Un'altra annata incerta per l'industria produttrice di contenitori

La maggior parte dei produttori di contenitori ha già archiviato il 1997 come un'annata che è meglio dimenticare. Dal momento che i prezzi dei containers sono calati al loro livello più basso dell'ultimo decennio ed oltre, le imprese del settore si sono trovate a dover affrontare una delle più dure sfide mai occorse.

I costruttori cinesi hanno continuato a consolidare le proprie posizioni nel settore della produzione di box, sebbene a caro prezzo, mentre altri Paesi un tempo importanti produttori sono stati quasi completamente estromessi.

Ai produttori cinesi è al momento attribuibile più del 70% di tutta la produzione di contenitori marittimi per carichi secchi. Questo risultato in aumento è stato ottenuto a spese dei Paesi asiatici rivali, tra cui la Corea del Sud, Taiwan, l'India e quelli del sud-est asiatico, che ora conservano solo un livello produttivo simbolico. Altre regioni produttive di box, tra cui l'Europa, il Nord America ed il Sudafrica, sono state sempre più confinate alla costruzione di contenitori di tipo speciale, vale a dire unità per i traffici interni o swapbodies.

Anche i tentativi da parte del governo cinese di fissare livelli minimi di prezzo, allo scopo di tenere a freno la quasi folle produzione di contenitori "a qualsiasi prezzo" in Cina, sono falliti nel corso del 1997. Tali controlli sui prezzi costituiscono un primo tentativo nel settore e si sono già dimostrati controversi dal punto di vista dei risultati. Non si prevede adesso che essi comportino qualche effetto rilevante sino a tutto il 1998.

Sebbene la loro entrata in vigore possa alla fine contribuire alla stabilizzazione dei prezzi dei contenitori, pochi di quei produttori di contenitori che ancora sopravvivono si aspettano una ripresa decente nel 1998. Molti ritengono che prezzi più alti potranno essere conseguiti solo in seguito ad un nuovo calo della produzione, la quale a sua volta servirà solo a peggiorare ulteriormente lo stato di molte imprese già in difficoltà.

Si ammette generalmente che nel corso del 1997, sebbene i prezzi abbiano continuato a diminuire, la produzione reale di contenitori si sia mantenuta su livelli alti in maniera sorprendente. Le consegne complessive hanno raggiunto gli 1,25 milioni di TEU (v. Tabelle 1 e 2) e sono state inferiori del 3% appena rispetto al totale del 1996. La Tabella 2 conferma che la produzione dei containers standard per carichi secchi ha subito la diminuzione più pesante tra il 1996 ed il 1997, mentre gli altri (tra cui speciali per carichi secchi, refrigerati, cisterne e contenitori locali) hanno tenuto le posizioni o hanno aumentato i loro livelli produttivi.

E' importante notare come le cifre del 1997 siano state inferiori solamente del 10% rispetto al record di 1,39 milioni di TEU fatto registrare nel 1995, che ha segnato l'ultima punta produttiva del settore della costruzione di box. Si è trattato di un aumento di più del 30% rispetto alla produzione realizzata nel corso della più recente recessione nel settore, avvenuta nel 1993. E' stato proprio nel 1993 che i risultati produttivi per l'ultima volta sono scesi al di sotto del milione di TEU.

Contrariamente a quanto avvenuto nel 1997, le attuali previsioni relative alla produzione del 1998 sono lungi dall'essere incoraggianti. Già si prevede che i risultati di quest'anno siano peggiori di quelli del 1997 e del 1996. Tuttavia, le ragioni che stanno alla base di tale peggioramento derivano più dagli straordinari eventi degli ultimi 12 mesi che da una reale diminuzione della domanda da parte degli acquirenti di contenitori. Uno dei principali fattori che spiegano i buoni risultati del 1997 è rappresentato dal fallimento del tentativo delle autorità cinesi di introdurre controlli sui prezzi dei propri contenitori sin dal mese di marzo 1997, come era stato in origine annunciato. L'entrata in vigore è stata invece rinviata fino alla metà di aprile, essendo stato altresì deciso di applicare la normativa solo ai contenitori prodotti dopo la fine dell'anno.

Tutto ciò ha comportato la creazione di una scappatoia che è stata sfruttata per intero dai produttori cinesi, così come dai loro clienti. Il risultato è stato un notevole quantitativo di acquisti effettuati nel 1997, allo scopo di prevenire il termine al di là del quale entreranno in vigore i prezzi minimi imposti, il che spiega l'elevata produzione complessiva relativa a tutto l'anno.

La scala dei recenti acquisti suggerisce come la produzione possa calare in misura significativa nel corso della prima metà del 1998, con poche speranze di ripresa prima del terzo trimestre. Ci si aspetta che molte importanti compagnie di navigazione di linea, avendo anticipato al 1997 alcune delle proprie spese in origine programmate per il 1998, stipulino meno contratti relativi a contenitori nuovi. Le intenzioni del settore noleggio al momento sono meno chiare, ma ugualmente presentano scarse speranze per i produttori.

Il settore del noleggio è attualmente dominato da una manciata di nuovi arrivati, i quali sono entrati nella mischia nel 1997 per lo più allo scopo di trarre vantaggio dai prezzi ultra-bassi dei containers. Da allora essi si sono dati ad acquisti ingenti, che non è detto debbano obbligatoriamente essere sostenuti anche nel corso dell'anno a venire. La presenza di queste imprese non solo ha scoraggiato i noleggiatori da tempo affermati dall'acquistare altri containers nel 1997, ma sembra addirittura probabile che possa portare ad una riduzione del numero complessivo degli acquisti da parte degli operatori del settore anche nel 1998.

Si dice che certi produttori cinesi abbiano legato la produzione dell'intero anno ad un prezzo tutto compreso di appena 1.750 dollari USA per contenitore da 20 piedi. Per fare un confronto, basti pensare che il livello minimo fissato dal governo cinese per lo stesso modello parzialmente Corten è pari a 1.900-1.950 dollari USA. I corrispondenti prezzi del 40 piedi sono calati a 2.750 dollari USA, rispetto al minimo governativo di 3.050-3.100 dollari USA.

E' stata la propensione a quotare prezzi ben al di sotto dei costi, così come quella finalizzata ad incrementare la propria produzione in TEU, ad assicurare altro lavoro all'industria produttrice di contenitori cinese nel 1997. Le fabbriche attive in località connotate da alti costi fuori dalla Cina (per non parlare di poche altre all'interno del Paese) non sono state per nulla in grado di far loro concorrenza. Molti di tali concorrenti hanno accolto favorevolmente la stabilità che probabilmente verrà apportata dall'imposizione di prezzi minimi, ma ancora ricavano un conforto davvero marginale dal livello dei prezzi in questo modo determinato.

Come mostra la Tabella 1, le fabbriche con sede nella Cina settentrionale, meridionale e centrale hanno aumentato la propria produzione complessiva dai 750.000 TEU del 1996 ai quasi 800.000 TEU del 1997. Al contrario, le consegne da parte di regioni situate altrove nel mondo sono calate ovvero si sono dimostrate quasi stagnanti. La produzione degli impianti del sud-est asiatico è diminuita di un terzo dal 1996 al 1997 (da 140.000 TEU a meno di 95.000 TEU).

La produzione è scesa da 125.000 TEU a 95.000 TEU complessivamente tra Sud Corea e Taiwan e negli ultimi anni è stata sostenuta solo dalle notevoli dimensioni della produzione di refrigerati. La produzione poi è rimasta stagnante nell'intera Europa (circa 150.000 TEU) ed ugualmente comprende un'elevata percentuale di unità speciali.

I costruttori situati nell'Europa Occidentale ed Orientale si stanno convertendo, in numero sempre maggiore, alla costruzione di swapbodies della moderna generazione. Altrove, la produzione del 1997 è calata al di sotto dei 40.000 TEU nelle Americhe ed a 20.000 TEU in Sudafrica. Le imprese del Nord e Sud America fanno sempre maggiore affidamento sulla costruzione di unità interne e frigo. La produzione di cisterne resta importante per il Sudafrica.

Le regioni al di fuori della Cina hanno continuato a vedersi ridurre l'attività relativa ai contenitori per carichi secchi in misura tale che alcuni impianti sono stati costretti a chiudere. Tra le perdite recenti possono annoverarsi la AIT (Associated Industries Thailand) di Bangkok, la Jindo Kodeko (in Indonesia) e la Varun Seacon (in India). Il loro ritiro fa sì che in Indonesia restino in attività solo due fabbriche di box standard, quattro in India, due in Malaysia, due a Taiwan, una in Corea ed una (quasi in letargo) in Tailandia. Una qual certa produzione di unità per carichi secchi continua ancora in Sudafrica, in Danimarca (Maersk Line) e nell'Europa Orientale, mentre altrove non ve ne è praticamente nessun'altra. Al contrario, esistono 35 (e forse oltre) fabbriche di unità per carichi secchi in attività in Cina , tra cui due inaugurate nel 1997.

Nemmeno si può dire, peraltro, che il vasto settore produttivo di box cinese sia sfuggito ad un accenno di razionalizzazione. Possono anche esserci state relativamente poche chiusure integrali fino ad oggi, ma la maggior parte delle imprese sta rivedendo le proprie posizioni. Molto poche lavorano con profitto e quasi tutte - al fine di coprire le perdite - vengono sostenute da soggetti stranieri o dal governo cinese. Si sono recentemente verificate diverse fusioni tra fabbriche. Ad esempio, la Shanghai Far East e la Tianjin North Ocean hanno unito i propri sforzi allo scopo di commercializzare congiuntamente la produzione; entrambe sono supportate dal gruppo Cosco.

Una delle associazioni che ha riscosso maggiore successo, la Singamas Container Holdings, ha nel frattempo rilevato una quota del 40% nella Xia-Win Container Manufacturing Co, in seguito al precedente fallimento della Korean Win Corp. Sono circolate dicerie anche in relazione al principale gruppo produttore di box della Cina, la CIMC (anch'essa in parte posseduta dalla Cosco), che ha recentemente preso in considerazione la possibile acquisizione di un certo numero di fabbriche statali e d'oltremare.

I due principali soggetti del mercato coreano, la Jindo Corp e la Hyundai Precision & Industries, continuano a supportare le proprie operazioni cinesi, per quanto i recenti problemi finanziari coreani non inducano certo alla fiducia. Ciascuna delle due società controlla un impianto per refrigerati e tre impianti per carichi secchi in varie località della Cina. Tutti insieme, unitamente alle cinque fabbriche della CIMC già installate (di cui quattro riguardano i carichi secchi ed una i refrigerati) attualmente provvedono al 60% circa di tutta la produzione cinese.

Dato che nessuna impresa cinese ha tratto vantaggi dalla recente diminuzione selvaggia dei prezzi, verrebbe da chiedersi come mai così tanti perseguano un comportamento tanto distruttivo. Tanto è vero che un produttore ha dichiarato: "Le perdite dell'anno scorso hanno prodotto le conseguenze peggiori in Cina, poiché sono state quasi interamente auto-inflitte. I produttori cinesi di contenitori, dato il quasi predominante controllo del mercato globale, non avrebbero dovuto ricorrere a mezzi così disperati per guadagnarsi delle ordinazioni".

Le ultime stranezze suggeriscono come, malgrado l'introduzione di un approccio maggiormente commerciale da parte di molte delle più recenti associazioni di imprese, la vecchia mentalità "statalistica" ancora prevalga presso alcune sedi, laddove i finanziamenti governativi sono la norma e l'obbiettivo-profitto rappresenta un fattore alieno. Alcuni impianti supportati dallo Stato non sono chiaramente in grado di conformarsi alla realtà commerciale, anche se altri continuano a finanziare la produzione a prezzi meno cari per il mercato libero mediante ordinazioni a prezzo più alto effettuate da clienti interni.

La Cina inoltre resta gravata da un notevole eccesso di capacità produttiva di contenitori. La capacità complessiva installata è superiore agli 1,2 milioni di TEU ed è strutturata su turni lavorativi multipli, il che significa che i costruttori cinesi di box lavorano a meno di due terzi della propria capacità teorica. Sebbene si tratti di una utilizzazione migliore di quella ottenuta in molti altri Paesi, essa conserva un elevato livello di concorrenza. Pochi dubitano che al governo cinese, con il senno di poi, ora non rincresca concedere così tante autorizzazioni relative alla produzione di contenitori.

Quali che siano stati i loro errori in origine, la autorità cinesi sembrano determinate ad applicare la propria struttura tariffaria basata su livelli minimi. Si sa che adesso esse hanno affinato l'organizzazione e che si stanno attrezzando per fare entrare in vigore il relativo provvedimento sin dall'inizio di quest'anno. La fascia tariffaria inerente alle unità per carichi secchi fissata originariamente a marzo dello scorso anno è stata ratificata in occasione di una riunione tenutasi a Shanghai ad agosto e rimarrà in vigore fino alla fine del 1998. L'incontro di agosto ha comportato la revisione del livello dei prezzi relativo alla produzione di refrigerati, il cui minimo inerente ai 20 piedi è stato ridotto da 8.000 a 7.000 dollari. I prezzi relativi invece alle unità frigo ad alta cubatura da 40 piedi sono stati ridotti da 13.000 a 11.000 dollari. Queste correzioni sono state apportate al fine di allineare maggiormente i prezzi dei refrigerati cinesi a quelli in quel momento correnti in Corea del Sud ed in Giappone.

Il compito di procedere all'effettiva applicazione di tali provvedimenti è stato trasferito all'Ufficio Dogane Cinesi, che porrà in atto i regolamenti attraverso i propri uffici regionali. Fonti locali hanno fatto capire che tutti i contratti stipulati con i produttori di containers saranno rivisti allo scopo di far sì che il livello dei prezzi si mantenga al minimo stabilito (ovvero al di sopra), che il pagamento dovuto venga incassato o accreditato, prima di rilasciare la necessaria licenza di esportazione. Senza questa documentazione, i produttori cinesi non possono esigere il rimborso delle imposte sui materiali; ci si aspetta che essa venga conservata, inoltre, al fine di scoraggiare la mancata osservanza delle regole.

E' stato detto che i potenziali trasgressori avrebbero potuto correre ai ripari mediante sistemi finalizzati all'applicazione di prezzi intorno a quelli minimi fissati, facendo credito ai propri clienti in qualche modo, sebbene difficilmente si possa pervenire ad accordi simili nel caso che gli uffici doganali siano pignoli nell'applicazione della normativa. Oltre alla perdita del diritto alla licenza di esportazione, le imprese che dovessero prendere tali iniziative potrebbero essere perseguite ai sensi della legge cinese.

Resta da vedere se i controlli sopra descritti potranno mettere fine all'endemica riduzione dei prezzi degli ultimi anni. Sebbene ci si aspetti che la maggior parte dei produttori (compresi i più grandi gruppi supportati da capitale straniero) rispetti le regole, la reazione dei clienti è stata meno incoraggiante. Alcuni importanti acquirenti di contenitori hanno già segretamente deciso di non accettare - in linea di principio - le imposizioni governative e di continuare a premere per ottenere prezzi più bassi.

Sebbene sia improbabile che tali comportamenti possano apportare vantaggi agli acquirenti di containers sul lungo termine, qualcuno potrebbe essere tentato di influenzare la situazione nei mesi a venire mediante attività in nero. Molti attualmente sono al completo date le notevoli consegne ricevute nel 1997 ed in tal modo potrebbero aspettare il momento opportuno. Gran parte dei produttori, pertanto, prevedono la diminuzione delle ordinazioni all'inizio del 1998, dal momento che i clienti stanno mettendo alla prova la forza del governo cinese.
