiani negli ultimi 5 anni, al consolidamento di un'industria cantieristica navale molto specializzata (anche se con le difficoltà derivanti dalla concorrenza sempre meno leale dei produttori dell'Est Asiatico), allo sviluppo dell'armamento (shipowners) e della logistica, alla qualificazione del settore della pesca e dell'acquacoltura, alle forti potenzialità di sviluppo del turismo marino e alla nautica, quello che nell'ambito di MARIS é riconducibili all'interno del progetto MARTOUR in corso di definizione da parte della Commissione europea.

Occorre a questo punto condolidare questo tendenze positive puntando a politiche sui "fattori della produzione" e sulla qualificazione dell'"ambiente competitivo", inteso come insieme delle condizioni di attrattività dei nostri territori in un contesto, ricordiamolo sempre, che é quello della globalizzazione.

E' chiaro, quindi, che i paesi industrializzati, come l'Italia e l'insieme dei Paesi dell'Unione europea, devono puntare sempre di più sulla qualificazione delle risorse umane e sullo sviluppo delle tecnologie avanzate per poter competere con i Paesi di più recente industrializzazione.

Ciò significa: sempre maggiori investimenti sia nei processi di istruzione, di formazione e di aggiornamento professionale sia nelle tecnolgie dell'informazione e della comunicazione.

Queste politiche, questi investimenti e interventi concreti devono essere finalizzati alla creazione di occasioni di lavoro e di occupazione.

Ecco perché oggi abbiamo voluto che partecipasse ai lavori di questa Conferenza FEMAR il Sottosegretario al Lavoro, l'onorevole Claudio Caron.

Pensiamo che con Lui sarà possibile coinvolgere anche il Ministro dell'Istruzione e quello dell'Università e della Ricerca scientifica perché, insieme, essi hanno delle competenze e delle responsabilità che coinvolgono, in "orizzontale" tutti i settori dell'economia marittima.

Questo ragionamento, naturalmente, non esclude le competenze dei Trasporti, dell'Industria e della Pesca; anzi, assieme a loro sarà possibile costruire un percorso per lo sviluppo di iniziative concrete sia sul piano dell'approccio "politico-programmatico" al tema di FEMAR, sia sul piano "tecnico-finanziario" delle risorse da destinare alla realizzazione di progetti e iniziative che vedano come protagonisti anche le Regioni, le Autorità marittime e portuali, gli operatori economici e gli operatori della formazione, in un grande progetto finalizzato allo sviluppo e alla occupazione.



The field of maritime economy has the peculiar characteristic on the one hand to be very complex, while on the other hand all the activities carried out in the maritime sector are often seen in a close vision without any interconnection. It is clear how wrong is this approach, considering the growing development of globalisation and the stressing importance of information and communication technologies which impact in every sector simultaneously.

To face these changeovers to train the human resources is a strategic priority, in the framework of the "permanent training"; the project FEMAR has a central importance due to its horizontal approach towards all the maritime economy branches.

I want to underline that the European Commission has chosen Genova to present FEMAR for the first time in Europe, as recognition of the engagement of our town in the multiple fields connected with training experiences and initiatives, and following the first MARIS Conference held in Genova on 1996, which leaded to the establishment here of the MARIS Permanent Forum, first nucleus of the MARIS European Network.

The initial idea for FEMAR comes from the 1994 White Book of Jacques Delors, which focuses on the two themes of competitiveness and employment having regard to the objective of economic growth; in order to meet all these targets, investments in human resources are necessary, as well as co-operation among companies, education and training institutions. The Development of Information Technologies is also required to improve the quality of basic education and vocational training, in order to cope with the growing importance given to observance of safety rules for workers and protective measures for the environment.

Having discussed the impact of globalisation let now turn to a discussion of what the Regione Liguria is doing to face this situation.

Our Region is engaged in developing the FEMAR project and other initiatives as Port-Net-Med together with other Institutions, Maritime Authorities, Universities and Centre of Excellence, Companies, in strictly co-operation on the one side with the Italian Government and on the other side with the European Institutions. The Region is moreover improving and expanding the two initiatives of AMRIE (Genova is hosting one of the three offices) and the Genova MARIS Forum, and it is likely to realise a "Regional Plan on Information Society" to integrate in a unique strategy all the actions about information society granted by the European Community, as other European Regions are already done.

Among all the different partners involved in this programme, the Regione Liguria is asking a political support both to European Parliament, to affirm the importance of the FEMAR initiative and of the MARIS programme in the field of developing the maritime economy and the information society, and to Directorate-Generals interested in the adoption of the FEMAR proposition today in discussion.

Regarding the Italian Government, its engagement in spreading the information technology skills is becoming more and more keen, for example with the launch of the "Forum on the Information Society", even if it could be an advantage to valorise the local economies by a more territorial localisation of the initiative.

Finally the maritime sector is nowadays meeting a huge developing trend, in all of its sectors; in order to strengthen its position towards the Far East maritime companies more and more investments are necessary in education, training, information technologies and communications, involving in this challenge the National Institutions (Ministries) interested, as well as the Local ones, the maritime and the Harbour Authorities, the companies and the training institutes.
